you're watching "today in the bay." >> a very good tuesday morning. the gang is all here. i'm laura garcia. >> and i'm marcus washington. mike has some traffic to talk about in just a bit. first, let's talk about the forecast. don't forget, we're on roku, apple tv, amazon fire, everywhere if you're on the go. light rain in parts of the area? >> and that may be what's causing problems out there. we are seeing showers moving through mostly the north bay down through san francisco, spotty rain in parts of the east bay. we're seeing some of the heaviest rain around clear lake. we're looking at spotty showers toward solano county, as well as contra costa county. some of the spotty rain moving through. this is all part of a bigger weather system that's quickly moving through the bay area and that's going to bring in showers. the golden gate bridge, you can see the mist coming down. mike, you've been watching an

alert early this morning. >> and it's going on still. here is the bay bridge toll plaza, sloppy conditions, and that may potentially have been one factor. this crash happened on the san francisco side of the bridge from treasure island. it's around the big tower there as you come into san francisco and it extends back with a backup to treasure island and it looks like folks are exiting and perhaps trying to go to the san mateo bridge. the wet weather is playing a factor on your traction and visibility. pictures on twitter, you see the rain on the lens, you see chp and fire crews as well blocking your two right lanes. three lanes have opened over the last 20 minutes. >> thanks, mike. we are now rounding out three weeks of the war between russia and ukraine in one of the largest attacks on a european

anything since world war ii. another round of talks ended without any indication the two sides are any closer to a peace agreement or cease-fire. here is a live look at kyiv. this is where leaders of poland, the czech republic and sylvania are traveling to meet with president volodymyr zelenskyy as a show of support. and a new 35-hour curfew is being placed on kyiv. also developing at this hour, japan has come out saying that it will freeze assets of 17 russian leaders. all the violence continues to force hundreds of thousands from their homes. "today in the bay's" jay gray along the border with the latest on the growing refugee crisis. >> reporter: fire and rubble, remnants of towns and villages from attacks targeting ukraine cities around the clock.

quickly, but they tend to not follow oil prices down quite as quickly. >> campbell says two events led to a big drop in the price of oil. one, optimism over potential peace in ukraine, and, two, strange as it may sound, a surge in covid-19. >> in china there was a lockdown, a covid-19 related lockdown in a major city that's a major economic hub in china, and that has the effect of causing demand in china to drop potentially. >> campbell says the price of oil could also increase suddenly, should there be an expansion of the hostilities in ukraine. we spoke to a woman who says the volatility is almost enough to have her change her ways. >> for the first time i've considered getting an electric or hybrid vehicle. but i love my transmission,

high-performance car. >> campbell urges drivers to seek out the less expensive gas stations and reward the owners. 4:36, and developing now, frustrated teachers and staff speaking out at san francisco unified headquarters. they're demanding that administrators fix payroll glitches that have delayed or short-changed them over the past two months. the problem stems from the district switching to a new accounting system. the superintendent released a statement saying, in part, we deeply apologize to every employee who has experienced a delay in payment. we are committed to resolving this emergency as quickly as possible. every staff member will be paid the money they are owed. >> 4:37, still ahead on "today in the bay," a major move by gov newsom impacting thousands of students hoping to get into cal. >> and if you're thinking of getting a tesla, you might want to reconsider. ahead, the price hike that you can expect to see at the dealership.

over here on the san francisco side, the crash has been cleared from all lanes. that's good news for folks traveling into san francisco. let's credit the good news to bertha, shall we? >> oh, thanks very much, mike. good morning. i'm bertha coombs from cnbc. wall street seems to be focusing on the good news. we look to open a bit higher this morning for stocks. investors are watching the situation in ukraine and the fed and inflation today. the dow ending flat yesterday after being up by about 450 points. the s&p 500 and nasdaq closed down for the seventh time in the last eight days. the s&p is down over 12% year-to-date. that's the fourth worst start in s&p's history, trailing behind the 1935 first quarter during

the depression, 2020 during the pandemic and 2009 during the financial crisis. the fed beginning a two-day meeting. it's expected to raise interest rates for the first time since 2018. and we also are getting a report on producer prices, inflation at the wholesale level. speaking of which, lyft is joining uber, tagging on a temporary fuel surcharge on rides to help drivers offset higher gas prices. lyft will release more details in the coming days. in the meantime, grubhub is boosting driver pay to try to offset the impact of higher gas prices. bloomberg reports they haven't decided whether that will be passed along to customers. and speaking of price hikes, tesla is raising prices in the u.s. and china for the second time in the past week. ceo elon musk has said the electric vehicle maker is facing

significant pressure from inflation. the price increases come as costs of raw materials surge, made worse by russia's invasion of ukraine. tesla is raising prices for all models in the u.s., according to its website, and some model 3s and ys in china by as much as 5%. if you're trying to avoid the prices at the pump, you're going to pay to start to get an electric vehicle, not just tesla. rivian and others are having to raise prices. >> bertha, i was going to get you one, but now the prices are going up, i think we're going to have to stick with what we've got. >> well, you know, i live in new york city. the big issue here is parking, so don't get me a car, get me parking. >> i really can't afford that in new york. >> thanks, bertha. >> it's a pretty penny here.

