seeing gusts upward of 40-plus. welcome to microclimates in the bay area. depending on where you live that's what you'll be seeing. san francisco is 46 degrees right now. up of our milder spots. notice the winds aren't as gusty here. so if you look at the hour-by-hour temperature trend we're in the 40s and 50s and there will be plenty of sunshine this afternoon. walnut creek right now is at 42 and your hour-by hour outlook, by 10:00, mid-60s, but there is a frost advisory in effect for santa rosa, napa and san raphael and parts of the south bay. i'll talk more about that and more on the gusty winds coming up in my full forecast. first a check of the roads. >> we'll take it over from here, vianey. the war in ukraine now in its third week, and we continue to see disturbing images emerge hour by hour as russia escalates its attacks. russian forces carried out an air strike in a small city just over 80 miles west of kyiv.

according to the mayor, several buildings were damaged, including two hospitals and a thermal power plant. here's a live look at kyiv this morning. ukraine's foreign minister says that the country will not surrender after meeting with russian counterparts. >> top diplomats from russia and ukraine met this morning in turkey, but there was no deal reached on a cease-fire along the humanitarian corridors. president volodymyr zelenskyy spoke this morning spoke this morning saying russia wants to humiliate the ukranian people. so far more than 60,000 people were deported from the occupied territory yesterday alone, and right now vice president kamala harris is in poland speaking with top leaders about the crisis. here she is just moments ago. >> reporter: that we will give another $50 million, the united states will, through the u.n. world food program to assist with humanitarian aid. >> vice president harris also added that the u.s. is ready to defend every inch of all nato

"today in the bay's" brie jackson live in washington with more. >> reporter: good morning, marcus, kris. as you saw there, vice president harris is in poland today where she met with the polish president and will later on meet with humanitarian or excuse me meet with refugees from ukraine. now her trip comes as russia appears to be escalating its attacks on civilians. more heartbreaking images coming out of ukraine. officials there say a russian air strike destroyed a maternity hospital wednesday leaving children under the wreckage. >> i cannot realize why it's necessary for russian troops to destroy hospitals. >> reporter: as ukranians flee

next flight are all going have significantly impacted fuel prices. u.s. and european allies believe moscow's invasion is about to take a more brutal turn. ukranian civilians are preparing to fight back. and late last night the house passed a massive spending bill that would avert a government shutdown and provide nearly $14 billion in aid to ukraine that. measure now heads to the senate. marcus, kris? >> brie, before you go, the senate intelligence committee expects to you hold a hearing on worldwide threats today. certainly i would imagine that russia would be atop of the minds today. have you heard anything about that? well, marcus, you're absolutely right of the during today's senate intelligence committee hearings russia is expected to take up a bulk of that hearing. now the hearing will feature top officials from the u.s. intelligence community. now, this is similar to the

berkeley roll back their vaccine requirements. starting tomorrow, you no longer have to prove that you have been vaccinated to go into most bars, restaurants and gyms. however, if a business wants to keep their rules in place, they can still ask to see your vaccine card so make sure you keep it happy. once san francisco and berkeley loosen the rules only one city will be left with this kind of vaccine requirement which is oakland. we reached out to see if oakland city leaders have any plans to make any changes there, but so far they haven't made a decision. today is day two of our conversation with our big-city mayors about the future of living with covid. oakland, san francisco and san jose, we all know what it's like to deal with the covid surges and if you saw our interview on monday you already know that medical experts say a new covid variant is not out of the realm of possibility. >> you know, we asked the city leaders what plans are in place should that new variant emerge. we're going to begin in oakland with mayor libby schaaf. >> oakland is blessed with the

best climate in the world, and we saw how during those spikes in covid, people were safer and felt safer outdoors, and so just last week we actually made our flex streets program permanent. that means giving small businesses, especially our beloved restaurants, outdoor space where they can very inexpensively move out to. we also learned how to pop up outdoor marketplaces. we did one by lake merritt. it was very popular. we now know how to do that rapidly so people have access to the commerce and to safe communing in the out-of-doors. >> do you have plans to expand? we all had to adjust. >> continuing to keep the pedal to the metal in terms of making sure we get more vaccinations. had a lot of success, the most

vaccinated big city in the country which says more about our community more than anything but says a lot about the human infrastructure that we've been able to develop. in partnership with the county and community organizations getting to every corner of the city, particularly where many of our residents may not speak english. where there may be a lot of cultural barriers and encouraging them to get vaccinated to do what they need to protect their families. that human infrastructure will be critical for us to maintain. we don't yet know if the finish line is near. >> right. >> we're certainly all pushing to get there, but if in fact there is a new variant that causes us serious concern and rapid rise, we have to be focused. the communities that did best in the community is where there was a high level of trust and government. >> we've always looked at the data and why we shut down first as a city had everything to do with that. we saved, i believe, thousands of lives as a of the of our quick action and now with 83% of

that, but we'll talk about what we can't feel from looking at that, the temperatures outsuit. meteorologist vianey arana is tracking that this morning. it's pretty cool out there. >> and depending on where you are, some spots are in the 30s and low 40s for walnut creek and your hour-by-hour look, guarantee you a lot ever sunshine and it's also pretty gusty for the hilltop areas and north bay. santa rosa and napa, 43 miles per hour plus so there is a wind advisory in effect until 10:00 a.m. down to san jose 18 and the winds do diminish into this evening and early tomorrow morning so that will be good news there. i'll have a closer look at the forecast. first a check in with mike. >> things are pretty calm out here with no slowing that shows up outside of the altamont pass but outside here in heyward, a crash north of fremont and in towards whipple. there's a crash reportedly blocking the two right lanes though no slowing up over the last two.

