this is "today in the bay." >> and a good thursday morning to you. thanks so much for making this a part of your morning. together again, i'm marcus washington. >> you're so close today. >> and we don't have masks on, and i'm laura garcia, and we broadcast not only to your television and watch us live on roku, amazon fireworks apple tv and online. we're moving you forward, most certainly. let's start with a look at the forecast where the rain is moving in. >> yes, and we're so excited to see rain in the bay area even though right now it's light rain and it's only in the north bay. in fact, as we take a look at storm ranger, our mobile doppler radar, it's seeing the rain coming down in santa rowsor, and napa towards ukiah. it's once again light and it will stay in the same area over the next few hours, but the storm system is slowly

progressing into the rest bay area as we go into today. we'll see some rounds of showers as it continues to move through, and as we go into the afternoon, i do think parts of the peninsula, the south bay, the east bay will get in on a little bit of wet weather in time for the evening commute, but as far as the morning commute, it's mainly the north bay. some of this rain tapers off for a while, and there may be a longer break than we would like to see, especially with the storm system like this, but it could return as we go into late friday into saturday as that colder air arrives and we're looking at some big changes as far as temperatures for today. not much more of a warmup from where we are now. so we're going to talk about all the changes ahead. also, for the next couple of days the big drop in temperature. more on that in a few minute. mike, you had an alert issued for south bay. >> we have a tree that's laying down in the roadway blocking your left lanes southbound 280

for about 20 minutes. slowing approaching the magdalena off-ramp there. the crew is looking for who is in charge of these tree removal. chp says they are not, but then also santa clara fire department says they are not in charge of the tree so we're watching with two lanes block. very light traffic coming down from the south into the peninsula. we're okay there. niles canyon, overnight closures there and no lanes are showing any supplying. the incident still on the chp report. of course, we'll follow. back to you. >> despite worldwide condemnation and tough sanctions russian president vladimir putin still shows no signs of ending the ongoing war in ukraine. >> as war weighs what to do next, russian missiles are devastating ukraine, destroying buildings and killing innocent civilians. this is video out of north central ukraine about 36 miles

north we have of kyiv, the town left in rubble as russian troops continue to advance towards ukraine's capital. >> the russian military has yet to overthrow the government in kyiv. however, the u.n. estimates more than 1 million people have left ukraine for neighboring countries in the past week alone and the agency predicts up to 4 million could leave. >> ukranian officials say more than 2,000 civilians have been killed. as "today in the bay's" brie jackson reports, that number is expected to grow. >> reporter: russia targeting city after city as it steps up its assault on ukraine killing civilians and leaving residents fleeing to safety. >> they have destroyed many houses and my city. >> the biden administration launching a task force against the oligarchs close to president putin.

learned some of the refugees are starting to arrive here in the bay area. that includes a family who ended at sfo last night. now they don't want to be shown out of fear for the safety of their family. refugee camps are popping up all across the border in poland, moldova and romania. bear-area non-profits like nova ukraine are really helping a lot of people there get here. >> we are in touch with people in poland and new in romania. 20 minutes ago, they just created a team to coordinate legal help. >> ukranian leaders say as many as 2,000 civilians have been killed in the past week. on the "today" show this mornings nbc's senior national correspondent tom llamas speaks with familiar his who have taken shelter who have taken shelter in ukraine. >> reporter: 4:36 and moving you forward, geesh was in the south bay with plenty of screaming and cheering at the shark tank.

"today in the bay's" iopen cole spoke to the fans of the first big event amid the covid mandate changes. >> for the first time in two years, no masks were necessary at the sap center with the county's mask mandate dropping. the beliebers were as happy to hear that and they were when justin bieber took the stage. >> i'm so excited. my first time seeing him. >> the very first concert without the mask, so this is exciting. >> reporter: this group has waited for months to see him and couldn't wait to sing his sing the song off my face without being muted by the mask. >> i've got tickets three times and each time they were cancelled. third time's a charm? you're yelling and screaming and it will be nice to have a concert where we can enjoy that without a mask on. >> reporter: others are waiting a little longer, especially in big crowds. >> i just feel more comfortable with it. this is a choice for myself.

