kyiv is still free. you saw the devastation north of there. things are not going as well in the south in a town called kherson by the d anypro. bellus ready to host another round of talks between russia and ukranevitte the talks are expected to take place. we don't have any idea what the conditions are from the russians, but up until now the conditions have been absolutely unacceptable to the ukranians. the pressure is growing on russia. sanctions mean among other things airplane companies that lease airplanes to russia are repossessing the arts for. french authorities say they a russian oligarch yesterday and germany's authorities grabbed another yacht as well. they are tracking down assets

owned by russian oligarchs. and they have banned from doing business with russia. >>.putin may have believed we were bluffing when we warned unimaginable consequences and like president biden says, big nations can't bluff, they woep bluff. >> because voy lating sanctions, some energy companies are unwilling to buy russian oil despite the fact that oil is not included in the sanctions. you can legally do business with russia in the case of energy, but a lot of people in the world don't want to come even chose to attracting the attention. u.s. justice department. as a result, marcus and laura, oil prices have now passed $115 an hour. >> they keep shooting up.

"today in the bay's "kris sanchez with a look at how the bay area is adjusting to the shift. good morning, kris. >> reporter: this is all possible because of falling case rates and hospitalization rates and the president says we're now moving towards then democratic phase of the pandemic. that is learning to live with it. he outlined some that have in his state of the union address, and the plan has four main phases. continuing to push for protection through vaccination and boosting, including sending more vaccines worldwide and also preparing for new variants and keeping an eye on variants that are surging like the ba.2

looking up and waiting on that rain, and it may be a while. as we get a look at san jose, i don't think we're going see a whole lot of rain here today. in fenway park, as we take a hook at our temperatures and what to expect. it's just going to be mostly cloudy. temperatures going from the upper 0s to the low 60s today so that's going to be a big change compared to what we've had recently. we'll talk more about the changes ahead and the forecast coming up. mike, you're seeing positive changes in the east bay. >> talking about changes, so am i. >> 84 reopened after the closure overnight. the latest closure was over at the bright side tunnel and that's all cleared now for improvement in the niles canyon and a nice smooth flow into fremont out of livermore and out of the altamont pass. a little slowing shows up for 84 coming down towards 670. morning build typical there. a tree has been cleared from 280 down to the los altos hills. you travel south on 280 past magdalena avenue. 17, a little slowing heading

good thursday morning. as you're heading out temperatures will be 10 to 15 degrees cooler than yesterday, so take a look at your microclimate and where we're headed for today as this rain moves in. mostly rain in the north bay is around of the morning and into the early afternoon. we'll talk about when it moves into the rest of the bay area coming up in a few minutes. >> it can traffic through the south bay. >> traffic has cleared around the summit. i'm checking around making sure there's nothing left on that grid. >> all right. we'll check with you a little bit later. 5:15 right now. new this morning. amazon is closing all of its physical book stores as well as

if you do invest the irs requires you to report any financial gains from cryptocurrency investments on your taxes. 5:17 right now. let's talk about the weather this morning because it's a change in the forecast. some rain in the works, kari. >> yeah, and this is all green and it's like money for us. we're seeing some light rain falling in parts of the north bay and this is not going to be a huge storm. we're looking at light showers and kind of steady in some of these parts in northern sonoma count. and it's a lot lighter for marin county, and take a look at what we're seeing on storm ranger, our normal dade aero, and it's giving us the view that in santa rosa the rain has gotten heavier and we could see pockets that may move in a couple of secretaries. this is a low mover and took its

time getting here and it's going to take its time moving out and it's weakened in the process. rain in the north bay through at least noon and then the rest us seeing some spotty light showers into this evening. that means the evening commute may be a little bit slower. our temperatures are dropping as this cold front moves in, and as it moves out we could see this ending with some snow on some of our bay area hills as well as small hail and the gusty winds will be possible up to 35 miles per hour. santa rosa, 47 degrees and the warmup will be very slow to happen as we in the north bay see the rain continuing but then elsewhere it's going to take a while before it moves in, and this is not quite what we wanted to see. every single run of the computer models have been backing off on how much rain we're going to see. showing a quarter inch of rain. maybe we'll get a little bit more than that in what we're expecting over the next couple

of days. looks good for the sierra with a nice coating of snow of about a foot and then 5 inches at south lake it a low with the colder air moving in. as we go through the forecast, this system passes by. temperatures in the upper 50s and then take a look at the end of the weekend and early next week. back into the sunshine. highs in the low 80s and san francisco also expecting a significantly cooler day today. we will see when that rain comes in most likely afternoon and off and on showers that tape of off on saturday and sunshine as we go back to our normal weather for early march with highs in the low 60s in the city. mike, you've been tracking emt pact of this light rain on road. how is it looking? >> chp has no problems reported there. up there is the santa rosa area. watching as it affects the roadway. make sure the tires are well-inflated. heading south of there, this is typically where we see the

