i'm kris sanchez in for marcus washington. >> i'm laura garcia. if you're on the go we broadcast not only to your tv, you can watch us live on roku, amazon fire, apple tv, online, the works. >> we'll start with a look at the forecast. kari hall is tracking when we could see rain and that is such good news. >> it is good news and it starts later this evening. we don't have to worry about it just yet. we've already powered up storm ranger, and we're ready to track the system coming in, which will most likely bring the heaviest amount of rain to the north bay. the rain still well to the north of us and it will start to make a move later this evening. scattered rain arrives tonight. tomorrow morning we wake up to showers, especially in the north bay. by the afternoon it is clearing out and we will see some also cooler temperatures as the rain moves in. so we're going to talk more about that and how much rain to expect coming up in a few minutes. >> sounds good, kari. 6:00 right now. the crisis in ukraine continues

to intensify this morning, with no signs of peace. we have a live look at ukraine's capital city of kyiv. so far, more than 2.5 million people have escaped ukraine, most traveling to poland. mayors in the country's two largest cities, warsaw and krakow, warning they are running out of space to help those in need. at this hour we're learning russia asked china for military and economic assistance. officials didn't specify if china had agreed to that request. u.s. leaders will meet with china's senior diplomat to discuss russia's invasion. this comes as an american journalist and filmmaker was killed by russian forces in ukraine. brent renaud was working for time studios covering refugees in a suburb of kyiv. the group he was with stopped at a checkpoint when russian forces opened fire on them. today a high-rise building in the city of kyiv was hit by russian artillery. at least one person has died,

three others were injured. several people were carried away on stretchers as firefighters rescued them from the burning building. the u.n. estimates nearly 600 civilians have been killed since russian forces attacked. 90 of those deaths are children. "today in the bay's" brie jackson live in washington with more on russian forces moving closer to nato's doorstep now. brie? >> reporter: good morning, laura. well, there are concerns that russian forces are moving west. this, after a missile attack over the weekend hit a military base roughly 20 miles from nato ally poland. ukrainian officials say nearly 30 missiles were fired at ukraine's most famous military base, killing at least 35, wounding more than 100, and shattering a sense of safety in the city of lviv, which sits just west.

>> there's no safe place in ukraine right now, because you are in war with a country who has missiles who can fly to any capital in the european union. >> reporter: u.s. officials believe the attack was an attempt to cut off supplies for ukraine. >> it's no surprise the russians are trying to expand the number of targets in this war because they're frustrated. >> reporter: there are fears russia's military actions could across into nato turf, an area the u.s. vows to defend. the administration threatening severe sanctions could russia deploy chemical weapons. officials say it's a concern, but declined to publicly discuss the intelligence that suggests it could happen. >> we haven't seen anything that indicates some sort of imminent chemical or biological attack, but we're watching this very closely. >> reporter: there's also a warning to china and other countries who may attempt to aid russia's war efforts. >> if they think that they can basically bail russia out, they can give russia a workaround to

the sanctions that we've imposed, they should have another thing coming. >> reporter: more assistance is coming to ukraine. the white house is rushing to get an additional $200 million in u.s. military equipment to the front lines. and today national security and state department officials will travel to rome to meet with their chinese counterparts. among other things, they'll discuss russia's invasion of ukraine. laura? >> brie, you mentioned $200 million in u.s. military aid is heading to ukraine. talk about what that package includes. >> reporter: officials say much of that package will be made up of small arms, as well as anti-tank and anti-aircraft weapons. white house officials say that so far the biden administration has authorized nearly $1.2 billion in weapons for ukraine. >> we'll see where we go from here.

brie jackson, thank you very much. three points of negotiation include passage for humanitarian aid, a safe route for ukrainians fleeing cities overtaken by russia, and a meeting between both presidents. the consul general of ukraine says thousands are running out of food and water and they believe russia will refuse the entry of supplies. >> we do not expect them to allow the convoy to those cities which represent the biggest importance for russia, particularly, for example, mariupol. >> russia's latest missile strike hit near poland's border, drawing the war closer into nato territory. >> and of course because of the ongoing war, gas prices continue to skyrocket and it's prompting people to shop around for the best prices. but this is what we're working with here in the bay area. the average is now more than $5 for each county. san francisco, marin are all

