>> thanks, mike. united front, that is the picture president biden wanted to paint to the world as he delivered his first state of the union address last night. >> we have a live look at the u.s. capitol. his speech was heard across america and around the world during an historic moment of global crisis. it was wide-ranging dealing with both foreign policy and domestic issues, including the ongoing war in ukraine. >> as "today in the bay's" brie jackson explains, it was his opportunity to talk about priority and getting prices under control. >> reporter: president biden delivering his first state of the union address at a critical moment in history. >> an unwavering resolve that freedom will always triumph over tyranny. >> blue and yellow could be seen throughout the chamber. the president highlighting unified actions taken against russian president vladimir putin. >> he badly miscalculated. he thought he could roll into ukraine and the world will roll over.

biden administration for rising crime rates, pandemic shutdowns and other challenges facing americans. >> they're tired of politicians who tell parents they should sit down, be silent, and let government control their kids' education and future. >> the president taking an optimistic tone. >> the state of the union is strong because you, the american people, are strong. >> reporter: delivering a message of strength and unity. in washington, brie jackson for nbc news. >> and people here in the u.s. who have family members in ukraine watched the state of the union address closely last night. we spoke with a san mateo couple whose family in ukraine just fled to poland. she and her husband listened to president biden talk about the invasion at the state of the union. her mother, daughter and grandson are prepared to leave poland and travel to the bay area. the daughter's husband stayed behind because he's a conductor of one of those mini trains bringing the people to the

polish border. they say the president's ban on aircraft provides a glimmer of hope for some families. >> it has been one week since russia began its invasion of the country. troops continue to turn up the pressure on soldiers and volunteer fighters in ukraine. take a look at this new video from overnight showing how bad the destruction has been. the fighting has become more violent and deadly with the kremlin clearly now targeting the two largest cities while hundreds of thousands scramble to safety across the border. united nations says nearly 700,000 ukrainians have escaped the country since the invasion and they're leaving behind a war-torn country. this video shows new explosions in a town just about 90 miles with kyiv. ukrainians say it was hit by a russian air strike which destroyed homes, killing two people. we have much more on the invasion of ukraine on our

"today in the bay's" ian cull explains what's changing. >> reporter: they can finally take their masks off. the move comes nearly two weeks after most counties in california dropped masks. the 24-hour fitness general manager says they expect more people to return so they're going back to their full 24-hour schedule next week. >> it's really nice because

members just want to work out, they don't want to have to worry about wearing a mask, they don't want to have to worry about keeping the mask on. >> reporter: santa clara county reached its last milestone to lift the mandate, seven straight days of less than 550 covid cases a day. >> we have met the metric. we are transitioning from a requirement to a strong recommendation. >> yes, it is a good time to move from a collective everyone doing the same thing to one of individual risk. >> covid expert dr. peter chin-hong says even though the state dropped its mask mandate for unvaccinated people, he'll still mask up in crowded places for now. >> covid is unpredictable. we can predict, make declarations like we've achieved our freedom from covid-19 anymore. >> people working out say they're not sure what they'll do because they're so used to masking up. >> i'm glad they're coming off,

morning. looks like we're going to get a little bit of a bounce at the opening trade, although oil prices are surging again amid the conflict between russia and ukraine. u.s. crude prices topping $110 a barrel overnight. that's the highest level we've seen since the summer of 2013 on concerns that we could see supply disruption in terms of russian oil. markets fell sharply yesterday, the dow closing down nearly 600 points, the s&p 500, and the nasdaq both losing 1.5%. investors are watching the price of oil and what that could mean for inflation and the economy, and the challenge that it's going to pose for the fed as it tries to combat inflation. meantime, if you think prices at the pump are high, i'm going to look at an ev, those prices may be going up, too. rivian is raising costs, the company increasing the price of

its current pickup truck by about 17%, its suv model by 20%. and speaking of higher prices, amc says it's going to charge more for tickets to the batman who is opening this weekend. the largest u.s. theatre chain is trying out what variable pricing, meaning that new films could cost more than older releases that are playing at the same time. it's unclear how much more the tickets will cost for the new movies. amc previously raised weekend prices above those for midweek showings, following a playbook that it has used internationally for years now. i goes we're going to get surge pricing on movies now. not only will you wait longer in line for the tickets, you'll pay more. >> it helps to work early morning shifts, we can go

good wednesday morning, right now at 4:47, as you're waking up and heading out, we have fog rolling across the south bay. take a look at this live camera in downtown san jose where we can see visibility lowering, but we're getting clouds moving in and we are going to see at times some clouds passing, rain is still well to the north of us and won't move in until early tomorrow. but it looks like the rain is going to be mainly in the north bay for tomorrow morning and then we see scattered showers slowly starting to work in as we head into tomorrow evening and off and on light rain. this won't be a heavy rain. it's going to be a couple of days of light off and on showers, but as the temperatures lower we may see a little more energy in those showers that could produce gusty winds and small hail. then as we go toward saturday morning, 2:00, we could see some of that rain transitioning over to a wintry mix or some snow for some of our upper elevations.

