out at san jose. meteorologist rob mayeda is in for kari this morning. how are we looking so far? >> clear skies, san jose, that's the trend most of the bay area is waking up to. 44 in san jose, 30s in some inland valleys for the morning. we'll hang onto those numbers through 7:00 and 8:00, and then back to short sleeves by the afternoon. look at san jose, 70 by around noon today and our highs around the santa clara county could range from the mid to upper 70s by 3:00. similar temperatures on the way again tomorrow, before rain chances and sierra snow make a comeback later this week. so a taste of spring and winter weather over the next five days. breezy heading into the weekend. back to you. >> thank you so much. it is 6:01. breaking news we continue to follow, fighting between russia and ukrainian troops is intensifying. at least 100 civilians in ukraine have been killed and hundreds of others wouned since the war began.

the two individuals held face-to-face meetings early this morning at the belarus border. just confirmed within the last few minutes, the u.s. has suspended embassy operations in the belarus capital. it is also authorizing the voluntary departure of nonemergency employees and family members at its embassy in moscow. >> we have new video this morning, zelenskyy warning russian forces to save their lives and retreat. he also held ukrainians inspirational as he fights side by side with his own troops. he's allowing prisoners to join the fight. the number of people fleeing the country growing more than 500,000 people that have left the country so far. an overwhelming number of those rushing to safety are pouring into poland. >> this morning jay gray starts our live team coverage. he is live along the ukrainian/poland border with a closer look at the situation there. >> reporter: laura, marcus, we want to show you what those people that are making that trip

to safety are running into here, and it's a lot of help. i want you to take a look here, a hot meal, some of these people have been traveling, many by foot for days. they get a hot meal and then as you look across, you can see the donations here. we're talking about blankets, jackets, clothing. many of the folks who are evacuating right now, escaping, probably a better way to put it, leaving with only the clothes on their back. overnight the fighting intensified. u.s. officials acknowledging russian troops appear to be gaining ground in southern ukraine, but continue to face stiff resistance to the north, including the capital city of kyiv. >> it's so weird to actually hear the explosions in the city day by day, and shootings and seeing all the images all around

the country where people suffer. >> reporter: horrific images of a country battered by five days of war, burned-out military vehicles, blood-stained snow, buildings ripped apart during a missile attack, and families ripped apart by the violence. hundreds of thousands scrambling to escape. overwhelmed and unsure where they'll go, and what will happen to loved ones left behind to fight. delegations from russia and ukraine are meeting face-to-face along the belarus border today. ukrainian leaders making it clear the discussions will not include any talk of surrender. you can see here so many have gathered and really there is no indication of where they will go next. i talked to some who say they had relatives they will try to

get to, but many others say they don't have a plan. they just knew they had to get away from the violence. one other thing we're seeing, and this is the walking path into the country, a lot of people going the opposite direction, people from across europe, they feel drawn to the situation and feel like they have to fight. >> jay gray in poland this morning, thank you. well, today the united nations is preparing to meet once again to discuss how to deal with the escalating war in ukraine. this will be a rare emergency special session to discuss russia's invasion. the meeting will mark the 11th time since 1950 that the general assembly held such an emergency session. >> it does send a powerful message, and it becomes harder for putin to hide the true intentions of his military conquest and desire to take

ukraine over by force. >> later this week, the general assembly is expected to vote on a resolution condemning russia's invasion of ukraine. that would send a message to putin that most of the world is against him. now, moments ago the u.s. treasury announced yet new sanctions against russia. >> scott mcgrew, all americans now prohibited from doing business with russia's central bank. >> or its sovereign wealth fund. this will probably change nothing about your day as you attack monday, but russia has invested a lot of money into silicon valley venture capital, so there will be scrambling on sand hill road. these new sanctions just announced at the crack of dawn this morning. russia's stock market will not open today and russian banks are seeing a lot of customers pulling money out. in response, russia's central bank has raised interest rates to 20%. that will encourage people to leave money in the bank. by comparison, while russia raises interest rates to 20%, our stock market is worried about our central bank raising