close to $6 a gallon, and the cheapest is in solano and it's $5.74. here's a live look at the 76 station in san jose where the regular gas is $5.93. the senior editor at the hustle says the government may be on track to help drivers at the pump soon. >> you know, the federal gas tax is 18.5 cents per gallon and then the state taxes range anywhere from 8 cents upwards of 60 cents a gallon in california. so i do think that if those taxes are rolled back a bit, they will alleviate some of the prices we're seeing at the pump, at least in the short-term. >> you can watch this full interview on the "today" show at 7:00 this morning right after "today in the bay." another chinese city is intensifying a lockdown amid a spike in covid infections. bus service is suspended and only necessary businesses are open. residents are expected to

undergo three rounds of testing after 60 new cases were reported yesterday. don't want that to get out of control. 6:06 right now. pfizer's ceo says a fourth dose of the covid vaccine will be necessary. he says the third dose helps prevent hospitalizations and deaths, but it wears off. so a fourth dose is needed. pfizer plans to submit a proposal for the extra booster to the fda and then see if experts agree with its assessment. new video of a brush fire burning in southern california, where more than 100 firefighters are battling that blaze. they're doing it from the air and on the ground at hansen dam recreation center. at least four acres have burned so far. emergency officials say the fire is slowly moving, but it is being fueled by winds more than 10 miles per hour. no structures in the area are threatened at this point. the cause of the fire is under

investigation. we don't like to see that when we know that there isn't any rain in the forecast. we're looking live at downtown san jose. we expect we'll get rain in the bay area, but not under the umbrellas -- not in san jose, anyway. >> yeah, it's going to be very light for san jose. this is mainly going to be a north bay system, san francisco and the coastline, and it does come in later this evening. we're starting out with temperatures right now in the upper 30s in dublin, as well as livermore. it's a cold start in napa, 39 degrees. we are going to start out with cold air and we'll see it becoming nicer going into the afternoon. fremont going from the low 40s at 7:00, to 64 at 1:00, and a lot of sunshine today. as far as our temperatures in the south bay, reaching into the low 70s. one more warm day before that rain and the cooler temperatures get here by late tonight into tomorrow. so we'll talk more about that coming up. mike, you were looking at the roads heading into san francisco. >> that's right, delays for folks from oakland, a continued

delay, because the issue on the span rippled back. the metering lights were turned on about the regular time. the last five minutes we've really seen the lanes filling in. basically back to the 880 over-crossing. the good news is the lights will mirror traffic back here and allow for recovery, which is what happened as they cleared the crash at 5th. so we should have a better flow of traffic. you see the build on 37 and highway 4. this is the time where all these folks are heading west throughout contra costa and alameda county. just the standard build. and also this is recovery for north 101. they'll see a second burst around 6:30-ish. right now it's starting to slow. back to you. some folks are already missing their tax refunds, not from this year but last year. coming up at 6:25, our consumer team breaks down why it could be happening and what you need to

millennials and minority workers are most likely to look for a new job. nearly half of those polled have taken steps in their careers over the past year. that includes 21% who got a new job, 20% who asked for more flexibility, 15% who asked for a raise, and 12% who left the workforce. >> a lot of people look for perks when it comes to their jobs and employees at meta who are scheduled to return to the office this month will have to find somewhere else for their dirty laundry. >> "new york times" reports facebook's parent company is dropping their free laundry and dry-cleaning and pushing back dinner time to a later hour. the change is due to the new hybrid work schedule where many employees will still be working from home a few days a week. the times says meta is adding up to $3,000 to employees' wellness stipend to account for that change. >> that's a lot of laundry, $3,000. >> well, for wellness, i guess. >> all right.

i'll do it. >> she's famous for her pot pie. >> famous in my house. >> love to try it. and we're going to have the perfect weather for that or soup or whatever you like to have when it's cool and rainy. let's get a look at our start of the morning and what to expect. we are going to have sunny and comfortable weather today. tonight is when some scattered showers start to move in, first into the north bay and then into the rest of the bay area. by tomorrow we wake up to scattered showers, and then by the afternoon it starts to clear out. let's go through temperatures. we'll be in the mid-60s at 3:00 this afternoon in napa and also 66 in oakland. 71 in san jose. so some of us still keeping the nice and warm weather and we're going to keep it milder tonight with lows in the mid-50s, as we get that blanket of clouds and rain. here is where the rain is now, just now starting to enter the far northwestern corner of california. but still across the pacific northwest. as it moves in, we're going to start to see rain chances going

