right now at 4:30, the assault on ukraine ramps up. overnight russian forces tightened their grip around ukraine's capital city as diplomats failed to make breakthroughs on peace talks. the tough conditions ukrainians are facing as they search for shelter and aid. plus -- >> you take this train to a bus, to now another train. it's very confusing. >> commuter chaos. a fiery train crash with hundreds of riders trying to get home, and it will impact your morning commute as well. >> also, we are moving you forward. we talked to bay area mayors about how they plan to help businesses recover following the

pandemic. this is "today in the bay." good friday morning to you. i'm kris sanchez. i'm in for laura garcia. >> i'm marcus washington. we're broadcasting on your television, but you can also catch us live on roku, amazon fire and online. first we want to get a look at the weekend coming ahead. mike will look at the commute in just a bit. but first let's get a look at the forecast. >> we still have a frost advisory in some spots, and look at dublin right now, starting out at 38 degrees. once again, another cold morning for a lot of bay area cities. let's take a look at the 6:00, 7:00, 8:00 a.m. hour notice. we start to bump up into the 40s and 50s. san jose is at 42 degrees. sunshine again, not as windy today. no wind advisories in place, but i do want to show you the frost advisory in effect. farther north near the clear lake area there is a freeze warning in place. i'll talk more about what you can expect coming up.

>> one of the headlines we just showed you, caltrain, there was a crash on the track yesterday, which we all reported here, so we're going to follow up with the continuation of the caltrain service that is stopped between the millbrae station and the south san francisco station. there is a bus bridge in place. samtrans is providing the bus bridge and they approved the bridge until 4:00 p.m. and then they're going to figure out what goes on based on the status for caltrain. there is a b.a.r.t. line that comes out of the area normally to millbrae, but you cannot use that because the red line is out of service. so that is a problem. b.a.r.t. does go to sfo. i'll talk you through the specifics of that. this is about where we had the crash on the caltrain tracks. it happened yesterday under your watch. back over to you. >> as we were speaking, this morning national transportation safety board investigators will be on the scene of the crash between caltrain and that work truck. as mike said, it happened near huntington drive in san bruno yesterday just before the midday

news at 11:00. the truck was hauling a crane at the time of the crash. now, no one was killed, but 13 people were injured, though none have life-threatening injuries. caltrans says the ongoing investigation -- rather caltrain says the ongoing investigation will affect the commute. >> we're basically running what we call a bus bridge. that's going to be taking folks from millbrae station to the south san francisco station so they can avoid the affected area. >> people can expect delays until at least 4:00 today, so mike will be your friend today. no signs of political solutions to the w intensifying. our team is following the latest overnight developments. this is a live look at kyiv, or this is a look at kyiv this morning. this is where u.s. military leaders say russian troops are now just ten miles from the capital city. president volodymyr zelenskyy saying nearly 100,000 people have been evacuated to safety

over the past two days, but the ukrainian defense minister says russian troops have killed more civilians than soldiers. >> this is new video released by the ukrainian defense ministry, which shows the destruction of russian tanks. this happened in the town on the outskirts of kyiv. you can see the tanks being ambushed with artillery. ukrainian leaders say soon after the attack, the tanks retreated. meantime, president joe biden is expected to call for an end to normal trade relations with russia, clearing the way for increased tariffs on russian imports. that announcement is expected at 7:15 this morning. >> the situation pushing more ukrainians tocountries. with the battle escalating, along with the number of foreign fighters pushing toward the front line. >> it's the obligation of anybody who is able to put a stop to this. >> this american doesn't want you to see his face, but he does want you to know his intentions, to defend ukraine and democracy. how long will he fight? >> well, when they tell me we can go home because the conflict is resolved. >> reporter: it's that conflict pushing so many ukrainians from their homes. >> there was a russian army in our vlage. >> reporter: they pushed to 2. far. >> unfortunately, things are getting worse in ukraine. more bombs are falling and we're going to see much more people

