let's take a full look at the hour-by-hour forecast. starting out into the 40s in san francisco. by 12:00 notice the temps bump up into the 60s and if you look at the icons it's going to be really nice and clear. lots of sunshine this afternoon. walnut creek though, pretty cold. 39 degrees right now. by 11:00, 12:00 mid-60s will start to warm up and then we'll see more sunshine into the interior valleys. san jose at 43 degrees. 10:00, 11:00, upper 50s and then the mid and upper 60s begin to really dominate in the afternoon. i'll talk about the rain chances in my full forecast. >> thanks, vianey. >> the war in ukraine is now in its third week, and we continue to see the disturbing images emerging hour-by-hour as russia escalates its attacks. russian forces carried out an air strike in a small city about 80 miles west of kyiv. according to the mayor there, several of those buildings damaged, including two hospitals

and a thermal power plant. a live look at kyiv. ukraine's foreign minister says his country will not surrender after meeting with russian countersglarts top diplomats from russia and ukraine did motor this morning in turkey. there was no real reached on a cease-fire though humanitarian corridors are still in the talks. in a new address president volodymyr zelenskyy says that russia wants to humiliate his people. more than 60,000 poem were evacuated from the occupied territories yesterday alone getting to safety. right now vice president kamala harris is in poland talking with top leaders about this crisis. >> and all of this comes as u.s. leaders tell nbc news that there are concerns that russia is preparing to use chemical, even biological weapons in ukraine. the vice president also announced nearly $5 about million in new humanitarian assistance. that includes funding to support the u.n. world food program. now all of this comes as russia appears to be ramping up its attacks on civilians. more heartbreaking images coming out of ukraine. officials there say a russian air strike destroyed a maternity hospital wednesday leaving children under the wreckage. >> i cannot realize why it's necessary for russian troops to -- to destroy hospitals. >> as ukranians flee to safety, vice president kamala harris meets with leaders in poland to discuss the crisis. >> the united states and poland are united in what we have done and are prepared to do to help ukraine. >> this after the u.s. rejected poland's plan to provide ukraine with fighter jets but have the

u.s. deliver them. >> we're making deliveries every day in terms of what we can do in terms of assistance, and in particular when you look at what we've been doing as it relates to anti-tank and anti-defense systems, that is an ongoing process and it's not going to stop. >> ukraine's president urging the country's supporters to create a no-fly zone or share responsibility for a humanitarian catastrophe. top diplomats from ukraine and russia met in turkey this morning. the highest level of talks thus far, but a low level of progress. u.s. and european allies believe moscow's invasion is about to take a more brutal turn. ukranian civilians are preparing to fight back. and late last night the house passes a massive spending bill to avert a government shutdown and also provide nearly $14 billion in aid to ukraine.

that measure now heads to the senate. >> and brie, before you go, we're hearing that the senate intelligence committee is expected to hold a hearing on worldwide threats and i would imagine russia would be top of mind for many of them. have you heard what they are going to discuss? >> well, you're absolutely right, marcus. the russian inration is likely to take up a bulk of today's hearing. the senate intel committee will be hearing from top officials from the u.s. intelligence community about worldwide threats. now earlier this week there was a similar hearing and the house where the cia director gave some insight into russian president vladimir putin's thinking when it comes to the invasion, and that's also where they talked about the possible estimates about how many russian troops have been killed so far. >> okay. >> and thinking of vladimir putin, that's a difficult one. >> thank you. >> well, we're tracking the latest developments out of

ukraine on air and online. head to nbcbayarea.com to fine the link. it's right there at the top of the trending bar. click on live blog. and this is a live look this morning at the federal courthouse in san jose which is where jury selection continues in the trial of former theranos chief operating officer balwani, elizabeth holmes' former boyfriend and executive. he's facing the same criminal charges tied to investor fraud. in january, holmes was found guilty and is now awaiting sentencing. on the stand she described her relationship with balwani as abusive. balwani did not testify in holmes' trial, but he's denied any wrongdoing. another peninsula resident is talking about being targeted in high-end home burglaries. this one happened last month at a home in hillsboro. so that homeowner gave us a look inside. she said that she was away on a

trip at the time. the thieves only targeted her master bedroom and closet. they end up stealing $100,000 worth of handbags in a space that was actually bolted to the wall which contains jewels and other sentimentalite sglems my father graduated from the naval academy and died in the u.s. navy and i had his graduate ring that i had sized down to fit me. it was very precious. >> now, she believes those thieves were highly trained and knew how to get around her home alarm and peninsula authorities have recently talked about highly trained south american gangs targeting wealthy neighborhoods and the fbi also now assisting in that investigation. >> this morning we're moving you forward a san francisco and berkeley rollback of their vaccine requirements. you no longer have to prove you're vaccinated to go into most bars, restaurants and gimts. however, certain businesses, if they want to keep those rules in place they can and they can ask to see your vaccine card so keep

it handy. once san francisco and berkeley loosen their rules only one city will be left with a vaccine requirement and that's oakland. we reached out to see if city leaders have plans to make changes but so far no decision. >> today is day two of the conversation with the mayors of the bay area's three largest cities about the future of living with covid. oakland, san francisco, san jose were at the forefront of what it was like to deal with the covid surges, and if you saw our interview on monday, you already know that medical experts say that new covid variants are not out of the realm of possibility. >> we asked those city leaders what plans they had in place if a new variant should emerge. i mean, it's something we all think about. we're going begin in oakland with mayor libby schaaf. >> oakland is blessed with the best climate in the world and we saw how during those spikes in covid people were safer and felt safer outdoors, and so just last week we actually made our flex streets program permanent.

