it will last. this is "today in the bay." >> good thursday morning to you. thanks for watching us and making us part of your morning. >> i'm marcus washington. >> and i'm laura garcia. you can always watch traditionally right here on television. you can also watch us on roku, apple tv and online. >> mike keeping an eye on the roads but first a check of the weather with meteorologist kari hall. good morning, kari. >> we're under the microclimate weather alert setting now records as we're dealing with the dangerous cold another morning here across the bay area. in fact, this will be the coldest morning as our temperatures dip into the mid-20s in some spots. we're already at 27 degrees in santa rosa, calistoga, we're also seeing temperatures at 29 in livermore, well below freezing for south county, and we're very close for san jose while palo alto has dipped below freezing as well.

as we deal with this, we'll also see the frosting conditions and a mild warmup for today. antioch looking at temperatures starting out very cold and headed for the upper 50s. we'll see a few more clouds in the mix and overall a mostly sunny start to the day. the main thing we'll be watching, the cold temperatures this morning that will dip a few more degrees. more on that in the forecast in a few minutes. my, you were tracking a couple of incidents. >> a couple in the south bay. more clarity on this one for 85 southbound. around saratoga, no slowing shows up yet. more details over the next few i'm hoping. this has been here for a few, east 92, car crash went into the center divide and moved over to the right shoulder. no one else was hit. may be a distraction. early drive out of the altamont pass just barely showing slower sensors coming out of the altamont pass and by the time you come out there, the other contra costa routes at speeds as

well. >> thanks, mike. breaking news this morning, russian president vladimir putin has launched a military attack against ukraine. here's a look at the city kyiv. this is the capital. now, explosions and air sirens have been heard across the country overnight, and according to ukraine dozens of ukranian soldiers have been killed. >> president biden will speak with the g7 leaders to discuss severe sanctions on russia and is expected to deliver remarks to the nation later today. "today in the bay's" brie jackson following all the turmoil. >> reporter: ukraine under fire this morning. sirens wailing and explosions heard in major cities including the capital kyiv. long lines of cars with people trying to flee to safety. president biden condemning russia saying putin has chosen a pre-meditated war that will bring a catastrophic loss of life and human suffering. russian president vladimir putin announced the attack on state tv in russia claiming it's intended

to protect civilians. during an emergency meeting, members of the united nations security council pleaded for peace. >> at the exact time as we are gathered in the council seeking peace, putin delivered a message of war. >> they made a decision for a special military operation in the donbas. >> so i call on every one of you to do everything possible to stop the war. >> ukraine's president declank martial law allowing curfews and the seizures of property saying the future of europe's security is being tested, the u.s. vowing support. >> we're doubling down on you're assistance to ukraine making sure as we've already done that we're providing additional security assistance, diplomatic support, economic and humanitarian support. >> and reassuring nato allies. >> the world will hold russia accountable. >> the white house sauce today it will announce significant new actions to punish russia.

hijab or a muslim headdress. he was working his position on tuesday when someone among a group of anti-mask protesters said this is not the taliban. this is america. take off your mask. >> it's a terrible thing to be talked about in that manner, you know. this is a school of equality and, you know, we love each other for who we are. >> the impact of an incident like this is not just on her. it's on other muslims in the region. it's on the students who may have seen what was hang the parents who may have seen what was happening. >> the school is now offering counseling for any students impacted by tuesday's exchange. this morning the south bay is getting ready to make had a major move forward. the mask mandate might be ending next week. the county must see an average of 550 or fewer covid cases a day and has to stay that way for at least a week. you can see on the graph last wednesday, it was 555. health leaders say that the

to the invasion of ukraine. futures are off the lows of the overnight session as traders assess the situation. asian and european markets are sliding. oil prices are jumping with brent crude which is the global benchmark trading well above $100 a barrel, the highest level since 2014. the u.s. wti crude also breaching $100 a barrel on concerns about potential supply disruptions. russia is the world's second largest oil producer and the largest provider of natural gas to europe. investors are moving into so-called safe haven assets such as the dollar, japanese yen, swiss francke and gold and bitcoin and other cryptocurrencies not seeing the same flight to safety with bitcoin briefly trading below $35,000. google is bringing back some of its office perks such as massages and gyms at its headquarters in silicon valley and across the san francisco bay area as covid cases fall. google and other bigot eck

here we go. thursday morning. taking a live look at the bay bridge toll plaza moving along. how is the rest of the bay area looking? let's check in with mike inouye. >> the toll plaza is the focus of a lot of people's attention want to call out a couple of incidents, crash south 85 around the saratoga exit. no lanes blocked. it's on shoulder. again, counter to your commute, most of your commute when it

builds in it will build in this way towards silicon valley. 101 at oakland road, an earlier traffic break to lay down some sand. may have been a spill but nothing else reported from chp and no slowing shows up there. the rest of the barracks still seeing the incident on the shoulder east 92 getting over past the toll plaza to the san mateo bridge, all clear. over here a little build-out out of the altamont spot and first slowing, highway 4 still slow. that speed out of antioch through concord no. slowing for vallejo, highway 37 and the bay bridge tolls thata is clear. we just showed you that, marcus. show you the span as well. kari, things like great. crystal clear. i did not have frost on my windshield in the south bay this morning but it felt colder. sending it over to you. >> yes, it will be colder this morning, and the air is dryer, so you may not have as much frost, but we do have to worry about the potential of some ice on some of those bridges and overpasses and then take a look at where we are right now. already colder than this time

