4:30. it is early. thanks for joining us. i'm laura garcia. >> i'm marcus washington. we're broadcasting here on television, but you can catch us live on roku, amazon prime, apple tv and online. first, let's talk about the forecast. cold temperatures again this morning, kari. >> again. this is the last morning we'll see widespread freezing temperatures for the inland areas. for the weekend it does get a little warmer. we are still seeing 30 degree readings right now in much of the north bay. it is 38 in hayward and 36 in fremont, and then we head down to morgan hill and san martin where it is freezing again this morning. and then as we go into today we're going to see temperatures rising. we're headed for the upper 50s and low 60s. you'll notice it's going to be a little bit warmer compared to yesterday but not by much. we're going to talk about the weekend forecast and what's ahead. mike, how is it looking at the golden gate bridge?

>> it looks great. there are crews working there. i saw 33 on my dashboard driving through sunniville this morning. this should be clearing right on schedule. look how light the traffic is. north side we'll see construction going on for a few more minutes. a couple of incidents on the road sides, we're tracking them. we will look at the santa cruz mountains. highway 101 looks great, but southbound we see a little bit of slowing. i believe we have construction going on as you head toward the summit. just note you'll see crews there. back to you. >> thank you very much. breaking news that we continue to follow, russia's invasion of ukraine is intensifying. here's a live look at the ukrainian capital of kyiv, where hundreds of russian troops were killed and injured as they made their way into the city overnight. at least another 130 people have been killed.

hundreds others injured. at this hour, ukraine is removing age restrictions for its citizens to join the military as the fight ramps up. >> new video shows an apartment building in kyiv that sustained heavy damage overnight. officials say the nine-story building was hit by debris after an aircraft was shot down over the capital city. as "today in the bay's" brie jackson reports, today president biden meets with members of nato to discuss the situation. >> reporter: residents of kyiv waking up to sights of war and sights of devastation in other areas of ukraine. >> putin chose this war and now he and his country will bear the consequences. >> reporter: president biden imposing harsh new sanctions that include cutting off russia's largest banks and companies from western financial markets and restricting exports. >> this is going to impose severe cost on the russian economy both immediately and over time. >> reporter: some critics say

the president should have gone even further. >> ratchet the sanctions all the way up, all the way up as far as you can. >> reporter: there's a bipartisan rush for russia to be barred from s.w.i.f.t., the secure system that connects banks in more than 200 countries. the administration says right now european allies are not willing to take that step. >> they are profound sanctions. let's have a conversation in another month or so to see if they're working. >> as the consequences of what putin has done is felt, that will have an impact. >> reporter: igniting worldwide protest. in moscow chanting crowds held anti-war signs. >> biden stands with ukraine. >> reporter: in washington, d.c. there are calls for a stronger response from the administration. many praying for those fleeing for their safety. >> i just can't believe someone could be so evil. >> reporter: during an

>> reporter: these are pictures of the students sitting outside in cold temperatures when some, not all the students, tried to defy the state's mandatory mask order for schools. >> i want to be able to have a choice to wear a mask or not in a classroom. i don't mind if anyone else wants to. i have respect for your views. i just want to be able to have mine. >> reporter: last week a small group of high school students staging a walkout saying they've had enough of the continued mask mandate. the fact that the teacher kicked students out into the cold angered parents. the district superintendent said these are unprecedented times. >> we know it may have caused some disruption or discomfort that students couldn't stay in the classroom. but it was our response in the moment to be able to continue to provide access to education. >> reporter: it's not just napa. frustration over masks in schools is spreading to liberty high school in brentwood. >> i know a lot of us are getting fed up with wearing it

good friday morning to you. right now at 4:40, we are still under this microclimate weather alert as we deal with freezing temperatures as you're heading out. and we have only 29 degrees right now in dublin. our temperatures will be below freezing through at least 7:00, and then as we go into the rest of the day we're going to see that sunshine and temperatures reaching into the upper 50s. we'll talk about all of our microclimates, a look ahead to the weekend forecast coming up. >> and a look at the peninsula. here's palo alto. 101, for the last couple of seconds there was nothing going

on southbound. headlights have returned. the freeway is open and no major surprises on the roads. let's check in on the world of business. >> good morning. i'm rahel solomon from cnbc and wall street is set to open lower following a stunning comeback to the markets yesterday. the dow closing up about 90 points after it had been down nearly 860 points at the lows of the day. the s&p 500 ended up 1.5%, after being down more than 2.5%. and the nasdaq rallied from a decline of nearly 3.5% to end up more than 3%. oil prices also settled well off their highs. brent crude settled around $99 a barrel. that's after topping $105. u.s. crude settled around $93 a barrel. we should, however, say that both are higher again on worries about supply disruptions. when you think about the reversal we saw yesterday,

