things are only expected to get colder in the next couple of days as we head into now a cooling trend, especially compared to the warm highs that we had last week. now, let's take a look at your hour-by-hour forecast. for walnut creek it is about 40 degrees and temperatures will bump up into the upper 60s, low 70s yet again. 44 degrees right now in san jose. by 12:00, upper 60s and by 2:00 we expect 70s. i will talk more about the cooling trend and windy conditions ahead. kira. >> we will enjoy today while we have it, vianey, thanks. we begin with a follow-up we have been watching in the east bay. last night the oakland school board voted not to postpone the plan to close or merge numerous schools. this despite hours of heated debate and the threat of more protests and hunger strikes. the oakland unified school board held a special meeting to vote

on the amendment to delay the closing of community day school and la escuelita elementary school this year and instead hold off on the plan until next year. it is part of the district's plan to close and merge 11 schools over the next five years. two directors voted yes, but three voted no and with one abstention that means the closures will continue. this is what happened when the votes came in. >> motion does not agree to. the amendment fails. >> thank you for that. >> you all -- you all put on this show tonight. you think this is gonna work. this isn't going to stop anything. this is the start of it. i'm so insulted you would make us and the community sit here for over two hours, knowing that you weren't going to do a darn thing to change the situation. >> two hunger strikers who haven't eaten for 18 days told us they would end their strike no matter the vote, but dozens

of other people including children said they will begin their own hunger strike over this no vote. we turn now to breaking news this morning. eastern europe on the brink of war. russia beginning strategic nuclear exercises today. president vladimir putin ordered and oversaw the so-called test launch of ballistic and cruise missiles this morning. it is estimated there are now up to 190,000 russian troops on the border with ukraine. the kremlin still denies planning to attack. >> i can say with absolute certainty if russia further invades ukraine, the united states together with our allies and partners will impose significant and unprecedented economic costs. >> that warning from vice president kamala harris today, directly to russia at the munich

security conference. harris and other nato leaders just met with ukraine's president this morning to discuss providing the country with additional military and financial support should russia invade. although now it seems that the question is not whether russia will invade but rather when. president biden friday said that putin has already made the decision to attack, adding it will happen in the coming days. today in the bay's ian cole reports on the local impact. >> reporter: president biden says vladimir putin is using the playbook for an invasion, spreading misinformation to set up false justification to invade ukraine. >> as of this moment i'm convinced he has made the decision. we have reason to believe. >> the white house says up to 190,000 russian troops are surrounding ukraine, but the president says diplomacy is still on the table. i spoke with steven pifer, a fellow at stanford and former u.s. ambassador to ukraine. >> to give the biden administration credit, i think

they have the framework just about right because they defined an off ramp of diplomacy if moscow wants to get out of the crisis without going to war, but they've worked closely with allies to come up with some very painful costs should the russians go in. >> reporter: he said that the invasion happens, the sanctions imposed on russian would be swift. >> it would prevent russian banks from dealing in dollars, from dealing outside of russia. there are sanctions that would prevent the export to russia of semiconductors and other high-tech goods which are very important both to the russian's military industry but also the civilian economy. >> reporter: some analysts expect putin could retaliate by cutting off oil and gas exports. one gas buddy analyst told us gas company go up to $6 a gallon in california. others say it is too early to tell. >> with the economy already nervous, there's really a possibility people will panic in the gas market, the gasoline market and also the natural gas market, and both of those prices

will go up substantially. >> reporter: and that could come just days after an invasion. ian cull, today in the bay. new this morning, a gunman is on the loose after nearly killing a man in the south bay. it happened just after 9:30 last night in the area of marlboro court and del monte avenue in the east bay. when police found the victim he was suffering a life threatening injury but say he has stabilized. police are looking for the shooter. a northern california school district is at risk for losing its liability insurance for defying the state's mask mandate. california still does require masks be worn indoors at schools but last week the roseville unified high school board mere sacramento voted to drop the mask requirement. the district could lose the liability insurance, meaning they would be liable for anything that steps from not obeying state law and not having the mandate in place.

legal experts also add the district could lose its covid disaster funding and be fined by cal osha. a spokesperson for the district said a response would be sent out this weekend. moving you forward, when will the state lift the mask mandate for schools? governor newsom says he will make an announcement near the end of this month. newsom says a specific date will be given when the masks can come off. turning now to our coverage of the olympic winter games as they near their finale, and a live look for you again at the olympic flame spinning go birdie in the middle as we mark the final two days of competition. team usa is making a push for more medals. "today in the bay's jay gray has been following it all for us and has this report from beijing ahead of tomorrow's closing ceremony. >> reporter: good morning, kira. team usa closing out strong, a double take in the mountains, and then the americans also sliding into place for more medals on the sled track. >> it is wild in go birdie.

