good morning. it is tuesday, we want to say thank you for making us a part of your morning. i'm marcus washington. >> i'm laura garcia. if you've got a smart tv you can watch "today in the bay" live on roku, amazon fire, apple tv and online. >> a live look at the camera and you can see wet roads out there. mike is going to have a look at the commute, but first we want to talk about what's going on with the forecast today. meteorologist kari hall has that. >> you can really see it on the golden gate bridge camera. let's get a look at storm ranger. it shows the rain moving into san francisco. it's been widespread light rain in the north bay for the past couple of hours, but it's going to be continuing to move to the south as we are seeing some of the rain over san rafael and in sonoma, moving through napa and vacaville. we're seeing spotty light showers through the tri-valley, livermore getting in on some of the rain. it's just enough to have you turn on the windshield wipers. it's a part of a cold front

that's moving through fairly quickly. this affects our morning commute but not the evening commute. we are going to talk more about the timing, as well as how much rain to expect coming up in just a few minutes. >> thank you, kari. and make sure you download our nbc bay area app. you can track the rain in your neighborhood. happening today, hundreds of teachers in two bay area school districts may receive pink slips. today is the state deadline to issue layoff notices and it comes as san francisco teachers have a protest over back pay. cierra johnson is live for us. talk to us about what's on the line here. >> reporter: it's a story we've been following for months. today is officially the deadline from the state that the notices are going out and have to be received by those individuals. 300 positions on the line.

if you take a look at our screen, we have a break down of what exactly those positions are. according to the district the cuts include 151 teacher, counselor and social work positions, 51 top-level managers and 62 additional staff members. the district says not every employee who receives a notice will be laid off. early retirement and resignation incentives are being offered with the hopes of filling vacancies with existing staff. and as one district works to deliver those layoff notices, another also dealing with a budget shortfall is preparing for teacher lay skbraufs. the school board for the sausalito marin school district just approved layoffs for five teachers and reduced hours for an additional three staff go in next school year and they're looking to balance a $1.6 million deficit. meanwhile, issues with the san francisco unified school district don't end with

potential layoffs. last night frustrated teachers and staff members camped out at district headquarters. they're demanding administrators fix glitches that have delayed or short-changed hundreds of educators over the past few months. district leaders say the problem stems from the district switching to a new accounting system. the superintendent has released a statement saying in part, quote, we deeply apologize to every employee who has experienced a delay in pay. we are committed to resolving this emergency as quickly as possible. it continues by saying every staff member will be paid the money they are owed. we'll continue to follow the payroll situation, as well as those layoff notices. today is the deadline for san francisco unified school district, as well as a poe potential layoff for those in sausalito across the bridge. >> thank you. developing this morning, new

pre-dawn explosions rocking the capital of ukraine. new video from kyiv where you can hear explosions from a new round of missile strikes. several civilian targets were hit, including residential buildings. the damage and casualties so far are not yet known. here is a live look at kyiv where the city plans to impose a 35-hour curfew starting in less than five hours. the city's mayor is telling all residents to shelter at home or take cover in a bomb shelter. the u.n. says more than 1.5 million children will become refugees since the conflict started. an unusual protest caught live on russian television. there was an anti-war demonstrator who is actually an employee there that interrupted broadcast on russia's state-run

television. it's not clear where the woman is at the time, but a russian news agency says she may face charges for discrediting armed forces. this morning the kremlin dismissed the protest as hooligan-ism. the white house is signaling more diplomacy from the commander in chief. nbc's brie jackson live in washington with a look at what may be president biden's next move. brie? >> reporter: good morning, laura. multiple sources tell nbc news president biden could travel to europe in the coming weeks. now, no details have been finalized, but the president would focus on the war in ukraine and reassuring allies in the region. from striking an apartment building with sleeping civilians inside, to hitting a ukrainian military base, russian forces continue their relentless attacks. >> it certainly appears as if the russians are broadening