yesterday morning, and we haven't even made it to sunrise which is when we actually reach our low temperature, so we're in the upper 20s for parts of the north bay and freezing as well. heading into this afternoon we're going to see our highs reaching into the mid to upper 50s, very much like yesterday afternoon. although we won't have as much of a breeze. that will make you a feel a little bit better with the sunshine and we also will head back to freezing tonight. now, remember, yesterday in new york city, it was about 60 degrees. it's starting to drop there. that cold air is also pushing off to the east so while we have mid-30s it's still a little bit warmer in d.c., but now, new york city is back to those below freezing temperatures, and we're also seeing some subzero temperatures for parts of the upper midwest. as we look ahead we're going to see more rain very close by for the weekend. i don't think we'll see rain this weekend but we'll see it moving again next woke. had a couple of storms passing by with a better chance of

widespread rain by the end of next week, and then as we look out the next ten days and what the computer models are showing for how much rain we may see it does still keep a lot of that farther north, so as we look at the rainfall measured, maybe two to three inches for the far northwestern corner of the state but we will have very light amounts so our seven-day forecast does show that our temperatures will be cool today. upper 50s. we're back to near freezing tomorrow and then we're going to see temperatures in the mid-60s going into the weekend as well as early next week. we'll see a chance of some scattered showers as our temperatures warm up on tuesday and wednesday and then taking a look at san francisco today, once again. we have the 50s, but we'll have more for some milder weather, some highs in the low 60s going into the end of the weekend as well as next week. and now as we turn to our climate in crisis, we don't often kind of think about our morning routine. well, in today's climate in crisis we have vianey here with

a climate hack and why we might want to consider taking a second look at the products that we're using. they may be hurting our environment. >> reporter: part of my makeup routine when i'm prepping for a night out is using my favorite lipstick, but as much as i love it, the packaging could be hurting our planet. here's the problem. most lipstick is made out of wax, pigment and oils. sometimes that oil comes from petroleum which is a fossil fuel that releases greenhouse gases into our atmosphere, so not only is is the actual lipstick contributing to a huge carbon footprint, so is the tube it comes in. a group that studies the environmental impact of packaging says the beauty industry could eliminate 70% of carbon emissions if companies used more refillable containers. >> hey, vianey, time for your climate hack. let's look for brands that use eco-friendly packaging and are also cruelty-free so the

ingredients it are natural. for example, this brand right here uses no plastic at all in their packaging, or you can also find some that come in cardboard packaging like this one. it's pretty simple. they even have brands that offer recycling programs for those old lipstick tubes. all have you to do is do a quick online search. here's the payoff. there's about 1 billion lipstick tubes tossed around the world each year. since most of the tubes are made of plastic it will take them up to 500 years to decompose. by making a switch to something more planet friendly you can avoid being part of the problem. >> we may be wearing more lipstick now that we're shedding our masks. look for more of stories. visit online and click on the climate in crisis tab. marcus? >> all right, thanks, kari. this morning bay-area leaders are trying to put an end to anti-semitic messages. the city of berkeley passed a resolution condemning recent incidents where hate-filled

flyers towards the jewish community were found on people's doorsteps. similar incidents have happened in palo alto, huntington beach and other cities across the u.s. i spoke with the berkeley mayor about the message his city wants to send to victims. >> we are investigating this incident as potential hate crime, and we ask any berkeley residents who have any camera footage or any information regarding the incident that took place this weekend to please call the berkeley police department. you know. we take any incidence of hate crime seriously, so the purpose of the resolution which we adopted yesterday unanimously is to make it very clear that hate crimes have no place in berkeley, that we will prosecute people to the fullest extent of the law. while we are the birthplace of the free speech movement we draw the line when it comes to hate speech or any form of discrimination or intimidation against any person on the basis of race, religion, gender, sexual orientation. >> what do you think making had

a move like this says to those members of the community who have been affected by this type of hate crime? >> sadly we've seen a rise in hate crimes over the past five years but more specifically during the covid pandemic, you know, many of us remember last year seeing images of, you know, asian americans throughout the state, specifically in oakland and san francisco being targeted and some of the asian--related hate crimes happened in berkeley as well. we've seen a rise in hate crimes against our jewish community, against our african american community, so it is -- it is alarming, and, you know, i do think it's the result of a very toxic political environment in our country. >> well, i hope your moves within the city encourage others across the nation to follow suit. mayor, thank you so much. >> you can watch that full interview with the mayor on your apple tv, other streaming services. just download the nbc bay area

nancy pelosi appears in san francisco to push for major overhaul of the u.s. postal service. house lawmakers have already passed the postal service reform act. it will forgive tens of billions of dollars in debt and change the agency's retirement and benefits program. the house passed the bill with ease but senate lawmakers are dragging their feet. it's not yet clear when a vote in the senate will be held. >> happening today, homeless census counts continue in parts of the bay area. the counts are happening this month opposed to january due to the recent covid search. volunteers were out yesterday for the first day of two to count those in santa clara county. along with santa clara county, san francisco, alameda counties did their counts yesterday. contra costa and san matteo counties will launch theirs today. sonoma county's takes place tomorrow. >> 4:56. coming up next on "today in the bay." we continue to follow breaking news overseas. live team coverage of the russian invasion of ukraine. a live report from washington on how president biden is expected

don't forget if you're on the go we're here on television. you can take us with you live on roku, amazon fire, apple tv and online. another cold morning, karich. when twa is it going to warm up? >> it's going to be a while, scarves, hats, gloves, all this stuff to deal with the cold weather. santa rosa, the record is 27, and that's where we are right now. in livermore we're at 30 degrees. the record 26. san francisco is at 37. the involved 40, and in oakland we're seeing those temperatures in the mid-30s. just a few degrees above a record low temperature and for san jose i don't think we'll set a record there, but it's definitely much colder than normal as our high temperatures today head for the mid to upper 50s. it's going to be very much like yesterday with a calmer wind. we'll talk about when our mornings start to feel better in the forecast coming up in a few