good bay. so excited to see a change in the weather pattern that's been so try recently, and we've been getting ready to start off the month of march. looks like things will change here with scattered showers moving in and we're pick pentagon up on it on storm rangers and pox of heavy rain off the marin county coast and moving into sonoma county within the next few minutes so we can see that again up north of bodega bay and heading up possibly around santa rosa within the next 30 to 40

minutes. unfortunately, if you look at the larmer view of this storm system, overall it has slowed down and we're not seeing as much rain as we originally expected with this system with a lot of it staying to the north. let's talk about what to expect. as this rain continues we're going to see the rain in the north bay two at least noon. through the rest of the pay area it will be spotty and coming in later this afternoon until this evening but overall we're seeing much cooler temperatures and we're also cooing to see the potential of low elevation snow and small hail and winds that could reach up to about 35 miles per hour. as we go through the temperatures, a big drop compared to yesterday. only reaching 60 degrees in the south bay and mostly upper 50s. as you take at your microclimate redwood city reaching 56 and in san francisco our north bay highs raechg 58 degrees and 59 in nap a. going hour by hour doesn't show a lot of action up until later today when we start to see the light rain spreading

in, but it's going to become a very spotty and may even clear out for quite a while, maybe even several hours into the day tomorrow, and then going into saturday, as we see another round of this rain coming in, we'll also have the cold temperatures and some of our bay area hills may be left with a little bit of snow, but we'll be waving out for that. as far as rain once again. really backing off on how much we may measure, about a tenth of an inch tan could be up to a quarter inch for the spots that see the higher ends of our rainfall totals. this is going to be a better teal for the sierras where we could see possibly up to a to the of snow in some of our higher elevations, and our temp two, wow, what a change. we were in the mid-70s. we're only talking about 60 today and upper 50s tomorrow as well as saturday, but then it's going to rebound as that sunshine returns, and we'll be back into the low 70s by early next week. mike, chp wants to give people's

mma legend cain velazquez chase after a man he allegedly shot. you can see the black suv chasing the truck. inside the man was a man accused of molesting a family member of velazquez. he's facing attempted murder charges and made his first court appearance yesterday. here's "today in the bay's" robert honda? supporters of cain velazquez crowded in and around the santa clara county courthouse has he gets ready to fight an attempted murder charming. as nbc first reported the mixed martial arts star was in court to be formally charged for shooting into an occupied vehicle in south san jose near morgan hill on monday. this is exclusive video captured on a cell phone camera showing what appears to be velazquez chasing after the vehicle which seems to show bullet holes and dents on it. according to court documents velazquez rammed the vehicle with his own truck and then while driving fired a gun aiming at this man, harry galart who

was out on bail after being charged of molesting a child and it's confirmed that the child is a close relative of velazquez. galart's sister also in the vehicle identified velazquez as the gunman. he was later spotted by police and arrested without incident. >> and it's unfortunate that he took the case into his own hands rather than waiting on the criminal justice system. >> reporter: in court documents investigators say velazquez followed galart and his family from their home before the alleged attack. police recovered a legally registered .40 caliber semiautomatic handgun in velazquez's truck that had been fired three times. multiple bullet casings were also found at the scene. in court velazquez through his attorney denied all allegations. his supporters say they plan to be a content presence during any legal proceedings. >> it's all about let's focus right now on getting him out on

bail. that's what our focus is right now for him and his family. >> reporter: robert honda, nbc bay area news. as robert mentioned, the arraignment was put off until monday. at that time velazquez will be officially charged and will also have his bail hearing. new allegations against popular social media app tiktok. the app is being closed of potion physical and mental health harm to young users. the california attorney general along with attorneys general from other states have launched a nationwide investigation into the company to see whether they have violated state consumer protection laws and are putting children at risk. there was a similar investigation into meta-owned instagram back in november. >> is he staying or going? the likeness that jimmy g. will stick around with the 49ers for the next nfl season? >> and starting in june it may get hard for some in alameda to make it into the bay. this week city leaders intentionally approved