their target set. >> reporter: the u.s. is working to get $200 million in supplies to ukrainian forces fast. defense officials say the country's resistance so far has frustrated russian president vladimir putin. >> he clearly has more than a message in mind here. he clearly has the occupation of ukraine in mind. >> reporter: u.s. leaders are concerned russia is desperate, reaching out for military and economic aid from china. chinese leaders call it disinformation. the state department warns assisting russia could be costly for them. >> we will not allow any country to compensate russia for its losses. >> reporter: as ukrainians flee to safety, ukraine's president is preparing to address congress in a virtual meeting wednesday. >> it will be a privilege for us to hear from this champion of democracy. >> reporter: president volodymyr zelenskyy is expected to, again, plea for a no-fly zone or fighter jets. >> i believe we're going to end up at a point where we have to

forward, some services will remain in place. it's set to expire on thursday. supervisors today are still scheduled to hold a hearing on the progress being made in response to the order. the city's chief medical examiner says last year at least 650 people died in drug overdoses. the coroner identifies at least trace levels of fentanyl in 75% of those cases. 6:08 right now. what leads someone to a life on the street? we take a closer look in episode 3 of our streaming series "saving san francisco". more than 8,000 homeless people live in san francisco. bigad shaban traveled across the country to learn more about one of them. james durgin grew up on the east coast, but now some are calling him a danger to the community. former friends cannot believe how durgin's life turned out. >> in those years of teaching

the heaviest rain with this storm system moving on through. as we take a look at some of the showers that are going to continue to move through for the next couple of hours, we're watching it all on storm ranger. you can watch it if you have the nbc bay area app. you'll be able to see what storm ranger is scanning, as well as gets alerts as the rain moves closer. we're going to talk more about this coming up. mike, you have the alert continuing for the east bay. >> chp does say we have two lanes blocked by this crash in your commute direction. eastshore freeway, slicker roadways as well. this is west 80 approaching cutting boulevard. now, if you look closely, some locals may know that san pablo avenue will take you close to the end of the backup, but it does not clear you. richmond parkway kicks you out a little too far. again, this is after things clear up. the bay bridge, metering lights

back to you. >> good morning, happy tuesday to you. folks who work at twitter are doing something unusual today. they're getting ready to go to work at the office. twitter is back to the office voluntarily starting today. you can stay at home forever if you wish, but the ceo says the office promotes company culture. the federal open markets committee meets this morning, part of a two-day meeting. this is the one that i have been telling you about. at the end of tomorrow's meeting we expect an interest rate hike, probably a quarter percent, and that is 29 hours away. a lot of states are considering or actually implementing a gas tax holiday temporarily taking away state taxes on gasoline in hopes of bringing prices down. here's the governor of connecticut. >> we're going to have a gas tax holiday regarding the 25 cent

motor vehicle tax. we would like to get that holiday kicking in as soon as we can, hopefully within a week. we want to make that available all the way through june 30th. >> now, most americans seem to understand gas prices are temporary. the result of war in europe can strain supply, high demand. but it is a sensitive subject for democrats. >> make no mistake, the current spike in gas prices is largely the fault of vladimir putin. >> now, california has talked about a gas tax holiday, but we don't actually raise enough from our state gas tax to cover the stuff it's supposed to pay for as it is. so getting rid of the tax, even temporarily, would make that problem worse. kris sanchez will talk more about gas prices, and some good news coming up shortly. this is cool video, live pictures from the international space station. isn't it amazing where you can get video from? that is a helmet cam on an