rates essentially from zero up to one water of one percent. over the weekend western countries agreed to kick russia out of the s.w.i.f.t. banking system. this was something we weren't sure was going to happen and wasn't part of president biden's original package. that will hurt the average russian. even people who oppose the war. and that is the point. make life difficult enough, it puts pressure on the russian government. here in the bay area. airbnb announced it's going to provide free housing to ukrainian refugees. the san francisco company ready to house as many as 100,000 refugees in apartments and houses in europe. facebook says it deleted a number of fake facebook accounts. twitter stamping out fake accounts as well. one problem that no one has really dealt with before is the sudden spread of videos showing prisoners of war. you may have seen that video of the russian soldier forced to call his mother or given the opportunity to call his mother. we're not going to show you the

video, for let you see the soldier's face for the simple reason, this behavior can be considered a violation of the geneva convention. humiliation of a prisoner of war is a specific crime, article 27. twitter has not yet set up a system to report these videos. humiliation is a war crime originally designed to discourage armies from displaying pows, marching them through the streets. but this was before tv was invented, before twitter was invented. the principle holds. marcus and laura, i'll send with vodka. you may have seen and read about bars and stores taking russian liquor off the shelves. in the global world, defining russian vodka can be difficult. i bring up the vodka, it sounds small, but that's the point. it shows how small russia's influence is in the world, aside from gas and oil. but if you're the average

concord police tell us there was an argument between two groups of people inside this establishment. shots were fired. we don't know who was doing the shooting. when officers arrived, they found a man and woman with gunshot wounds and we know there were two more men who had been shot and they drove themselves to the hospital. those are the four people who were shot. police won't tell us the conditions of these people or whether or not there have been any arrests. police do say that no one outside of that argument was hit by the gunfire. it was only people involved in the argument. bob redell, "today in the bay." >> thank you. now to a follow-up, a toddler is safe after being abducted from a hotel over the weekend. investigators say 1-year-old jacob was inside of his mother's suv when he was taken. this was at a travel inn along north matilda avenue. jacob was later found unharmed inside that vehicle in a parking lot about four miles away from the hotel. police are looking for a person of interest as part of that

investigation. so far there's no word on whereabouts. taking a live look outside san francisco on your monday morning, rob mayeda is in for kari this morning and you're bringing nice temperatures with you. >> for the afternoon things will be warming up nicely. but winter coat weather for parts of the bay area again this morning. this is typical for this time of year with 30s and 40s across the valleys. a bit warmer out toward oakland and san francisco, 40s and 50s to start. we will see more high clouds this afternoon, but not getting in the way of a spring-like day around the bay area. look at the temperatures, up to 75 in san jose, upper 70s anger morgan hill. more 70s across the valleys. tomorrow that will be the trend, spring-like start to the week, and then showers and sierra snow thursday into friday. >> we're looking back at the bay

slowing. here is fremont, the nimitz moves smoothly. the antioch line on the b.a.r.t. is held up by track maintenance in the east bay. we'll talk about it coming up. now to our climate in crisis coverage. wildfire season quickly becoming a year-round event in california. and many homeowners have been dealing with the rising cost of wildfire insurance. so it exploded in 2017-2018. this has cost insurers a combined $29 billion, with a b. in some cases companies have even been dropping homeowners who live in high-risk areas. the state insurance commissioner is now making sure es doing something. he is taking action, announcing new rules to try to solve the crisis. i spoke with ricardo lara about the framework of his plan. >> we're requiring insurance companies to incorporate the safer from wildfire framework

into their actual pricing, driving down costs for consumers. transparency, as you were saying, consumers will receive their property wildfire risk score and the reason for it. and my department will have that oversight. we haven't had that before. and the right to appeal. consumers can appeal their risk of determination, which, again, is something that they haven't been able to do. so insurance companies will have to submit these new rate filings that recognize safety, and so let me say that again. this has never been done before, by any state, and we are breaking ground on wildfire safety and that is why we have the support from our fire chiefs who are on the front lines in northern and southern california protecting people and wildfire survivors. >> you announced standards asking companies to offer discounts for those customers, and i understand currently only 17 companies have answered your call to offer price reductions. what steps are you taking to get more companies to jump on board?