>> reporter: team usa takes two in the half pike. alex ferreira flipping the bronze, david wise flying the silver. >> i have come to the olympics three times and medaled every time, to me it is unbelievable. >> reporter: the americans have won five of the nine possible medals in free ski halfpipe since it became an olympic sport in 2014. the final figure skating medal event is on the ice right now. the american pair sixth and seventh going into this morning's preskate. also this morning, the final runs in two-women bobsled. humphries team in fifth place with an outside shot at a medal while elana meyers taylor and her partner in third behind two german sled teams. >> it will come down to being consistent. it will be a battle of making the least amount of mistakes. >> reporter: there's no mistaking what meyers taylor

celebrating the chinese new year. this weekend is the parade in the city. we will get to that in just a moment. but first, a follow-up in oakland. the city council has now certified the environmental impact report for the howard terminal ballpark. this is for the oakland a's hopeful ballpark near jack london square. with the eir now approved the council can move forward with votes on the development agreement. the $12 billion plan also includes room for housing, offices and retail space. now we take you to tahoe where this huge bear is causing major headaches. police have dubbed the 500-pound bear hank the tank. his latest break-in happened at a home near south shore. hank busted in a fence, broke a small window and got into the house. officers eventually got hank to leave through the back door by banging on the outside walls. the bear is responsible for dozens of break-ins over the

past several months. wildlife workers are trying to capture and euthanize him because he's become too dependent on humans. back here locally, a big scare for people in the east bay hills. a full-grown python, two people found the large snake in shibo regional park along a trail near redwood road and managed to snap these photos. >> we came right down the path, probably like, you know, 20 minutes later i looked -- i actually looked away from the snake. i said if i don't look at the snake i can walk by without totally stressing out. then my partner looked over and she's like, it is not there. >> oakland zoo experts say it is a ball python. while it may look dangerous it is not. people often have experts suspect someone may have dumped their pet at the park. they also think it may be injured, so if rangers see it they're hoping to get it to vets. as i was just mentioning, san francisco's chinatown is alive with excitement. the chinese new year parade is

happening today after pausing during the pandemic, and huge crowds are expected. "today in the bay's" thom jensen shows us the preparations. >> reporter: bleacher seats along the route, sold out quickly according to organizers who say enthusiasm is high as san francisco welcomes back the chinese new year parade. >> this event actually brings back tourism to the city, and especially brings back tourism to chinatown, who has been hit hard economically in the past two years. >> reporter: san francisco's chinese new year parade has traditionally been a huge draw as hundreds of thousands of visitors swarm to chinatown to celebrate. but over the past few years crimes against members of the aapi community increased, so there will be dozens of extra uniformed officers and security volunteers from diverse background this year. >> we will have martial artists walking with us, also people trained in self-defense that will be able to step into action if anything happens.

>> reporter: the diversity a sign of solidarity and the lunar new year celebration a chance to show that in a proud and public way. >> so we're super excited about coming out, and especially with all of the attacks against asians, we are here to let them know, hey, we're here, we're not invisible, we have a voice, and we want to show people that we're going to be out here and we're not scared to come out. >> there's always safety in numbers, and so we are expecting a large turnout. we are going to have a large presence. >> reporter: the parade starts at 5:15 saturday evening at second and market, and the floats then crisscross through chinatown, ending at jackson and kearny streets nearly three hours later. in san francisco, thom jensen, "nbc bay area news". so if you are headed to san francisco for the parade or not, expect some traffic delays while the parade is happening. brings the return of the chinese new year parade. we have a 5:15 start and it is on market, market at second, but the route quickly gets over to other streets and eventually goes down kearny over to jackson. that will be local street closures which start about 2:00 p.m. and may extend as long as 9:30 depending on how long the cleanup take. that it disrupt local traffic. it also will disrupt the bus routes from muni along the route, meaning some delays. keep it in mind. it is a bummer but go to sfta.com for specifics on the route. find out about free cable cars on the weekend to help celebrate the lunar new year. happy new year. year of the tiger. back to you. >> thanks, mike. let's check in with mist vianey arana to find out how the weather will be for the parade today. >> it will be pretty stunning. thankfully, you know, this is happening on a day when the temperatures are still going to be pretty warm overall with

sunshine as well. so let's take a look right now as you head out the door. i will get to your hourly forecast for san francisco in a second. we have temperatures starting out in the 30s and a couple of 40s right now. 37 degrees in morgan hill. 40 degrees in san jose. 47 in oakland. san francisco, 50 degrees. let's take look at the 24-hour temperature change. notice no big changes now when it comes to the past 24 hours, but heading into tomorrow we are going to see a drop in those temperatures and also a kickup in the winds. if you are going to be heading to san francisco for that parade, here is a closer look at what to expect, your hour-by-hour forecast. of course, this takes place at 5:15 tonight to 8:00 p.m. look at the temperatures. we will be in the 60s through the afternoon, and then eventually into the overnight hours we will remain in the low 50s. by the end of the, you know, parade, it will get a little chilly at times but overall beautiful weather. perfect for a parade to celebrate in chinatown. as we head on over into the walnut creek area, your