>> he is a big rock. >> this morning let's get you started with the day. meteorologist kari hall has been tracking what we can expect as we head out the door. >> rain for the morning, clear for the evening. so we are going to see all kinds of changes, even today. and it's been great to see this rain coming by, even though it's been fairly light, and it's going to be moving through quickly, as we see the rain moving through the north bay. it's now starting to make its way into napa, solano county, into san francisco, and pushing southward. let's get a closer look at where we're seeing darker shades of green. once again, this is not a big storm and we are seeing that in vallejo, as well as fairfield and the richmond-san rafael bridge. the system, as it passes by, we'll see it clearing out quickly by late morning and some of that rain moving toward oakland. you can see how busy it is. just plan on it being a little bit of a slower morning commute for you as you have to turn on the windshield wipers.

mount tam is getting a half inch of rain and santa rosa about a quarter inch of rain. san francisco a tenth of an inch. as we time it out for the rest of today, we start to see more scattered activity. by 8:00 to 9:00, there still could be lingering showers into at least 11:00 to 12:00. but after that, it looks like it clear up and people may be heading to the beach. but never turn your back to the water, especially today, with the beach hazard statement in effect. we could see some dangerous sneaker waves and some swells reaching about 10 to 12 feet as the storm system moves through. for the sierra this is going to be kind of a dud of a storm. about 1 to 3 inches. we do have more snow in the forecast, especially going into the weekend. there could be an additional 5 to 7 inches of snow. so we'll see that happening for the weekend. the first system moves through and another one after that. possibly a third storm system by

the middle of next week. this one looks colder and we may not be done with the wintry weather just yet. we'll be watching out for more rain in the forecast for next week. but as far as temperatures in the near term, it's looking pretty good. upper 60s today, low 70s tomorrow and also fairly mild for the end of the week. we officially welcome in spring on sunday, but that's before we see some rain on saturday. mike, you're still seeing traffic bogging down in richmond? >> that's right, this is for the commute direction, the alert issued by chp because two lanes remain blocked. we're seeing backup coming into san pablo. a tow truck is stuck in the backup. the tow truck is right about here and they're saying can we use the shoulder to get by to help clear one of the vehicles. if you're trying to get by, richmond parkway takes you way around. san pablo takes you back into the backup.

>> i'm marcus washington. if you're on the go, we're not only broadcasting on television. you can take us live on roku, amazon fire, apple tv and online. >> storm ranger scanning as the rain returns to the bay area this morning. this is a live look at san francisco as well where the rain has been coming down overnight. kari has a look at the forecast. how long is this going to stick around? >> it's been great to see the rain passing by the bay area. it is moving fairly quickly. starting to already clear parts of the north bay where we had rain earlier this morning. we are seeing it covering much of solano county, moving into san francisco, and a look at it moving across the bay into richmond, as well as vallejo and martinez. we're seeing showers moving through concord, antioch, san ramon, as well as heading down to san mateo and san bruno where we have the mobile radar doppler parked right now. this is all a part of a cold front that's sweeping through and bringing in some slightly cooler temperatures, but

much-needed rain. most of us will get about a tenth of an inch of rain or less and we're seeing higher rainfall totals in parts of the north bay. we'll be tracking this as it moves through and talk about what's ahead for the evening commute and the rest of the forecast coming up in a few minutes. >> and be sure to follow kari this morning on social media. she's tracking the storm on facebook, twitter and instagram all morning. just within the last few minutes an adviser or ukrainian president volodymyr zelenskyy says a new round of peace talks are under way. we have a live look at kyiv. zelensky is asking northern europe for more weapons and just announced overnight a new 35-hour curfew is set to be enforced in a few hours. this comes as russia fires missiles at civilian buildings and a metro station. the u.n. says nearly 3 million people have fled ukraine and the number could soon increase to 5 million.

