you can watch "today in the bay" live on roku, apple tv, amazon fire and online. >> as we take a look outside, you can see a wet start in parts of the bay area this morning. meteorologist kari hall has been tracking every drop and has a look at how long the rain will last. >> this won't be an all-day event and it's moving through fairly quickly, but hitting much of the north bay right now as we see a lot of green here covering marin, sonoma and parts of napa county. it's going to be soggy for the next couple of hours as we see this light, steady rain coming through. we're also getting pockets of rain moving into parts of contra costa and alameda counties, as you're waking up and heading out, 680 and 580 wet as we're starting to see rain coming through. you do have to turn on the windshield wipers and we're going to say area before it clears out. we'll talk more about the timeline, how much rain we've measured and how much is on the way in a few minutes.

"today in the bay" cierra johnson is following the developments out of san francisco. what is on the line here? >> reporter: good morning, marcus. today is the day a lot of teachers and staff members have been anticipating, as many as 300 jobs right now on the line. as you mentioned, the state's deadline to receive layoff notices. we have a breakdown of just what positions are potentially being eliminated. the approved cuts include 151 teachers, counselors and social workers, 51 top-level managers

and 62 additional staff members. the district says not every employee who receives a notice will be laid off. retirement and resignation incentives are being offered with hopes of filling vacancies. as one district works to deliver notices, another dealing with a budget shortfall is also preparing for teacher layoffs. the sausalito marin city school district reduced hours for three staff members and five teachers. they're working to balance a deficit. the san francisco unified school district, last night, frustrated teachers and staff members camped out at district headquarters. you may wonder why. they're demanding administrators fix payroll system glitches that have delayed or even short-changed hundreds of educators over the last two months. district leaders say the problem stems from the district switching to a new accounting

system. the superintendent released a statement saying in part, we deeply apologize to every employee who has experienced a delay in payment. we are committed to resolving this ene possible. he said every staff member will be paid the money they are owed. we will continue to follow the payroll situation with the san francisco unified school district, as well as the layoffs with that district, as well as the sausalito marin district. we're live, cierra johnson for "today in the bay." >> thank you. developing this morning, new pre-dawn explosions in the capital of ukraine. this is new video from kyiv. at least one of three new explosions on civilian targets. several residential buildings were hit by russian missiles. the damage and casualties so far not yet known. we have a live look at kyiv where the city plans to impose a 35-hour curfew starting in about six hours.

the city's mayor is telling all residents to shelter at home or take cover in a bomb shelter. the u.n. says more than 1.5 million children have become refugees since the conflict started. >> did you see that? an unusual protest live on russian television. an anti-war demonstrator who is an employee there interrupts on broadcast on state-run russian television. a russian news agency says she may face charges for discrediting the armed forces. after vice president kamala harris's visit to poland, the white house is looking for more diplomacy and brie jackson is live with what may be president biden's next move. >> reporter: multiple sources tell nbc news president biden could travel to europe in the coming weeks.

details have not been finalized, but the president would focus on the war in ukraine and reassuring allies in the region. from striking an apartment building with sleeping civilians inside, to hitting a ukrainian military base, russian forces continue their relentless attacks. >> it certainly appears as if the russians are broadening their targets. >> reporter: the u.s. is working to get $200 million in supplies to ukrainian forces fast. defense officials say the country's resistance so far has frustrated russian president vladimir putin. >> he clearly has more than a message in mind here. he clearly has the occupation of ukraine in mind. >> reporter: u.s. leaders are concerned russia is desperate, reaching out for military and economic aid from china. chinese leaders call it disinformation. the state department warns assisting russia could be costly for them. >> we will not allow any country to compensate russia for its

instagram and facebook. we're constantly updating nbcbayarea.com as well. >> 5:07 and new details this morning. it looks like mayor breed will let a 90-day change, a tenderloin state of emergency expire. she issued that order the week before christmas due to rampant drug use. as the chronicle has been reporting, some services launched through the order will remain in place. it's set to expire on thursday. supervisors today are still scheduled to hold a hearing. this is on the progress being made in response to that order. the city's chief medical examiner says last year at least 650 people died from drug overdoses. the coroner identified at least a trace level of fentanyl 70% of the time. >> what leads someone to a life on the street? we take a closer look in episode 3 of our streaming series "saving san francisco" which came out this morning.

