and online. >> we're going to get to mike in just a bit. a lot to talk about there. but first we want to start with the forecast this morning. >> it's a little chilly. you guys like the 70s? 40 degrees in walnut creek right now. look at the temperature trend by 10:00, 11:00, we're talking upper 50s. and, yes, there is going to be sunshine today. we're not worried about the wind. if you're curious about that, the wind advisories all expired yesterday and today we're expecting much calmer conditions. right new in dublin it's 36 degrees, and eventually we'll top out in the upper 60s, lower 70s. san jose is at 41. the hourly forecast, 9:00, 10:00, upper 50s, eventually by 11:00, 12:00, we'll be in the 60s. and there is a frost advisory in effect for parts of the north bay, including santa rosa and napa, also down through san jose and morgan hill, and a freeze warning for clear lake area

because of temperatures that are expected to drop down into the 30s early in the morning. let's talk about the weekend forecast in just a few minutes. >> thanks. now to a live look at the location of the fiery crash between caltrain and a truck. so we first told you this as breaking news during our midday newscast yesterday, and this morning the national transportation safety board investigators will be on the scene. that train collided with a truck hauling a crane that was on the tracks. so this happened near huntington drive in san bruno. no one was killed, but 13 people were injured. none of them, thankfully, have life-threatening injuries. caltrain says the crash will affect the commute for a lot of people this morning and you can expect delays until about 4:00 p.m. today. mike inouye, you've been certainly following all of this. how is this going to affect the commute? >> the train we showed yesterday is still on the tracks, marcus. that's why they can't get the train through the area.

let's show you what we're talking about. we're talking about the area on caltrain basically around the same latitude as sfo. it's on the tracks between south san francisco station up here and the millbrae station down here. that's why service is cut off here and samtrans is providing the bus bridge for folks through the area. that will provide a delay for folks traveling from the south bay or from the city. they'll have to delay and switch systems and wait for the bus to load. that includes sfo. now, b.a.r.t. goes through the area as well. normally we would say jump on the red line for b.a.r.t., but you cannot do that right now because the b.a.r.t. red line is out of service. that had a power issue as well. so you're going to have to get to south san francisco via a shuttle from the millbrae train station or take the bus bridge up to south san francisco. either way you're going to have a delay getting back onto the system. if you take b.a.r.t., the yellow line will take you into the city, and of course we've talked about the continuation by

switching to the orange line in oakland if that's where you're eventually going. as an alternate to caltrain, you will have a delay because you're switching to a bus or b.a.r.t. >> thank you so much for clearing that up for us. 5:03 this morning, and this morning russia's invasion of ukraine is intensifying and there's no signs of any breakthroughs with peace talks. at this hour russian troops are closing in around kyiv. the ukrainian defense minister says russia has killed more civilians than soldiers. >> a video just released shows the destruction of russian tanks. this happened in a town in the eastern outskirts of kyiv. you can see the tanks being ambushed with artillery and then a retreat soon after. russian president vladimir putin says he wants to allow volunteers to join the fight. russian leaders say there are 16,000 people in the middle east who are ready to come and fight with russian-backed forces. >> this comes as president biden is expected to announce new

measurements against russia in about two hours. >> "today in the bay's" brie jackson is in washington. you're tracking how close those russian tanks are to those critical ukrainian cities, including the capital. >> reporter: that's right. well, good morning, kris, marcus. u.s. defense officials say that after days of being stalled, that massive russian convoy is now roughly ten miles away from ukraine's capital city. russian troops closing in on kyiv. u.s. defense officials say forces could encircle the city in just one to two weeks. one of america's top diplomats is among those accusing russia of war crimes. >> they constitute war crimes, they are attacks on civilians that can not be justified by in any way whatsoever. >> reporter: while in poland, vice president kamala harris backed calls for an investigation and visited u.s.

troops. >> in this moment of russian aggression and putin's war, we take seriously our commitment to defend, if necessary, every inch of nato territory. >> reporter: the trip follows a disconnect over poland's plan to send fighter jets to ukraine, something top republicans are still demanding. >> enough talk. people are dying. send them the planes they need. >> reporter: speaking from his office thursday, president volodymyr zelenskyy also denied russia's claims that ukraine is preparing to fight back using chemical weapons. on capitol hill, u.s. intelligence officials warned russia may launch false accusations to lay the groundwork for a cover-up. >> this is a classic move by the russians. >> reporter: president biden says cutting off russian oil into the u.s. is only part of the fight against putin's war. >> he's now facing a more

