the forecast. meteorologist kari hall has been tracking that. it's cold out there. >> it is very cold again and our temperatures in some spots are just above freezing by a couple of degrees. take a look at napa, 36 degrees. it's 36 in livermore and dublin and 34 in san martin. and as we go around the bay today, san francisco has up to 65 degrees. it's going to be a really nice afternoon. martinez reaching 71 and santa rosa 72. enjoy the warmer weather waus we will see temperatures dipping just a bit. we're going to be talking more about that and if there's any rain in the distant forecast coming up in a few minutes. breaking news this morning, the u.s. is expected to announce it's banning imports of russian oil as soon as today. this comes hours after shell announced that it is going to stop buying oil from russia. the company faced criticism after it purchased 100,000 metric tons of crude oil from russia. the purchase did not violate any

western sanctions. this comes as there is still no let-up in sight for american record gas prices right now. check out this latest average that we have here in the bay area. aaa is saying the prices are the highest in the north bay, sonoma, napa, marin county hovering around $5.60 a gallon. nationwide gas prices passed the all-time high set back in 2008. this is a shell station in fremont. a regular gallon of unleaded is about $5.50 with a car wash. without the car wash it's going to cost you $5.70 a gallon. >> a live look at kyiv. the number of refugees this morning surpassed 2 million people, and the u.n. counts at least 400 civilians killed in the russian invasion, with real numbers thought to be much higher. ukraine military leaders are claiming its forces have killed a russian army major general and

other senior officers. new video overnoit shows a massive fire at a ukrainian oil depot about 50 miles west of kyiv. >> ukrainian president volodymyr zelenskyy is sending a new message out to those who believed he was in hiding. speaking from his office, zelensky says he is not afraid of win. "today in the bay's" brie jackson is live in washington with more on that, the russian oil ban. brie, i know we are expecting remarks from the president this morning. >> reporter: good morning, marcus, kris. there's a lot to unravel, but you're absolutely right. the white house has announced that president biden is expected to deliver remarks today about new actions against russia. now, sources tell nbc news that the u.s. is expected to ban russian oil imports, a move that could -- or that is expected to push energy prices even higher.

deadly attacks in ukraine escalating. >> the russian occupiers are killing ukrainian children, consciously and cynically. >> reporter: the pentagon says morale and supply problems within the russian military have caused frustration, resulting in civilian casualties. >> when you're relying more on long-range fire, you're going to cause more damage and you're going to kill more people and injure their people. >> reporter: ukraine's president remaining defiant, speaking from his office overnight, encouraging patriotism, saying he is not hiding. he is also pushing for an official ban on russian oil. >> to finally move off of, for many countries in europe, a dependence on russian energy, because russia uses it as a weapon. >> reporter: but no decision from president biden on that yet, as congress pushes forward with legislation to get it done fast. >> let's not wait. >> reporter: their fear a ban

could send gas prices surging even higher. the national average rising 50 cents over last week's prices. we're seeing the highest price at the pump since 2008. >> we're seeing a lot of volatility right now. >> reporter: experts warn rising gas prices could lead to more expensive flights. meanwhile, there are signs of bravery and courage, as ukrainians try to escape war. it's estimated nearly 2 million residents have fled ukraine for safety. many of them children. and a plan to send fighter jets to ukraine has hit a logistical snag, including concerns about transferring the jets without triggering a wider war with russia. marcus, kris. >> brie jackson in washington this morning. thank you. to mark international women's day people are posting tributes to the ukrainian women fighting on the front lines, many of them dressed in military fatigues.