that means giving small businesses, especially our beloved restaurant, outdoor space, where they can very inexpensively move out to. we also learned how to pop up outdoor marketplaces. we did one by lake merritt. it was very popular. we now know how to do that rapidly. so people have access to the commerce and to safety communing in the out of doors. >> do you have a plan in place if it happens to expand? . we all had to adjust to this. >> keeping the pedal to the metal. had a lot of success in san jose. we're the most vaccinated big city in the country and that says more about our community more than anything, but it also says a lot about the human infrastructure that we've been able to develop. in partnership with the county, community organizations getting into every corner of the city, particularly where many of our residents may not speak english,

where there's cultural barriers and encouraging them to get vaccinated to do what they need to protect their families. that human infrastructure is going to be critical for us to main tape. we don't yet know if the finish line is near. >> right. >> we're certainly all pushing to get there, but if in fact there's a new variant that causes us serious concern about a rapid rise in hospitalization, we have to be honest with folks to maintain the credibility because what we're seeing in all the studies is that those communities did best in this pandemic where there was a high level of trust and government. >> well, we've always looked at the data and why we've shut down furs as the city had everything to do with that. we saved, you know, i believe thousands of lives as a result of our quick action and now with 83% of san franciscans that are fully vaccinated, we're really proud what have san francisco has done despite not completely knowing in the beginning, you know, what this meant and how long we would be closed, and so our plans, of course, are to ramp up our testing to make sure

there is a wind advisory in effect until 10:00 a.m. we're talking for the hill top areas and this will remain a concern through at least the first half of our day. by the evening the winds do did i finish significantly, and that's going to help to bring a little bit of ease to those concerns. as far as your forecasted highs for the afternoon. look at san jose 67. milipitas 69. gilroy in the 70s today along with concord 70 degrees. danville 69, and in through livermore 67. a full forecast of our rain chances in a few minutes. now let's check in with mike. >> listen up, commuters, we have an issue. the map shows green sensors almost everywhere but yesterday highway 92 was shut down for about five hours because of an overturned big rig, and i just got word of a crash again shutting down that same section right over here near the intersection of 35 and 92 and we do have an overturned rig. it may be a tanker there, and so

place for some parts and the gusty winds continue especially up to some of the hills above 1,000 feet. north bay mountains, east bay hills, remains in place until 10:00 a.m. this morning and that's going to sort of start to day down in the afternoon. i want to take you through the timing of this. look at this. thursday, right around 7:00 a.m. gusty winds up through santa rosa, the napa area and gusting down through the south bay pushing the timeline forward to 9:00 a.m. still a little gusty and becomes more widespread into concord and livermore and the east bay hills area. push the time line forward until 2:00 so i'm taking you through the hour by hour. san jose, livermore area start to see the winds pick up a little bit more but winds begin to diminish in the north bay. it isn't really until 6:00 p.m. when the things go from windy to breezy and then overnight to completely calm into early friday morning, so by this afternoon, you know, we're going to notice the shift in the winds and also the chance of rain moving and heading into the

weekend. winds from the northwest. daytime highs today in the upper 60s and a couple of 70s. satellite radar shows exactly what we're seeing on our live cameras. clear skies and beautiful pictures out there to show you what you're seeing on your picture. tag me at nbcvianeyaran ark. by saturday night and early sunday morning if you live in the north bay there will be a chance of some rain and also some drizzle for parts of the bay area. monday and tuesday though, there's a better chance for actually seeing some accumulation, not just in rain but also in snow. heading into tuesday, especially for tat hoe area, and we definitely need the rain. there have been no significant improvements in our drought monitor. we remain extreme in some areas as well and into tuesday look at the snow estimates right now. a couple inches of snow for some of the higher elevation areas, but as you know whenever you travel up to the sierra you want to check the roads first. over the next seven days a closer look at your forecast. monday and stews when we get our best chance of seeing some rain.