e good morning. i'm bertha coombs from cnbc with your outlook on wall street. looks like we're going to give back some of yesterday's big gains. oil prices yesterday cooling off. that helped send stocks higher. the dow closing up 653 points. the s&p had its best day since june 2020, and the nasdaq having its best day since november of 2020, up more than 3.5%. oil prices are climbing again today though after we saw that sharp fall yesterday that sent u.s. crude dropping more than 12% for its worst day since november.

traders say with this situation so volatile between russia and ukraine and uncertainty as to whether opec will make up some of that russian oil, we are going to see this kind of big wild swing day to day in both directions until that's more resolved and in focus today we'll get the weekly unemployment rates and the key number consumer price index. that's consumer inflation. likely another 40-year high in february which doesn't even reflect the spike in oil and gas prices that we have seen just in the past week. meantime, united airlines is going to let workers who aren't vaccinated for medical or religious reasons return at the end of this month. "the wall street journal" reporting that this is going to allow staff to come back from unpaid leave for our non-customer-pacing roles and

2,900 workers argued they had medical or religious reasons for not getting the shot, but new hires will still have to be vaccinated. amazon is splitting its stock for the first time since the dotcom boom. the company announcing the 20 for 1 split voted on by shareholders in may. amazon stock has gained nearly 4,600% since the last stock split back in 1999 when the sock puppet was a thing. the move could potentially make amazon more, well, more palatable for the people who do the dow jones industrial average. to potentially include them in the index they avoid companies with higher per share prices. then, of course, we'd like to see what comes out of the dow, underperformers like intel or maybe walgreens, so a lot of folks speculating on that. back over to you. >> we'll keep watching. thanks, bertha.

advisory in effect and, yes, we have 40s right now to start in san jose. a live look right now so take a look at downtown. a beautiful shot. notice the winds are calm in san jose and the skies are clear but we do have cold 30s down through morgan hill. 37 degrees and dublin 39. quite a difference in temperatures, right. we've got 30s, 40s and then you see 50s in napa and fairfield so let's see what areas are expecting in a frost advisory. this remains in place through friday. this is where they are seeing the 30s and by afternoon it will be really lovely. aside from the windy morning with winds from the northwest 15 to 50. elevations of above 1,000 feet is where the higher winds will be. it clears out by evening. 67 for san jose. 67 for oakland. 70 degrees up through nappa and 72 in santa rasa. quite pleasant. it is going to be gusty up

through the north bay, especially upwards of 55. again. this remains in place through 10:00 a.m. after 10:00 a.m. this is expected to expire, and the reason for that is because the winds do significantly decrease. santa rosa and napa still seeing some of the strongest gusts and by 8:00, 9:00 more widespread winds into san francisco and lunch hour still is pretty gusty and 5:00 it really starts to decrease with the south bay seeing some of that wind and then completely clearing out heading into late tonight and early friday morning which is when that wind advisory will be set to expire. satellite radar right now. things are calm and we do have rain chances ahead which as you know we always need rain here in california so saturday could see some rain move in especially for the north bay, late saturday into early sunday. morning drizzle and best rain chances as in, you know, more widespread and a little bit more in terms of accumulation monday in tuesday but also some sierra

snow as well heading into tuesday especially. so check the road conditions, please, if you have a chance to travel to beautiful lake tahoe. you don't want to get caught into gusty wind conditions. a look at what to expect. beautiful sunshine and saturday an increase in cloud cover and if you live in the north bay you'll likely see some of that rain moving in late saturday with morning drizzle on sunday and then the shower chances really increase heading into monday and tuesday as well. now let's get a check of how the roads are doing with mike. >> right now, vianey, things are moving relatively smoothly. saw a little bit of slowing crop up right here with reports of a couple of vehicles, now maybe three there. looks like up of them at least broke down and a couple others stopped to help. this is 84 valacitas. after that things start to slow down for the morning build. from altamont pass, a smooth easy flow of traffic and crash right around whipple hasn't shown any slowing.

turkey. both parties failed to agree on a proposed humanitarian corridor. this is to and from mariupol as well as on a cease-fire. >> so far roughly 35,000 civilians have been able to escape, many fleeing to poland. "today in the bay's" jay gray is live in poland with more on the humanitarian crisis and what they are finding as they get there. jay? >> yeah. absolutely. i want to give you a look of the we're right up against it. this is the border. can you see the fencing and you can see through that fencing, some families that are making the trip here, making the journey into this area, and you're right. we want to show you exactly what they see as they make the trip in. as they walk through some walking two and three days to get here, getting assistance from polish soldiers as they move through and moving down the line now. i can tell you that two days ago these tents that you're seeing right now weren't here. they were empty fields on either side of this walking path.