in one post nato wrote, all women and girls must live free and equal. there are reportedly at least 36,000 women fighting in the ukrainian army. 6:05, a follow-up this morning. santa rosa police will have a heavy presence near schools this morning after an attempted kidnapping. it happened yesterday morning when a 12-year-old girl says she was walking to school on calistoga road and a black bmw pulled up next to her. she says the driver tried to pull her into the car. she was able to fight him off. the child then ran home. they are asking people who live in the area to check surveillance cameras around your home for possible clues. 6:06, and happening today, this redding woman is accused of faking her own abduction. she's now expected in court. it was a case that grabbed headlines everywhere. sherri papini is now in a sacramento county jail. you might remember her bizarre disappearance back in 2016. nbc's miguel almaguer takes a look at what to expect in court today and the new revelations

from prosecutors. >> reporter: good morning. the mysterious case of sherri papini continues to unfold in northern california, just outside of sacramento. today she'll be facing a federal judge in court after she was accused of fabricating that incredible story of her disappearance. she says, as you'll recall, back in 2016 she was kidnapped and held by two hispanic women for about three weeks when she was miraculously released on the side of a roadway on thanksgiving day. investigators say she made it all up and after her family cashed in on tens of thousands of dollars, she's been charged with lying to a federal agent and also wire fraud. she could get up to 25 years in prison if convicted. coming up on the "today" show, we'll have all the latest details. i hope you can join us. back to you. >> thank you. let's take a live look outside. that's a nice shot. bay bridge looking nice and beautiful. of course, mike is keeping an eye on the commute. we're talking about what we

can't feel from looking at that picture. >> it's nice to see the sunrise earlier. we know the days are getting longer. the temperatures will start to get warmer, too, for the afternoon. cold in the mornings. that's a live look outside in san rafael as you're waking up and heading out in our hour-by-hour forecast. lunchtime is going to be really comfortable. for an outdoor lunch we're at 64 in livermore and 68 degrees in novato. we don't stop there. temperatures reach into the upper 60s and low 70s, a little bit warmer than yesterday. winds will start to pick up and we'll talk more about the gusty winds in the forecast. mike, you're seeing a crash and slowing in fremont. >> that's right. the sensors went from all red back to about orange and red, so i hope that means that they're moving these cars from the middle lanes. there are a couple of cars in the middle lanes of south 880, right around stevenson boulevard and that will cause slowing.

there's fremont boulevard and cherry on the other side. there are good alternates to jump on. it's north of the dumbarton bridge. 680 is clear. 101 with some slowing. it never fully cleared from the first burst. it may be a change in volume as many offices are asking folks to come back at least part-time. we're tracking the changes. the altamont pass holds steady. contra costa county, much bigger slowing for highway 4, 37, and there's a crash on the eastshore freeway. no major injuries, from what i understand initially. we'll get more details. >> all right, apple gearing up for a big drop today. it's all about apple devices. coming up, we're going to tell you about the new devices insiders expect the company to unveil. >> i think it was going to be like tiktok.

jacket, but it will be a really nice day with all of that sunshine. you're probably wondering, when are we going to get some rain? we're going to talk about that in the forecast coming up. >> we're looking at oakland. 880 south. it's pretty much equal as far as volume in direction. there is slowing through hayward. i have an injury reported for the crash in el cerrito as well. it is 6:13. let's look at the markets right now. as you might expect, a bit mixed, or they were just a few minutes ago. now everything is in the red. stocks fell sharply yesterday, investors are still on edge about soaring energy prices and slowing economic growth in the wake of the war on ukraine. now that we know the president may announce a stop on the purchase of russian oil, things could change. stay tuned for that. also just into our newsroom,

google is planning to buy a milpitas cybersecurity firm, mandiant, which is going to sell for about $5.5 billion. google says this deal will help them better protect cloud customers and they should close the deal later this year. shares of mandiant are up in response to the deal. apple having its first big launch of the year today. among them, a cheaper iphone. now, the current low-cost iphone is the se model which goes for about $400. a new and improved version of the ipad air is expected and possibly new mac books coming out. they say the company could launch dark green for the iphone 13. i know you would like that. >> i like dark green. >> and what about a purple ipad air? >> nah. >> that's possible, if you're thinking about it. >> then you're stuck with that color for a long time.

