good morning >> reporter: good morning, sheinelle. every day in ukraine it seems like we are now taking two steps closer to war and then take one step backwards with apparently diplomacy back in the cards. but u.s. officials are warning that russia could still soon invade with the help of russian backed separatists who are just about a mile from here and that also russia is planning a campaign of repression after it invades, including drawing up lists of ukrainian activists who potentially could organize a resistance movement or an underground and russia would use the lists to track down the activists and arrest them or kill them. russiana this morning denied that any such lists exist. calling it a total lie but what is not in dispute is front line positions like this are heating up

russian backed separatists fighting in a largely ignored conflict for eight years of the ukrainian government have dramatically stepped up tablgs firing on houses seemingly at random in government held areas. villagers tell us ukrainian forces are firing back a security guard at a fish cannery said he just left his house when aen artillery round exploded the separatists say they are faces an unprovoked and merciless assault by the ukrainian army and gangs of saboteurs. ukraine denies its launched an offensive and accuses the separatists of manufacturing a

crisis to give russia an excuse to invade. the separatists around two million have ordered a mass evacuation of russia but some complaining they have been dumped there without the food or a place to stay. russian media accused the ukrainian government of carrying out a genocide against russian speakers in ukraine. and in yet another show of force, president vladimir putin this weekend personally oversaw readiness tests. u.s. officials say president biden expects he will attack in days on the front lines ukrainian lieutenant colonel pointed out positions. he doesn't want to live under what he calls putin's dictatorship. >> we don't know what's coming how do you think this ends

while the president has agreed in principle to a summit with putin new york city details have been agreed to with the russians and they stress any meeting is dependent on whether russia invades. secretary of state tony blinken is set to meet with his russian counterpart on thursday. that will also be scrapped if putin moves in the u.s. has been publicly warning for days putin could innovate at any moment and that's assessment has not changed. >> and new reporting on explosive allegations we mentioned at the top of the broadcast that russia compiled a list of ukrainians to be killed or kidnapped if they invade. >> reporter: a bit more about that letter to the u.n. obtained by nbc news and the details are stunning says after an invasion, russian acts in ukraine could include targeted killings, kidnappings, forced disappearances and even the use of torture those likely targeted would include dissident, journalists, religious and ethnic minorities

highest level. when president mack roan address president biden yesterday if he was prepared in principle to meet with president putin if russia did not invade? of course president biden said yes. but every indication we see on the ground right now in terms of the disposition of russian forces is that they are in fact getting prepared for a major attack on ukraine. so we will not close the door on diplomacy. we will go the extra mile on diplomacy, but we are also prepared with our allies and partners to respond decisively if russia attacks. >> jake, over the weekend, ukraine's president called out the u.s. and really the world for not announcing sanctions not going public with the sanctions, saying that by the time they invade it is going to be too late. his quote we don't need your sanctions after the bombardment. what do you say to that? >> the key thing he wants to make sure what we hear publicly is that russia i understands exactly what the scope and nature of the sanctions they will face are as a deterrent measure and we have been clear

with the russians. we have laid out this detail for the russians the types of measures we will improvise that have will an mied impact on their economy and long-term impact on their capacity to marshal national strength. we're prepared to move forward the russia attacks >> reporting u.s. accused russia of having this list of ukrainians they plan to kill or kidnap just how violent would this invasion, or could it get? >> well, we believe that any military operation of the size, scope and magnitude of what we believe the russians are planning will be extremely violent. it will cost the lives of ukrainians and russians, civilians and military personnel alike. but we also have intelligence to suggest that there will be an even greater form of brutality because this will not simply be some conventional war between

two armies it will be a war waged by russia on the ukrainian people to repress them, to crush them. to harm them and that is what we laid out in detail for the u.n. pause we believe that the world must mobilize to counter this kind of russian aggression should those tanks roll across the border as we anticipate they very well may do in the coming hours or days >> jake, we are convinced that russia will invade ukraine what leads you to believe that they are going to stop at ukraine? >> well the most important thing that the president has done with respect to deterrence has been to send thousands of american service members to poland and romania and to work with other allies to send forces to nato allies along nato's east the areas that border ukraine or border russia. so he has been absolutely clear, the president, that we will defend every inch of nato territory because we have an article 5 commitment to do so

overcome and seen a lot through her life and career, her reign but this year has been tough lost her husband, and issues with the prince harry and bigger issues with the prince andrew and now covid. are people worried abouter >> yes inevitably you would be worried with anyone pushing 96 years old dealing with that level of strain. she does have excellent medical staff around her she has the royal doctor her private family doctor at windsor castle as well so she will be getting the best of treatment but there is another situation where by if the monarch is incapacitated that might be by being abroad or by being a operation or unwell then other senior members of the royal family have to step in and fulfill some of those legislative duties the problem with that is that is normally the four next in line to the throne. charles, william, andrew and harry. while harry is abroad, no longer working royal. andrew's persona non grata so there is a problem there. >> you talked about the fact that the palace tend to be discrete about the queen's health why do you think they shared the news of this positive test and i i should also ask how prince charles and camilla are doing? >> prince charles and camilla i think are through the on the other hand and charles is out and about again. in fact taking a few days break this holiday a traditional half term holiday in the uk at the moment. certainly when it comes to the queen's own health, the palace has a difficult line to tread. and i think it tripped over that line

the end of last year when it kept saying everything fine, nothing to see the queen has just been advised to take it easy. one of our newspapers then revealed that actually the queen had spent a night in hospital and of course when those sort of stories happen, some of the trust is lost. and i think the palace was keen to be back on the front foot this time, to be seen to be giving as much information as they could without disclosing too many really personal details. last week they did say that the queen was not showing symptoms they didn't confirm or deny that she had tested positive. but yesterday morning when she tested positive, they did say she tested positive yesterday. in other words they were trying to reassure she hasn't had it for a few days she has only just tested positive from now on i think they will keep a bit of a discretion going on about her health and so hopefully they are able to say she's back she's negative >> makes sense

helicopter down off of south beach. >> reporter: just hours earlier of the packed shore of miami another chopper slamming into the ocean just feet from swimmers. >> the helicopter dame down. and smacked and hit the water. just glad nobody got hit by the helicopter or nothing. >> reporter: bystanders helping rescue officials save the pilot, as well as his wife and another woman strapped inside. >> the crowd held the helicopter up out of the water enough where the two females were able to breathe. if not they probably would have drowned. >> reporter: in both crashes, experts say it was likely a combination of pilot skill and plain luck that there weren't more casualties. >> both of these accidents could have been much more serious than they were if they would have landed or crashed on to a crowded beach or on top of homes or in businesses >> reporter: huntington beach police grounded their entire chopper fleet as investigators try to determine what happened here

it is important to note helicopter crashes are pretty rare last year there were 124 in this country compared to more than 30,000 motor vehicle crashes in the same time. >> still pretty scary when you see it thank you, miguel. now to that big broadband transition that is going to impact all of us the official switch to 5g. this weekend at&t will go full throttle shutting down older 3g networks for good. some worried it will put the health of safety of millions of 3g users at risk >> 5g stands for fifth generation of broadband. and it promises much faster connections and downloading for everyone and major carriers have been rolling it out since 2019 but to get it fully turned on they have to turn off the older 3g networks. critics want the switch delayed because they are worried it could put millions of lives in danger.
