a look at the forecast. >> it was her birthday yesterday. well deserved there. right now in dublin, it is cold. 37 degrees. and if you're wondering about how much warmer we're going to get into the afternoon, i've got you covered in your hour-by-hour outlook. by 10:00, 11:00, we're talking upper 50s, eventually bumping into the 60s. san francisco waking up to 45 degrees. notice the icons. the icons are going to be your tell-tale sign of what it's going to be like in the afternoon. sunshine, no clouds in sight. oh, that's cold in san jose. it is going to be in the 70s today. i'll talk more about the springing forward in just a few minutes. >> well, now to a live look at the location of that fiery crash. this is between caltrain and a truck. we first brought you this as breaking news during our midday newscast. this morning, the national transportation safety board investigators will be on scene. the train collided with a truck that was on the tracks.

luckily, no one was killed, but 13 people were injured. none of them have life-threatening injuries. now, caltrain says the crash will affect the commute for a lot of people this morning. we can expect delays up until about 4:00 p.m. this today. mike, you've been following this. >> it's more complicated than that, because of related systems. let's take you to the maps. on the peninsula, i want to get you located. caltrain goes from gilroy to south san jose, all the way up the peninsula or down, depending on your route. three key cities, san bruno where the crash is located, south san francisco and millbrae. millbrae and san francisco are the two stations that border that section that is not operational right now for caltrain. you saw the live picture. the accident is still on the tracks. that includes sfo. you can sake samtrans that will provide a bus bridge. that's one of the easiest ways, but that will provide a delay transferring. b.a.r.t. has a millbrae stop but it's not operational because the

red line is out of service as it has been for the last couple of days. you can take a shuttle to sfo. you have to take the shuttle or a bus to caltrain. back to you. >> a lot of information. thank you for helping us out with that. 6:02 and this morning russia's invasion of ukraine intensifying and there's no sign of breakthroughs with peace talks. at this hour u.s. military leaders say russian troops are closing in around kyiv. the ukrainian defense minister says that russia has killed more civilians than soldiers. >> new video released by defense ministry shows the destruction of russian tanks. you see it there. some of them being blasted. this happened in a town on the outskirts of kyiv to the east. you can see the tanks being ambushed with artillery and then the tanks retreat shortly after. russian president vladimir putin says he wants to allow volunteers to join the fight now. russian leaders say there are 16,000 people in the middle east

who are ready to fight with russian-backed forces. >> this comes as president biden is expected to announce new measures against russia in about an hour or so, two hours or so. >> "today in the bay's" brie jackson is live in washington. you're tracking how close those russian tanks are getting to those critical russian cities, including the capital city. >> reporter: good morning, kris, marcus. well, u.s. defense officials say that stalled -- or at least the convoy that had been stalled for days is now moving closer to ukraine's capital and it's about ten miles away. russian troops closing in on kyiv. u.s. defense officials say forces could encircle the city in just one to two weeks one of america's top diplomats is among those accusing russia of war crimes. >> they constitute war crimes, they are attacks on civilians that can not be justified by --

in any way whatsoever. >> reporter: while in poland, vice president kamala harris backed calls for an investigation and visited u.s. troops. >> in this moment of russian aggression and putin's war, we take seriously our commitment to defend, if necessary, every inch of nato territory. >> reporter: the trip follows a disconnect over poland's plan to send fighter jets to ukraine, something top republicans are still demanding. >> enough talk. people are dying. send them the planes they need. >> reporter: speaking from his office thursday, president volodymyr zelenskyy also denied russia's claims that ukraine is preparing to fight back using chemical weapons. on capitol hill, u.s. intelligence officials warned russia may launch false accusations to lay the groundwork for a cover-up. >> this is a classic move by the

russians. >> reporter: president biden says cutting off russian oil into the u.s. is only part of the fight against putin's war. >> he's now facing a more united, energized, nato in the west than he ever imagined. >> reporter: the white house has announced it will announce more sanctions today. president biden is expected to deliver remarks in which he calls for an end to normal trade relations with russia, clearing the way for increased tariffs on russian imports. that's a move that still would need congressional approval. marcus, kris? >> brie jackson in washington this morning, thank you. our coverage of the war in ukraine continues. our nbc news team has been reporting along the ukrainian border for the last two weeks, and this morning the "today" show will give us stories of the refugees still looking for shelter. coverage begins at 7:00 right here after "today in the bay." moving you forward this morning, out of the pandemic. today marking two years since