but the evening commute is going to be dry. we're watching a lot of rain covering the north bay right now. and it's been spotty elsewhere, but this has been the steady downpour where it's been mainly coming through around santa rosa, and you can see it around sonoma and much lighter for napa right now. as you take a look at san ramon, we're seeing some of the light showers moving through and this will be a quick-moving system, really not enough to help with the drought situation. maybe just enough to water the lawn today. then we go back to dry conditions. we're going to talk more about this coming up. mike, you're seeing tough conditions for i-80. >> yes, let's show the camera here. it's not really a great shot from this side of the bay, but we're looking at the sloppy conditions for i-80 locally. i-80 through the sierra just got chain controls for both

your drive. >> happy tuesday to you. folks who work for twitter are doing something unusual today. they're getting ready for work at the office. twitter is back to the office voluntarily starting today. you can stay at home forever if you wish, but the ceo says office promotes company culture. the federal open markets committee meets this morning, part of a two-day meeting. this is the one i've been telling you about. at the end of tomorrow's meeting we expect an interest rate hike, probably a quarter percent. that is 30 hours away. meantime, a lot of states are considering or actually implementing a gas tax holiday, temporarily taking away state taxes on gasoline in hopes of bringing prices down. here is the governor of connecticut. >> we're going to have a gas tax holiday regarding the 25 cent motor vehicle tax. we would like to get that holiday kicking in as soon as we can. hopefully within a week. we want to make that available

all the way through june 30th. >> it is a sensitive subject for democrats. >> the current spike in grass prices is largely the fault of vladimir putin. it has nothing to do with the american rescue plan. back to wall street, wall street estimated and the san francisco federal reserve analyzed it and said the rescue plan contributed 0.3% to inflation. 0.3%. that's coming from fed. rescuing our economy didn't cause this problem, but we're going to fix it. >> california has talked about a gas tax holiday, but we don't raise enough from our state gas tax to cover the stuff it's supposed to pay for as it is. getting rid of the tax temporarily would make the problem worse. kris sanchez will talk about gas

no one beats the real kari hall. >> and we're using storm ranger this morning. we are going to see rain rolling through for the next couple of hours. take a look at what we're tracking as we see more widespread rain across parts of the north bay. we are seeing mostly santa rosa getting in on some more steady rain right now. you can see as we zoom in, it is a soggy morning for a lot of at rain is also headihe east bay, it was just raining in san ramon and that has moved over toward mount diablo. this will be clearing out as the cold front sweeps through. as far as how much rain, we have about 0.4 of an inch in mount tam and santa rosa a little more

than 0.1 of rain. just getting started in oakland. hopefully we'll get a little more. and the santa cruz mountains also pretty light. we can see the clouds over san jose. a few hours for the morning but you can see it's going to be cloudy, mild temperatures as we head for the mid-60s. as the rain pushes through, i think by 8:00 or 9:00 we're seeing it in parts of the peninsula, the south bay, as well as the east bay. but we're not expecting much for the south bay and then it clears out this afternoon. that may have people heading to the beach, but we are going to have this beach hazard statement in effect. that means we could see long swells, and that means if you're out in the water it could draw you further out and we have sneaker waves and rip currents that will be possible as well. as we talk about the rain, not a whole lot more expected. maybe a few hundredths of an inch in the next couple of hours. the sierra will get about 1 to 3 inches of snow. we know with the snowpack, we