ukraine is now hoping to evacuate civilians through nine separate humanitarian corridors. >> "today in the bay's" jay gray is live along the border between ukraine and poland with the latest on the refugee crisis. the violence continues to force hundreds of thousands of them from their homes. >> reporter: yeah, you know, you're absolutely right. and when the day started it was a little slower than normal. i would have told you we're not going to see the crowds we normally have. but coming across the border we continue to see families and at times this area is packed. it's filled with people making the trip. you see a family here just walking across the border and making their way into country here in poland. now, a couple of things here to talk about. you've got close to 7 million people right now that are dispersed, that don't have a place to stay inside ukraine, and then you've got a bombing that happened 15 miles or so from where we're standing right

now. and at this point many of those who felt like they were safer along the western edge of ukraine are starting to make the move as well. a shorter trip for them. and a lot of people had come from the east to stay in lviv, the largest city that's closest to here, and now they know that a missile strike has hit between this polish border and lviv. so you can understand why they might want to move on. and the u.n. is telling us, marcus and laura, that this is the middle -- i'm sorry, the end of the first wave, the beginning of the second, and the second wave could mean millions streaming into poland. millions. >> it's heartbreaking. i'll babies going by. i know you see it as you're reporting there from poland. thank you so much. happening here, back in the bay area, groups are opposing the war. they're organizing a rally in

san mateo that will start at 3:00 this afternoon on el camino real at third avenue. >> we all continue to feel the impact of the ukraine crisis here at home, especially every time we pass the gas station. oil prices dropped and it might feel like a drop in the bucket when we fill up. "today in the bay's" kris sanchez is joining us this morning. the average price is the same as yesterday. >> reporter: yes, so it's stable as of yesterday, but still very high. this is a gas station near the san jose airport. you see the price for regular unleaded is $5.83, premium $6.23 a gallon. and that is higher than the county average. the average in santa clara county is $5.79, which is the lowest in the bay area. the highest average is $5.92 for san francisco and napa counties. all other counties are hovering in the $5.80s. now, oil prices dropped 20%

yesterday to below $100 a barrel because of new lockdowns in china that could be reducing demand, and because of peace negotiations over the crisis in ukraine, but you may not feel those price drops any time soon. >> the prices at the pump tend to follow oil prices up very quickly, but they tend to not follow oil prices down quite as quickly. >> reporter: now, if you were hoping for some relief coming from our lawmakers, california republicans failed in their push for a gas tax holiday yesterday. they could not force a vote. and while governor newsom suggested a pause in the gas tax increase, that is still up in the air. and as you know, what goes up can come down, and what comes down can also go up very quickly. continue to shop around. in the south bay, kris sanchez, "today in the bay." >> don't shop around too much because you're going to waste too much gas. thanks, kris. >> don't drive in circles. 6:36 right now.

happening today, jury selection resumes ahead of the trial of former theranos executive balwani, chief operating officer and ex-boyfriend of founder elizabeth holmes. balwani is charged with allegedly misleading investors. holmes will be sentenced in september. testimony may start as soon as tomorrow. our climate in crisis prompting new action in the south bay. here's a live look in san jose this morning where council members today will debate new landscaping restrictions. it includes making sure that all new construction follows city guidelines. tightening the rules against high water use and invasive plants, and boosting regulations when it comes to drip and irrigation systems. the meeting takes place this afternoon. right now our storm ranger is working hard, scanning the skies across the bay area because the rain is coming down. this is a live look right now at lake elizabeth in fremont, where

you can't see the rain coming down, but a bit earlier drizzle was coming down in that area. >> it's pretty light for the east bay, but we've seen heavier rain moving through san francisco and parts of the north bay and that is where the showers are really causing slick roads. we can see overall the storm system passing by, making it out of the north bay into san francisco, into parts of the east bay and it's making its way closer to san jose. we can see the low clouds right now. a couple of spotty sprinkles here as temperatures will go from the upper 50s to mid-60s today. a little more sunshine later this evening, and that's because rain was with us for the morning commute, but not the evening commute. it's going to start to clear out as we go into today and leave us with some spots getting about a tenth of an inch of rain. they'll talk about this and another storm system for the weekend. mike, you're looking at improvements and delays ahead. >> happening here for westbound