>> absolutely. so when i first took office it was only seven companies that were offering. so now, as you said, we have more and that represents 40% of the entire market. with these new regulations, we're going to have 100% of companies having to provide these discounts that are critical to make sure that people are incentivized to do the right thing, which is to keep their business and their homes safe. >> and i know recent years we've heard them increasing the number of companies refusing homes in those high-risk areas at any price. does this reform address that issue? because i know that's something that a lot of people who buy homes think about. >> you're absolutely right. insurance companies are already moving in the right direction, but not fast enough. according to our data, nonrenewals or cancellations have fallen by 10%. so it clearly demonstrates what we are doing is working. but we have to accelerate the wildfire mitigation that is necessary. the safer from wildfire framework really gives us a

clear path to reduce that risk and the reality is that insurance companies in california have the discretion as to where to write policies under california law. >> one thing we know, that wildfires are happening here, so hopefully this is a way to better protect families and their property. thank you. >> thank you. we continue to follow breaking news of the russia/ukrainian conflict. famous faces are joining in the fight in defending the country from russian troops. on facebook, two-time olympic gold medalist ukrainian boxer re-posted pictures of himself in a military uniform next to a local mayor. in the meantime on the right, former miss ukraine posting this photo on instagram, armed and ready to defend her home country. according to a report in "the new york times," women make up forces. olympic gold medalist boxer is

also joining his brother, the mayor of kyiv, in enlisting the ukrainian army. recently he posted on social media a plea for russia to stop the violence. the situation in ukraine was front and center at last night's screen actor guild awards as well. >> moments after winning the award for best tv drama ensemble, brian cox acknowledged the conflict and implored the audience not to forget about the russians who are also against the invasion. >> the people in russia who don't like what's going on, and particularly the artists. and i think we should really join in celebrating them and hoping that they can actually make a shift, as i believe they can. >> now, other big wins from last night, will smith won, as well as jessica chastain, they took home best leading actor and actress. and the film "coda" won outstanding performance by a

caste. let's get a look at the forecast. rob is in for kari. >> we've got clear skies, chilly temperatures. lots of areas inland will be climbing toward the 70s. right now 44 degrees. high clouds passing by during the afternoon. rain staying well away from the bay area to start the week and then things will be changing up as we get into thursday and friday. hour-by-hour, 40s around the bay yaer. by noon, numbers climbing through the 70s. santa clara county, out toward the tri-valley, and highs inland will be in the mid to upper 70s around san jose, upper 60s to low 70s from san francisco to oakland. tuesday looks very similar temperature-wise. then things will cool offs with we get into wednesday. more clouds, and you see on the right a chance of rain showers returning on thursday. then we're looking at highs in the 50s. so rain making a comeback, we think during the day thursday into friday. this will be a cold weather system with snow levels very likely down to 4,000 to 5,000

feet. as you see for friday, a few more scattered showers and we should see clearing heading into the weekend. despite the spring start to the week, you see in the seven-day forecast, thursday into friday, two-day rain total should be about a quarter inch to maybe up to a half inch of rain for the mountain areas and the sierra, which as of today is 65% of average for the statewide snowpack. another foot of snow coming down is good news as we head toward friday and saturday. seven-day forecast shows warm temperatures around san francisco. transitioning to cooler and breezy thursday and friday. similar trend for our inland valleys. mid-70s, then dropping into the 50s for highs by thursday. >> it looks like a nice variety of weather out there. on the roadways, not so much an issue. we're looking at a smooth drive, which is very important. the contra costa county drive, and antioch drive is okay. this is a key factor because some folks may take to the road. there's a major delay, growing here for the b.a.r.t. line from

set to take effect in one east bay city and the new guidance governor newsom is expected to make. this is "today in the bay." a very good monday morning to you. thank you so much for joining us. i'm laura garcia. >> i'm marcus washington. don't forget we're not only on television for you this morning, we're also broadcasting on roku, amazon fire, apple tv and online. let's get you started with breaking news this morning. russia's invasion of ukraine now in its fifth day. russia finding itself more and more isolated from the world. the ukrainian delegation holding talks with russia. >> the meeting comes after president vladimir putin ordered his nuclear deterrent force to be on high alert. the european union is making an unprecedented move to finance the purchase and delivery of weapons to aid the ukrainian resistance. this comes as the effect of sanctions is starting to be felt across russia.

