this is "today in the bay." yay, shots. >> good monday morning to you. >> thank you so much for joining us. >> i'm laura garcia. >> i'm kris sanchez. marcus washington is lucky to have the morning off. if you're on the go, we are broadcasting not only to your tv, but on roku, amazon fire, apple tv and online. >> let's start with a look at your forecast because kari is tracking when we could possibly see rain. >> it is good news and it looks to be a really good thing for parts of the north bay. the rest of us, not so much. so we are going to see some sunny and comfortable weather today, and then tomorrow is when the scattered rain starts to move in. tomorrow we wake up to some showers, especially once again for the north bay, and the rest of the bay area clears for the afternoon. let's check out san jose, as we start out this morning. a little bit of fog drifting

around. we will have a sunny sky and temperatures going from the low 40s to the low 70s for today. and we will talk about the cooler weather as well as that rain in the forecast. that's coming up in just a few minutes. laura? >> thank you so much. 5:00 right now, the crisis in ukraine continues to intensify this morning, with no signs of peace. we have a live look of ukraine's capital city of kyiv. so far more than 2.5 million people have escaped ukraine, most traveling to poland. mayors in the country's two largest cities, warsaw and krakow, now warning they are running out of space to help those in need. at this hour we're learning russia asked china for military and economic assistance. officials did not specify if china had agreed to that request. u.s. leaders will meet with china's senior diplomat to discuss russia's invasion. now, this comes as american journalist and filmmaker was killed by russian forces in ukraine.

brent renaud was working for time studios, covering refugees in a suburb of kyiv. the group he was stopped with at a checkpoint, when russia's forces opened fire on them. today a high-rise building in the city of kyiv was hit by russian artillery. at least one person has died, three others injured. several people were carried away on stretchers as firefighters rescued them from a burning building. the u.n. estimates nearly 600 civilians have been killed since russian forces attacked. 90 of those deaths are children. "today in the bay's" brie jackson is live in washington with more on russian forces moving closer to nato's doorstep. brie? >> reporter: good morning, laura. there are concerns that russian forces are moving west. this, after a weekend missile attack that hit a military base roughly 20 miles outside of nato ally poland. ukrainian officials say nearly

30 missiles were fired at ukraine's most famous military base, killing at least 35, wounding more than 100, and shattering a sense of safety in the city of lviv, which sits just west. >> there's no safe place in ukraine right now because this is a country that has missiles that can fly to any capital in the european union. >> reporter: u.s. officials believe the attack was an attempt to cut off supplies for ukraine. >> it's no surprise the russians are trying to expand the number of targets in this war because they're frustrated. >> reporter: there are fea mita cross into nato turf, an area the u.s. vows to defend. the administration also threatening severe sanctions should russia deploy chemical weapons. officials say it's a concern, but declined to publicly discuss the intelligence that suggests it could happen. >> we haven't seen anything that indicates some sort of imminent chemical or biological attack

right now, but we're watching this very closely. >> reporter: there's also a warning to china and other countries who may attempt to aid russia's war efforts. >> if they think that they can basically bail russia out, they can give russia a workaround to the sanctions we've imposed, they should have another thing coming. >> reporter: more assistance is coming to ukraine. the white house is rushing to get an additional $200 million in u.s. military equipment to the front lines. and today national security and state department officials will travel to rome to meet with their chinese counterparts. among other things, they plan to discuss russia's invasion of ukraine. >> brie, as you mentioned, 200 million in u.s. military aid heading to ukraine. what does that package include? >> reporter: well, laura, that package includes mainly small arms, as well as anti-tank and

anti-aircraft weapons. officials at the white house say the biden administration has authorized $1.2 billion in weapons for ukraine. >> we'll see where we go from here. brie jackson, thank you so much for following this for us. 5:04 right now, the other three points of negotiation include passage for humanitarian aid, a safe route for ukrainians fleeing cities overtaken by russia, and a meeting between both presidents. the consul general says thousands are running out of food and water and believes russia will refuse the entry of supplies. >> we do not expect them to allow it, a convoy to those cities which represent the biggest importance for russia, for example, mariupol. >> russia's latest missile strike hit near poland's border, drawing the war closer into nato territory. 5:05 and because of the

ongoing war gas prices continue to skyrocket at home and it's prompting people to shop around for the best prices. this is a look at what you'll find around the bay area. close to $6, right now the average is over $5 for each county. san francisco, marin, napa, also to $6. the cheapest is in solano at $5.74. here's a live look at a 76 station in san jose where the price for regular unleaded is $5.93. the senior editor says the government may be on track to help drivers at the pump. >> the federal tax is 6 cents and the state tax is 8 cents upwards in california. so i think if the taxes are rolled back a bit, they will alleviate some of the prices at the pump. >> you can watch that full interview on the "today" show at 7:00 this morning right after

