hump day. >> what day is it mike? >> what day is it? >> here we go this morning. i'm marcus washington. >> and i'm kris sanchez. laura garcia has the morning off. you can also watch us on roku, amazon fire, apple tv and online. and we'll start with our forecast. meteorologist kari hall is tracking what we can expect. >> we're starting out cool, but not as cold. we are going to see a clear sky across the bay area as you're heading out. take a look at our hour-by-hour forecast, going from the 40s to the lower 60s. so even though it's not as cool this morning, it will actually be a little bit cooler this afternoon. so temperatures don't move as much and we'll see our temperatures reaching into the upper 60s. so still pretty comfortable for a lot of our inland spots. and then tonight we're heading back into the 40s and 50s. we are going to see some changes today. the wind will be the main issue and we're going to talk about that in a few minutes. mike, how is it looking starting

out in the north bay? >> i was concerned, we had a power line down in santa rosa, a surface street, but it turns out it's not a power line, pg&e checked it out. the freeway is moving smoothly through the north bay. basically all of the drives are in the green right now. we're looking for more traffic volume. yesterday was a pretty hefty drive through the east bay, and in the shortness of breath we had quite a bit of traffic, between 7:30, 8:30, they were packed in. right now very clear. back to you. now to new developments on the russian invasion of ukraine. this is a live look at kyiv this morning where there is a temporary cease-fire under way this hour. this is all to allow residents to evacuate from targeted cities in ukraine. >> this comes ahead of what many military leaders expect will be the most intense fighting in russia's war with ukraine. here in california the national guard has been supporting ukraine's military. it comes in the form of helping

train ukrainian soldiers and pilots for nearly three decades. president volodymyr zelenskyy was in mountain view last september. the lieutenant governor praised that relationship. >> for 29 years the california national guard has played a major role in preparing ukrainian troops for the conflict they find themselves in today. i join the many guardsmen and women who i know are sending support and prayers to their heroic ukrainian friends today. >> the relationship between the national guard and ukraine started two years after the collapse of the soviet union. >> as many scramble to safety, they are worried the cease-fire will not hold before they can physically get out. >> as "today in the bay's" jay gray reports, 2 million have already escaped. >> reporter: in some areas evacuations come during the calm

london breed. >> i don't just see it, i feel it. and it doesn't mean that we won't have a new variant or increase in the number of covid infections, but what we're seeing with the vaccination and all of the things that we've put in place, we're able to prevent people from losing their life as a result of this. so it gives me really a lot of hope and optimism about the future based on where we are. >> do you agree with the governor right now? do you see this moment as one of the transition times for oakland? >> well, he's been clear that this is the moment we have to have the endemic plan, even though we are not quite there yet. and we have to be prepared to move in and out of different scenarios. but we are more ready than ever. you know, government is emerging from these terrible two years more resilient, more nimble, faster and more responsive.

so we are going to keep those muscles in good shape as we move into this next era of endemic. >> the reality is that it's not up to the governor and it's not up to me. it's up to the virus. and what's so critically important, i think, for us now is to ensure we are completely honest with our communities. if there's a new variant that's much more virulent, we're going to have to go back to some pandemic-era restrictions that are more significant than what we have today. and i think we need to be honest with folks because that's the only way we're going to have the trust to be able to do what we have to do to reduce the risk of death and hospitalization. so certainly we're going to do everything we can to put ourselves on that path, but we have to be nimble enough to follow the data. >> those are good conversations. >> absolutely. it's good to see how they're talking about it and they are

>> good morning. i'll silvana henao from cnbc. wall street is set to open higher as investors track kmod dee prices iteming from the war in ukraine. it was choppy yesterday with stocks ending lower. the dow had been up 585 points, but closed down 184. we know the nasdaq fell further into bear market territory or down 20% from its record high in november. energy stocks were a bright spot, with president biden announcing the ban on russian oil and fuel imports. u.s. crude trading around $122 a barrel this morning. nothing is gone forever in the digital age. lime wire, the file sharing website, is set to relaunch in may as a marketplace for nfts. the service was shut down in 2010 following a legal battle with the recording industry. the new line wire will focus on

right now at 4:46 on this wednesday morning, we're waking up to more changes here. let's get a live look outside in oakland. we've seen the dry weather continue, and it looks like that part of our forecast doesn't change, but we will start to have some high winds picking up today. all of these areas shaded in this yellowish-orange color will be under a wind advisory. that includes hills and mountains where gusts may reach 55 miles per hour. that's going to bring down some