right now you can see that volunteers have poured in. they are bringing food. they are bringing clothing and toiletries and just anything that can help these that need so much help. can you see the red tents here behind us. that's medic tents. those are the doctors who are here to help in any way that they can. if someone needs some treatment, if someone needs some assistance after making this trip, so we continue to see larger and larger groups of refugees making the trip into poland. thankfully they continue to be volunteers to make the trip here to try and help them. >> of course. so many people looking to help. jay. thank you. >> happening today. health health secretary javier becerra hosts a mental health roundtable in the bay area as new data reveals that most americans are suffering from very high stress levels.

researchers found that eight out of step adult americans say they are significantly stressed. many cite inflation, global uncertainty and the economy. the invasion of ukraine and, of course, just that growing conflict. seven out of ten people now fear the possibility of nuclear war, and when it comes to financial stress, those numbers are similar. it also sometimes triggers unhealthy behaviors such as undesired weight changes or alcohol and drug abuse. of course, many of this for folks following two years of very stressful covid living. >> 5:35. want to give you a live look at a gas station in milipitas. gas prices across the nation, as you know, they are reaching new highs. drivers, they are stopping to fuel up at the chevron, and they are going to have to pay just under $6 a gallon for regular unleaded. according to aaa, statewide average is now $5.69, up 70 cents from just last week.

a month ago the average was $1 per gallon lower >> whole dollar? >> lower, wow. >> "today in the bay's" morgan checky is in dallas, one city where the drivers are really struggling. >> yeah. marcus, good morning, and the way the gas prices are rising could prevent a really tipping point for drivers all across the nation. here in texas, we're still below the national average, but look at that, $4.01 for a gallon of unleaded and diesel $5.50 for one single gallon, and it's those rising costs that will bring very real consequences for too many drivers, and that's why experts are saying tires, takin off a bike rack or a roof rack you may not be using because that can take off seven miles per gallon when it comes to your mileage, and if you're going on a road trip, something else to consider. listen to this. >> maybe one of the best examples leaving california and

another teachers are walking off the job. "today in the bay's" sierra johnson is live in san francisco keeping a close eye on both of these stories and we know, sierra, whatever the points are on either side, oftentimes the families are stuck in the middle. >> that's exactly right. there are a lot of educational headlines happening in our bay-area districts, but let's start what's happening in sonoma county at the reinhart park school district. they wanted to let families and children know that schools are open except for mana vista. all schools are on a minimum day with the exception of technology high school which is on a full day schedule. this update comes from the district offices and comes as more than 300 members of rohnerp tark cotati educators association goes on strike due to contract negotiations.

the sticking point is focused on educator pay. take a listen as the district superintendent addresses the current union demands. >> if we had it to give, we would. the board is deeply concerned that giving what they are demanding would risk salary increases for other labor groups, including custodians, paraprofessionals and other support staff. the board feels that this is unfair to all employees. >> and in contra costa county the board for the west unified school district has voted against cutting nearly 200 school-related positions. the layouts were removed to cut nearly $35 million from the district budget, but another district, they were unable to avoid those layoffs. that was san francisco unified school district, and the deadline to notify those teachers and educators is quickly approaching. you'll recall that nearly 300

educators are being laid off to make up for a $125 million deficit. the layoff notices have to be delivered by march 15. as you can see a lot of stories that we'll continue to keep a close eye on. for "today in the bay," cierra johnson. >> a live look right now at the san raphael skyline. it's very clear out this morning, and that means we didn't have the blanket keeping the warm air close to where we're sleeping. vianey, a chilly start. >> got a frost advisory in place for parts of the south including san jose and also the morgan hill area, but heading into the weekend, things will remain pretty warm, and we are talking about the chance of some rain. let's get to your weekend forecast. san francisco today topping out in the 60s and a couple of 70s heading into friday. look at that 60s. saturday 57. if you're going to be heading to napa this weekend, we are expecting to see some of the temperatures in the 60s, and notice the increase in cloud cover for sunday, so if you live in the north bay late saturday

since 2005. the body is of a man decomposing for some time. the remains were discovered near the concert hall behind the dry wall and between two concrete pillars. investigators now combing through old missing persons cases and they are hoping that dna or perhaps dental records will help provide them with answers. >> well, new video showing the moment oakland native and "black panther" movie director ryan kugler was wrongly detained by police officers. this happened in an atlanta bank in january when kugler was tryingwn account. investigators say that kugler both -- he had written a note, this is on back of a withdrawal slip stating that he wanted the cash counted discreetly. >> so my manager said i don't feel comfortable about this transaction and, he handed me a note and just looked at the note and he wants small bills. >> he received an alert on the account and told her supervisor that he thought kugler was a