have only half of the amount as normal. we have an active weather pattern here, just a couple of weak storm systems passing today and then another chance on saturday. on sunday spring officially begins and we'll see temperatures in the mid-60s. mike, you are seeing wet roads out there. >> just like you're talking about, the rain is coming in. the traffic is going west and the rain is going east so you will intercept it. a smooth drive despite the conditions. the roadways are still building to volume. folks are still able to go pretty much at the speed limit throughout the east bay and then you're coming in right here to slick roadways and perhaps lower visibility, so that could be an issue for spinouts. we did have a big crash on the bay bridge but that cleared about 4:45 this morning. the rest of the roadways are

seeing on stormranger right now. as we take a look at what the radar is showing for the north bay, it's getting heavier as you head out in santa rosa and north of sonoma, and we're seeing rain over mill valley, as well as parts of marin county. much more the spotty rain for parts of the east bay as you're heading out through the tri-valley as well. just a couple of sprinkles during your commute. the system is moving through fairly quickly and it's going to be clearing the bay area by this evening. we're looking at about a tenth of an inch of rain for some spots that get higher rainfall totals. we'll talk about the timing and if there's more rain in the forecast in a few minutes. >> be sure to follow kari hall on social media. she is tracking that storm on facebook, twitter and instagram all morning long. >> for the fourth time, peace talks between russia and ukraine fall short with no signs of any progress. we have a live like in kyiv. that's where today the leaders of poland, the czech republic and slovenia are planning to

travel to meet in person with president volodymyr zelenskyy as a sign of support. just announced overnight, a new 35-hour curfew is set to be imposed in kyiv in less than six hours. this comes as russia fires missiles at several new civilian targets, including residential buildings and a metro station. also developing at this hour, japan has now agreed to freeze the assets of 17 wealthy russians. ukraine is now hoping to evacuate civilians through nine separate humanitarian corridors. "today in the bay's" jay gray is live along the border between ukraine and poland with the very latest on the refugee crisis. jay, hundreds of thousands have been forced from their homes. >> reporter: yeah, you're right. i thought we were going to see a dip in the number of those making the trip across the border by foot, but i want you to take a look. they started a little slower

than most at the primary border crossing, but now the line stretches for as long as you can see. and what are they in line for? as you spin around and take a look, you'll see there are buses that are taking some to shelters where they can spend a couple of nights and get their thoughts together, and others to a train station where they can move into other others. what's driving this? many believe we're really at the peak or really the back side of what is the first wave of refugees making their move, close to 3 million. but there are close to 7 million in country, in ukraine, who have been displaced, their homes and neighborhoods destroyed by attacks. so they don't have a place to go. so you have to figure many of them are headed this way. and then you've got the attacks over the weekend, about 15 miles from where we're standing right

now. so those who felt safer on the western edge of ukraine are likely making the short trip as well. so, again, as big a crowd as we've seen over our time here, laura, and, unfortunately, the u.n. says that we are going to see in the next several weeks millions more making this journey, millions, and finding a place for those families is going to be very difficult. >> it is hard. i'm sure it's hard to be there in the presence of what these people are going through. thank you, jay, for your perspective and everything that's going on there. happening today here in the bay area, groups opposing the war are organizing a rally this afternoon in san mateo. that's going to start at 3:00 this afternoon on el camino real at 3rd avenue. >> we all continue to feel the impact of the ukraine crisis here at home every time we pass a gas station. and while oil prices dropped, it might feel like a drop in the bucket when we fill up.