>> i have a three generations back phone. if you are one of those people cheating on your daily wordle -- >> it seems like a growing number of players are looking online for answers ahead of time. it's everyday's version of the new popular guessing game. a recent study used data to determine searches for the daily wordle answer and they're nearly three times higher since "the new york times" purchased the game in january. experts say it's possibly to avoid putting a stop to a winning streak, but some players believe wordle has become more difficult since the times acquired it. times says the words were in place before the final deal was signed. we definitely play it in my family. my mom, my dad, my sister and i, we send our guesses, the final answer -- or not the final answer, the score, the tally. clearly i'm not good with words.

skrable thing going on. i don't know. >> let's talk about waking up, heading out the door this morning. before you get that wordle done, we were just saying yesterday that berkeley is the top of the country for solving that thing. right here in the bay area. let's get a look outside in dublin as we are going to see temperatures starting out cold. 36 degrees in dublin, and 39 at 7:00. now, after this cold start we have on all the layers. you'll be peeling them off as temperatures head up with all of the sunshine. we'll be in the mid-60s for the middle of the afternoon. some of us headed for the 70s today. morgan hill reaching 71. seven-day forecast is coming up at the bottom of the screen as oakland reaches into the upper 60s. we'll see a high of 72 in antioch and upper 60s in san mateo. san francisco in the mid-60s today, while the marina district is at 59. 68 in mill valley and clear lake today reaching 70 degrees.

it's going to be breezy, but the really high wind really starts to arrive tomorrow afternoon into the evening. the winds in san francisco at 40 miles an hour. notice the bright colors because it just starts to spread for the inland areas between wednesday night and thursday. i think that will be the peak of those wind gusts that could reach 40 to 50 miles per hour at times. so make sure everything around the house is secure. you've got lawn furniture and the garbage cans, everything ready for high winds. and we are seeing this all despite the fact that we are not getting any rain. we're seeing the storm system to the north of us and it's going to dive to the east of us over the next couple of days creating a pressure gradient while we miss out on a rain. as we've seen this time and time again, we look farther down the line to see if there's any rain in the forecast, and it looks like it stays just to the north of us. hopefully by monday we can see it moving in. meantime, it's dry, windy, the vegetation gets even browner.

our temperatures reach into the upper 60s and low 70s. we are still seeing some nice, comfortable weather. we are, of course, looking forward to getting some rain in here. this weekend is when we spring forward, setting our clock forward one hour, and as mike reminded me this morning, we lose an hour of sleep. >> losing an hour, yeah. you're going to lose time here, too. we have two crashes, two areas of slowing. this is westbound 80, we have slowing because of a crash. i do believe everything is getting over to the right shoulder, but it will still be a distraction. you'll have some slowing. minor injuries reported. someone complaining about back pain, so we hope they're okay. also getting to the richmond bridge, you might have to take richmond parkway. a smoother drive through the rest of contra costa county. it is slow, but it is moving slowly and the bay bridge toll plaza lights are on.

now a lot of people are asking, is it time to put those masks away? there seems to be some lingering questions. the director of the cdc, for one, just trying to clear up a lot of confusion for people. here is how she actually put it in a recent interview. >> i would say put your masks in a drawer, anticipate you may need them again, and hope that we don't. >> dr. walensky predicts covid will soon turn into a seasonal virus, kind of like the flu, while the cdc is looking for dominant strains following the omicron variant. right now there are no signs of a variant on the horizon. also, bay area restaurants, indoor dining is finally starting to rebound, but don't think for a minute that the pandemic's outdoor dining surge is ready to fade away. "today in the bay's" cierra johnson is live in san francisco. we first started, it was a way to keep businesses operating, but now it's become everyday

life for us. >> warm, the parklets were a lifeline for restaurants that couldn't have folks come in and were relying on takeout for a while. but as we've seen, they're throughout the bay and some of them are gorgeous. the good news is, a lot of them are here to stay as we move forward throughout the pandemic. so there is a restaurant sidecar modern tavern that was opened exactly three months and three days before the first shelter in place went into effect. they went from 28 employees down to two, and despite an inviting interior, the owners had to depend on outdoor dining to stay afloat. it turns out it was very popular with diners and with the town of los gatos. so much so, the town went from a firm no to outdoor dining to helping them pay to make it and others permanent. >> it took a pandemic for them to turn it around, and see that people wanted this. there was a need in the town.