"today in the bay." and another chinese city is intensifying a lockdown amid a spike in covid infections. china's government shut down its southern business city. bus service is suspended and only necessary businesses are opening. residents are expected to undergo three rounds of testing after cases were reported yesterday. pfizer's ceo says a fourth dose will be necessary to keep covid in check. they say it wears off and a fourth dose is needed. pfizer plans to submit a proposal for the extra booster to the fda and see if experts agree with its assessment. new video of a brushfire that's been burning in southern california. over 100 firefighters battling the flames at the hansen recreation area in los angeles. at least four acres have burned so far. emergency officials say the fire

is slowly moving and being fueled by winds over 10 miles per hour. no structures are in that area and no evacuations reported. the cause of the fire is still under investigation. taking a live look at downtown san jose this morning, nice and clear so far. but the nice thing is there's a little rain in the forecast, even though it may not reach san jose. >> you know, it seems like we always get rain in the south bay and we're looking up like, where is the rain? and it's falling in the north bay. that's what we're expecting again. we've powered up storm ranger to get ready for this and we are getting ready to track this rain that will be with us mainly late tonight into early tomorrow morning. so the system will be a quick mover, but it looks to, once again, move in later this evening. we do have a dry day. in concord temperatures in the low 40s to start, and as we go into the lunch hour it's 62, 70 at 4:00, and then we start to see clouds moving in.

we'll talk about that rain when it gets here, how much we could see in a few minutes. mike, now you have a new crash on highway 92? >> in fact, we're looking at 92 on either side of the bay. the new crash indeed is over on 280, just off of 280 and 92. this may be a disabled vehicle, maybe a crash. it sounds like everything is just off to the shoulder. it is on the same latitude as these two crashes over here. one has been removed from 92 and now we just have this one, both on either side of the san mateo bridge, which also moves smoothly. it's the ride that's the problem. caltrain has full service now. the tracks are being serviced up and down the peninsula, but the crash on thursday still left issues with tracks, so there will be delays for the service. and also another project is going to reduce service as well. back to you. >> thanks, mike. on the hunt. still ahead on "today in the bay," the reason gen-z is on the

start in the north bay. santa rosa right now 40 degrees, the sky is clear. no issues with fog as of now. and our temperatures will hold steady here in the upper 30s and low 40s until about 9:00, and then start to warm up. nice day ahead and then rain tonight. we'll talk more about that coming up. >> and a look at the bay bridge. beautiful view. it looks like the camera just froze, right in time for its spotlight on tv. traffic is flowing smoothly. let's check in with bertha. >> it always changes, just like wall street. good morning. thanks very much, mike. i'm bertha coombs from cnbc. we've got stocks looking like they're going to open a little higher, as oil prices have paired back just a little this morning after sending gasoline prices at the pump to a record high. the big event is the federal reserve meeting. they're preparing to hike interest rates for the first

time since 2018. the fed expected to raise the benchmark rate by a quarter percent at the end of its meeting on wednesday. fed rates are used by banks to help set what they charge for a range of consumer and business loans. the dow is coming off its fifth straight week of losses, down 2% last week. the nasdaq got hit the hardest, dropping 3.5%. this week beyond the fed, we've got a lot of economic data. we're going to get reports on producer and import prices, retail sales, jobless claims, housing and existing home sales. meantime, have you been thinking about switching jobs? more than half of working adults say they have or they're at least somewhat likely to look for a new job in the next 12 months. gen-z, millennials, lower earners and minority workers are more likely than their counterparts to look for a new job. nearly half of those surveyed

have taken steps in their careers over the past year, including 21% who went ahead and got a new job, 20% who asked for more flexibility, 15% who asked for a raise, and 12% who just out-and-out quit. now, if you're looking for a new job at meta, employees there, scheduled to return to the office this month, will have to find somewhere else for their dirty laundry. "the new york times" reporting that facebook's parent company is dropping free laundry and dry-cleaning and pushing back dinner time to a later hour. the change is due to the new hybrid work schedule will many employees will still be working from home a few days a week. meta is adding up to $3,000 to employees' wellness stipends to account for the change. meantime, kris and laura, in brittain they just changed how they calculate consumer prices and cost of living.