temperature hour-by-hour is going to bump up into the 50s. by about 10:00 a.m., notice we are cold right now but the winds are calm. by 1:00, 2:00, temperatures will be in the upper 60s. heading over to the south bay and san jose, 44 degrees. now, one big thing that's also going to change in addition to the drop in temperatures is going to be an increase in wind. so enjoy today's forecast. it is going to be beautiful. 72 degrees in morgan hill. los gatos, 70 degrees. in through the east bay, 69 in oakland, 72 in pleasanton. fremont, 70 degrees. san mateo, 68. redwood city, 70 degrees. san francisco will be in the upper 60s today, and up through santa rosa, 73. sonoma, 72. let's look at satellite radar and talk about what is going on and when the big change is coming. it will finally start feeling like winter around here. we have an upper level disturbance that is actually going to be kicking up the winds starting tomorrow, but also bringing in some cloud cover as well. take a look at your sunday wind gust forecast.

by 12:00, san francisco is going to get pretty gusty. 24-plus miles per hour, but then it gets windier heading into the afternoon. sunday evening into monday, look at san francisco, santa rosa, at 20-plus-miles-per-hour winds, 30 plus at times with gusty conditions expected into tuesday. we will definitely feel the return of winter. not only that, you guys, but we also have the chance of seeing some rain heading into tuesday as well with a chance of thunderstorms. because the temperatures are going to be drop, there could also be some low-elevation snow in our forecast as well in through the southern california area also expect to see rain heading into tuesday and wednesday. the low pressure system is going to bring plenty of instability with a drop in temperatures. this will be a nice change compared to the record highs we saw last week. so look at your seven-day forecast. a chance of thunderstorms, tuesday and wednesday. kira, that's the change. >> i'm guilty of enjoying the record highs, but, boy, that rain return is so welcome.

african american community. census numbers show the black community is disappearing in san francisco, creating the threat of a cultural void, but "today in the bay's" joe rosato jr introduces us to a group of artists determined to keep their presence in the city. >> i've been painting and drawing since i was in jobina fortson high. >> reporter: there are a great many met fors droechb into the art. bits of broken ceramics. >> this is beautiful broke as they are complete. >> reporter: zip ties. >> they may reference the police in that they use zip ties as stand-ins for handcuffs. >> reporter: and fabric. >> my mother made quilts and my grandmother, my great-grandmother, and they expressed their creativity, their joy, their anger, their world view. >> reporter: like them, he expresses himself through his art. >> for me they are a stand-in for my feelings of what it is like to be black and queer. >> reporter: as a black san

francisco artist, he is among two communities, artists and african americans, who have increasingly been priced out of san francisco. in response, he and other black san francisco artists formed the 3.9 collective. >> use our work as a way of raising awareness about the dwindling number of blacks in the bay area of san francisco. >> reporter: the name of the collective, 3.9, refers to a newspaper article that predicted san francisco's black population would eventually fall to 3.9%. in actually, it has fallen to below 6% from 1970 when african americans made up 13% of the city's population. >> the collective retains that name to really speak about this exodus, and in some ways the invisibility of black americans in san francisco. >> reporter: writer and art history professor jacqueline francis is another of the collective's members. she says the group holds workshops and exhibits, bringing

wisdom and encouragement to younger black artists. >> we all want to link arms and support each other. >> reporter: the group recently linked arms to create a video installation, on display in the san francisco arts commission gallery, a piece called "black magic." even the group itself reflect the challenges black artists face. >> our collective at one time was like 20 folks. right now we are four but we are always looking. >> and this is the earliest form of photography. now i'm putting my hand -- >> reporter: group member ron moultrie saunders uses an old photography technique to explain current affairs in san francisco's traditionally black neighborhoods. >> i use elements like water because the black population of bay view moved there in response to job opportunities at the shipyard. it is a way to have a discussion about the disappearance and the decline of black people in san francisco. >> reporter: the 3.9 collective emphasizes the importance of black voices in the art world

came out last night and said that he's determined that vladimir putin, russia's president, has now decided to invade ukraine. there's also been several other telling and alarming incidents not far from where i'm standing here in eastern ukraine, along the border with the two separatist enclaves that are backed by russia. we saw yesterday there was an alleged car bomb that one of the leaders of these spreadist enclaves says was targeting a military leader. the ukrainians called it phony. they say it was made up by the separatist leaders to create a pretext for vladimir putin to send his armies into ukraine. we saw the leaders of one of the enclaves called on all able-bodied men to pick up arms and fight against the ukrainian military. it was a surprising move. he announced he would be evacuating citizens into neighboring russia and he has done so. about 3,400 citizens on our last count that crossed the border into russia, ostensibly to spare