"today in the bay's" kris sanchez is joining us. the average price is the same as yesterday. >> reporter: you know, gas prices are starting to stabilize just a little bit, but stable or not, they are still high. we are here near the international airport and regular unleaded $5:83. the average in santa clara county is $5.79, which is the lowest in the bay area. the highest average, $5.92 for san francisco and napa counties. all other counties are rounding about $5.80. oil prices dropped 20% yesterday to below $100 a barrel because of new lockdowns in china, which could make a reduction in demand, and because of peace negotiations over the ukraine crisis. you may not feel the price drops right away. >> prices at the pump tend to follow oil prices up very quickly, but they tend to not

follow oil prices down quite as quickly. >> reporter: if you were hoping for relief from our lawmakers, california republicans failed in their push for a gas tax holiday here in our state. they could not force a vote yesterday. and while governor newsom suggested perhaps a pause in the gas tax increase, that is still up in the air, it appears. but what we know is that what comes down can always go up again, depending on what happens in the global situation, and so you'll continue toe to shop around. in the south bay, krisho around. thanks, kris. happening today, jury selection resumes ahead of the trial of former theranos executive balwani, chief operating officer and ex-boyfriend of elizabeth holmes. balwani is charged with the same crimes as holmes for allegedly misleading investors.

holmes will be sentenced in september. testimony in the balwani trial may start as soon as tomorrow. >> our climate in crisis prompting new action in the south bay. we want to give you a live look at san jose where council members are going to debate new landscaping restrictions. it includes making sure that all construction follows city guidelines and tightening rules against high water use and invasive plants. now, the boosting regulations when it comes to the drip and irrigation systems. the meeting takes place this afternoon. our nbc bay area storm ranger is scanning the skies as the rain moves in across the bay area. taking a live look at lake elizabeth in fremont this morning. it looks nice and calm. we're seeing raindrops across parts of the bay area. meteorologist kari hall is monitoring that for us. >> the rain is pretty light in fremont, but we've seen some of the heavier rain in parts of the north bay and that's what we're seeing on storm ranger right now. as we take a look at all of the green covering the area just

north of san francisco, it's a lot more spotty elsewhere. so as this moves through we're looking at the possibility of getting about a tenth of an inch of rain in the next hour and the roads are wet and slippery as you're heading out for your morning commute. we've seen the rain on 580, as well as 680, fremont, pleasanton. and we're looking at the larger view where we see the rain passing by farther to the north and that's going to pass off to the east. a live look in oakland, slick road conditions as you're heading off to work. we're going to see rain for the next couple of hours and it starts to dry out as we see the clouds linger and temperatures will be in the upper 50s. mike, you have a warning about delays for highway 17. >> just a few more hours from now, midday slowing from 10:00, probably a little before, crews are going to head out and block one of the two lanes of southbound 17 between santa cruz

avenue and bear creek. that's north of the summit so that will be heading down toward santa cruz. the project will continue for the next couple of days and i'll call out areas where there will be closures. 101, no closure, just the build expected right now at 5:39. over here we had a little more slowing but that seems to have cleared for 84. traffic is moving slowly for the freeways through oakland. tonight there's a full closure, overnight maintenance scheduled for the webster tube that takes you from oakland into alameda. so your options are the bridges to the south. tomorrow night they're going to do the same in the opposite direction. webster tube tonight. some fog, heavy mist, and just a bit to the north, right around the over-crossing there will be a big slowdown. there seems to be a crash that may be blocking at least one lane, maybe more. back to you. >> 5:39, authorities in the east

talk business coming up in a half an hour. also today, the bipartisan select committee investigating the attack on congress says six people must provide documents no later than today about their claims the 2020 presidential election was fraudulent. those individuals, some of them state politicians, others lawyers, at least one internet video host, made those claims, and then allegedly participated in an attempt to corruptly change the results by disrupting or delaying electoral votes. they've been subpoenaed to testify as well. so we'll be watching that, we'll watch the president sign that bill that will send billions to ukraine, among other things. that will all happen today and we'll talk about it on social media@scott mcgrew. >> pleasanton police say people are randomly shooting people with gel water balls. the act is randomly shooting people and apparently a social media trend.