as far as how much rain we could see, it doesn't look like a lot here. in fact, in some spots it may only measure up to a few hundredths of an inch. we could see a tenth to a quarter of an inch in some of the highest rainfall totals. it just depends on where some of the heavier rain decides to move through. as far as sierra snow, about 2, possibly up to 10 inches of snow. it's going to be on the lower end. as we take a look at our outlook for the month of march, the climate prediction center is saying we're going to have cooler than normal temperatures over the next several weeks. and then going into our rainfall predictions, it doesn't look that good for us, but maybe a little bit better just to the north of the bay area with some above-normal rainfall and that's kind of the pattern we've seen here. so it looks like with this next system coming in it's going to mainly be some of the heavier rain just to our north, and then as it tapers off on saturday we're left with a half inch of rain or less, maybe a lot less

in some spots. and then our temperatures slowly start to warm up and head back to close to 70 degrees. san francisco will get gusty winds, off and on rain and rain tapering off on saturday. you're tracking one crash. >> it happened quite some time ago. folks weekend off the roadway and another car crashed maybe on the roadway. now, this is possibly affecting a couple lanes. that was the last upset from chp. just outside the tunnel, and unfortunately that means it's only one roadway. meanwhile, we're looking at the north bay with all that fog. kari has been talking about lower visibility. low visibility at times, but then on the maps, contrary to the last map, we now have fog registering on either side of the dumbarton bridge and creeping up toward hayward and the san mateo bridge. the san mateo bridge shot does

show the fog, but look at the south bay. as we've talked about before, even in light fog, and it's a little denser in some matches, the exit is tough to recognize so lower speeds as you're driving this morning. >> thanks, mike. now to a follow-up on a tragedy that has shaken the sacramento community. a vigil last might where a man killed his daughters and then killed himself. david more rojas was on a supervised fit when he shot and killed his three daughters and the chaperone. the girls were 9, 10 and 13 years old. the ex-wife and mother of the girls who had a restraining order against the father wasn't there at the time. the sheriff says people with restraining orders are not allowed to have guns. a second high profile case is set to start next week, this time balwani is on trial for wire fraud and conspiracy,

former president and chief operating officer of teranos. he's accused of lying about the company's ability to doctors, patients. his trial comes after a jury recently found holmes guilty of fraud and conspiracy. major league baseball team owners are locking out players because the two sides can't seem to agree on how to divide up billions of dollars in revenues. over near oracle park in san francisco, small business owners are wondering about jobs and staying in business. the giants who opened the regular season on the road have canceled two preseason games so far. the oakland a's have had to cancel the first seven games of the season. for this cafe near oracle the anticipation is really just becoming too much. >> we lost about 50% for the business. >> 50%? >> yes. >> wow.

>> now, some bay area businesses say they usually hire more people for the upcoming season, but now they're waiting until the lockout is over. you don't have to travel far to find happiness in the bay area. coming up next on "today in the bay," the city just named the happiest in the entire country. >> and happening now, outdoor dining in oakland will stick around for a bit longer. the city council voted unanimously last night to extend the program and streamline the permitting process for those parking areas that opened up during the pandemic. before 2020 businesses had to go through a long complicated process to add outdoor spots. if the council took no action, the program would have expired at the end of this month. we'll be right back.

we are celebrating women's history month here at nbc bay area and this morning history being celebrated in the south bay after santa clara university announced its next president. after 171 years, julie sullivan will be the first female layperson to lead the university. look at all of her predecessors on the wall. one of her priorities is opportunity. >> and how do we ensure that we're finding more ways to provide access and opportunity for talented low and middle income students. that's a need for our entire country. >> sullivan has worked in higher education for nearly 40 years. and we want to take a look, or at least talk about fremont this morning, because, you know what, they have some bragging rights. the city named the happiest place to live in the entire united states. can you believe that? so the personal finance site