scott mcgrew is here with more on that fight. >> good morning to you. we're certainly watching everything that's happening in ukraine very carefully. one of the things that we are watching the closest is the use of these javelin missiles. we have these new videos showing, and you've seen these on social media, the astonishing ability of these american-built missiles to take out russian tanks. now, other nato countries have this as well, and they are able to hit well, the ukrainians are. those countries are sending them in. war is going poorly enough for russia, in fact, you may see a shift in tactics or strategy soon, because what's going on is clearly not working for the russians. we have satellite photograph showing hundreds of russian tanks and trucks, other vehicles stacked up ready for action. you can see them here. this formation really startles most western military leaders. the vehicles are out in the

open, far too close to each other. then again, ukraine does not have much of an air force to speak of. new video of leaders meeting at the border with belarus. the russians asked for the meeting but also said they would demand the demilitarization of ukraine, which ukraine says is off the table. russia can't demilitarize them. you know this man well by now. ukrainian leader volodymyr zelenskyy, telling ukrainians he set up a special foreign legion for experienced soldiers who want to fight. he will also allow criminals in prison who have military experience out so they can fight as well. the u.n. securityg once again tt the incursion and america and the world of the world are trying not to another

and unnecessary that threatens us all. we urgent russia to tone down its dangerous rhetoric regarding nuclear weapons. >> protests against the war and russia all over the world. over the weekend, including san francisco. some protesters are asking for a no fly zone over ukraine. that is not going to happen, say western leaders. we're not going to shoot down russian aircraft. we just talked with the head of nato, general secretary jens stoltenberg. >> we have no intentions of moving into ukraine, neither on the ground or in the airspace. i think we have to understand it's a brute conflict that is taking place in ukraine now. at the same time, we have a responsibility to make sure this doesn't spiral out of control and escalate into a full-fledged war in europe involving nato allies. >> it is late afternoon in kyiv.

there's still a couple more hours of daylight left. both sides have had trouble fighting at night. we're watching the talks and we're also watching the possibility, laura and marcus, that belarus could join the war on russia's side. it is going poorly for russia. belarus really is satellite country to russia and that's a strong possibility. >> scott, thank you. in the meantime, some ukrainians have been fleeing out of the country. they've landed right here in the bay area. now they're struggling with anguish of knowing they're safe, but not knowing how their families are. "today in the bay's" kris sanchez picks up team coverage with a look at their stories. >> reporter: it's got to be so difficult for them and we know there are about 90,000 people in california with ties to ukraine. about 50% of the entire u.s. population, so this story is close to home for them and a lot of folks are trying to show support. there was about 150 people that gathered in walnut creek this weekend to show solidarity with

ukraine. that's where we meet a jesuit priest from ukraine working to get his parents out of their home city because it would soon become a russian target. >> translator: my city is a strategic military important city for ukraine and just recently it was bombed. it's a tragedy when you have to navigate your parents and the people just to move from the city, just under the bombs. >> reporter: this weekend we also met a ukrainian mother who did make it out before the russian invasion. her youngest son, a 2-year-old little boy, is an american citizen. she's staying with her 9-year-old and her 2-year-old son with a friend in san jose. she has a a backpack of belongment. she's on a tourist visa and has no way to make a living. her husband is still there. he's helping people to safety.

morning long. coverage continues on the "today" show starting at 7:00 this morning. nbc news has a team of correspondents overseas covering the entire region, from poland, as well as moscow. 6:37. happening today, a hearing for scott peterson continues inside a redwood city courtroom. his legal team is hoping to convince the judge to throw out his conviction, claiming juror misconduct. peterson's attorney alleged juror rochelle nice lied on her jury questionnaire because she didn't disclose two separate restraining orders for domestic violence incidents while she was pregnant. nice testified last friday she didn't acknowledge being a victim of a crime because she didn't consider herself a victim. peterson was convicted in 2004 for killing his pregnant wife and their unborn son. chp is expected to provide an up date on a deadly freeway shooting in livermore, which triggered a massive backup. this was at north livermore