>> reporter: hi, kira. we are at the mountain cluster, the highest mountain cluster at the olympic games, and the weather conditions gnarly out here. let's show you, minus 5 degrees, but with the windchill at minus 25, gusty winds, 25 miles per hour, one of the coldest days of the olympic games. the free skiers had to change strategy and tricks in the halfpipe. david wise of reno delivered on his first of three runs. the winds gave him trouble with the last two but the first run landed him solidly in second place and he held that spot for the rest of the competition, securing silver. three olympics, three medals for david wise. he has made the podium at every olympics since the event debuted in sochi in 2014. two golds and a silver today. his teammate alex ferreira won silver in pyeongchang and watched away with bronze in beijing. >> yeah, second olympics, second olympic medal. two for two. i'm excited, grateful to be

here. i'm ecstatic really. >> if anything, there's a bittersweetness to this because i had so much i planned on doing here. like i have a deep bag of tricks that i didn't even get to crack into today because of the wind. so i at least got to do one more season of competing because i just have some -- it is like a chef who cooked a really good meal and then doesn't get to share it with anybody. i have all of this stuff i want to show people. >> reporter: team usa athletes out here cheering on david wise, a father of two, even holding cutouts of his wife and two kids. wise was able to video chat with his family right after he won silver. his family back at home in reno at a watch party at the renaissance hotel. it was a fundraiser for sky tavern, one of the world's nonprofit ski resorts to give low income families the opportunity to try the expensive sport of skiing. that's where david wise first learned how to ski, and the event raised nearly $50,000. these windy conditions postponing a major event today. the mixed team alpine event, it was supposed to be mikaela

60s for san francisco. if you are heading to the lunar new year parade in chinatown, the weather will be perfect. comfortable 60s. you may want to take a jacket though because by the end of the night we will be dipping down into the 50s, but no rain for today for san francisco. also, the winds will be calm. expect it to get a little windy into the evening and gusty by tomorrow. walnut creek, 40 degrees. temperature trend, look at 1:00 at 67 degrees. 69 by 2:00. let's head on over to san jose right now. it is about 44 degrees and the temperature is going to bump up into the upper 60s. low to mid 70s for the interior valleys. what is going to happen over the next couple of days? notice today's winds are from the northwest about 9 miles per hour. we have 70s today, it will be dry and sunny, and then we have an upper level disturbance that will drop the temperatures down, bring cloud cover and kick up the wind. redwood city, 70 degrees. up through the north bay also in

the 60s and we will see the wind gusty, especially into the afternoon. by tomorrow, 12:00, look at san francisco, 24-mile-per-hour winds. livermore, 23. san jose will be a little less windy, but by monday into tuesday with the arrival of a low pressure system we are going to also be talking about the chance of seeing rain in the forecast. so winter returns, finally going to feel like winter around here by next week. take a look at tuesday's forecast. there is also a chance that we could see some low-elevation snow in our forecast thanks to the low pressure system that is going to cool us off, dropping the overnight lows potentially to below freezing at times, so something to be mindful of. also expect the winds to kick up starting tomorrow, and you will notice the increase in cloud cover. over the next seven days, a closer look at the forecast. tuesday and wednesday we will monitor the chance of thunderstorm activity. we will go from mid 60s today and 70s, back down into the 60s,

handy. just point the camera on your phone at it and a link will pop up on your screen. in addition to our qr code, the united way says you can call 211 to find free tax help. chris chmura, "nbc bay area news" trending this morning, a cat missing for seven years has been reunited with its owner. the 8-year-old cat was found by animal services in riverside in southern california thanks to her microchip. they found her owner who moved to tennessee back in 2015. the owners say the cat wandered off and never came home. one of the workers travelled to tennessee to return the cat to her family. at 7:51, up next a quick look at the top stories we are following including another heated meeting over school closures. now students threatening hunger strikes after the vote impacting some east bay schools.

escuelita elementary school this year. they would have held off on the plan until next year, but voted against it. it is part of the district's larger plan to close and merge 11 schools over the next five years. dozens of people including children tell us they will begin a hunger strike over that "no" vote. i can say with absolute certainty if russia further invades ukraine the united states, together with our allies and partners, will impose significant and unprecedented economic costs. >> that warning today -- that warning today from vice president kamala harris directly to russia at the munich security conference. we turn now to the breaking news. after russia held strategic nuclear exercises today, president vladimir putin ordered and oversaw the so-called test launch of ballistic and cruise
