corner of the state and it will work its way into the north bay as we head into tomorrow. today it's sunny, comfortable, it's really nice. later on tonight is when the scattered rain starts to move in from the north and tomorrow we wake up to showers in some spots. but then it clears out by tomorrow afternoon. so this will be a quick-moving system and we'll talk more about how much rain we may see coming up. mike, you're tracking the roads and the rails. >> that's right. for caltrain. we do have service for the full line, however the single track past the scene of the crash from last week. also, we have reduced service, so check the schedule if you're using the train. you can take the entire route on caltrain but it will be adjusted. b.a.r.t. continues with the red line out. no more bus bridge for samtrans. two crashes in oakland and toward oakland, at 92, both were causing slowing but now sensors are green. the rest of the bay looks pretty

good. i do have a surface street issue for concord. i'll bring that to you coming up. >> thank you, make. 4:32, overnight the situation in ukraine becoming worse. here's a live look at the ukrainian capital of kyiv. russian forces are moving closer to the city, killing an american journalist as they advance. >> top officials say negotiations with russia will happen at any moment and we're learning that russia asked china for military and economic assistance. officials did not specify what equipment russia asked for, for whether china has agreed to that request. national security adviser jake sullivan will travel to meet with senior diplomats from china to discuss russia's invasion. >> the meeting comes as the red cross calls for an immediate cease-fire in ukraine's port city of mariupol. >> the agency is warning that hundreds of thousands of civilians could be killed with

russian forces lay siege to that city. "today in the bay's" jay gray is along the poland-ukraine border as he continues to cover the growing humanitarian crisis in the region. >> reporter: russia stepping up its attack over the weekend, tanks shelling this apartment complex in the port city of mariupol. missiles ripping apart this military base less than 50 miles from the border, killing 35, wounding more than 100, as the kremlin looks to block the flow of weapons from the west. russian troops closing in on kyiv. award winning journalist brent renaud killed in heavy fighting and his colleague says they were shot by russian soldiers despite identifying themselves as press. >> we crossed a checkpoint and they started shooting at us. the driver turned around and they kept shooting. >> reporter: violence pushing more families from their homes. more than 2.5 million escaping, mayors in the two largest cities now warning they're running out

of space and saying more arrivals could affect, quote, the functioning of the cities. adding to the struggle of so many who now must find a place to stay, even further from the place they call home. jay gray, nbc news, along the poland-ukraine border. >> cities like mariupol still without electricity and water and their food is running out. >> and "today in the bay's" stephanie magallon spoke with the consulate in san francisco who says we may see a new wave of ukrainians fleeing to the bay area as well. >> reporter: stop the bombing, allow the passage of humanitarian aid, let ukrainians leave cities taken over by russia and a meeting between both presidents. those are four points ukraine hopes to address during the next round of negotiations with russia. >> the ukrainian people need supplies of water and food, russia has blocked that and they're leaving people there to

starve. >> reporter: he believes russia will refuse. >> we do not expect them to allow it. this is giving a voice to the cities which represent the biggest importance for russia. for example, mariupol. >> reporter: so far, this war has forced 2.7 million people to flee. >> we crossed the border and there was a waited for one day,. >> for a day? >> maybe even more because of the very, very big lines. there were thousands of people. >> many more will be arriving to the bay area soon, which is why they're expanding who qualifies for sanction status. the war is being drawn closer to nato territories. is the u.s. policy -- >> national security adviser

it is 4:40. as you're heading out the door, it's a nice chilly start. our temperatures in the low to mid-40s across the bay area and we're headed for the 60s and a few low 70s. we'll talk about that, when the rain comes in and what's ahead in our forecast coming up. >> an unusual look for the traffic. the golden gate bridge, things are moving very smoothly. let's check in with our friend bertha now on the business world. >> thanks very much. good morning to you. i'm bertha coombs from cnbc. wall street looks to open higher. stocks are moving a little higher as we've seen oil pull back on some hopes that maybe we might at some point get some kind of cease-fire in ukraine. also we'll be watching the federal reserve, which is preparing to hike interest rates for the first time since 2018. the fed expected to raise its benchmark rate by a quarter percent at the end of its meeting on wednesday.

fed rates are used by banks to help set what they charge us for a range of consumer and business loans. meantime, the dow is coming off its fifth straight losing week, down 2% from last week. nasdaq was worse, off 3.5%. in focus this week beyond the fed, we're going to be getting reports on wholesale inflation, that is producer and import prices, retail sales, jobless claims, and existing home sales. and those supply chain issues are hitting ford and they're using an unusual way to deal with it. they're going to start shipping and selling explorer suvs without chips that power the rear air-conditioning and heating controls due to shortages. the automaker will instead ship the missing semiconductors once they arrive to dealers within a year to be installed. a ford spokesperson telling the verge, customers who choose to buy a vehicle without the rear climate controls will get a

