guthrie and hoda kotb live from studio 1a in rockefeller plaza. hi, everybody, welcome to "today." it is a thursday morning. we're glad to have you with us, craig's up early with us because hoda and jenna are taking their show on the road. >> hoda went to her beloved new orleans, i'm going to check in with them in a little bit. the top diplomats from ukraine and russia have just wrapped up a meeting in turkey. this is the highest level talks between the two nations since the invasion began, and that meeting taking place as heartbreaking images of a maternity hospital shelling in ukraine, it's making headlines around the world. also this morning, six humanitarian corridors have been established there allowing for ukraine's citizens to evacuate cities where the heaviest of the fighting is taking place. although officials there say not all of the cease fires are being honored.

>> in the meantime, russian president vladimir putin is addressing his nation this morning, focusing on the russian economy now in free fall. the ruble taking a deep dive in value since the war began, and as more and more western companies pull out of russia. meanwhile, back here in the united states, another surge in gas prices overnight. check it out there, a new all-time high average of $4.32 a gallon. that's a $0.07 rise over yesterday. >> we've got complete coverage. we'll begin in kyiv with nbc's richard engel. richard, good morning. >> reporter: good morning, savannah, those diplomatic talks have not produced any breakthroughs. the humanitarian corridors are not holding, and russian troops are closing in on kyiv. i am now in the northern part of the city, not far from a suburb called irpin which has seen heavy fighting. we just returned from the area. we got our first look. it's considered a strategic location in this city because if russian forces are able to take over irpin they'd have a straight shot to get into the capital.

on the outskirts of kyiv, we followed ukrainian forces deep into irpin, first on foot under a broken bridge, and then after searching for an abandoned car that still has fuel and keys, we drove into this small suburb that is now a vital front line. many people have left because of the fighting, and that's created opportunities for looters. ukrainian forces detain a group of them. they've been stealing alcohol. the local mayor won't stand for it. the looters were loaded into a bread truck to be handed over to police. >> how long can you keep them back? >> the easiest way into kyiv is through irpin the mayor says, but we're holding on here even after two weeks of fighting, they only have part of the city. ukrainian troops so far are doing well on the ground but they're struggling to stop russian air strikes like the one yesterday on a children's and maternity hospital in the besieged southern city of

mariupol, a city where people can't escape even if they try. pregnant women were helped out of the building. russia denied the strike. russia russian troops have had mariupol surrounded for days. basic supplies have run out. >> we don't have electricity we don't have anything to eat. we don't have medicine we have nothing this man says. >> reporter: ukraine's president zelenskyy said mariupol is just the beginning of a new more deadly and indiscriminate phase of this war. >> in future it will be too late, and believe me, believe me, if it's for long this way, yes, you will see they will close this time, but we'll lose millions of people >> reporter: in mariupol the crater next to the hospital reveals the sheer size of the bomb ukraine says russia dropped. locked in and under fire, they're now laying victims to

rest in mass graves here evoking a past europe thought it had also buried. ukrainian officials this morning updated the death toll from that attack on the maternity hospital they say three people were killed in the russian strike including one child. a little girl. >> richard, let's talk about the diplomats from both sides, this is the highest level there have been talks between russia and ukraine since this war began did anything come out of those meetings >> reporter: the short answer is no, except they did agree to talk some more, and they agreed in principle -- although the russian side says a lot more work needs to be done -- but in principle they're open to the idea of a talk at some stage in the future between vladimir putin and president zelenskyy of ukraine. but the foreign ministers from both ukraine and russia today did not agree on a cease fire, did not agree on humanitarian

corridors, but they said they would meet again in belarus sometime soon. >> richard engel, thank you very much. now to the growing fallout facing russia as more american companies suspend their operations there today's senior international correspondent keir simmons is in moscow, and we should note russia cracking down on journalists there limiting what reporters can say under threat of imprisonment. keir, good morning to you. >> reporter: craig, good morning to you this morning president putin holding a televised meeting to address the economy while his foreign minister in turkey as we heard to meet with his ukrainian counterpart telling reporters we will cope. we've coped with hardships at every stage in our history this morning with the kremlin accusing the west of declaring economic war against russia, one of america's most iconic brand preparing the temporary closure of 850 restaurants russians, young and old, packing into mcdonald's or grabbing a final takeout. >> we will miss it a lot it was very delicious.