people have reported being hit but no one has been seriously injured. >> new developments for thousands of prospective cal students. state lawmakers are granting a big reprieve to uc berkeley which faced big cuts to admissions next fall. bob redell joins us. >> reporter: good morning to you. with senate bill 118, this is new legislation that immediately lifts the enrollment freeze at uc berkeley. this is a new law that government signed immediately into law yesterday. just recently the state supreme court ordered cal to reduce its in-person enrollment by 2,600 students t. court was siding with a neighborhood group that sued the school for violating environmental laws by adding too many students without providing housing. that prompted two lawmakers to draft the bill, senate bill 118, which passed very quickly and unanimously in the assembly and

senate. >> i think it's unfortunate that they didn't pay attention to the fact that more than 10% of students at berkeley are homeless while they're in school here, and they got no legally binding commitment in the legislation for the university to increase housing. >> the city of berkeley, the voters passed an initiative back in the '70s that basically prevented multi-family housing from being built. so we have to look at ourselves and not just campuses for our responsibility for not building enough housing. >> they put out a statement saying they're trying to remedy the crisis and the university is working on being more transparent. reporting live, bob redell, "today in the bay." if you're feeling healthy, it turns out you're not the only bun. >> you may be living in the healthiest place anywhere in network. the healthiest places to live,

we're showing right here on nbc bay area. let's get a closer look at some rain moving through marin county right now. you can see the darker shades of green indicating heavier rain. it's been raining for a while in santa rosa but it's starting to get lighter to the north and some of the rain pushing into sonoma and napa right now as you're heading out. we're going to see spotty showers also around the delta, around oakley, and you're seeing light rain coming down. it's been moving through the tri-valley, heading through pleasanton and toward livermore where some light showers may slow down your morning commute a little more. you can see the larger view of the storm system as it quickly passes by. it's moving so quickly that we're only expecting light amounts of rainfall. totals will be happening over the next couple of hours and we see a cloudy sky, temperatures in the upper 50s. we're headed for the mid-60s for a lot of spots.

we can see at 7:30 the rain kind of still in the same spot, but really starting to weaken. as it moves into the east bay, as well as the peninsula. 11:00, 12:00, we're starting to dry out and our lunch hour is looking pretty good. if you plan to head to the coastline, we could see long period swells, as well as sneaker waves and rip currents. you need to be careful near the coastline as we could see swells up to about 10 feet. even though it's creating breezy winds, not a lot of rain here. an additional few hundredths of an inch of rain. luckily, we do have more storm systems down the line. we have another one more the weekend and possibly next week. so every few days we get these storm systems that will be coming in between dry weather. and we've seen temperatures in the 60s and 70s. it will be a little cooler as we officially welcome in spring on sunday. our temperatures in the low to mid-60s, warming up on monday.

for san francisco expect showers today, dry and cool for the end of the week and then watch out for rain on saturday. mike, now you have a traffic alert for the eastshore freeway? >> it's the same crash i've been talking about but chp says two lanes are blocked, there are four lanes around the off ramp. so that is the reason for slowing down toward richmond. it's holding steady as far as how far back the slowing is, but the commute is starting to build at 5:52. there's highway 37 and highway 4, so the increase in volume shows a little bit of slowing there. more traffic coming across the bridge. down here you see the highlighting in yellow, the heavy fog, drizzle, it's wet at the bay bridge toll plaza camera and in many spots you'll have slicker roadways. the commute is on schedule for the castro valley y and toward hayward. north 101 there's a crash

it happened in the kitchen area at the cool beach restaurant just south of cancun. two restaurant workers died, ten others are in the hospital. the investigation is ongoing. this was caught on camera. a bold smash-and-grab in san jose. security video showed the group of nine people entering the store, knocking over an employee along the way. they smashed the counter, stealing thousands of dollars of jewelry. it happened before noon yesterday in eastridge mall. the store manager tells us this is the third robbery or attempted robbery in recent months. >> this is our savings and our living. we are helpless. we don't know what to do. it's pretty traumatic. >> anyone with information is asked to contact san jose police. true crime story has been the subject of multiple "dateline" episodes and a popular podcast, but now it's inspired the new limited series on nbc, "the thing about pam".