when it comes to expenses, it's expensive. it's a full build and there's permits and there's liability. we have to make sure everything is just perfect and right and, luckily, the city is coming in to help pay for a nice significant part of it. >> it increases our seating capacity probably about 20% to 25%, which will really help on the road to recovery, after a tough couple of years. >> reporter: other bay area communities are embracing outdoor dining as a way to help restaurants make up for lost time and money, including oakland, which voted to extend the program, as well as streamline the application process. san jose did, too, and even waived the permit fees for all of the al fresco dining. according to the national restaurant association, in the first year of that pandemic, more than 100,000 restaurants, as well as bars, either closed temporarily or permanently, and get this, 2.5 million jobs in

the city disappeared. so we see a lot of those still up and good news for folks, they're able to recoup a lot of the money they lost at the beginning of the pandemic and give diners a little extra dining options. we're live in san francisco, cierra johnson for "today in the bay." >> it's so nice we have that pleasant bay area weather some days. you can sit outside and eat and people watch. that's what i like to do. thank you. story road in san jose is back open this morning. it was briefly closed last night after a car struck a pedestrian. the victim was taken to the hospital and is expected to be okay. police say that it happened at capitol expressway near mount pleasant high school. the driver is cooperating with the investigation. family members will remember a homeless pan shot and killed by a danville police officer who is doing time for a separate deadly shooting. one year ago then officer andrew

mall shot and killed tyrell wilson near interstate 680. no charges have been filed in that case, but the contra costa county sheriff has said that wilson pulled a knife and the shooting is still under investigation. last week hall was sentenced to six years for a separate deadly shooting from 2018. here is something to watch for today. governor newsom will deliver state of the state address and we expect he will talk about the state budget which starts on july 1st, which is expected to have a peak surplus of up to $45 billion. in addition, newsom is expected to talk about his effort to expand the role of the court in mandating care for unhoused people. as our political expert explains, newsom will also address covid emergency orders. >> the governor went ahead and wrote a total of 561 emergency orders related to covid.

there are still 30 hanging out there. why and what does he plan to do about it? the legislature has been pushing him on that. so we'll have to see whether the governor wants to give in and really eliminate the rest of the covid orders. >> so that state of the state address is scheduled for 5:00 this evening. you can watch it on nbcbayarea.com. and breaking news this morning, two nbc sources say the u.s. is ready to ban russian oil imports, as some private companies have already done. the white house announced president biden will address the nation in about one hour, so 7:45 our time. this comes hours after shell oil stated it will no longer purchase oil from russia. the company faced criticism after recently buying 100,000 metric tons of russian crude, which at the time did not violate western sanctions. the new ban is expected to impact gas prices even more. the "today" show will cut into

that special report as soon as it begins. meanwhile, another milestone in the flood of ukrainian refugees. the u.n. now saying that some 2 million people have left ukraine in less than two weeks. most are staying in western europe. others, they're seeking a new life right here in the bay area. a cupertino woman last night welcomed her mother and nephew at sfo. she says that her relatives are traumatized by the violence. >> my relatives are in danger and they just keep shelling and bombing and dropping rockets on the civilians, and killing children. >> as the shelling continues in ukraine, the humanitarian crisis at the border is reaching a frightening new level and millions more refugees are likely on the way. >> "today in the bay's" jay gray is live for us this morning along the poland/ukrainian border. jay, there's still a lot to deal with with this, a lot of desperation from a lot of people that we see behind you every single day.

>> reporter: yeah, marcus, kris, you're right. it's overwhelming, and, unfortunately, growing. we're at the border crossing in a remote area and one of the most populated areas. it's really the crossroads between what is the fighting of the war in ukraine and freedom and safety in poland. buses continually pull up and those that have made the trip push their way on and head to a train station not far away, and then from there head into other areas of poland or into europe, further into europe. i want to give you an idea of how they get here. we're on what is the foot path, the walking trail to get from ukraine into poland. take a look down the line here and you'll see -- we've just seen waves of people continuing to come in, continuing to get here. some saying that we've walked two and three days in what is bitter cold just to get to