covid was officially declared a pandemic by the world health organization. throughout this week, we have spoken to mayors of san francisco, san jose, and oakland, about their plans to transition their cities into an endemic. we saved possibly the most important question for last. >> all of our mayors are having these discussions, but we asked these three to outline their focus moving forward into this new chapter. today we begin with san jose mayor sam liccardo. >> it's no secret, i think in every big city in the west, homelessness is the biggest challenge we face, so that's going to continue to be our challenge, and for me here in san jose, i'm working to try to get 1,000 of what we call quick build apartments under construction over the next year and see how we can move more of our unhoused off the street, and certainly crime, we're going to be focused on that in san jose. we've had a lot of success in avoiding the spike in homicides we're seeing in a lot of other cities throughout the country. but we're really concerned more

about some of the assaults and some of the crime we're seeing against small businesses. i think what's going to be critical for us during this pandemic, as we're emerging, it's really raised our gaze. this is an opportunity for us to look to the future. we've been so focused on everything we need to do to keep people healthy, to muddle through this difficult time. this is an opportunity for us to look to the future. >> as we move forward, can you briefly tell us maybe the top three priorities you have in helping your city transition? >> well, economic recovery is an important part of this. we just made an announcement that a lot of businesses committed to coming back to work and working in person downtown specifically, and in other places throughout san francisco, so getting business going and getting people back in work. also conventions. i traveled to dc, chicago and new york within a very short time period to talk to a number of the large conventions that take place in san francisco to convince them that we're open,

prepared, and willing to work with them and keep them safe. just reopening the warriors games, the events, the activities. we may have to wait a little bit for the giants to start the season, but ultimately just getting people back to some of the events and things that we know and love. that's really my priority, is our economy, addressing the challenges around safety, and really focusing on building housing and getting people who are struggling with homelessness into a permanent place to call home. >> equity. we really saw through this pandemic that this disease impacted different demographics differently. many of us have been working to narrow these disparities wrong before the pandemic, but the pandemic made us so aware as we saw the death rates for african americans, we saw the infection rates for latinos that are overcrowded in our too expensive

housing, really impacted by this disease. and so as we move forward, we have got to ensure that we level the playing field. as we look to environmental health, we know that certain parts of our city had much higher death rates than others because of the existing pollution and environmental impacts on those populations. that is our next moment for justice, to ensure that a disease like this never has the types of unequal impacts that we saw during this pandemic. >> mayor schiff, i want to thank you for your time and insight today. >> sam liccardo, mayor of the bay area's biggest city, san jose, thank you so much for joining us. >> mayor breed, thank you so much for your time. >> thank you. now, you can see the full interviews with all three of the mayors, including what they all have to say about helping small businesses recover from the

in some spots. 30s. a frost advisory is in place for parts of the north bay. look at san jose right now, 39 degrees. morgan hill is 32. frosty in some spots. we'll get to the 70s and i'll talk about your weekend forecast and what to expect coming up. >> expect more build in the east bay. chp has issued an alert. three of your five lanes of southbound 880 are blocked just shy of marina boulevard. it's backing up traffic, getting away from the bay bridge. the bottom number, the 11 minutes, that will start to grow between 238 and 84 as folks head through the area. wall street is set for a higher open, after stocks fell yesterday, and that came as investors continued to weigh the fallout of what the war in ukraine means for their bottom lines. you can take a look. at least we are in the green to start the morning. we will let you know what happens when the markets open.

new this morning, apple's ceo tim cook is raising concerns over recent anti-lgbt laws, including florida's so-called don't say gay legislation. it was recently passed prohibiting classroom discussion of sexual orientation and gender identity for younger students. the legislation has stirred controversy over what schools should teach children about race and gender. in a tweet, cook wrote as a proud number of the lgbtq community, i am deeply concerned about laws being enacted across the country, particularly those focused on our vulnerable youth, end quote. the irs plans to hire 10,000 new employees over the next several months to help clear millions of unprocessed tax returns. the treasury department says the agency will create a 700 person surge team to process new returns at its facilities in kansas city, austin, and ogden, utah. as of the beginning of february,

calling you a drip? that is bad. thank you. >> we talked about that this morning. that's why. >> what happens off camera. >> no dripping from the sky. >> no, but i wish there was. there's a little bit of a chance, though. some sprinkles on sunday, a little bit better chance heading into tuesday. we'll get to that in a second. it is cold right now, 39 degrees in san jose, and we've got 30s throughout. let's take a look at the frost advisory because it is going to be in effect until about 9:00 a.m. there's a freeze warning for clear lake because of the cold 30s. how are we looking in the rest of the bay area? the temperatures out the door, morgan hill is at 32 degrees, dublin 35, concord 36, napa 38. and the 24-hour temperature change is pretty significant for napa, about a 15-degree change. your hour-by-hour temperatures, we're not going to stay this cold all day. by 7:00, 8:00, we'll be at the lowest of temps, and by 12:00 we'll warm up quite nicely into