price discount. they say the change is only temporary, at least that's what they hope. meantime, uber is going to start charging customers a new fuel fee to help offset costs for drivers. the surcharge will be 45 to 55 cents for each ride and 35 to 45 cents for each order, depending on location. the fee takes effect on wednesday and will last at least 60 days. uber says all the money will go directly to drivers. the surcharges are based on the average distance of trips and gas prices in each state. and i don't know about you, but when i take an uber i always ask the drivers how is business and a lot have complained that the high gas prices have eaten into whatever they end up taking home. >> exactly. very much so. i ask the same thing. >> we're a chatty bunch. >> i know. >> they should pay us for a silent ride. >> they probably want to turn us

off. >> exactly. thanks. next on "today in the bay," seven-time super bowl champion tom brady, it wasn't long, but now he's coming out of retirement. what he's revealing about his decision. >> as you're heading out in palo alto, right now 43 degrees and temperatures will be a nice cool start, a new clouds. we will have that sunshine ahead of some rain coming our way. we'll talk about that in our forecast coming up. >> across the bay our view of oakland shows an equally smooth freeway. 880, everything moving smoothly and taillights across the bay bridge with no backups or problems.

let's take a live look outside. isn't that nice? san francisco's skyline. is that the moon peeking through? i like it. it looks like the scene of a movie. >> batman. >> maybe so. it's just monday morning. after a time change, too. it's always fun. >> yesterday seemed so short during the afternoon. it's like, wait, it's already evening? what happened? so, yeah, we definitely lost an hour. we're going to gain a little bit of rain as we go into the next 24 hours. we are going to see showers moving in. i'm so happy to see we do have at least a little bit of wet weather. it will be moving closer to the

bay area. let's go hour-by-hour and head through 4:00 where it's going to be nice and comfortable. rain holding off until later tonight. we are still going to enjoy a nice day. our temperatures in the low 60s in san mateo, but we could see low 70s as you go down to the south bay, as well as the inland east bay, up to fairfield as well. then we're also going to see temperatures not as cool tonight with low to mid-50s. that's as the rain starts to move in. as we go through the timeline of the showers, by 8:00, 9:00, 10:00, we start to see it moving into the north bay, quickly spreading through the bay area before noon tomorrow. then by 4:00 to 5:00, we're starting to see rain taper off. most of it comes during tomorrow morning and then we're looking at the best of that rain up around santa rosa, much of the rest of the north bay getting about a quarter inch of rain and it's going to be a lot less heading from the east bay into the south bay. maybe a few hundredths of an inch. for the sierra, 1 to 4 inches of

snow, but there will be another system coming in this weekend that could bring additional snowfall, another few inches, and in total this week we could see about a foot of snow for some resorts. we have these systems coming in and in between we have dry weather and temperatures heading back up. low 70s today, a little cooler tomorrow with showers mostly during the morning and then on wednesday looking nice. then temperatures start to rebound on thursday and friday. rain in the forecast on saturday, so keep that in mind as you're making weekend plans. i'm already thinking about the weekend where we could see some showers moving through. mike, you have a closure in concord? >> i do. we're talking about most of the freeways moving fine, including past the two crashes in hayward. they're both on the right side. i think they're possibly affecting the slowing but the speeds are fine on the nimitz around 92. we had slowing that showed up on treat boulevard, where overnight there was a crash that took out a power pole and power lines are

down. they've closed off a few blocks but that's a major roadway through concord. you can follow concord pd on twitter as well. caltrain, even though it's running again, there will be service disruptions for a couple of reasons, single tracking for repair work and an electrification project that's continuing. check their website. the big deal is samtrans is no longer running the bus bridge, so there will be delays for you. >> thank you very much, mike. happening tomorrow, the trial of theranos chief operating officer balwani resumes. he is charged with the same crimes as founder elizabeth holmes, essentially trying to investors, doctors and patients about their faulty technology. in holmes' trial she was found guilty on 4 of 12 counts brought

against her. the 2022 paralympic games are officially over. the closing ceremony took place last night. nearly 600 athletes from around the world competed in the games. ukraine had 20 athletes compete, but finished second to china in the medal standings. the u.s. came in fourth. this morning a bay area athlete celebrating her performance on the final day of the paralympics. team usa won its fourth consecutive gold medal in paralympic sled hockey with a 5-0 win over canada. the team was led by goaltender jen lee who went to school at west more high. lee did not allow a single goal throughout the entire tournament. he had previously one goal in 2014 and 2018, but he was the backup goaltender. this time around, he was the starter and he etched his name in the record book. really fascinating to watch.

so impressed with these athletes. >> can you imagine? >> no, i can't. second thought, maybe retirement can wait. >> san mateo's tom brady talking about some unfinished business in deciding not to call it quits after all. brady said these past two months i've realized my place is still on the field and not in the stands. that time will come, but it's not now. the seven-time super bowl champ is returning for his 23rd season in the nfl and it will be in tampa bay where he's played since 2020. there were rumors that brady was angling for a comeback with the 9ers. the whole thing really surprised some nfl insiders. >> as of last week i thought he was going to try to find a graceful exit from the buccaneers. it's possible he tried and failed and decided i would rather play for the buccaneers than no one. >> nbc's sam brock is following the story and will have more on