80, you see going from red to orange to yellow. speeds are improving and the crash cleared. now more traffic released over here toward the richmond bridge and some folks jumping over anyway on richmond parkway. we'll see more build at the bay bridge at the top of the screen. overnight warning here, there will be delays getting through the webster tube. you have to get to one of the bridges. traditional for maintenance, and of course it will be the opposite direction the next night. a crash here north 880 did clear, but it was there for enough time to cause a counter-commute. we're getting back to normal over there. the rest of this map shows a smooth drive south bay, slowing for 101. today expect slowing as well starting at about 10:00 this morning, one of those southbound lanes from santa cruz avenue, it will be closed for a project, landscape and maintenance work. back to you. >> thanks, mike.

power to better protect the environment. the financial concerns and environmental concerns are not totally separate, and many people agree with that in concept, but raskin often took the idea further than many were comfortable with. as is so often the case, it,down to west virginia's joe manchin, the democrat once again breaking ranks saying he will not support raskin's nomination. i cannot support her nomination to serve as a member of the federal reserve board. now, there's a lot going on with the fed this morning. open markets committee starts its two-day meeting today and likely will announce interest hikes tomorrow. also, the bipartisan select committee investigating the attack on congress says six people must provide documents no later than today about their claims the 2020 presidential election was fraudulent. those individuals, some of them state politicians, others lawyers, at least one internet video host, made those claims and then allegedly participated

in an attempt to corruptly change the results by disrupting or delaying the electoral votes. they've been subpoenaed to testify as well. we're going to watch all of that on social media. on twitter you can follow me@scott mcgrew. >> pleasanton police say someone is randomly shooting people with gel water balls. they're sometimes known as orbeez. the act of randomly shooting people with these balls is apparently a social media trend. people have reported being hit but no one has been seriously injured. new developments for thousands of from expective cal students. state lawmakers are granting a big reprieve to uc berkeley which faced cuts to administrations next fall. "today in the bay's" bob redell is joining us. the government just lifted the enrollment freeze. >> reporter: correct, with the signing of senate bill 118, new

legislation that immediately lifts the enrollment freeze at uc berkeley and that was a bill that the governor signed into law yesterday. you might recall just recently the state supreme court had ordered cal to reduce its in-person enrollment by 2,600 students. the court was siding with a neighborhood group that sued the school for violating environmental laws and the violation, according to this lawsuit, was that the school had added too many students without providing enough housing. that prompted two lawmakers to draft senate bill 118, which passed quickly and unanimously in the assembly and senate. >> i think it's unfortunate that they didn't pay attention to the fact that more than 10% of students at berkeley are homeless while they're in school here, and they got no legally binding commitment in the legislation for the university to increase housing. >> the city of berkeley, the voters passed an initiative back in the '70s that basically

prevented multi-family housing from being built. so we have to look also at ourselves and not just campuses for our responsibility for not building enough housing. >> reporter: the uc chancellor put out a statement saying the university is trying to remedy the housing crisis and the school is working on being more transparent. reporting live, bob redell, "today in the bay." trending this morning, one of the world's most famous landmarks is standing a little taller this morning. >> the eiffel tower grew about 20 feet today. it's an additional radio antenna they added with the help of a helicopter. the tower has been used to transmit radio broadcasts for more than 100 years, not to mention the visitors each year. i had the honor visiting there in 2020, right before the pandemic hit. >> next to you, the eiffel tower doesn't look as tall. >> yeah, you know.

