eastern europe remains on the brink of war after russia test fired munitions this morning. a dramatic showing of russia's military power. russia denies planning to attack ukraine. meanwhile, russia-backed rebels in ukraine mobilized troops after forcing the evacuations of people living in the contested area. >> the evacuations come as shelling in those areas increases. ukraine's military says a soldier was killed today from shrapnel in those blasts. a u.s. defense official says the kremlin has between 40% and 50% of its military forces around ukraine in attack position, though they are still several miles from the border. politicians gathering today for a security conference in munich. ukrainian president volodymyr zelensky put out an appeal for peace while saying his country is still ready to stand against one of the largest arm he's in the world. president zelensky says he still hopes diplomacy will win out while taking western leaders to

task to allow his country to wind up in russia's crosshairs. >> ukraine is longing for peace. europe is longing for peace. the world is saying it doesn't want any war while russia is claiming she doesn't want to intervene. someone here is lying. >> during the conference, vice president kamala harris met with zelensky. harris repeated that the united states is committed to the security of ukraine. during her own speech at the conference, harris warned the consequences will be swift and severe. >> we will impose far-reaching financial sanctions and export controls. we will target russia's financial institutions and key industries. and we will target those who are complicit and those who aid and abet this unprovoked invasion.

>> meanwhile, a number of international airlines are suspending flights to ukraine. the latest announcement comes from lufthansa. flights will be suspended to ukraine starting on monday. officials fear this crisis sister could explode at any moment. we are keeping track of the latest developments on our website. go to nbcbayarea.com, click the link in the "trending" bar for all our coverage so far on ukraine. a family in el cerrito is desperate for answers. they've been looking for a loved one missing since monday. the 29-year-old woman visiting from southern california went on a morning walk, never came back. nbc bay area's christie smith has more. >> i just need to find her. i can't sleep. none of us can sleep. >> reporter: ariel mcalpine wants to find her sister, 29-year-old kemani, missing since monday when she went for a morning walk in el cerrito. >> she never came back.

so we've been really worried. she has been staying with my dad, and she doesn't know anyone else in this area. because she's from l.a. >> i was not thinking that this was strange until i hadn't seen her for several hours. and then -- then i drove around. >> reporter: they contacted el cerrito police, who sent out an alert. her family has been trying to get the word out ever since. >> it's day six. >> yes. >> and it's -- it's -- every day is just getting harder. >> reporter: today they organized a flyer effort, posting them in the area. friends and community members came to help. they also believe shortly after she disappeared that she was spotted in oakland near tenth and jackson streets, but they've been unable to find her. >> we can't track her because her phone is dead. we've checked her bank transactions, activity, there's been nothing. we're just really worried because i don't know where she could be. >> reporter: they also have more

concerns. >> she was taking medication prior to leaving, and she has not been on that medication, and it tends to make her disoriented. >> reporter: as they keep spreading the word, they hope people can keep an eye out and get in contact if they see her. >> kemani is 5'7", 170 pounds. beautiful fro, short. mostly black with blondish-red tips. she was last seen wearing a beige sweater, black pants, white nike hightops. she had a black face mask on. >> we love her, we miss her, we want her back safely. >> reporter: christie smith, nbc bay area news. we're going to go ahead and switch gears, take you to san francisco's chinatown where it is alive with excitement right now. just about two hours, the legendary chinese new year parade officially returns. take a look at the thousands, wow, of people who showed up to

today's festival before the parade. they had to miss out on the parade last year because of the pandemic, and many are excited about all the fun ahead tonight. >> it's so beautiful and so uplifting to have it back. so wonderful. it gives me a feeling of renewal, and i can't wait to touch the dragon for good luck for the new year. >> the parade starts at 5:15 tonight, and organizers say it is the biggest chinese new year parade outside of asia. this will be the first time in two years that a live, not virtual, parade will march through the city. they've been putting the finishing touches all week, there's going to be beefed-up security this year, but not just from police. volunteers will be patrolling as well, unarmed, but made up of martial artists and self-defense experts. the parade starts in two hours. once again, here is the parade route. starts at second and market, wraps around union square, ends