the mid-60s, topping out in the upper 60s. los gatos 70 degrees, concord 70. in the city we will remain in mid-60s and the wind will not be a factor. you don't have to be concerned about the wind, which is something we saw earlier this week. satellite radar, it's really quiet over the bay area. notice how clear things are. out on the pacific we do have a bit of a system churning and this is going to bring us a chance of sprinkles that we talked about on sunday for the north bay and then on monday night into tuesday we're going to keep the low temperatures. so we are going to see a little bit of drop in temps, but not significant. snow between 5,000 and 6,000 feet. rain chances linger until about tuesday evening and clear out by wednesday. here is a closer look at your seven-day forecast. saturday the one thing you'll notice early on is the increase in cloud cover, especially when you compare it to how sunny it is going to be today. on sunday there's a possibility of sprinkles, especially for the north bay. and then rain chances tuesday,

our team is following the latest overnight developments on the war in ukraine. russian forces edging closer to the capital of kyiv. air strikes continue to hit three key cities overnight. ukrainian president volodymyr zelenskyy addressed his country this morning, calling on his people to stay strong and to continue the fight against the russian invasion. he also called in the west to impose more sanctions and stricter sanctions against russia to make them pay for their aggression. the united nations reports that more than 500 civilians have been killed and nearly 1,000 others injured. coming up at 6:30, we will have a live report from poland.

napa 61. san francisco 63, and around the peninsula 66 degrees. so if you're wondering about our daytime highs, by 3:00 we are expect to do top out in upper 60s, low 70s, and lots of sunshine today. you don't have to worry about the wind. full forecast in a few minutes. >> thank you. let's take you to san bruno, the location of the fiery crash that happened yesterday between a caltrain train and a truck, a maintenance vehicle. this morning national transportation safety board investigators will be on the scene of the crash that happened near huntington drive in san bruno. it was about 11:00 in the morning. the truck was hauling a crane at the time of the crash. you saw that near the tracks. no one was killed, but 13 people were injured, though none have life-threatening injuries. caltrain says the ongoing investigation is going to affect the commute. >> we're basically running what we call a bus bridge, that's going to be taking folks from

the millbrae station to the south san francisco station so they can avoid the affected area of the track. >> rail commuters, you can expect delays until at least 4:00 today. and our investigative unit has learned that the construction crew involved in the san bruno crash has at least ten osha safety violations, including one in l.a. you can learn more about the violations online at nbcbayarea.com. just also a slash investigation. with no sign of a political solution to the war in ukraine, the fight is intensifying. our team is following the latest overnight developments. u.s. military leaders saying that russian troops are now just ten miles from the capital city of kyiv. president volodymyr zelenskyy saying that nearly 100,000 people have been evacut ukraini says that russia has killed more civilians than soldiers. >> that is hard to hear. meantime, president joe biden is

expected to call for an end to normal trade relations with russia. that announcement is expected at 7:15 this morning. the situation is pushing more ukrainians to rush to safety to border countries and most of them are landing in poland. >> "today in the bay's" jay gray is live for us following the growing crisis along the border. >> reporter: yeah, and marcus, kris, most of those who come to poland come through this crossing, the medyk acrossing. the crowds have been larger than we've seen over our little over two weeks on the ground, and you can see it's just a mass of people who have made a journey to safety here. they have been walking, some for two and three days to get to this point. this is the walking trail between ukraine and poland, and they will walk down this trail, get on a bus that will take them to a train station, and they'll just continue this journey, a

difficult journey, but one that's so many families had no choice in. they said we've got to get out, we've got to get our children out, we've got to make sure that we can keep people safe. this is the actual -- this is the point right here, and you can see people just continuing to flood through. in the last few minutes we've seen something else happening here. we saw the clouds kind of part in the middle, and what happened was they brought a piano -- a couple days ago someone brought a piano out. i want to give you a look at what's going on. they've now moved this piano right up to the border, right to the border so that they can play music for those that are walking through. and it's so neat to see as people come through and hear the music, you get a smile, some stop for a minute.

aspect of the vaccine requirement is being rolled back. "today in the bay's" cierra johnson is live in the city to talk about this. you are inside a gym, you're not wearing a mask. we already know that mandate dropped. what's new with the vaccine? >> well, yes, good morning. as you can see, i am at the 24-hour fitness here in vaness at the city. you do not have to show proof of vaccination anymore. this happening both in the city of san francisco as well as berkeley. so take a look at your screen. again, it's not just the gyms you no longer have to show proof of vaccination or the negative covid test. it's also restaurants, bars. although it is important to note that if a certain business wants to keep the rules in place, they can still ask to see your vaccination card. again, san francisco and berkeley have loosened the rules. the one city that has not loosened their requirement yet is the city of oakland. we'll definitely continue to keep a close eye on what they do