3:00, and we'll see temperatures in san jose, parts of the south bay and south county in the low 70s. check out the seven-day forecast at the bottom of the screen. it won't be as chilly by this time tomorrow morning because we'll have clouds, which act as a blanket and some of us will be getting rain. so we do have storm ranger, and you can see the red scan there scanning the bay area for those showers. those haven't yet made it here. we'll see it arriving by late tonight as the storm system quickly moves out of the pacific northwest into northern california. then as we time it out going hour-by-hour, at 1:00 it's mainly clear across the bay area, then we see clouds moving in, a little bit of green here and there. we could have light showers starting to move into parts of solano and napa counties, and then also for sonoma county by late this evening. and then going into overnight and early tomorrow morning, we're starting to see more showers on the radar, light rain

passing by. at 2:00 it's starting to move out of the south bay and clear for the north bay, and then we should start to see that rain clearing on out. as far as rainfall totals, it looks pretty light for most of us, except for the north bay, where there could be about a quarter inch of rain around napa. santa rosa will be doing best if we could get a half inch of rain out of the system. we'll also see light snow for the sierra, about 1 to 4 inches by the next 24 to 48 hours. then additional snowfall this weekend, so it might be a great weekend to head there. we are going to see these two storm systems coming in over the course of the next seven days and our temperatures will kind of go up and down. down when we do have rain and back up when we get sunshine into the low 70s by the end of the week. and as you make weekend plans, just a heads-up that we could see some showers moving through. we'll be watching that. mike, what are you watching at the bay bridge? >> i was watching the radar and timing because you're showing

"today in the bay's" jay gray is live along the poland-ukraine border as he continues to cover the growing humanitarian crisis in the region. jay, still a steady stream of people since we've been talking to you over the last few weeks. >> reporter: yeah, no question. and i can tell you we continue to see refugees streaming across the border into poland, many of those who come to this country come through this train station. you can see we've just had a couple of trains load up and pull out and now another wave will come through. it just continues here. it is, though, getting tougher and tougher for those who want to stay in poland to do so. we had the mayors of warsaw, the capital, and krakow say this

weekend that they feel like their cities have already been stretched to their limits and it could affect the functioning of their cities if more refugees are moved in. and so they're looking for other ways to get people into other areas of poland and ultimately into europe. here's the thing. you understand the families that come here, they don't want to leave the border area. many have left someone behind to fight. they feel like they can't get back quickly enough if they move out. they feel like they won't get the information that they will get if they stay here close to the border. and so what they're saying is, we want to stay here. the problem, though, becomes there's just nowhere for them to go. and so that's where this is only going to continue to get worse as a second wave of refugees makes their way here. many believe that second wave will be larger than the first. >> and we know that there's so

much talk about getting more funding for more aid out there, so hopefully that will happen. thank you so much, jay. 5:33 right now. livermore is the latest bay area city rethinking its relationship with its russian sister city. we'll discuss the future with the russian city tonight. the consul general sent a letter earlier this month asking for the city to take action against russia. the letter urges livermore to server its relationship with its sister city if that city does not oppose russia's invasion. as many see the images of the refugees searching for shelter, bay area musicians are coming together to help. ♪♪ >> they held a benefit concert last night. many of the organizers and performers have ties to ukraine. the man who organized the event says his grandmother was from kyiv.

"today in the bay's" cierra johnson is live in san francisco. it's important to note that there are some exceptions. >> reporter: yes, good morning, kris. there are some exceptions, but for the most part a lot of schools, public school districts, are making wearing

that mask optional. but take a look at your screen. we really did break down some of the larger districts, as well as some of the districts that are holding off for just a little bit. for those of you in the san jose unified school districts, masks are no longer required. for those in the oakland unified school districts, students will have to wait for another two weeks before their masks can come off. and for students in san francisco unified, elementary through eighth grade students are still required to wear masks. now, it's important to note that the state has allowed local districts to make their own decision on the mask policy. for example, in san jose the alum rock school district is keeping its mask mandate in place for the remainder of the school year and the franklin mckinley district, also in the san jose area, is mandating masks until the end of april. and while the state has allowed individual districts to dictate who and when they will be able to remove masks, some district leaders tell us it hasn't made the decision any easier. >> obviously, these are public health decisions and i don't