up at columbus and kearney. how about a free ride to help bring in the lunar new year? muni is offering free rides this weekend, including the cable cars, to help celebrate lunar new year in san francisco. ride free through 5:00 a.m. monday. >> that sounds good. free cable cars, i like that. take a look at san francisco live. if i were going to throw a chinese new year's parade, i'd have weather just like that. >> perfect. >> rob mayeda is providing this nice weather. take a look at the forecast too. >> a lot of short sleeves around san francisco. upper 60s earlier. right now 65 degrees and likely one of the more warm starts to a chirn niece new year parade that we've seen in quite some time. mid-60s through 5:00. mid to upper 50s outside. cloud-free as these warm conditions continue to start the weekend. but get ready for the opposite of warm by the time we get into monday and tuesday. cold air surging down the coast is going to lead to a big drop

in temperatures and a chance of showers. but it's not just how much in terms of showers that we're watching, it's precipitation type. look at that, a chance of snow showers on the higher peaks of the bay area. a chance of some hail as well. quite a change coming our way. we'll take a look at that tuesday winter whiplash in our forecast coming up in about eight minutes. >> winter whiplash, looking forward to that, thank you. bus drivers in the east bay are meeting today because they believe their vaccine mandate is unfair. bus drivers work for ac transit. their union is in the middle of a meeting now. they say they're upset because they want to have the option to do covid testing on top of the vaccine mandate. the mandate goes into effect march 17th. union leaders say only one-quarter of employees for ac transit are vaccinated right now. they're now discussing how they want to move forward. it's caught national attention. san francisco's overwhelming recall of three school board members earlier this week. tomorrow, mayor london breed is going to be on "meet the press"

with chuck todd to talk about it. by a landslide vote, san francisco voters agreed to recall allison collins, gabriela lopez, and molioa. some say the recall is a rejection of woke politics in san francisco. the recall campaign happened after the board announced plans to rename dozens of schools and change the admission system to lowell high school. they lowered the standards. some recall supporters say they were frustrated with the board's handling of the pandemic, including how long it took to get schools back open. mayor breed will be looking for three replacements to finish out the commissioners' terms. in november, voters decide on a new board. chuck todd says tomorrow he plans to ask the mayor what the election results say about progressive policies. >> is this about priorities? is it about competency? is it about messaging? i think a lot of people are trying to nationalize and read into what happened. i think it's important to find out, okay, you're on the ground, what do you believe happen >> "meet the press" starts

tomorrow m bay with kyra clapper." celebrating black history month in a way that's friendly to the environment. the eco center in bayview did just that. painting, kids got hands dirty, a sign they had fun. the celebration highlighted health and wellness through art and nature. it is hard to believe but we are on the final weekend of the winter olympics as we take a look right now. the olympic torch in the middle there. one day of competition left. u.s. is still picking up medals and making history along the way. >> anthony 34 ris is joining us with some of the latest highlights. >> that's right. more hardware for team usa. the u.s. won two medals in freestyle skiing men's halfpipe. this is a great scene. all of reno out to watch david wise yesterday. the two-time defending gold medalist in the halfpipe wins

turns out everything is clear. no broken bones or anything. just want to say thank you all for the love, support. >> american bobsledder elana meyers taylor will lead team usa as the flag bearer in the closing ceremony. she missed her chance to carry the flag in the opening ceremony because of covid. meyers taylor won bronze in the two-woman bobsled event earlier today. she also won a silver medal in the monobob competition last week. hard to believe it is coming to an end. great memories from these winter olympic games. >> anthony, thanks. take a look at the medal count. norway in the lead, 15 gold, 35 total. the russia olympic committee is close with 31 total, 6 gold. canada third, 25 medals overall. the usa rounds out the top five with 24 total medals. a last ditch hope to stop school closures shut down in

a gunman on the loose after nearly killing a man in the south bay. this is video of the scene. it happened about 9:30 last night in the area of marlboro court and delmar avenue in san jose. police say when they found the victim, he was suffering life-threatening injury. he's in stable condition. police still looking for the shooter. nba star, golden state warrior star, draymond green's house in l.a. burglarized during the super bowl.