safety. but what's sobering is they get here and they've saved their children, many have left a loved one, a father, a brother, a son behind, and now what? they'll get on a bus, marcus and kris, they'll go to the train station, take a train. but moving forward, so many of these families that we talk to aren't sure how or where they'll do that, and so that's what is the lingering effect of what's happening here right now, and very difficult for so many. >> hard to leave the border area, but even if the fighting stopped right now, a lot of those families would have nothing to go back to because those cities are levelled. it's so hard to see. thank you very much. >> reporter: right. kris, you're absolutely right. >> thank you, jay. coming up this morning on "today." richard engel also taking us inside the evacuation efforts as ukrainian citizens try to find

safety. firsthand accounts from people who fled ukraine to neighboring countries at 7:00, right after "today in the bay." here we go, 6:39 this morning. we want to take a live look at san jose. you can see city hall. earlier city hall, they actually had it lit up there with the ukrainian colors of the flag. so showing support in san jose. we've seen that in san francisco as well and i know other cities across the bay area are also showing support. we continue to follow that. but we also are following the forecast this morning. a lot of people heading out and they're going to get wind in some kind of way. >> you have to layer up because it starts out cold and then it warms up and turns out to be a nice day. temperatures in some spots are just a couple of degrees above freezing. we're seeing that in the south county, as well as the try valley. the north bay is a little warmer. dropping the kids off at school in morgan hill, it will be in the upper 30s. heater on in the car, but at

happy tuesday. it is 6:44. as you're heading out the door in the north bay, it's been a cold start. san rafael, temperatures in the upper 40s at 8:00. you can see the trend as our temperatures really start to warm up heading into the afternoon. a beautiful day ahead, but you're probably thinking, where is the rain? we're going to talk about that in the forecast coming up. >> and we're looking at traffic. it's on the freeway and the nimitz will see more through fremont as there is a crash in hayward. more traffic easing down in toward the silicon valley area. we have slowing for the east bay and another alert continuing from yesterday coming up. don't say gay. that is the title of a bill being decided today by lawmakers in florida. if it's approved, it would limit the discussion of sexual orientation and gender identity in florida schools. nbc's kerry sanders is in fort lauderdale looking at what's at stake.

>> reporter: florida's republican majority senate could vote today on the so-called don't say gay bill. teachers say they're worried, they have very rare conversations with young students about sexual orientation, but this law would make it illegal. the fear, of course, is that children sometimes feel uncomfortable talking about some serious things like that with their parents. they actually have more comfort talking to a teacher, because they feel they will not be scolded or put into a box where they act as if they've done something wrong. that's why those in the lgbtq community say they're concerned that this don't say gay bill, if it becomes law, will actually turn back the clock on lgbtq rights. but those who are supporting the law, the sponsors say these sort of conversations should be made between the child and the parent, not with some third party like a teacher.

it's possible that vote could take place later today and florida's republican governor, ron desantis, says he is likely to sign it into law. >> thanks, kerry. happening today, santa clara county supervisors will debate banning the possession, manufacture and assembly of so-called ghost guns. ghost guns are made from untraceable parts and they are becoming a big problem for law enforcement everywhere. most recently san jose police arrested three people suspected of manufacturing ghost guns. our investigative unit helped to break the story and you can watch the full report at nbcbayarea.com. a follow-up this morning to a recent string of peninsula burglaries. hillsborough police are releasing video of a group of five people carrying a safe toward a county club drive. this is from a burglary last thursday night.

investigators say the thieves later used credit cards stored in that safe in modesto, as well as southern california. this is believed to be the latest in a string of hillsborough break-ins. >> major league baseball owners are calling this a critical day in the ongoing negotiations to end the lockout. here's a live look at both the giants and the a's home ballparks, looking lovely this morning, but very quiet. the league says if the new labor deal is not done today, there's no way they can play a full season. the first two weeks of the season were canceled already, but at this point the games could be made up. the sides are said to be making progress in reaching that new agreement. today is international women's day and here at "today in the bay" we want to give a shout out to some important women in our lives, starting off with -- laura and kari. exemplary women in the newsroom, at home and in friendships as

>> a mom who does it all, meteorologist kari hall with a look at the forecast. >> shining the light on my mom as well. it's been great to at least admire and be able to see where i could go with what my mom did. a shout out to all of the moms and the great women out there heading to work in fremont. it's time to get that done, too. our temperatures are in the low 40s as we are going to see the trend going from the low 40s to the upper 60s for this afternoon. enjoy some of this time out there, while our temperatures are headed for the low 70s for today. i don't know if there's a more comfortable temperature, at least for me. i think the perfect number is 70 degrees. we're going to see that in los gatos. 72 in gilroy and we're going to see upper 60s in oakland and 71 in walnut creek. we're going to also see those upper 60s and low 70s for the peninsula, but you head over to daly city, a little cooler, 62.

