a limited operation to protect russia from ukraine. russia opened new fronts overnight attacking two ukrainian cities lutsk in the north and dominique in western ukraine accelerating their advance on kyiv the 40 mile long russian convoy stalled for days on the out skirts because of fuel shortages is back on the move dispersing and redeploying. u.s. officials warn russia is now actively trying to encircle the capital. but ukrainian forces are not going to make it easy. they are on the offensive too. trying to push back russian troops away from kyiv. in tanks and on the ground u.s. officials predict it could take one to two weeks for russia to surround kyiv and another month to occupy the city across the country it seems the entire population is on the move

expected to call for an end to russia's "most favored nation" status, which essentially means ending normal trade regulations. the implications of this the u.s. will be able to raise tariffs on many russian product, caviar, vodka and even plywood the president needs congress to take this action but lawmakers so far on both sides of the aisle have expressed support. it is important to stress, russia is not a major trading partner with the u.s but other ally, eu, canada and japan are all expected to make similar moves this morning of course it comes after a series of sanctions punishing and alienating russia and its economy, craig and savannah. >> and still on the topic of russia and sanctioned. washington also just made a big move to help fund and aid ukraine with the humanitarian efforts. >> exactly right help for ukraine may b the one thing many people here in washington can agree on overnight congress took the final step to approve about $14 billion in humanitarian, military and economic relief for

this is an nbc news special report. >> hi, everybody. good morning. we have breaking news from the white house. the president is set to announce the newest step he wants to take against russia. the end to move normal trade relations with russia. let's bring in kristen welker. >> reporter: president biden's latest move is aimed at intensifying the pressure campaign on russia and comes after the step that you mentioned. the president expected to call for an end to russia's most favored nation status which means ending normal trade relations with the country. ally, including the eu, canada and japan are expected the make similar announcements today. the bottom line here, the u.s. will be able to raise tariffs on many russian products.

nation status to russia. the most favored nation status designation means two countries have agreed to trade with each other under the best possible terms, low tariff, few barriers and the highest possible imports allowed. the united states we call this permanent normal trade relations. pntr, but it's the same thing. revoking pntr will make it harder for russia to do business with the united states and doing it in unison with other nations to make up half the global economy will be another crushing blow to the russian economy that's already suffering badly from our sanctions. i want to thank speaker pelosi, leader mccarthy, leader schumer and mcconnell, representative neil and brady for that bipartisan leadership on this in the congress. i would like to offer a special thanks to speaker pelosi who has

been a strong advocate for revoing pntr and agreed to hold off on that in the house until i can line up all of our key allies to keep us in unity. many issues divide us but standing for democracy in ukraine, pushing russia's aggression should not be up with of those issues. the free world is coming together to confront putin. our two parties here at home are leading the way. with that bipartisan cooperation, i'm looking forward to signing into law the bill revoking pntr which most people think of most favored nation status. we're also taking a further step of banning imports of goods from several signature sector of the russian economy including seafood, vodka and diamonds. we'll continue to squeeze putin. the g7 will seek to deny rusia the ability to borrow from

leading multinational institutions such as the world bank. putin is an aggressor. he's the aggressor and putin must pay the price. he cannot pursue a war that threatens the very foundations of international peace and stability and then ask for financial help from the international community. the g7, is also stepping up pressure on corrupt russian billionaires. we're adding new names to the list of oligarchs and they're families that we are targeting. they support putin. they steal from the russian people and they seek to hide their money in our countries. they are part of that exists in moscow. they must share in feign of the sanctions and while we're going after these yacht and vacation homes and hundreds of millions

of dollars, we're going to make it harder to buy high end products in our country. we're banning export of luxury goods to russia. also the latest steps we're taking but they're not the last steps we're going to take. as i said, at the beginning of all these steps, we're going to hit putin hard because the united states and our closest allies and partners are acting in unison. totality of our sanctions is crushing russian economy. the ruble has lost more than half its value. they tell me it takes about 200 ruble to equal $1. moscow stock exchange has been closed for two weeks because they know the moment it opens, it will probably collapse. credit rating agency is downgraded russia's government to junk status. the economy to junk status. the list of businesses and international corporations leaving russia is growing by the

day. we're also continuing to close corporations with ally and partners to make sure that the close cooperation we continue to have, ukrainian people are able to defend their own nation. the united states has sent more than $1 billion in security assistance to ukraine over the last year, including anti-armor and anti-air capabilities taking out tanks and planes and helicopters. we the united states are also facilitating significant shipments of security assistance from our allies and partners to ukraine. the humanitarian front we're working closely with the u.n. and humanitarian organizations to support the people of ukraine who have been displaced by the violence in ukraine. we're providing tens of thousands of tons of humanitarian supplies coming by trunk and train every single day. yesterday, in poland, vice

president harris announced an additional $53 million in additional humanitarian support to ukraine. that brings the total assistance to $107 million in just two weeks. we joined this effort with more than 30 other countries to provide hundreds of millions more. last night, the great credit congress passed a bipartisan spending bill that included additional $13.6 billion in new assistance to the ukraiian people. i look forward to signing that immediately. i also want to be clear. we will make sure ukraine has weapons to defend against invade russian force. we will send money and food and aid to save the ukrainian people. i will welcome ukrainian refugees, we should welcome them here with open arms if they need access. we are going to provide more support for ukraine. we're going to continue to stand together with our allies in