leaving, i guess. i think we will see many more millions to come. >> reporter: the majority women and children, searching for safety. jay gray, nbc news, along the poland-ukraine border. >> this morning we are moving you forward out of the pandemic. today marking the two-year anniversary of when covid was officially declared a pandemic by the world health organization. and throughout the week we have spoken to mayors of san francisco, san jose, and oakland about their plans to transition their cities into an endemic, and we've saved possibly the most important question for last. >> that is that we asked each of them to outline their focus moving forward into this new chapter. today we begin with san jose mayor sam liccardo. >> it's no secret, i think in every big city in the west, homelessness is the biggest challenge we face, so that's going to continue to be our challenge. and for me in san jose, i'm working to try to get 1,000 of what we call quick build

apartments under construction over the next year and see how we can move more of our unhoused off the street, and certainly crime, we're going to be focused on that in san jose. we've had a lot of success in avoiding the spike in homicides we're seeing in a lot of other cities throughout the country. really concerned more about some of the assaults and some of the crime we're seeing against small businesses. i think what's going to be critical for us during this pandemic, as we're emerging, is to really raise our gaze. this is an opportunity for us to look to the future. we've been so focused on everything we need to do to keep people healthy, to muddle through this difficult time. this is an opportunity for us to look to the future. >> as we move forward, can you briefly tell us maybe the top three priorities you have in helping your city transition? >> well, economic recovery is an important part of this. we just made an announcement that a lot of businesses committed to coming back to work and working in person downtown specifically, and in other places throughout san francisco,

so getting business going and getting people back in work. also, conventions. i traveled to dc, chicago, and new york within a very short triem period to talk to a number of the large conventions that take place in san francisco to convince them we're open, prepared, and willing to work with them and keep them safe. just reopening the warriors games, the events, the activities, we may have to wait a little bit for the giants to start the season, but ultimately just getting people back to some of the events and things that we know and love. that's really my priority, is our economy, addressing the challenges around safety, and really focusing on building housing and getting people who are struggling with homelessness into a permanent place to call home. >> equity. we really saw through this pandemic that this disease impacted different demographics differently. many of us have been working to

narrow these disparities long before the pandemic, but the pandemic made us so aware, as w saw death rates for african americans, we saw the infection rates for latinos that are overcrowded in our too expensive housing, really impacted by this disease. and so as we move forward, we have got to ensure that we level the playing field. as we look to environmental health, we know that certain parts of our city had much higher death rates than others because of the existing pollution and environmental impacts on those populations. that is our next moment for justice, to ensure that a disease like this never has the types of unequal impacts that we saw during this pandemic. >> we want to thank you for your time and insight today.

i'm bertha coombs from cnbc. you're looking at a higher open on wall street, reacting to headlines coming out of russia with vladimir putin saying that there is some progress in talks with ukraine. we'll see if that's true. investors yesterday selling off, the fallout coming after we saw consumer prices rising at the fastest annual rate in february in 40 years, with overall inflation up 7.9%, groceries up 8.5%, more than that last month

year over year. we're now looking at today the possibility that the federal reserve is going to be raising those interest rates by at least a quarter point when it meets next week. the dow still on track for its fifth straight losing week, the s&p 500 and nasdaq also on pace for a negative week. this morning we're going to be watching for a consumer sentiment data coming out midmorning. meantime, the irs is planning to to hire 10,000 employees over the next several months to help clear millions of unprocessed tax returns. they say the agency will create a 700 person surge team to process returns at its facilities. as of the beginning of february, taxpayer advocates say the irs had a backlog of 23.5 million returns that still needed some form of manual process. they've got a lot of work ahead of them. meantime, pinterest is rolling out a new feech tour let users

make some purchases without leaving the a.m. the checkout tool is currently in beta. pinterest plans to expand it nationwide later this year. the company is following in the footsteps of instagram by adding in-app checkout. instagram has also added a dedicated shopping section. marcus and laura, a friend of mine, and we were talking about gambling apps and how dangerous they are, these shopping apps are really the danger for me. i don't know about you, but that's a lot more dangerous. >> isn't online shopping gambling, anyway? i don't know if it's going to look like what it is or what it says it is. >> retail therapy. >> it's retail therapy, right? >> we're on the same wavelength. >> over the last couple of years, so much stress. >> just a little cha-ching to brighten the day. >> a little pick me up. >> then you look at your bank account. >> thanks, bertha.