we were like, hey, you know. look, i'm a big guy. beautiful place there. >> oh, yeah. can't beat it. can't beat the bay area, too. >> and it's been great to see the rain, hopefully the hills will go back to a little bit of green. at least we are seeing green on the radar this morning as we take a look at storm ranger. it's the red scan that you're seeing there. we have it parked on the san bruno mountain and it does show that the rain is starting to clear parts of the north bay. it's also pushing into parts of the east bay, as well as the peninsula and into san francisco right now. let's get a closer look as we see the rain moving out of san rafael into richmond. still some light showers in tiburon, vallejo, as well as fairfield. martinez getting in on some light and steady rain, but that's pushing over toward concord and antioch, as well as brentwood. san ramon seeing rain, as well as some pockets of slightly heavier rain right around san

bruno mountain, as well as san mateo where we've seen showers moving through now. this will eventually make its way into parts of the south bay, but don't expect a lot in san jose. we always get the rain shadow. and this is a fairly quick-moving cold front that's going to be passing by and clearing out for this afternoon. so far we've made it to a half inch of rain at mount tam and about a quarter inch of rain in santa rosa. san francisco, a little more than a tenth of an inch. it's just getting started for the santa cruz mountains. then once this clears out, we're headed for temperatures in the upper 60s. reaching 69 in east san jose and a high of 68 in danville. oakland reaching 64 degrees and 64 in san mateo. also, about 60 today in the downtown area in san francisco, and mill valley reaching 63. we also had a decent rainfall earlier this morning. now we're seeing the rain starting to taper off as we head through 9:00 through 10:00, as

well as 11:00. there still may be a few lingering showers but the overall trend will be for this to move out by the afternoon and into the evening. then the waves stay pretty high, so we have a beach hazard statement in effect. that just means some of those swells that could reach 10 to 12 feet will make it dangerous, along with sneaker waves. and if you do get into the water, you have swells that draw you farther out into the ocean. this storm system not doing much for the sierra. about 1 to 3 inches of snow. we do see additional snowfall in the forecast for the weekend into early next week. that'sau we have a couple more storm systems through. on saturday, more rain, and then a third one possible heading into the middle of next week and it may be a little bit colder. we'll be watching that. take a look at our temperatures and what we're looking at here for the next seven days. upper 60s today and more sunshine for the next couple of days, with highs in the low 70s. it will cool down on saturday with rain moving through, but

warming back up as we officially begin spring. mike, you've been tracking delays through the east bay. >> they're fortunately moving. it was jammed up right here until they cleared the crash at cutting boulevard. we see surface streets, 23rd, richmond parkway all getting more traffic. kind of the build pattern anyway about now, but some folks trying to avoid the additional backup. now a lot more traffic through berkeley, filling in the bay bridge toll plaza a little later than we traditionally have that happen, but it's slow across the span now. slick roadways. do be careful. builds for highway 4, traditional patterns. here's rain on the golden gate bridge. it's slick and misty. keep speeds under control, manageable for the conditions. wet down the peninsula. san mateo bridge starting to show more slowing. same thing for san jose north 101 and, again, in through mountain view and sunnyvale.

welcome back. here's a look at the top stories on "today in the bay." starting with developments in ukraine. >> at this hour an adviser for ukrainian president volodymyr zelenskyy says a new round of peace talks are under way. right now zelensky is asking northern europe for more weapons support. in kyiv a new 35-hour curfew will kick in. the mayor is telling everyone to shelter at home or take cover in a bomb shelter. and nearly 3 million people have now left ukraine. more than half are children. in the meantime, russia is taking new aim at new civilian targets, including residential buildings and a metro station in the capital.

>> happening today, hundreds of san francisco teachers may receive pink slips and it comes as teachers stage an unusual protest in a dispute over back pay. "today in the bay's" cierra johnson has been following the developments this morning. she's live in san francisco. >> reporter: yes, good morning, marcus. today's deadline is months in the making. it was a deadline set by the state. this is the day in which the potentially laid off individuals have to receive those pink slip notices. in all, hundreds of staff members could receive those notices. the approved cuts include 151 teachers, counselors and social workers, 51 top-level managers and 62 additional staff members. the district says not every employee who receives a notice will be laid off. they're pushing early retirement and resignation incentives are being offered with hopes of filling vacancies and existing staff. it's a story we definitely will continue to follow as it impacts both the teachers, staff,