avenue. the driver told officers that someone shot at her pickup. she then drove to a nearby off ramp to call for help. today those trying to make it in the bay can weigh in on the issue. row can na is hosting a virtual town hall on affordable housing. it's set for facebook live at 6:00 p.m. we're taking a live look at the golden gate bridge on this monday morning. a nice sunrise over the bay area. but another cold start. we start the day with winter-like temperatures, but spring is making an appearance later on. >> as we head toward lunchtime we'll probably see 70s, despite the fact right now we're in the 30s and 40s around the bay area. we'll see high clouds around the afternoon. the afternoon temperatures, mid-70s for san jose, 73 in

oakland, 68 in san francisco. if you like these temperatures, you're probably going to like tuesday because it looks very similar in terms of highs. then we'll see cooling on wednesday and showers returning thursday into friday. sierra snow likely as we approach the start of the weekend. >> we did spot -- you spotted smoke on the cameras we share. the smoke is kind of starting to dissipate. you notice we're looking at 101 northbound and we saw the cars backing up under the 280-680 interchange. the smoke was rising from the roadside just off of king in san jose. we'll point it out on the map as well. we saw flashing lights just off the side of the roadway. we're checking that out, of course, to make sure there is nothing else to report. it's likely a warming fire from overnight. the slowing for 101, because of the smoke, it comes back a little farther south than you

now, he dropped the indoor mask mandate a couple weeks ago, but left the state mandate for schools in place. the governor is expected to make this announcement or the state health department about when the mandate could be lifted for classrooms. the cdc has updated guidance and now says most americans no longer have to wear masks in indoor public settings. depending on what governor newsom say health department, an east bay school district will meet to discuss whether to defy the mask mandate. liberty union in brentwood is decide to go leave the choice up to the kids. everyone has seen mixed messages when it comes to mask mandates. >> trying to explain how certain large venues on tv, watched by millions of viewers, where there's a supposed mask mandate is not being enforced, yet we're going to enforce it here. >> reporter: at golden gate park this weekend, parents and children voiced their opposition to mask mandates, saying masking

north west. increasing high clouds as we head toward evening, which should make for a nice sunset. hour-by-hour, moving you forward from the morning, chilly from 7:00 to 8:00 this morning, but as early as lunchtime, if you want to get from indoors and head outdoors, it will be pretty warm. 70 degrees by noon in san jose and livermore. then by 3:00, check out santa cruz, up to 75 degrees, mid-70s san jose, fairfield also into morgan hill and san martin, both today and tomorrow, likely will see mid-70s. we should see 70s around oakland and upper 60s closer to san francisco. so tuesday, pretty much the same in terms of the temperatures. then we begin to see changes by wednesday, dropping back into the 60s and then a big drop in temperatures on thursday. you're seeing a little bit of that, too, on the seven-day forecast at the bottom of the screen. the cooling brought in by a weather system that should bring us showers. not big rain, but it looks like

more scattered showers at times thursday into friday, cold weather system, too, dropping in for friday. should mean snow levels close to 4,000 to 5,000 feet. we're hoping that means for the sierra we should see about a foot of snow coming down friday into saturday. weekend plans, looks breezy, but clearing skies by next saturday and sunday. a taste of bring weather for the next two days. valley temperatures looking pretty warm, could be in the mid to upper 70s, and then trending much cooler by thursday and friday. >> rob, we do have a problem on the tracks that continues for b.a.r.t. major b.a.r.t. delays, basically about a half hour, maybe more. trains are stacking up coming out of antioch heading through orinda and rock ridge. basically the b.a.r.t. systems uses the berkeley hills tunnel. there's a problem with one of the tunnel doors. they can't move the train through the area and they're held up here. this affect only the antioch line, the yellow line as you look at the b.a.r.t. map. you see things jamming up on highway 4 and a slowdown through

laura? >> we'll continue to watch that. it is 6:56 right now. more breaking news, closer to home. concord police investigating a shooting at a dave & buster's along diamond boulevard near willow pass road that happened just before 11:00 last night. four people were hit by gunfire. police say it started as an argument between two groups of people. no word on the victims' conditions or if there have been any arrests. and a follow-up this morning. a toddler is safe after he was abducted from a hotel in sunnyvale. investigators say 1-year-old jacob was inside his mother's suv when he was taken from the travel inn along matilda avenue on sunday morning. he was found unharmed inside that vehicle sunday night, about four miles away from the hotel. police plan to provide an update on this investigation later today. it's 6:57 on your monday morning. taking a live look outside in