to escape through humanitarian corridors yesterday alone. they fled to poland which is where today in the bay's jay gray is live this morning. the humanitarian crisis is continuing to unfold. i heard the phrase weaponizing refugees yesterday, and i thought, wow, this is where we are. >> reporter: yeah. yeah. it's -- it's reaching new levels to be honest. i want you to look down the path. this is the path from ukraine into poland. you can see how crowded it is, volunteers doing their best to help out those who have made this. what do they do, they walk down this path and straight this way. can you see the crowds getting big as you go down the lines here because that's where the bus comes and picks up those who have made this trip and takes them to a train station other where they can then move into other areas of poland, eventually perhaps into western europe and so this is the

process. it's difficult. some of these people have been walking for two and three days in the bitter cold with their children hand now getting a chance to be here to feel a sense of safety but knowing that their journey continues. >> all right. in poland this morning, jay gray for us. jay, thank you. happening today, health health secretary javier becerra will host a mental health roundtable here in the bay area, and the visit comes as data reveals most americans are suffering from very high stress levels. researchers found that eight in ten americans say they are significantly stressed, not just a little bit stressed. a lot of them cite inflation, global uncertainty and the invasion of ukraine and the growing conflict with russia, but look at this. seven out of ten people say they now fear a possible nuclear war and when it comes to financial stress, the numbers are very similar. it's also sometimes triggering unhealthy behaviors such as undesired weight gain or changes

or alcohol abuse. of course for many, all of this follows two stressful years of the covid pandemic. >> 6:35, and a live look at the gas station in milipitas. gas prices across the nation are at new record highs. drivers fueling up here. they will have to shell out at least $5.99 a gallon. look at that, 629 and 669 for diesel. the average statewide is 5.69, up 70 cents from a week ago. a month ago the average was $1 a gallon lower. morgan chesky is in dallas, one city where the drivers are struggling. >> reporter: yeah, marcus, good morning. these prices could cause a tipping point. here in texas, below the

national average at 4.0 and diesel almost $5 for one single gallon and it's those rising costs that will bring very real consequences for too many drivers, and that's why experts are saying look for savings however you can. that means checking the air pressure on your tires, taking off a bike rack or a roof rack you may not be using because that can take off seven miles pergallon when it comes to your mileage, and if you're going on a road trip, something else to consider. listen to this. >> maybe one of the best examples leaving california and crossing into arizona will save you $1 a gallon just by crossing a state line, and can you see the hot spots between missouri and illinois and between new york and pennsylvania. there's a lot of these hot spots where state gasoline taxes change very abruptly. >> and with gas price records seeming to break each an every day, there is a move by lawmakers to try and bring some relief at the pump. we'll have those details coming up later on the "today" show.

>> and also on the "today" show this, mo, you'll meet an extraordinary group of ukranian women who have chosen to stay behind and fight in their own way. kerry sanders, he met with some of those members behind, moms news network, an organized effort to pick up the cell phones instead of guns as weapons of truth. that's coming up at 7:00 right after us here on "today in the bay." >> one bay-area school district is set to send out layoff notices as other teachers are getting ready to walk off the job. cierra johnson is live with more on both of these stories. no matter the positions between the districts and teachers, a lot of times parents and families are stuck in the middle. cierra? >> yes, good morning, kris. parents and families really keeping a close eye on what's going on throughout the district. a lot of educational news to get to starting with what's going on in sonoma county a the cotati-rohnert school district.

they are open with the exception of monta vista due to a shortage of staffing. all schools are on a minimum day with the exception of technology high school which is on a full day schedule this. update this morning comes from district offices as more than 300 members of the rohnert park ed casors association, that teachers union goes on strike regarding contract negotiations. so according to a district website, the sticking point is focused on educator pay. now, take a listen at the district superintendent addresses the current union demands. >> if we had it to give, we would. we're worried that giving in to what the demands would lead to raises in other groups including custodial, paraprofessionals and other support staff. the board feels this is unfair to all employees.

>> reporter: and in contra costa county the board for the west unified school district have voted against cutting 200 school-related positions. the layoffs were removed to cut nearly $35 million from the district budget. there's another district here, san francisco unified school district. they were unable to avoid the layoffs, so their deadline for notifying their educators and the paraprofessionals of the layoffs is quickly approaching, march 15th which is the day that those individuals will be notified whether or not they are being laid off. this is an effort to make up for the $125 million deficit. about 300 staff members in this district will be part that have layoff so a lot that we'll continue to follow and we'll of course keep you updated on any development. we're live in san francisco, cierra johnson, "today in the bay." >> often they are resigned, thank you, cierra. >> turning now to a disturbing

next few minutes. >> just into our newsroom this morning, breaking news. the new inflation numbers even worse than last month. core inflation rose 7.9% in february compared to last year. that number greater than expected. now it's a fresh 40-year high and some of the added price pressures are being tied to the crisis in ukraine. >> new video showing the moment oakland native "black panther" movie director ryan kugler was wrongfully detained by police officers. this happened in atlanta back in january when kugler was trying to withdraw $12,000 from his own account at the bank. kugler had written a note. this is on the back of the withdrawal and he wanted that cash counted discreetly. >> i don't feel comfortable about this transaction and he hand me a note so he would look at the note that he wanted small bills. >> the teller told her superadviceor that she thought
