>> i'm marcus washington. >> i'm laura garcia. you can watch us on television, but you can also watch us on roku, amazon fire, apple tv and online. >> let's get you started with this monday morning, taking a look at the forecast. meteorologist kari hall has a look at what we can expect today. >> it's been a windy morning, as you're getting ready to head out you can feel the winds already gusting. a live look outside in san francisco, we're starting out clear and temperatures chilly, and as we go into today it's going to be much colder than the weather we've had recently, as our temperatures will only make it into the mid-50s for lunchtime and upper 50s in some spots as we go into the warmest time of the day. san francisco will be at 55. we are not going to crack 60 today. and then going into tonight, we still are going to have gusty winds, but the temperatures will be colder. we're getting ready for the kind of weather we haven't seen in at least a month and a half. we're going to talk more about that in a few minutes. mike, you may have a car fire?

>> yes, we'll take you out to 880 through oakland, southbound, very light traffic and that's what we probably will have for the early commute on what for some is a holiday off of work. but just south of the coliseum toward davis street we're looking at a car fire, reportedly a crash went off the roadway. i'm sketchy on the details and we don't see slowing, but chp has just arrived. early commute, an easy drive. wind advisories from chp for the venetian, bay bridge, san mateo as well. the altamont pass is still green. very light. back to you. >> thanks, mike. this morning the world is bracing for russian president vladimir putin's next move. nbc news has earned that u.s. intelligence shows russian military officials have been given the green light to invade ukraine. >> this comes as the white house has agreed to a summit on conditions that russia does not move forward with an invasion. jackson is live in jackson with more on what president biden plans to meet with putin. >> reporter: citing credible intelligence u.s. officials say russia's military has already been given orders to invade ukraine. >> as the president has said, we believe that putin has made his decision, period. >> reporter: this comes amid increased tensions in the region, with more than 1,500 explosions over the weekend. the u.s. alleges russians are trying to create a pretext for war, claims russia denies. >> there is no such plans. >> reporter: ukrainian officials are calling for an immediate cease-fire. >> we have already two people dead, 11 people wounded, and it keeps going as we speak. >> reporter: the u.s. is threatening sanctions if an attack occurs, including disrupting russia's economy and flow of oil. >> the president has all the power he needs to do it. >> reporter: while also warning americans could face

consequences, ranging from higher gas prices to cyberattacks. >> it's certainly part of their playbook and we've been engaged for many months now, first of all, in helping ukraine itself bolster its cyber defenses. >> reporter: the administration is leaving the door to diplomacy open. >> i will leave no stone unturned to do that. >> reporter: secretary of state blinken plans to meet with his russian counterpart thursday. in washington, brie jackson, nbc news. >> and here in the bay area, ukraine americans, ukrainian americans are closely monitoring the situation, as many fear for the safety of their loved ones overseas. growing more concerned about the dangers their families face in the hours and days ahead. he says his parents are in ukraine. >> of course, they are also concerned a lot, so for them it's also a hard situation, but they are trying to be strong in this situation and we need to depend. >> the director of the center on democracy, development and the rule of law at stanford says she believes a russian attack on ukraine is inevitable. >> there has been an uptick in shelling from the rebels toward ukraine, so they're trying to create a sense of panic and crisis, and i think that's the pretext that mr. putin will use to send in more russian troops. >> reporter: she also says there may be a reason behind russia escalating military efforts this

week. >> eye of the fatherland is tomorrow and it's a big russian nationalist holiday and mr. putin has repeatedly said that the ukrainians are committing genocide in eastern ukraine against russian-speaking people. of course, that's not true, but it is a way to heighten russian nationalism and perhaps get more popular support for this invasion. >> reporter: an invasion bay area ukrainians are praying won't happen. in place or lift it. happening today, parents and students in oakland will protest the decision to close nearly a dozen schools. today's protest is happening outside of one of the schools on the chopping block, parker elementary. the board says the closures are necessary to tackle a ballooning budget deficit. the winter games have come to an end. still ahead on "today in the bay," highlights from the closing ceremony. >> and support pouring in for queen elizabeth following her covid diagnosis. what we're learning about her recovery this morning. >> and as you're heading out in the tri-valley, temperatures starting out in the 30s. we have a lot more temperatures in the 30s as we go throughout the week. our trend will be much lower with highs reaching into the mid-50s. we'll talk more about the colder air in our forecast coming up. >> check in out. ben in the operation center, if you could tilt the camera up a little more. the flashing lights are on the

mid-50s. we'll talk about a significant cooldown and rain in our forecast coming up. >> if you've been tracking this, there's a crash that's just off of the off ramp, which is indeed just south of 98 on the southbound side of the nimitz freeway. reportedly a car fire. we don't see flames. we see a lot of flashing lights through the area. so far the nimitz freeway is driving at the speed limit past the scene. this morning there's no update from buckingham palace on queen elizabeth who tested positive for covid. as far as we know, her symptoms are relatively mild, to the point where she's hoping to continue light duties. the queen is vaccinated and boosted, but as one expert reminds us, everyone is worried about her age. >> obviously everybody will be hoping that within five or six days the queen will test negative, as so many with this milder form of coronavirus have been doing over the last few months. her age is a concern.