think that public schools need to be making those decisions, but this is where we're at. >> reporter: and the new guidance makes face coverings a recommendation rather than a requirement at those schools, and this is regardless of vaccination status, it is important to note, still, that there is a federal mask mandate and you are still required to wear the mask in the airport, public transportation, taxis, things like that. we're live in san francisco. cierra johnson for "today in the bay." >> it's a hot topic at our house this weekend. thank you so much. masks will remain for kids within the los angeles school district, despite state and local guidance, the second largest school district in the nation will keep masks on indoors. several lausd students and parents say they will be staging protests today by going to school without masks. let's take a live look outside this morning. bay area, like everywhere across the state, experiencing the driest start to our year in more than a century. new this morning, governor

newsom is boosting funds to respond to the drought. it amounts to an additional $22 million for state agencies, including water resources and food and agriculture. some money will go to outreach efforts ahead of what may be a very difficult summer headed our way. short-range forecast for us, at least in the north bay, some rain in the works. >> we are going to see that moving in late tonight and it's a dry start this morning as we get a live look outside in san francisco. let's talk about the rainfall deficits that we have here with santa rosa needing over 5 inches of rain just to catch up to normal, and you can see those deficits really starting to grow, including san jose. that's a tall order, nearly 4 inches of rain to get to where we should be for this time in march. and then looking at oakland, measuring 15 inches of rain and just a small surplus right now of about a half of an inch. it is nice we are going to see some rain coming in and it's going to be just a little bit,

as we are waking up to a little bit of light, patchy fog in san jose. but sunshine this afternoon. we'll talk more about that coming up. mike, you were also looking at possible delays. >> right. the immediate one would be the bay bridge because right here, as folks head into treasure island westbound, the commute direction toward san francisco, a disabled vehicle or a fender bender, perhaps, inside the treasure island tunnel near the on ramp. haven't seen any slowing over the last couple of minutes but we see slowing on the final approach to san francisco and building on the incline. you saw those lights moving. we'll track that. getting into the city tonight, remember there's a 7:00 warriors game and definitely allow for slowing in the area and clouds and local road closures that happen before the game. so starting any time around 5:00 around warriors way, you could have more congestion and crowds. we're looking over to the rest of the bay. 101, a little bit of slowing. the build has already started and it's just about 5:45.

good monday morning. it is 5:43 and we're taking a live look outside in walnut creek. it's already busy and the temperature at 44 degrees. heaters on to start. we'll see a lot of sunshine and temperatures warming up into the low 60s by noon, eventually reaching the upper 60s here. rain will be in some parts of the bay area starting tonight, so we'll talk about that in the forecast coming up. >> and just as we gave the last report, the sensor update came in. it's slower now, about 23 minutes from marsh creek down to 580. the build has already started

for folks traveling out of contra costa county. over here, though, the disabled vehicle has cleared from the treasure island tunnel and westbound is just dealing with the volume that's starting to build. >> thanks so much. 5:43 right now. firefighters still at the scene of a fire near san francisco's ingleside heights. they only got it under control within the last hour. this is video showing the massive flames shooting into the air. it happened near san jose avenue. the good news is that no one was injured. firefighters do say that a dog was killed. happening now, an urgent manhunt is under way in new york city after police say a man stabbed two employees at the iconic museum of modern art. the attack forced the evacuation of the hot spot and investigators are revealing that the man frequented that museum. after several recent incidents described as disorderly conduct, the museum revoked his membership, which authorities

say may have set him off. the two victims who were stabbed are expected to be okay. officers are searching for a gunman in fairfield after three people were shot. it happened about 5:00 yesterday morning on east taber avenue. police believe 25-year-old martinez may be responsible for the shooting, leaving one man dead and two with life-threatening injuries. police didn't find him while serving a warrant on his home. he is considered armed and dangerous. after the fiery crash on the peninsula, things are finally getting back to normal on caltrain. this is video of the cleanup over the weekend. with the tracks now cleared and the investigation over, caltrain started its normal sunday schedule again and another track is reopening today. 13 people were hurt when the southbound passenger train crashed into equipment on the tracks thursday morning. caltrain says people who left belongings on board will be able to pick them up in san carlos