thanks for sticking around. 5:24 this morning. a teenager is in hot water after slamming into a north bay home with a car. this happened around 5:00 p.m. yesterday at st. francis drive and st. joseph way in petaluma. police say the unlicensed 17-year-old was speeding on st. francis drive when that car hit the side of a home. police arrived. the car was sitting on the lawn of that home. luckily no one was hurt. >> new this morning, people who smoke egocigarettes would be at an increased risk plie diabetes. data looked at more than 600 respondents from around the nation. experts say pre-diabetes is

santa rowsor. much of parts of sonoma county as well as heading farther north seeing some of the showers moving through right now. on storm ranger we'll continue to watch this is a the storm system slowly passes by as we go into today. it may be a while before much of the rest of the bay area sees any of of this rape. it looks like it stays in the north bay until noonan then starts to move into the coastline for the peninsula and then the east bay and south bay for the evening commute so the timeline of this shifting backwards as the rape comes down. we're going talk about all of this and help you make some weekend plans come up in a few minutes. >> don't forgot you can say up to date on that incoming rate by giving kara a follow on twitter. her handle is @karihallweather. develop overnight, an earthquake rattling parts of the north bay. >> this morning 3.9, a reminder that the bay area is still at great risk the big one.

>> reporter: right. good morning to you, and fortunately that minor earthquake that struck around 3:40 this morning was in fact minor. it was a 3.9 magnitude. that struck 13 miles north northeast and it just reminds everybody that a major quake could hit the area. it could happen recall to. this is something we're all aware of living out here. we've put together the map of the major fault lines that run up and down our area. seismologists are most concerned about the heyward fault, one because it cuts through the heavily populated parts of alameda where i'm at right now and, two, the heyward fault is due for a big quake. that fault line produces big quakes on average every 150 years, according to the usgs. the last big one there is a big

ou it's definitely worth repeating, be prepared for electrical and water service to be out for days, probably weeks. you want to make sure that you have the earthquake kit complete with food, water you through 72 hours. a good thing to have, i have one of these, a combination radio flashlight and hand-cranked charger for your cell phone. make sure you have cash on your side. if you live in your house you want a shutoff keys to shut off your natural gas after a big quake and if you have book shelves or anything that fall off the wall make sure those are secure to your wall.

reporting live, bob redell, "today in the bay." >> guess we can't be in denial. thanks, bob. we'll be red. now turning to the latest out of ukraine. russia's assault continues as a desperate exodus from ukraine is growing. >> here's a live look at kyiv this, movement this is where the long journey out of ukraine has become treacherous. >> scott mcgrew that is been track the very latest for us, scott. russian troops are drawing closer and closer to getting into kyiv? but very slowly which gives those families more time to evacuate and gives the civilians more time to prepare to defend i want to show you remarkable video out of ukraine, a russian soldier, possibly a conscript, being served tea and pastries by ukranians who encouraged him to call his mother.

>> it said it will release russian pows to their mothers if their mothers come to ukraine to pick them up for all reports russians are in a sad state. some have run out of food and others stopped at a ukranian police station asking for gasoline. they were arrested. a johns hopkins researcher analyzing what appears to be a hack published in a ukranian newspaper website showing what purports to be the names and serial numbers of russian soldiers involved in the invasion. the newspaper pravda ukraine said list is $120,000 people long. pravda is long for truth but nbc is not independently verified this information. the researcher in the case points out a leask names has a powerful psychological effect on the organization in question. it creates an acute sense of vulnerability in a very personal way for in charge and those exposed. >> during the first invasion of ukraine back in 2014 when the

russians claimed they weren't sending soldiers over the border, one of the ways a journalist proved they were russians is because those soldiers were posting their positions on facebook and twitter. back here at home the stock market rocketed higher wednesday after the head of the fed jerome powell said he was concerned about the war and its effect on the american economy. that's weirdly good news if you're into wall street because it's a hint that the fed won't raise interest rates as much later this month. we're looking for maybe half a point come mid-march. it's looking more like a quarter point because of the concern of the war, and that pushes stocks higher. >> so many things have changed in the time. >> this has been the longest decade in the last two months that i've lived. >> not getting. >> that's true. thanks, scott. >> meantime. that desperation is growing to leave their country. more than a million have fled in just the last week alone.