he was at the game, when he came home, tmz reports he reported someone had broken in through a window and they took more than $1 million worth of property, mostly watches and jewelry. police are investigating, of course. no arrests have been made so far. we have a follow-up on a story we've been watching very closely in the east bay. the school closures in oakland unified will happen. school board held a special meeting last night, and they voted not to postpone the plan to close and merge numerous schools over the next five years. to opponents who haven't eaten for 18 days told us they would end their hunger strike no matter the vote, but dozens of other people, including children, said that they're going to start another hunger strike. that would have started today. we have reached out to organizers but have no update yet. we'll keep you updated on that. governor newsom weighing in on a decision to cap enrollment at uc berkeley. this month, a california court

order berkeley to freeze enrollment at 2020 levels. that would slash the incoming fall class by about 3,000 students. groups say berkeley neighborhoods is behind this freeze. they say the cal campus is outgrowing the city of berkeley. yesterday the governor asked the california supreme court to step in and temporarily halt the freeze. he argues that the court order would disproportionately impact students from disadvantaged backgrounds. sonoma county moving forward, celebrating a pandemic milestone. the county says it's officially given out 1 million doses of the covid vaccine. county health leaders say it's outpaced the state and nation. they believe the vaccination rates has led to fewer deaths. 80% of the population has had at least one shot. 63% of eligible people have gotten boosted. 36% of children between 5 and 11 have gotten a covid shot to this point.

new york state, look at that. people are trying to dry out this weekend there. new video shows homes flooded, creeks melted. this is in evans near buffalo. the frozen creek caused ice jams, a lot of flooding, water damage to about 20 to 30 homes in the lake erie community. town leaders say the planned construction of a new bridge can ease future flood problems. if we could just have a moderate dose. >> little bit. >> a moderate dose, something, anything, rob. what do you say? >> anything more than 70 in winter? >> right? >> yeah, really. >> just like last week. another round of 70s around the bay area to start things off. sunny skies as we take you on a tour around the bay area. 70 now in san jose. upper 60s in livermore. and still near 70 degrees in walnut creek. over to san francisco earlier, upper 60s, a lot of sunshine. 65 degrees. so tomorrow, likely to be a little bit cooler. we'll have increasing high clouds for the first half of the day beginning the day in the 30s

to mid-40s. noon, numbers in the mid to upper 50s. highs tomorrow still above average, maybe not as warm as the widespread low 70s we're seeing this afternoon. but mid to upper 60s around the santa clara valley. upper 50s to low 60s bayside. more mid-60s north bay. so sunday finishing off pretty warm. but notice we've got more clouds in the mix for the first half of the day. clearing skies approaching sunset tomorrow. monday is the transition day, the warm air starts to move out. look at this continental polar air mass dropping down the coast. this is going to lead temperatures to drop as much as 20 to 25 degrees cooler than what we have outside right now. don't pack away that winter coat or the umbrella on tuesday. we're looking at highs in the low 50s. that cold low dropping down the coast, we'll see at least a chance of showers. to give indication of how cold it looks like it's going to be, snow levels at times could be

3,000 to 4,000 feet. it's hard to believe. it's 70 now. by tuesday, a very different air mass settling in, cold air alaucht, and the warming that occurs during the day increases atmospheric instability. instead to the chance of snow in the higher peaks, hail could be possible and a slight chance of thunder. all this on tuesday. by tuesday night, as temperatures start to drop, atmosphere begins to stabilize and we should see those showers shutting down. if your favorite weather app is saying .1 inches of rain, that's not the big story. it's precipitation hype. we could have hail, snow in the higher peaks, highs only in the low 50s. this is going to be great news for the sierra. we'll likely have winter weather advisories up, maybe a winter storm warning for tuesday as we could see about a foot of snow above 5,000 feet. notice the trend in our morning temperatures. i want to point this out if you have any agricultural concerns outside. bring the pets indoors too. obviously wednesday morning and thursday morning, it's likely our morning temperatures, we're

talking widespread low 30s across the valleys. wind-sheltered areas could see upper 20s in the valleys toward the end of next week. a big reminder that winter is still around by the time we get into tuesday. you can see the drop in temperatures. slight chance of thunder. could have snow on the higher peaks of the bay area. not a big rain event but it's going to be colder with unsettled weather for tuesday. second half of the week, skies clear. look at the inland temperatures. 70s right now. about 20 degrees cooler tuesday into wednesday. morning temperatures in the low 30s. big changes. big u-turn coming our way early next week. >> seriously. it's a good reminder we are still in winter. >> very much so. the street soccer skills went viral on tiktok. and then caught the eye of a pro team. this is the kind of thing they make movies about. fans could land him his own halftime show.