up for the north bay at about 7:00 to 8:00 tonight, and then we could also see it moving into san francisco, parts of the coastline going into late this evening into early tomorrow morning. it looks like some of the heaviest of rain will be here for the morning commute, moving into the east bay. but still some light rain for the south bay, and we may see that linger until about early in the afternoon and then clearing from north to south. after that, we're looking at some dryer conditions. rainfall totals may reach about one-tenth to maybe a few hundredths of an inch of rain. the best of that rainfall will be up around santa rosa on northward where we could see about a half inch of rain. that could be great if we could get that everywhere. for the sierra, we're looking at a light coating of snow, about 1 to 5 inches of snow. there will be additional snowfall for the weekend. if you're going to lake tahoe around the area for the weekend, heads-up that there will be light snow and slippery roads,

especially with the snow coming down on saturday. here we're looking at some scattered showers for us tomorrow in the morning, and then dry for the end of the week. we'll also have another chance of rain on saturday, so keep that in the back of mind on this monday as you're making weekend plans. we are going to see rain chances moving back in. mike, we still have ongoing issues with caltrain delays. >> there's a couple of reasons for that. we're looking at, first of all, the crash, the horrible crash that happened on thursday and damage to the tracks. so they have to continue to repair the tracks. single tracking through is area will present some delays for caltrain. but there's additional issues. they're reducing the schedule from 104 trains down to 88 trains because of electrification project that will continue as well. so that will mean another issue. so caltrain.org is your website to find the schedule changes. there's a temporary service in place until august 4th when they're going to have the

scheduled electrification project cleared. even though there are delays, it is servicing the entire route, so you have to wave off the bus bridge for samtrans. there is no longer a bus bridge. so keep those changes in mind. then still going on, the red line is suspended for b.a.r.t. so it does not take you from richmond directly to millbrae. you have to transfer using the orange and yellow lines as we showed you last week. i have that posted on my facebook page. meanwhile, on the roads things are moving nicely. the peninsula route from 101 along the caltrain track, it's just fine. the slowing we had in san jose cleared up early from 5:40 to 6:20, we the clearing. there should be another buildup in about 20 minutes. we're still holding steady for the altamont pass. no major issues. we had a crash on the bay bridge. here in oakland, north 880 at 5th, another crash that should be moved to the shoulder. traditional builds for where the arrows are. at the bay bridge itself there

we've seen refugees coming through in waves. we have a couple trains come in, they load up and the next wave moves through. they move on to areas inside poland, though that's getting more and more difficult. in fact, the mayors in warsaw, and krakow said this weekend that they've reached their limits, they can't take any more long-term refugees to stay in their cities. they say it's affecting the way the cities function at this point and they're calling on others to help. but you understand why the people who are making that move want to stay close to the border. so many of these families have left loved ones behind to fight, and so they're dealing with that. they want to be able to get back in if they need to quickly, they feel like they get better information around the border. so, again, you can see why they want to stay. the problem just is there's physically no more space.

and so that's going to continue to be an issue. we may be seeing the tail end of the first wave of refugees moving through, but most is on and will be at the border soon and it could be much something that will be difficult to deal with for so many. >> that's what makes those negotiations over aid packages so critical. we know those conversations are happening in so many countries. >> reporter: yeah. >> thank you so much, jay. just in this morning, a new series of bizarre tweets from tesla's ceo, elon musk. in one he challenges russian leader vladimir putin to a fight for ukraine, using the russian alphabet he writes, quote, i hereby challenge vladimir putin to single combat. stakes are ukraine. moscow is trying to take an active role in the war. his company is providing internet access for ukraine.

livermore is the latest bay area city rethinking its relationship with its russian sister city. the livermore city council will discuss its future with the russian city tonight. the consul general sent a letter to the mayor of livermore earlier this month asking for the city council to take action against ukraine. the letter urges livermore to server its relationship if the city does not oppose the invasion. bay area musicians are coming together to try to help. ♪♪ >> they held a benefit concert last night. many of the organizers and performers have ties to ukraine. the man who organized the event says his grandmother was from kyiv. he says just over a week ago he wanted to do a benefit concert and then the idea just snowballed. >> you have like some professional musicians and