just bought a new car for a commute she's rethinking. >> may have to start, you know, taking public transportation at this point because it's getting to a point where it's impacting me being able to make my monthly bills. >> reporter: the national he $5 gallon mark, but it certainly average up $0.59 from last week with no clear cap just yet >> i'm hopeful that the national average will not hit the $5 a gallon mark, but it certainly could continue rising closer to that mark. >> reporter: with prices at the pump soaring democratic governors in six states are calling on federal lawmakers to declare a temporary gas holiday. their letter to congress calls to pass legislation suspending the federal gas tax through the end of this year, a move that would shave off $0.18 a gallon until there's relief, many businesses are changing strategy in north carolina pepper moon catering is making customer proximity a top priority. >> we try and stay within an hour radius, especially now that gas prices have increased. we try to like rein it back in a

little bit so we're not going as far. >> reporter: for those whose livelihood depends on the road every fill-up seems to break another record. >> i've been driving 23, 24 years, that's the most i've ever paid >> morgan, going back to the gas holiday idea, some are critics saying it might not go far enough to actually reach people's pockets, what more can you tell us about that >> reporter: yeah, savannah, in theory it sounds like a good idea transportation advocates are pointing at a 2020 study that looked at more than 100 gas tax changes in states and they found that out of all of those only about a third of the tax ended up being saved by consumers, and so it doesn't really go as far as you think, and i can tell you, though, that every little bit helps. we spoke to that trucker who filled up here yesterday, he says typically it's about a $500 fill-up, $963 when he pulled out after filling up here.

nocturnal tornados possible, twice as deadly as daytime storms in fact, as you look for saturday, we're looking at 11 million people at risk charlotte could be looking at severe weather and then thundersnow on saturday. we've got this double barrel low coming up out of the gulf. cold front pushing through, a swath of snow arkansas through the great lakes, severe risk for heavy rain in the southeast. on saturday this low pressure becomes a bomb cyclone dropping more than 30 millibars in 24 hours as it bombs off the east coast. heavy snow and wind for the interior northeast, if it continues on this track, and then sunday that steady snow will end early across new england, but we're going to also look at a few leftover snow flurries on sunday afternoon and sunday evening in the northeast. snowfall amounts, interior new york into interior new england could be upwards of a foot of snow new york just on the western fringe of this, but as you get back into the appalachians and into the ohio river valley, 2 to 3 inches of snow, and some heavy

now. >> the drinks, right yeah, yeah let's get a quick check of your 7:30 headlines ryan coogler director of "black panther" was detained by atlanta police after he was mistaken for a bank robber. this happened in january but police body camera video was just released. he was attempting to withdraw $12,000 from his account he wrote a note from the teller in an attempt to keep the transaction discreet the teller misinterpreted the situation, thought it was a robbery and called police. eventually officers confirmed his identity and released him. bank of america said in this statement, it deeply regrets this incident and has apologized to mr. coogler. novak djokovic says he will not be able to compete in two more tournaments because he is not vaccinated and can't travel to the united states the 20-time grand slam champion pulled out of a tournament in indian wells, california, he will also miss the miami open.

nbc's sam brock is in florida with more on last night's ceremony how'd it go, sam >> reporter: carson, good morning. this was so special. as we know, tiger woods might not be done yet, but over a blazing couple of decades he revised and reshaped the world of golf, he transcended the sports and inspired generations of athletes. we got a look at the ceremony at his legacy, as a mentor, a father, a son. >> without the sacrifices of mom, who took me to all the golf tournaments, dad who's not here but who instilled in me this work ethic to fight for what i believe in. >> an emotional tiger woods paying tribute to his parents didn't need a hall of fame induction to cement his status as a phenomenon unlike anything golf had ever seen, capturing imaginations for years, stalking the course in bright red pumping fists, even winning the

he also -- he got really personal about some of the discrimination that he faced early on in his career what did he say about that, sam? >> reporter: he did, craig, and really one of the most remarkable aspects of tiger's career is the ability to break barriers for people of color and athletes of color. tiger talked about the fact when he was a junior, he wasn't allowed, craig into some clubhouses because of the color of his skin. he had two questions after that, where is your first tee and what's the club record the rest, of course, is history. >> yes, it is, sam brock in miami, thank you that wasn't that long ago. >> no, it wasn't i grew up playing golf with tiger in southern california we car pooled. we were both heavily inspired by our fathers who were also golfers. it's been great to watch tiger
