fresh breeze. and those breezes will be kicking today. it will be windy and we'll see more high winds tonight. our temperatures drop down into the lower 40s. we'll talk more about what's ahead coming up in a few minutes. mike, good news on the road? >> great news. look at the green sensors and look at the altamont pass. it's just a little bit of slowing. okay, no full green, but we do have full green for the tunnel that opened before 4:00 a.m., earlier than an hour that we expected. tonight there will be eastbound closures. it should be open before 4:00 a.m. tomorrow. if the maintenance went like last night, that's good, should be open well before the show. >> thanks, mike. this morning many ukrainians are fleeing for safety as

fighting continues in cities across the country. the u.n. estimates there have been more than 400 civilians killed since russia invaded ukraine on february 24th. this is a look at kyiv this morning. so very quiet. the defense department says nearly 100% of russian troops amassed on the border are now actually in ukraine. now, into the newsroom now, there are more than 2 million refugees. back here at home, the white house appears to be opening up to the idea of a ban on russian oil in order to punish russia. as "today in the bay's" brie jackson explains, americans, we are going to feel the impact. >> reporter: deadly attacks in ukraine escalating. >> the russian occupiers are killing ukrainian children. >> reporter: the pentagon says morale and supply problems within the russian military have caused frustration, resulting in civilian casualties. >> when you're relying more on long-range fire you're going to

cause more damage and you're going to kill more people and injure more people. >> reporter: ukraine's president again pleading for western assistance, and an official ban on russian oil. but no decision from president biden on that yet, as congress pushes forward with legislation to get it done fast. >> let's not wait. the shells are flying tonight, raining upon the cities of ukraine. >> there's fear a ban could send gas prices surging even higher, the national average rising 50 cents over last week's prices. we're now seeing the highest price at the pump since 2008. >> we're seeing a lot of volatility and, unfortunately, drivers are paying for that as the gas pump. >> experts warn rising gas prices could lead to more expensive flights. meanwhile, there are signs of bravery and courage as ukrainians try to escape war. >> they're traumatized, children

don't cry anymore. that's a clear sign of trauma. >> reporter: it's estimated more than 1.7 million residents have fled for safety. in washington, brie jackson, nbc news. >> for now, most of those war refugees are staying in western europe. some arrived at sfo with fear for what their future holds. >> relatives are in danger and they just keep shelling and bombing and dropping rockets on the civilians and killing children and people. there's 600 people already dead, civilians. >> she's under the ukrainian flag at sfo. she welcomed her mother and nephew, from kyiv, who are part of the largest refugee wave in history. >> they sat on the border for 12 hours. they entered romania. >> reporter: that situation is repeating itself time and again.

i was like, is it monday? you know what, it's a new day here because we're all back together again. taking a live look at the bay bridge toll plaza. hey, take a look at us. boom. >> we're more crowded than the bay bridge toll plaza. >> this is true. >> for now. >> oh, man, you're working some traffic already. >> you know what, it's pretty good spacing all around the roads. it's an early commute, so let's take a look at the roadways. green sensors all around the bay, no major problems, including out of the south county. we had alerts spread out all over the bay yesterday. today 580 is a great drive, just

mild slowing just starting out of the altamont pass. 20 minutes to the dublin interchange. vasco road, under 20 minutes. major connecter out of contra costa county, the rest of the county and the drive toward the bay bridge, take a look at that. the westbound commute has not kicked in yet. that's a great start for the morning. >> a lot of green there. and we're taking a look at a clear view in san jose. another cold morning as you're getting ready to head out, and our temperatures in the mid-40s now at 8:00. we're at 48 degrees and we'll see a nice warming trend for today. make plans to get outside. take a look at our afternoon temperatures. in the low 70s with sunshine at 2:00 to 4:00, we're in the 70s and then dropping down to the low 60s at 6:00. and at the bottom of the screen you can see the seven-day forecast. things will change as far as temperatures. and our highs today cupertino,

los gatos, reaching 70 degrees. 68 in oakland. and some low 60s for daly city, a breezy wind picking up for san francisco with our high temperatures reaching the mid-60s downtown. and santa rosa today, as well as sonoma reaching 72 degrees. we're going to talk a lot about the wind because that's the major change we'll see. tomorrow for about 5:00, 6:00, we'll see winds increasing along the coastline and in san francisco. as the cold front drops in, we'll have a couple of days of high winds between wednesday and thursday. we could see gusts in some spots reaching 45 to 50 miles per hour, and then it does start to calm down heading into friday morning. looking at the bigger view, there's still a lot of quiet weather across the bay area, much of california, and then for the pacific northwest they're still getting all of that rain and we're seeing lows dropping in, heading to the east of us. for the most part, the rain will

continue to stay north until about monday, maybe a chance of rain in the forecast. we're not going to see a major shift in the pattern, but it does look promising that early next week we could see some showers moving through. take a look at our seven-day forecast. once again, gusty winds, temperatures dropping slightly. it doesn't look like it's going to be as cold as originally thought, so at least the morning hours will be where we really feel that change. and then taking a look at san francisco, highs in the low to mid-60s, going into the weekend, we'll be springing forward. you know what that means. we set our clocks forward one hour and we get ready for that time change goingnto early next week, heading back to we'r people who are making a difference. we're going to highlight a group of volunteers making the bay area a cleaner place. the pacific beach coalition is celebrating 25 years. they've been hosting these volunteer cleanup events and keeping trash from going into the ocean.

you'll want to be warm this morning because it's cold out there. >> it is cold again. and these are the mornings we've had recently where some spots are near freezing and then other areas, it's a little bit milder. it's because we've had winds picking up. take a look at our current temperatures. 2 degrees above freezing in san martin, but then you compare that to pacifica where it's 55. these temperatures are all over the place. i still think it's pretty chilly. let's go around the bay and take a look at high temperatures reaching into the low 70s in martinez and a little warmer in santa rosa with a high of 72. there will be a slight cooldown along with more winds. that's coming up in just a few minutes. defiance and desperation in ukraine. the number of refugees surpassed 2 million and the u.n. counts at least 400 civilians killed in the russian invasion, with the real numbers thought to be far