it is 4:48, and it's also friday. so we're going to be off to a pretty nippy start in some areas, 30s and 40s once again, 42 degrees in san jose right now. a live look at downtown. we do have a frost advisory in effect for some parts of the bay area, once again. for santa rosa, napa, down to san jose, but there is a freeze warning for clear lake because temperatures are expected to dip below the 30s this morning. morgan hill 36 degrees, dublin 37, concord 38, up through santa rosa 43, and look at the 24-hour temperature change in novato and oakland. we are running a few degrees cooler this morning, and also it's going to be sunny. not as windy today, so you don't have to worry about the wind being a factor. no wind advisories.

as far as your hour-by-hour temperatures, even though we're starting out chilly, look at by 7:00 a.m. we'll see a lot more 30s on this map. notice we start to dip down to about 32 degrees in santa rosa, 39 in santa cruz. if i push this hour-by-hour outlook forward to 12:00 right around lunch hour, we'll be in the upper 60s for the south bay, and through dublin 65, and then by the afternoon, by 3:00, we are expected to top out in the upper 60s, low 70s this afternoon, dipping down into the 50s. now, as far as satellite radar goes, things will remain quiet. it's going to be really sunny today, mostly clear skies. looking ahead, we do have a rain chance moving in late saturday into sunday, mainly for the north bay, a chance of sprinkles. and then monday night into tuesday there is a better chance of seeing a little bit of rain accumulation, along with snow at 5,000 to 6,000 feet in elevation. temperatures will remain mild and the rain chance remains in

place through tuesday. also, sierra snow is expected. any time you travel, if you have plans, you've got to check the road conditions. let's get a check of traffic. >> looking toward 80 locally, not through the sierra, it's moving smoothly as well. there is a lane shift that happened. yesterday we saw slowing through vallejo for the westbound direction and that is in place today, a lane shift, so there will likely be more slowing as folks get used to that. it's not a big difference, but it is a difference from our normal morning commute. the rest of the bay looks smooth right now. scattered crashes on the shoulders of freeways, not really impeding your drive. the peninsula, we're talking about the issue here right near sfo on the caltrain line. we led with that during the show. south san francisco to millbrae, caltrain is out of service because of a crash yesterday and there's a bus bridge by samtrans that will take you out there. b.a.r.t. folks know, b.a.r.t. does go to the millbrae station

formally, but the red line is out of service. there's another shuttle in place to help with that. back to you. >> good to know. thanks, mike. after 23 years, the santa clara county sheriff is retiring. laurie smith, who is facing accusations of corruption from the civil grand jury, announcing that she will not return for re-election this year. "today in the bay's" ian cole explains her retirement comes with some criticism. >> reporter: sheriff laurie smith declined our request for an interview but instead released a page-long statement saying she will not run for re-election and will retire at the end of her sixth term next january, saying in part, it would be unfair to the voters of santa clara county to force them to make a decision in the middle of a drama not of their making. sheriff smith is currently facing a civil trial, accused by a grand jury of willful and corrupt misconduct in office. six of the seven counts are connected to allegations of trading coveted concealed weapons permits for contributions to her re-election

campaign. if convicted, she would be removed from office. her attorney filed a motion this month to have four of the counts dismissed. earlier she had a vote of no confidence, which sheriff smith oversees at jails. the state attorney general, also opened a civil rights investigation into the sheriff's office in january, looking into conditions at the county jails and allegations of misconduct. >> it is time that the truth comes to light. >> reporter: sheriff smith defiant in her letter saying, quote, i am confident history will show the first elected woman sheriff to serve in california was not only honorable, but her accomplishments about speak far louder and be remembered longer than the false stories that will be repudiated by truth. >> it's time for a change. >> reporter: part of silicon valley debug, an organization known for community-based justice work. >> this is not the way to act as