she's 95 years old. >> the "today" show will have more coverage from london at 7:00, immediately following us right here on "today in the bay." the 2022 winter olympics are now officially in the history books. athletes are heading back home. >> you may have watched the closing ceremony on nbc bay area. if you missed it, team usa bobsledder elana meyers taylor carried the u.s. flag. she won silver and bronze medals during the game. she was voted to be the flag-bearer during the opening ceremony but had a covid diagnosis. an amazing fireworks display was part of yesterday's ceremony. during the closing ceremony, the olympic flame was extinguished, officially marking an end to the games. in less than two weeks, beijing will welcome the athletes again, paralympics games kick off march 4th. then in 2024, the summer games

head to paris. instead of taking place in a stadium, the opening ceremony will happen throughout the city. the games will debut a new sport, break dancing. the 2026 winter olympics will be held in two italian cities, so the official name of the competition is milan-cortina. >> it's impossible to know who will compete in the 2026 olympics, but we can start making some guesses. we've posted an article with five athletes to look for in milan. among them, alyssa liu. make sure you check our website, nbcbayarea.com, for that. >> still ahead on "today in the bay," the way one man is using the legacy he has to create change in the future.

happy presidents' day to you. it is 4:46. and we're starting out chilly. take a look at our temperatures around the bay area. right now in the upper 30s and low 40s, as you're stepping out. i think the wind makes it feel so much colder. we're going to see the wind continue today. in san francisco we may have 40-mile-per-hour gusts. coming along with temperatures that will only be about 55 degrees. we'll see mid-50s for parts of the east bay, the south bay, pretty much everybody as we go into 3:00 to 4:00. then look at how old it's going

to be tomorrow morning. may even dip colder in parts of the north bay. and then we have these freeze warnings that will be in effect. it's been quite a long time since we've had weather this cold coming our way, and now everything is blooming because of the warm weather we've had. so you need to make sure you're taking extra steps to protect your plants and the crops, and some of those wind sheltered valleys, especially in the north bay, could dip down into the lower 20s. this is very cold air coming in. and we're also seeing light snow in the sierra. the snow will continue and we may see spotty light showers here in the bay area. take a look at our hour-by-hour forecast, starting tomorrow morning we could see some light showers moving through parts of the peninsula, the south bay. pretty much hit or miss, but in some of those downpours we could see some small hail and we're only looking at very light amounts of rainfall here. so there will be spots that could get in on some much more

action where we see the hail, maybe brief heavy downpours this is going to be a bigger deal for the sierra where we could see over a foot of snow, putting an end to the long stretch that we haven't seen any rain in the bay area, and more snow for the sierra. take a look at these temperatures. we have active weather for today and tomorrow, and then it's just going to be chilly. the cold air settling in, especially on wednesday morning into thursday morning. we're talking about freezing once again, getting milder for the weekend, while san francisco gusty winds today and spotty light showers heading into tomorrow. mike, it looks like pretty light traffic. >> and we may see that, in fact, all week for some folks' commutes because there are schools that are off this week and some businesses are off today. so lighter traffic as we expect right now. a wind advisory for san mateo bridge. you know about gusty winds for the bay bridge and venetian bridge. altamont pass not called out today and not slowing, but there

76% of white people in america don't have people of color for friends. so the way the media represents black and brown youth is key to how they get to walk through society. so we talked to people about that and inform them culture is more than they see. steph curry wearing the headphones, that looks familiar. seeing hip hop in these spaces means that i can be in these spaces, too. it's everything. representation matters. just as it matters to see michelle obama or kamala harris, wherever she is, it matters to see hip hop in these big spaces elevated, too. black history month is for everybody because right now we're not elevating all history equally. that's why people need to have a critical lens into different cultures and what different people have been through and i think black history month is beautiful for that. i've got big shoes to fill. i'm standing on the shoulders of ida b. wells and i'm trying to