a very good morning to you. 4:47 right now. kind of a rotten morning start on the bay bridge. >> the lights are moving better. this is the recovery we're talking about. >> we'll get to that in just a little bit. and in the meantime, rain in the works as well. >> i recommend the jacket with the hood because it's, like, one of those mornings. but the rest of the day you don't want to have to lug around the umbrella. let's get a look at what's going on. we're starting out with some soggy conditions this morning, as some much-needed rain comes through and storm ranger is able to give us a high resolution view of what's going on, where it's raining, as we are seeing

showers moving through sonoma. for parts of marin county, it's just starting to get going here, but we're also seeing showers moving into parts of the east bay. as the system passes by, we're going to be watching this with storm ranger. if you do have the nbc bay area app, you'll be able to get alerts and see what storm ranger is scanning and get a look at what's ahead in the forecast. here's a look at how much rain we've measured, mount tam getting about 0.4 inches of rain. much lower for oakland and even the santa cruz mountains, but it will continue to add up just a little bit more as we see the storm system continuing to move through. as it passes by, it brings in more rain for parts of the peninsula, as well as the east bay, right in time for the morning commute as more people

are getting up and heading out the door. and we are going to see this tapering off by this afternoon and clearing out as well. we could see dangerous waves along the coastline. as the sun comes out and we get a chance to enjoy the day, you want to be careful near the coastline because we could have some swells up to 10 to 12 feet for today. and then as far as additional rainfall and how much more we're going to see, a few more hundredths of an inch of rain, in the sierra, 1 to 3 inches of snow today, but we have more in the forecast for the weekend. as far as temperatures today, headed for the upper 60s this afternoon. reaching 67 in walnut creek. we'll see some upper 50s for dally city and half moon bay. downtown, up to 60 degrees and for our north bay temperatures, reaching into the mid-60s. as we go through the forecast, expect it to cool off a little

more. we officially begin spring this sunday, but that's ahead of rain we're going to get on saturday. mike, you've been tracking that big recovery across the bay bridge. >> we're back to the shot that laura and i were showing you earlier. this is where the crash was, backing up traffic all the way back to treasure island solid. the crash happened just after 3:00 this morning. just a few minutes ago it cleared and very quickly recovered. the yellow, there's fog and mist heavy. it looks like it's actively raining at the bay bridge, though if you look closely, it's just a heavy mist there. the rest of the bay shows a smooth, easy drive. very misty here as well, so be careful. back to you. >> good advice. take a look at this. caught on camera, a

smash-and-grab in broad daylight in san jose. a new video shows a group of nine people entering the store. they knocked over an employee, smashing counters, and stealing thousands of dollars of jewelry. it happened in the east ridge mall. the store manager tells us this is the third robbery or attempted robbery in recent months. anyone with information is asked to contact san jose police. new developments for thousands of students, hoping to get into cal. uc berkeley no longer under an enrollment freeze after governor newsom signed a bill that lifted the freeze effective immediately. >> so for us just to have more of an opportunity to be able to go to college, it really made me happy. >> reporter: there's a big smile on trinity lee's face because governor gavin newsom signed into law sb-118, legislation that will stop cal from having

to turn away thousands of students from it's incoming freshman class. >> i just heard about berkeley ever since i was in middle school, so for me, it was just so exciting just to know that i have the option to go there now. i know i don't have to be counted out anymore. >> lee was in that group of some 5,000 students who would have gotten a rejection letter from cal when the state supreme court ordered the university to reduce its in-person enrollment by 2,600 students. that was a possibility because just recently the court sided with a neighborhood group that sued the school for violating environmental laws by adding too many students without providing housing. that prompted two lawmakers to draft the bill. it passed very quickly and unanimously in the assembly and senate, and it was signed quickly by the governor. >> i think it's unfortunate that they didn't pay attention to the fact that more than 10% of

students at berkeley are homeless while they're at school here and they got no legally binding commitment in the legislation for the university to increase housing. >> assembly member phil ting and senator nancy skinner are the authors of the bill. >> that's why we put $2 billion to support housing at our colleges and universities. >> the city of berkeley, the voters passed an initiative back in the 70s that basically prevented multi-family housing from being built. so we have to look also at ourselves and not just campuses for our responsibility for not building enough housing. >> reporter: uc chancellor carol price put out a statement saying the university is working on fixing the housing crisis and says the school is working on being more transparent. cheryl hurd, "today in the bay." 4:53 right now. true crime sending shockwaves through the nation.