jose, san francisco, oakland, about their plans to transition their cities into an endemic and we saved the most important question for last. >> we asked each of them to outline their focus moving forward into this next chapter for our communities. today we begin with san jose mayor sam liccardo. >> it's so secret i think in every big city in the west, homelessness is the biggest challenge we face, and so that's going to continue to be our challenge. and for me here in san jose, i'm working to try to get 1,000 of what we call quick build apartments under construction over the next year, and see how we can move more of our unhoused off the street, and certainly crime, we're going to be focused on that in san jose. we've had a lot of success in avoiding the spike in homicides we're seeing in a lot of other cities throughout the country, but we're really concerned more about some of the assaults and crime that we're seeing against small businesses. i think what's going to be critical for us during this pandemic, as we're emerging, it's really raised our gaze.

this is an opportunity for us to look to the future. we've been so focused on everything we need to do to keep people healthy, to muddle through this difficult time. this is an opportunity for us to look to the future. >> as we move forward, can you briefly tell us maybe the top three priorities you have in helping your city transition? >> well, economic recovery is an important part of this. we just made an announcement that a lot of businesses committed to coming back to work and working in person downtown, specifically in other places throughout san francisco, so getting business going and getting people back in work. also conventions. i traveled to dc, chicago and new york within a very short time period to talk to a number of the large conventions that take place in san francisco, to convince them that we're open, we're prepared and willing to work with them and keep them safe. just reopening, the warriors games, the events, the activities. we may have to wait a little bit

more the giants to start the season, but ultimately just getting people back to some of the events and things that we know and love. that's really my priority, is our economy, addressing the challenges around safety, and really focusing on building housing and getting people who are struggling with homelessness into a permanent place to call home. >> equity. we really saw through this pandemic that this disease impacted different demographics differently. many of us have been working to narrow these disparities long before the pandemic, but the pandemic made us so aware, as we saw the death rates for african americans, we saw the infection rates for latinos that are overvoweded in our too expensive housing, really impacted by this disease. and so as we move forward, we have got to ensure that we level the playing field.

they go far enough, they'll meet up with bertha. good morning. >> hey, good morning, mike. i'm bertha coombs from cnbc. we've got the futures pointing to a higher open on wall street after headlines of vladimir putin saying that there's some progress with regard to ukraine, although he kept that fairly ambiguous. nonetheless, we are moving up ahead of the open here. the war in ukraine is something that really has been weighing on stocks. yesterday we got a very hot consumer price index with inflation at the highest level in 40 years in february, up 7.9%. and we're all feeling that at the pump, we're all feeling that with rising rent. so a lot of that number was a lot worse than expected. a lot of folks think that's going to push the federal reserve to continue to hike interest rates, the first one expected next week should be about a quarter of a point when they meet. dow now on track for its fifth

straight losing week, s&p 500 and nasdaq also on pace for a negative week. this morning we've got economic data, consumer sentiment out midmorning. meantime, you can now use google assistant to pay for public parking. the feature will be available in more than 400 cities through a partnership with park mobile. so when you arrive at a location, google assistant will ask for your zone number. i'm not quite sure how you get that. anyway, they'll ask you how long you would like to park, your license plate, and the credit card associated with your google pay. and then you can also use a, hey, google, command to check in on how much time you have left on the meter and actually add more money to avoid a ticket. what are they going to think of next? we know rihanna is expecting a baby, but her other baby might be headed towards an ipo. reports say her lingerie brand is working on going public and could be valued as much as $3 billion. bloomberg reporting that savage

not a fact. the hour-by-hour temperatures, i want to take you through the timing. by 12:00 we will bump up into the 60s, so despite the chilly start expect to top out in low 70s today for the interior valleys. and this is going to set us up for a lovely friday ahead. look at satellite radar. notice out ahead, in the pacific, we do have a low pressure system that's going to drop down for a rain chance. mostly sprinkles on sunday for the majority of the north bay, but by monday night into tuesday there is going to be a chance of seeing shower activity and also snow between 5,000 and 6,000 feet, which could mean great adventures for the sierra, but not so good travel conditions. let's get a check of the roads with mike. >> over here, i guess it's pretty boring on the morning commute. green sensors and nothing really a surprise for folks. light volume out of the altamont pass.