"today" show's sam brock has this morning's reaction. >> laura and kris, good morning. the nfl universe right now shaken up as tom brady, at the age of 44 years old, has decided, you know what, i'm going to run it back with the tampa bay bucs. i know there might be some broken hearts in the bay area, the san mateo based and born brady rumored to be going back to the san francisco 49ers at some point, clearly that is not going to happen. however, this is something that could have been predicted in terms of his return. experts say look just days after he made the announcement he was going to retire, brady was

already dropping breadcrumbs on his own podcast saying i can't predict what's going to happen six months for now. he did retire for a period of 40 days. the major league baseball lockout was two and a half times longer than that. mike florio from nbc news weighs in on what happened. >> i thought he was going to try to find a graceful exit from the buccaneers and it's possible he tried and failed and decided i would rather play for the buccaneers than play for no one. >> reporter: i want to turn your attention to an exchange between brady and soccer great cristiano rinaldo after manchester united played its last game and ronaldo broke the all-time scoring record and there was an exchange on the pitch between cristiano and tom brady. he asked him a question, and it is brady's response that had the sports world buzzing about a possible return. and having that video dissected like it was, i don't know, the fed notes about whether or not they're going to raise inflation. that's how scrutinized it was.

why and how it all played out, that story coming up on "today." from tampa. let me send it back to you in the bay. >> we can't wait to hear that. remember, he didn't thank the buccaneers when he retired initially? >> maybe because he's back. and you know what else is back? baseball. the lockout is over, which means plans are taking shape for opening day at oracle. the giants play their opener april 8th against miami, but spring games start this week in arizona. both the giants and a's have announced revising their spring schedules. both teams open at home friday. the giants face the cubs, a's take on the angels. that will be fun. finally we're getting back to normal a little bit. >> it feels a little bit normal. >> it's going to be a while, i think as far as temperatures it's going to be nice and spring-like and we're going to keep it that way. we don't want to warm up too fast, right? >> no. >> then we get a little bit of rain here and there and that's also good news. let's get you started in santa rosa because it's dry, also nice

and cool. this is the spot we'll be watching tomorrow morning at this time. there could be rain coming through and we can see our trend this morning, looking nice and quiet. let's go hour-by-hour as we'll see a lot of sunshine into our afternoon, and a clear sky. but then we start to see green creeping in. and that's rain. this is what the radar could look like, showing some showers coming into the coastline, as well as san francisco at 8:00 p.m., and covering the north bay. there may be a couple of spots, especially in napa county and solano county, sonoma as well, where we could see some of that rain moving through. and then it just becomes more widespread as we wake up early tomorrow morning. also it's widespread, it looks pretty light and we are going to see light showers passing by. and by 3:00 it's clearing out and we'll go back to our dry conditions we've seen recently, with the possibility in some spots of getting about a quarter inch of rain in parts of the north bay, maybe even a half inch of rain for santa rosa. notice that it drops off to a

tenth of an inch of rain for san francisco and much lower for parts of the east bay, as well as the south bay. as far as snow, we could get a light coating, about 1 to 4 inches over the next couple of days. but there could be some additional snowfall this weekend. if you do plan to go there, just a heads-up that it does look like it might be slippery there as we get some rain here. temperatures will be in the low 70s today, with sunshine, and then clouds moving in this evening, rain tonight. off and on showers, especially tomorrow morning into the early afternoon. and highs only reach into the upper 60s. we can see that our temperatures start to come back up and, for the spring training on friday, it looks perfect with low 70s. rain back in the forecast on saturday. and san francisco will see those temperatures mainly in the 60s all throughout the week. mike, you're seeing more slowing on the bay bridge? >> i am and part of that is because the volume is building. it started about 5:30 around the bay. westbound 80, the earlier issue

inside the treasure island tunnel looked like it had cleared but then there's a slow roller reported here on west 580. quickly backing up now. it looks like one lane might be blocked around the 5th street exit and that could be a big issue if they don't clear that quickly. the metering lights may turn on any second. it's about time with the additional slowing. highway 37, highway 4, the commute is on for your usual suspects. over here, same thing for the altamont pass. we've been seeing this grow to later in the morning through mountain view heading toward palo alto. traditional slowing as well. we'll track it. back to you. >> thank you, mike. happening now, city council is expected to approve a conceptual design for the skate park. the city approved a redesign of the sports park near the other skate park but the city says they need another skate park