traders point to a few reasons why we saw the rebound, saying that u.s. and european sanctions did not target russia's oil and gas industry, or freeze russia out of a key global payment system. etsy says it's raising fees on charges for sellers on transactions. it will take effect april 11th. the transaction fee is a percentage of the total amount when a seller makes a sale. etsy reported a record-breaking fourth quarter, and added 10 million new buyers in the quarter. and citigroup says it will eliminate all overdraft fees by this summer. customers who overdraft their accounts can bring the balance above zero by setting up free automatic transfers from a savings account. for customers who don't have it set up, we will stop overdrafts. it's certainly a long time coming according to some

more cars across the bay area. mike is keeping an eye on that. we want to get a look at the forecast this morning. meteorologist kari hall is tracking that. another day to pull out the thick old coat. >> yes, you do need layers, and even as you're preparing for the day, prepare for cold temperatures to start, and then still kind of cool today, but probably a lighter jacket needed. we are under freeze warnings and frost advisories up to 9:00 today, and we're going to have still the need to protect your plants, as well as your crops, as our temperatures stay below freezing for several hours. and we are looking at temperatures right now, fairfield a cold spot, 26 degrees. and it's 32 in morgan hill. we do see these very cold temperatures in much of the north bay. the heater is blasting right now, trying to keep up with the cold air that's happening outside. so if you're making plans today to head to half moon bay, along

the coastline, temperatures start in the low 40s and it will reach into the 50s this afternoon. for the weekend, heads-up that we will have the risk of sneaker waves and rip currents. never turn your back to the ocean with these kinds of conditions. we'll see that continue through sunday as we have some of those higher waves coming up as well. take a look at these temperatures for today. starting to feel a little bit better here. we're up to about 62 in san jose and napa, and 60 in san rafael, san francisco staying in the mid-50s for today. take a look at the seven-day forecast at the bottom of the screen. you'll see there may be some rain headed our way for next week. before the weekend it looks like it stays to our north. stopping here wednesday night into thursday, we are looking at the possibility of widespread rain, although this looks to be moving so quickly we may not get a lot out of this, and it could at least bring in a little bit more light sierra snow. next week we're looking at more

active weather, but it doesn't look like anything major here. and the fact that a lot of the heavier rain stays to the north of us, parts of bay area may only get a trace to maybe a quarter inch of rain farther to the north. so rainfall totals are pretty low. as far as the sierra snowpack, it continues to decline. hopefully we do get snow next week because right now it's only at 66% of normal statewide as the snow levels continue to go higher up. and we're looking at the snowfall totals for next week, very light. at this point the models still going back and forth. we'll get closer to that and see how these issues resolve as we go into next week. but at least we do, once again, have some chances of rain and there are temperatures also warming up. we're headed for the upper 60s. for this weekend it's going to be nice and comfortable for the afternoons. the mornings will still be chilly, but we're not talking about a lot of freezing temperatures. san francisco will see highs reaching into the mid-50s for today.

upper 50s for tomorrow. there will be mix of sun and clouds as temperatures reach into the lower 60s. mike, you were seeing some slowing in the south bay. >> i was on our sensors here. we'll take you to highway 17, a lot more slowing over the last ten minutes. it looked like the crew there, as well as another crew for a disabled vehicle may have caused a slower read. the few cars we have heading southbound right now moving smoothly once you pass by bear creek road. summit road and the north side coming into our area, you'll see more traffic flowing in that direction. no problems, just light on the other side of the freeway. a crash still over on the shoulder for 880 just north of the dumbarton bridge and a little slowing out of the altamont pass. no surprises for the stretch off 205. an easy drive out of the north bay. a smooth flow right here and a little slowing on the golden gate bridge. there was a crew that just cleared the cones. they're getting ready to move the center divide over the next

an update this morning on the sierra's chunkiest bear, hank the tank. you may recall the 500-pound bear got attention recently as he was linked to a series of break-ins in tahoe. now officials say dna evidence shows hank was falsely accused of some of the break-ins. it turns out two other bears are the culprit. officials say they no longer plan to euthanize hank or the other bears. if they catch them, they will tag and relocate them. season 9 of "the black list"