tree limbs and also may cause some power outages. so make sure you're ready for that. let's go hour by hour with our wind forecast. we're going to stop at about 2:30 this afternoon. in san francisco the winds start to pick up at 36 miles per hour, in santa rosa it's 26. and then we see the high winds just kind of spreading into the hills, going into tomorrow morning. this will be the windiest time, especially for parts of the north bay and our east bay mountains, and the santa cruz mountains. so with these wind gusts once again, you do have to be prepared for the power blinking or may go out for a while, but the winds will calm down heading into friday. as far as our temperatures for today, we're in the upper 60s, so it's not going to be as warm as yesterday. 67 in san jose and east san jose. the colder air coming in, slightly cooler with our temperatures in the upper 60s in walnut creek. and we'll see some low 60s in san mateo, san francisco, mostly in the upper 50s, but reaching

63 in the mission district. north bay highs will be in the upper 60s for today. we'll see still that low dipping and moving into the pacific north west, diving off toward the east and creating a pressure gradient. still, there's a lack of rainfall that continues for us, but it looks like things may change. going into next week we have another quick-moving system that's going to pass by on tuesday, and it may even come in as early as late monday. but with that we're looking at very light amounts of rainfall for us. some of the higher rain may be farther to the north where there's a potential that we could get a good soaking in parts of sonoma county and northward, while much of the bay area barely sees anything. the sierra, a few inches of know possible. it's not a lot, but it's a little bit of something. we'll see temperatures cooling off as well. we'll warm up as the wind calms

down and then we set our clocks forward one hour sunday morning or saturday night before you go to bed and we'll be watching rain early next week. mike, you're seeing issues in east bay and on rails. >> no major concern as far as speed sensors go around the bay. we will take you to highway 24, one of the to that popped up in the last couple of minutes, eastbound 24. so away from the bay bridge around st. stevens, a crash reported and that may be in lanes, although no slowing has shown up over the last couple of minutes. we'll track that through orinda heading toward lafayette. carlson, there's a disabled vehicle reported. no slowing on those sensors either. in that same area, a huge note for b.a.r.t. riders. this continues again today. basically they've ruled out the red line. no red line service because of a power line issue. it cannot power two lines. look at this map. it's from richmond down in

toward berkeley, just that one section. again, two lines are supposed to be running, but they don't have enough power because there was a problem with one of the power lines. they've got to repair that before they can restore service. simple fix, get on the orange line and then transfer to the yellow line if you're going to go toward the peninsula. meanwhile, if you're going to continue throughout the east bay, the orange line operates per normal. just that one section affecting b.a.r.t., but it continues for the third day now. back to you. 4:50 this morning, and new developments in the high profile case of mm allege end cane velasquez. we've learned that at least one of the judges involved in the attempted murder case is getting extra security. velasquez, a former ufc heavyweight champion, is facing attempted murder charges for allegedly shooting at a man accused of molesting cane's close family member. dozens of people came out to demand his release. they're frustrated he's being

held without bail while the accused molester is out without bail. it's unclear who is asking for additional security. it can range from extra patrols outside of their home to around-the-clock armed guards. >> you look at each and every case and you do a threat assessment and you come up with the ideas and the tools necessary to provide them safety. >> it's not clear if the sheriff's office has activated its judicial protection unit for velasquez's case. in a statement, sjpd says it is monitoring the situation. an unwanted discovery in a san jose neighborhood, where someone slashed tires on dozens of cars. "today in the bay's" marianne favro reports it's not the first time their cars have been targeted. >> reporter: he's replacing four tires on his two cars, after

someone slashed them. in addition to the inconvenience, he says he had to shell out 520 bucks for new tires. he's not alone. neighbors say more than 40 vehicles marked here in san jose had their tires damaged. jeremiah willis now has to replace two tires. >> no one deserves to wake up and have their tires slashed. some people couldn't go to work, i couldn't go to school. >> reporter: san jose police confirmed they are investigating. this resident says it's not the first time cars on this street were targeted. >> there were some windows broken about two years ago, somewhere around 20, 30 vehicles also got their windows broken. >> reporter: david and other neighbors are combing through video from security cameras in hopes of helping police catch the vandals. >> i just thought it was really sad, disrespectful for these hard-working individuals. they usually park here to go to work early. for them to wake up early in the