to normal trade relations with russia, clearing the way for increased tariffs on russian imports. that announcement is expected at 7:15 our time this morning. and the situation is pushing more ukrainians to push to safety to border countries, most of them traveling to poland. >> "today in the bay's" jay gray is live for us following the crisis at the border. >> reporter: yeah, marcus, kris, the crowds continuing to build. you can see people moving through right now. this is the walking path from ukraine into poland, and it is full all day and all night. take a look. you can see these people are loading onto a bus, they are moving to a train station, and basically just continuing their journey to safety here. we've been trying to give you an idea of how things work and they're always evolving and changing. this is a place in constant motion, and so i want to give you a look at what's happening here and how they're preparing

for what's on the way. this area is basically a warming stays, a place where people can grab something to drink, take a seat, there's a few cots and blankets. it's been bitterly cold here, and especially in the evening. look, the u.n. now says that millions, millions more ukrainians are on their way, and will be here. this border crossing is the busiest. so they're trying to stay ahead of things by, as you can see right here, making a more permanent structure. it's got a bit of a foundation and flooring here, as you can see. and now they're pulling up the roof on this building. they say they're here for the long haul. they're going to make sure that they do everything they can to take care of everyone they can. they also recognize that as these crowds build, and they're not there yet, they're going to reach a limit where what they have here can't take care of what's coming across the border.

morning, it's friday, and we're ready for it, vianey. >> tune in saturday and sunday, because i'll still be here bright and early at 7:00 a.m., bringing you your saturday and sunday forecast. if case you can't tune in this weekend, i still have you covered. saturday and sunday temperatures will be in the 50s this wnd for san francisco, overnight lo 40s and 50s. and if you're wondering about the wind, still not expecting to see the wind pick up again. we saw the wind advisories expire. 72 degrees today for napa valley and then temps start to cool off. the reason is we do have a system approaching the the north. if you live in far northern california, santa rosa, napa area, you could see sprinkles on sunday. a live look right now at lake tahoe. it's about 17 degrees. isn't it so pretty? i haven't been there in quite some time. i'm not a fan of the travel to get there. if you are going to be traveling saturday and sunday, here's what to expect. this is going to be your window to get up to tahoe, because by monday night into tuesday we're going to see a system drop in.

that holds through because of the crash and fire we covered yesterday. the train is still on the tracks. the investigation continues. b.a.r.t., yes, there is a b.a.r.t. stop at the mull bra transit station, but not today and not for the last few because the red line is out of service. so you have to get over to san francisco airport for the yellow line to take you from b.a.r.t. to the city or get up toward south san francisco. you'll use samtrans or b.a.r.t. to link past the crash and closure there. meanwhile, the rest of the b.a.r.t. system does operate, but if you're traveling over on this line, getting over to richmond, you have to be on the orange line, transferring over in oakland, perhaps, to get all the way to the end of the line. the red line continues to be suspended because of that power issue that happened earlier this week. we have a smooth flow of traffic on the roadways, no problems. we're predicting slowing as the lane shift happens, much like yesterday, we're having a slower drive getting toward the bridge. back to you. >> thanks, mike. the mlb lockout is over and

the map. and then by 12:00, right around your lunch hour, we do start to bump up into the 60s and we keep the sunshine. we're not going to see an increase in cloud cover. it's going to get into the 70s by about 3:00 and into the overnight hours dipping into the 50s. the satellite showcasing just how clear it is. but out in the pacific it always tells a story of what's to come. the long-range outlook does show a chance of rain moving in for the north bay into saturday night, early sunday morning, but a greater chance of seeing rain on monday into tuesday, with snow up to 5,000 to 6,000 feet. your seven-day outlook looks pretty good, considering we've been dry. any chance of rain is a welcome sight in the bay area. california in general. how are the roads? >> you look to the pacific for a hint, and i guess we kind of do the same because year looking over the water at the bay

welcome back to "today in the bay." the 2020 u.s. census, remember that? it undercounted black, latino and indigenous populations and overcounted white people according to a report. it suggests that it missed hispanics and latinos by nearly 5%, for black populations it was about 3%, and indigenous people living on reservations were missed by 5.6%. because of the pandemic, door-knocking operations were suspended in march of 2020 and then only restarted in the late summer.

critics say the inaccurate data means vulnerable groups may still be left out in terms of resources and political power. this year's flu season is relatively mild, but apparently not because of the flu vaccine. the cdc now calling it ineffective and only offering a meager protection against cases. but it can still provide protection against more severe illness. this is the nation's second flu season in a row with low flu activity, mostly because of covid restrictions keeping people apart. new video of a frightening scene in southern california. that is a pricey yacht crashing into several other boats and looking to damage the deck there, the dock there. the suspect is has been identified and he's in jail this morning. he's being held on $3 million bail. police say he commandeered the yacht and took a joyride around the harbor. the boat struck at least two