"today in the bay's" cierra johnson is live in san francisco. it's important to know that this does not apply to all children in all schools. >> reporter: yes, good morning, kris. a majority of those public school districts are making the mask optional starting today. we did break down what some of

the larger districts are doing. we're going to start in the south bay with san jose unified. right now masks are no longer required for students in that district. for students in oakland unified school district they'll have to wait another two weeks before their masks can come off, and for the students in san francisco unified, elementary through eighth grade students are still required to wear masks. it's important to note that the state has allowed local districts to make their own decisions on the mask policy and san jose, for example, the alum rock school district is keeping the mask mandate in place for the remainder of the school year, and the franklin mckinley district also in san jose, they're keeping the mask mandate until the end of april. while the state has allowed those individual districts to dictate who and when you can remove the masks, some district leaders tell us it hasn't made that decision any easier. >> obviously these are public health decisions and i don't think that public schools need to be making those decisions, but this is where we're at. >> reporter: and the new

guidance for face coverings is now a recommendation rather than a requirement, and this applies to anyone regardless of vaccination status. it is important to note that there is a federal mandate in place, that means you still will have to wear your mask in the airport, on planes, as well as on public transit. so something to keep in mind on that front. we're live in san francisco. cierra johnson for "today in the bay." >> we definitely have to keep them handy because in the event of an increase in cases we'll have to put them back on again. thank you so much. nice to see you smile. also, masks will remain in place for kids within the los angeles school district. this is a live look at l.a. where, despite state and local guidance, the second largest school district in the nation will be keeping masks on indoors. several lausd parents and students say they will be protesting today by showing up at school without masks. taking a live look outside, bay area, like everywhere across the state, is experiencing its

driest start to the year in more than a century. new this morning, governor newsom is boosting funds to try to respond to the drought. it amounts to an additional $22 million for state agencies, including water resources and food and agriculture. some of the money will go to outreach efforts ahead of what may be another difficult summer. right now, short-range forecast shows some rain in the works, at least for the bay area, the northern part. >> that's where we'll see most of the rain. let's talk about the rainfall deficits because it's really slipping in the north bay. we need over 5 inches of rain to catch up to normal in santa rosa, and oakland just has a small surplus of about 1/2 inch. we do need more rain across much of the bay area to catch up to normal and that's a tall order for san jose. nearly 4 inches of rain needed. as we start out this morning, we are seeing a clear sky and it's going to be a sunny and comfortable day.

tonight the scattered rain starts to move into parts of the north bay. we wake up tomorrow to scattered showers, but then tomorrow afternoon it quickly clears out. so we'll talk more about how much rain to expect in just a few minutes. mike, you are looking ahead to possible delays. >> right now we're looking at a delay, the bay bridge we have a slowdown at the toll plaza. the middle lanes are moving, which is better than a few minutes ago. also, traffic is kind of held up a little bit in berkeley, a crash right underneath the university over-crossing. the volume is just starting to build in general. now, tonight we're looking ahead to possible delays because of the warriors game playing tonight at 7:00. before hand, about an hour and a half, chase center, but then local road closures sometimes in the area. keep that in mind if you're heading through that area or to the game. over here we're looking at vasco

few minutes. >> here in fremont we see volume start to build with headlights heading south toward silicon valley. we'll show you the nimitz, as well as many other spots around the bay. firefighters right now still at the scene of a fire near san francisco's ingleside heights. they got it under control within the last hour. this is video from the citizen app. you see the massive flames shooting into the air. it happened on delong street near san jose avenue. no one was injured, but sadly, firefighters say a dog was killed. officers are researching for a gunman in fairfield after three people were shot. it happened about 5:00 yesterday morning. police believe 25-year-old martinez may be responsible for the triple shooting, leaving one man dead and two with life-threatening injuries. police didn't find martinez while serving a warrant on his home on san jose street in

fairfield. he is considered armed and dangerous. after that fiery caltrain crash on the peninsula, things are finally starting to get back to normal. this is video of the cleanup over the weekend. the tracks are cleared now and the investigation is over, so caltrain can resume service and, in fact, it did resume normal service on sunday. one of the tracks is reopening today. 13 people were hurt when the southbound passenger train crashed into equipment on the track on thursday morning. caltrain says people who left belongings onboard will soon be able to pick them up in san carlos. and to mark women's history month, we are spotlighting a palo alto business owner helping others shine. >> and making them look great in the process. aisha, she's ceo of bossy cosmetics, a company she founded after transitioning from a career in investment banking. her line is designed for women of all hues and shades and the