we're learning some of the refugees are arriving right here in the bay area. a family land at sfo last night. they don't want to be shown out of fear for their family's safety and we completely understand. >> jay gray has been following the humanitarian cries along the bay of ukraine and poland. >> experts are saying this cries could be the worst since world war ii. >> yeah. you think there's no question. good to talk to you this morning. we'll show you right up against the border here with ukraine and you can see we've seen throughout the day, families walking through the bothered and moving to safety. can you also see down the line a truck down here and there's vehicles moving into ukraine and going into the war zone and dropping off supplies, utilities that they believe people may need as they move forward. in fact, we've got at group now making their way through as well. you can see here. they are driving through and taking what they can to help

a de facto ban as shippers refuse russian oil. oil topped $112 a bail. this is the first time since 2011. here back home, a live look at the gas station right here in mill valley. according to aaa san francisco average hit at $5. napa hit $5.03 a gallon and most of the bay area just under $5. now the cheapest gas is right now in solano county at $4.87 a gallon. want to take a live look for you this morning in san jose as we get started with this morning meteorologist kari hall has been monitoring what we can expect weather-wise and good news. she's track some incoming rain. some sprinkling this morning, kari. >> yeah. so nice to see some wet weather moving in. it's been so dry recently even though that this is not a huge storm. it's nice to see something happening on the radar, and most of that rain still well to the north of us. we're also getting you ready for

the weekend as we talk about some of the destinations that we may be headed to. we are going to see some snow head for the sierra and this is going to be a bigger deal for some of our destinations going into the weekend so as we take a look at our forecast for palisade, we're going to see temperatures there reaching into the mid-40s. still too warm for snow today but that snow will change over as we go towards tonight and then our high temperatures reaching into the mid-30s. we'll kind of see it going back and forth but we do still have 95 inches of snow on the ground and the lower part, we have about 43 inches of snow at the base, and then for our weekend plans in sonoma vale it's going to be wind and cool. take a look at those high temperatures in the upper 50s for tomorrow as well as saturday, but then sunday it's looking pretty nice as things cam down and our temperatures start to head back you. weekend plans it a take you to monterrey we're looking at showers starting mainly tomorrow, off and on rain and then it starts to move in,

moving out on saturday and by sunday we're looking at some sunshine. we're going to be talking more about that rain that we're seeing now, but, my, you have an important closure for early morning commuters. >> phrased at folks who may be traveling late, late night because tonight at 11:55, tonight at midnight or tomorrow morning at midnight we do have the closure for ebd -- eastbound 80 once again. it will not reopen until 5:00 a.m. the reroute is typical. working on a total of six brings. they will raze up the tennessee bridge, continuing there. in rio vista there's the repair work overnight and restricted traffic. meanwhile all the other bridges are looking great. the only slowing we see and pretty predictable. highway 37 and 101 shows the

wait somewhere between days it and possibly as much as a month before spacecraft go over it, get images of the impact and we'll see a nice fresh impact creator. >> so you can see the full interview on the "today" show tomorrow. it's coming up at 7:00 right here on "today in the bay." >> 5:50 this morning. time to get a look at the commute as well. meteorologist kari hall is tracking some rain in our area. >> yeah, so great to see some rain and i just got the drought monitor update but i wanted to first show you what happened on storm ranger. rain in the north bay while much of the rest of the bay area may only see a few spotty sprinkles over the next couple of hours and then as we get a look at what's happening across the region we've seen that rain just kind of starting to roll in over the past couple of hours. before the next part it's going to move very slowey slowly.

kind of keep an eye on the bay area where we're seeing the extreme to severe drought and the line of red just to north is -- just a step down from the highest level of drought in the extreme category and then also take a look at southern california where you can see that there is no red as of now but with the update that came out this morning expands that drought out of nevada into the spots like san bernardino and in the counties this morning so we're seeing it worsening in southern california and no change for us. we're still, of course, extremely dry and seeing it for parts of the north bay and the worst of that as we take a look at the red that's appearing there. once again that's extreme drought and then the rest of the bay-year didn't see the change. >> this is happening as we're seeing some rain coming in and it's going to stay in the north bay through noon. through the rest us it's spotty showers through the evening and much cooler temperatures and we're also going to see more changes as the kohler air comes

in with the possibility of small hail and snow and as we go into afternoon some light showers starting to move into the coastline and parts of the south bay and the east bay only looking at spotty sprinkles here. this rain is going to be so light and we don't need this, but it's going to take a break and start to come back in for late friday night into early saturday morning and then quickly just kind of taper off. as far as temperatures it's dropping out there. we're going from the mid-70s yesterday to a hive 60 and we'll see some upper 50s for the start of the weekend and then it does start to warm up again for early next week. now, mike, now you have a new alert in the north bay. >> reports from chp that there is a crash affecting westbound 580 across the bridge from richmond into san raphael and it's right there. perhaps a little shy of that, it's affecting it across the responsible. not exactly how long that's going to take to clear. no major injuries reported but this could mean an early