59 in the marina district and north bay highs reach 68 in mill valley and 72 in ukiah. it's going to be breezy today, but tomorrow those winds really start to pick up. so any time today or tomorrow try to get everything around the house secure, ready for some high wind, because in san francisco at 7:00 tomorrow evening it's gusting at 43 miles per hour. notice how the bright colors and all of the high winds start to spread inland heading into thursday, especially for the afternoon. we could see some of these gusts reaching up to 50 miles per hour. so it's going to be really roaring out there. and this as some slightly cooler temperatures move in. but the thing that's really kicking up high winds and will be a storm system dropping into the pacific northwest, and missing us to the east. so another chance of rain that we're missing out on, as high pressure blocks it. as we go into next week, there may be the chance that we could see some rain coming in, and i don't want to be pessimistic

here, but we've kind of seen this before. by the time it gets here, it just kind of falls apart. so i'm hoping it can hold it together so we can get some rain, or at least more of a soaking than what we just previously had. we're going to see gusty winds and more brown hills across the bay area, but at least the temperatures are nice. we're going to see highs in the low 70s and this weekend is when we set our clock forward one hour on sunday morning. and, mike, how is it looking in the south bay? >> we're holding it together and getting closer together. traffic is gathering on north 101 by our camera just north of 680 and 280. so a slower drive. there are a couple of crashes and it sounds like everything is on the shoulder. we see slowing on 101 and 87. we've been seeing the last few days 85 starts slowing right here just off the split. 101, of course, jamming up out of san martin and that's the source of a lot of traffic heading north. 17 is clear, much better than

yesterday. the tri-valley is starting to build, and 880 recovers from the earlier crashes, hayward and fremont. back to you. >> thank you, mike. happening now, san mateo supervisors are considering new incentives to fill some of the county's long vacant positions. the recommendations will be part of a meeting this morning. the county is starting to hire again after implementing a freeze back in 2020. among those possible incentives, new employees being offered 40 hours of vacation time and up to 80 hours of sick leave. also, $30,000 hiring bonuses for new deputies and up to $15,000 for other law enforcement positions. next, a quick look at the top stories, including the added police presence for parents. they may notice that today. this is near some north bay schools. and breaking news on the invasion of ukraine. the u.s. may be ready to announce extreme new measures against russia. we're back in just two minutes with much more ahead right here on "today in the bay."

gallon. gas prices everywhere are sure to be impacted. at this point all we know for certain is that president biden is expected to address the nation in about an hour from now, around 7:45. as soon as he speaks, nbc will cut in for a special report. meantime, the number of ukrainian refugees surpassed 2 million. the u.n. estimates there have been more than 400 civilians killed, but the real numbers are believed to be far higher. ukraine military leaders are claiming that forces have killed a russian army major general and other senior officers. and a follow-up for you, a santa rosa police -- or the santa rosa police will have a heavy presence near schools after an attempted kidnapping. this happened yesterday morning as a 12-year-old girl was walking to school on calistoga road. she says a black bmw pulled up next to her and the driver tried to pull her into his car. she was able to fight him off.

police say the child then ran home. they're asking for people who live near that area to check their surveillance cameras for possible clues. happening today, a northern california woman who authorities now say faked her own abduction in 2016, she's due in court. weeks after sherry panini of redding was missing, authorities found her with injuries, including a brand on her right shoulder. at the time she said she had been captured by two hispanic women at gunpoint. the fbi says she actually had been staying with a former boyfriend in southern california and gave herself those injuries. she faces charges, including lying to federal agents and fraud. and 6:58 right now. looking live at san francisco, and the sun is up, but it is not really warming things up very much. kari hall is tracking that forecast. >> not yet, but it will be a nice day. we are starting out with cold temperatures, we're headed for the low 70s inland.