"today's" sam brock has this morning's reaction. >> reporter: laura and kris, good morning. the nfl universe right now, shaken up as tom brady at the age of 44 years old has decided, you know what, i'm going to run it back with the tampa bay bucs. i know there might be broken hearts in the bay area. but brady rumored to be going bask to the san francisco 49ers at some point. clearly that is not going to happen. this is something that could have been predicted in items of his return. if you talk to experts, they say just days after he made the announcement he was going to retire, brady was already dropping breadcrumbs on his own podcast saying i can't predict what's going to happen six months from now. of course, he did stay retired for a period of 40 days. the major league baseball lockout was two and a half times longer than that. mike florio from nbc sports weighs in on all of what

the storm system to our north. let's go hour-by-hour to talk about the timeline of the rain. for the middle of the afternoon we're seeing a few clouds, but still dry. rain doesn't get here until late this morning. at about 9:00 we start to see it moving across the north bay into the peninsula, as well as san francisco. scattered showers, but still san jose just kind of skipping out on that rain up until the last little bits of it move through late tomorrow morning into the afternoon. so most of the heavier rain will be in parts of the north bay, with a possibility of getting about half inch of rain around santa rosa. and then as you head just south, mill valley, maybe a quarter inch of rain. san francisco, about a tenth of an inch of rain possible. and look at how little it's going to be for much of the tri-valley, the peninsula, as well as the south bay. maybe a few hundredths of an inch and a light coating of snow for the sierra, about 1 to 4 inches of snow. there will be an additional round of snow coming in by the

end, and we could see another few inches, in total possibly about a foot for the week. we're looking at temperatures, though, that are going to be warm today withwe and then temperatures start to head back up to the low 70s by the end of the week. saturday it's going to be cooler and a heads-up that we will be tracking another round of rain coming in for the weekend. mike, you have a couple of issues for the caltrain schedule. >> we talked about how the tracks were reopened. but because of repair work, there's still single tracks through the area where the investigation shut down last week and a delay because of an electrification construction project ongoing. so check their website for specifics on their temporary schedule changes. over here that means the samtrans bus bridge has been canceled so do not expect that to join you. meanwhile, the roadways are moving smoothly and predictably. we have slowing, a crash still there blocking one lane on west 80 at university. back to you. >> thank you so much, mike.

welcome back. here's a look at the top stories on "today in the bay." >> first, the situation in ukraine is getting worse overnight, as russia ramps up its attacks against civilian targets. we have a live look at ukraine's capital city of kyiv where we just learned ukrainian president volodymyr zelenskyy will address the u.s. congress on wednesday morning. we're also learning russia has asked china for military and economic assistance. u.s. officials do not specify if china has agreed to that request, however u.s. leaders

are meeting today with a senior chinese diplomat to discuss russia's invasion. russia's artillery overnight targeting a high-rise building in kyiv where it killed at least one person. so far, nearly 600 civilians are confirmed to have died in ukraine since russian forces attacked. at least 90 of those victims were children. some cities in poland are warning they may be starting to max out with a flood of ukrainian refugees. at least 2.5 million people have fled ukraine. an american journalist and filmmaker died over the weekend, shot and skilled by russian forces in ukraine. brent renaud was working for time studios covering refugees in a kyiv suburb. his group was stopped at a checkpoint when russian forces opened fire. >> because of the ongoing war, gas prices continue to skyrocket. this is the price at the 76 station in san jose, where the

price for regular gas is $5.93. that's just a bit higher than the average as we look at the bay area's prices. the most expensive across the bay area averaging $5 for each county, san francisco, marin and napa all close to $6 a gallon. it looks like that might be off just a bit. the cheapest is solano, $5.74. today is the first day many students will be able to go to school without a mask. california's school mask mandate officially expired friday at midnight. the majority of public school districts will make masks optional, however there are some notable exceptions. in san jose the alum rock school district keeping its mask mandate in place for the rest of the year. franklin mckinley district also in san jose is mandating masks until the end of april. in addition, oakland unified will continue to require masks for another two weeks. san francisco is among the district's lifting its mandate