moving forward. we are joined by the general manager, mike eubank of 24-hour fitness in the city. how has it been navigating the roll coaster, mask, no mask, vaccination, all of that for you and your patrons? >> our members have been accommodating and really just rolling with the punches as changes have gone by. we're just happy we've been able to be open this entire time and serve our community with their health and fitness goals. >> so today will be the first day they don't have to show their vaccination. so i guess when folks walk in, what do they do that they might not have done yesterday? >> as of now, they can check in and walk in. there's no longer any requirements for vaccination or masks. >> reporter: and he was mentioning that the 24-hour fitnesses across the nation are now opening 24 hours because things are opening, folks are now downtown, so that's just another indication that we are, in fact, moving forward. we're live at&t the 24-hour

fitness in san francisco. cierra johnson for "today in the bay." >> we know some businesses can still require it, so we should probably keep those qr codes on our phones, anyway. thank you. also, at midnight tonight california's mask mandate for schools will be over. however, while the state is allowing counties, districts and in some cases local schools to decide whether or not to have students unmask, most of them are aligning with the state. san jose unified will no longer require masks on monday, and same for oakland. san francisco will require masking for elementary school students only, but only until april 2nd. talk to your kids, because they are allowed to continue to mask if they want to, and that's what is comfortable for your family. i am asking folks how you feel about those changes. head to my twitter page in weigh in. so far at this point it looks like people are just about evenly split, just a little more folks saying that they are going to continue to have their kids

mask. here we go this morning, 6:40, a live look of san francisco. the sun is coming up. hopefully warming things up just a little bit. it is cold out there. >> it's going to take its time, but it's going to get there for sure. we're in the 30s and 40s right now, but inching toward the weekend it will be interesting to see changes because we will be in the 70s today and then we're going to start to notice a little bit of rain move in. let's take a look at san francisco. your weekend forecast, today is going is be pretty warm and then our temperatures drop downekends will be similar, not really impacting us in the way valley,y late into early sunday, there is a chance of sprinkles. i'm not going to call it rain because it's going to be very little. it will be in the upper 60s through the weekend. if you wake up with sprinkles or light rain, don't be surprised there. as far as your tahoe forecast,

so long-range outlook, we do have a bit of a disturbance that's going to bring sprinkles on sunday, mainly to areas north of the golden gate bridge. but rain chances move in on monday night into tuesday with mild temps and the possibility of some snow between 5,000 and 6,000 feet. also sierra snow. another thing, too, on sunday we're going to spring forward at 8:33 a.m. yes, we do lose an hour of sleep, but we gain sunlight. so what is the vernal equinox? the earth is perpendicular to the sun's rays, and we'll have a 23.5 tilt of the earth which creates our seasons as the earth re-involves around the sun. hopefully this will help it feel less of an evening when it's only 5:00. over the next several days, we keep the rain chance into monday and tuesday. how are the roads doing? >> we still have a mess oakland southbound, 880.

this is the camera by the coliseum, it's jammed up all around the bend. it blocks three of five lanes. we still don't have word on when tow trucks are going to arrive. it's holding steady. it's a lighter friday commute. notice the northbound slowing as well coming out of hayward and toward oakland as the crash continues to be there. 580 continues to be an alternate. a smooth flow of traffic, but you may find more slowing at the lane shift through vallejo. we've seen slowing despite the lighter traffic. back to you. thank you. a record number of students applied to the university of california campuses for the fall of 2022. university leader say the number of freshmen applications jumped by more than 7,000 compared with applications last year, reaching an all-time high of 2,010 applicants.

welcome back. here are our top stories on "today in the bay." >> first, russia's invasion of ukraine intensifying and there's no sign of any breakthroughs with peace talks. ukrainian president volodymyr zelenskyy addressed his country, telling him this morning they should stay strong and continue to fight against russia. this comes as russian forces are edging closer to the capital of kyiv. and air strikes continued to hit three key cities overnight. the u.n. reports more than 500 civilians have been killed and nearly 1,000 others injured. and just into our newsroom, russia limiting access to instagram for its citizens. meantime, president joe biden expected to call for an end to normal trade relations with russia, clearing the way for increased tariffs on russian imports. that announcement is expected in just about 15 minutes.

>> turning back to news here at home, a live look at that fiery crash between caltrain and a maintenance vehicle. this morning the national transportation safety board has investigators on scene. this happened near huntington drive in san bruno, and while no one was killed, 13 people were injured. caltrain says that the crash will affect the commute and people can expect delays until at least 4:00 p.m. today. a bus bridge is in place at the millbrae station to take commuters to impacted stations. and we are moving you forward as san francisco and berkeley roll back vaccine requirements. you no longer have to prove that you've been vaccinated to go into most bars, restaurants and gyms. however, if a certain business wants to keep those rules in place, they still have that right and they can ask to see your vaccine card. >> and at midnight tonight california's mask mandate for schools will be over. however, the state is allowing most counties, districts and in
