and a good wednesday morning to you. thank you so much for making us a part of your morning. i'm marcus washington. we're not only broadcasting here on television. you can also watch us on roku, amazon fire, apple tv and online. kari has a look at the forecast coming up in just a moment. first, we want to get to vianey in for mike. >> if you're commuting along the southbound lanes into the city, this is definitely something that you want to pay attention to. three of four lanes are blocked. unfortunately, this is a deadly crash. chp is reporting this as a pedestrian versus a vehicle, and it is not a hit and run. the vehicle is on scene cooperating. right now this is just north of san pedro road. if i zoom this in closer, you can see. i'm going to show you a live look, this is the camera activity. we've got crews on scene as far as police and tow trucks. very sad situation. a coroner is in route. let's send things over to kari.

>> this morning we are starting out with a nice, clear view for much of the bay area, as you get ready to head out. we have sunshine and pleasant weather in the forecast for this afternoon. tomorrow will be slightly warmer and this weekend we'll be tracking showers and cooler temperatures. this is a look at where we're starting this morning. not too bad for us. it's a little cooler as you head down to san jose, as well as saratoga, but elsewhere we're seeing temperatures in the upper 40s and low 50s, and san jose we're seeing a clear start this morning. we'll have a lot of sunshine and warmer temperatures later today. marcus? >> thanks, kari. well, a man is shot and killed in fremont and his family is calling it an act of self defense. and this morning those close to him say that it's a failure of the mental health system. "today in the bay's" ian cole is in fremont this morning, where many families are shaken up.

>> reporter: a crime scene, a homicide appearing to link two neighbors who live across the street from each other. fremont police were called to lindenwood street and found a man dead in a driveway. >> there is a lot more work to do to determine what led up to this and what actually took place. >> reporter: the victim's family say his name is cartic. he was married and had a 1-year-old, but in the last four days had serious mental health issues, in need of psychiatric care. they say they called police to get him help but say they were turned away. >> the cops came twice. both times they said he is not aggressive, he doesn't qualify as a threat. we tried really hard to get him mental services. >> reporter: he ended up being shot and killed across the street had his house. we spoke with the suspect's stepson. he says he pulled up to grab something from his mom's house when a man that he's never seen before started shouting at him.

>> he said i'm going to kill you, i'm going to kill you, and i really believed that. he looked like this, toward my head. i got very scared and ran away. >> reporter: so he took off, but immediately feared for his 70-year-old step-dad in the garage. he said that man shouted the same thing at his step-dad who shot and killed him. >> if you have a gun, what are you going to do? he's 70 years old. >> reporter: police won't say what the motive was. the victim's family says it all could have been avoided if the mental health system would have taken him in. >> at the end of the day, i feel the system is lacking in handling such cases. >> reporter: ian cole, "today in the bay." >> the suspect was arrested and will be booked into jail as detectives continue to go through evidence to understand what happened. the victim will be identified by the coroner at a later time. now to a look at ukraine's

capital city of kyiv. still in the middle of a 35-hour curfew. you can see there is smoke coming from the background, believed to be the aftermath following a russian strike on a residential building. overnight ukraine's deputy prime minister says that russian forces seized a hospital with 400 hostages inside in the city of mariupol. there is a possible glimmer of hope in the talks between russia and ukraine. russian's foreign minister says the topic of ukraine becoming neutral is a serious topic of discussion. 29,000 were evacuated yesterday through nine humanitarian corridors. in just under 90 minutes, ukraine's president, volodymyr zelenskyy, will deliver a speech to congress. he's expected to ask for help again to defend his country. virtually. he is expected to renew his calls for more weapons to fight against the russian invasion. >> he's been reaching out for several weeks now, pleading with the west, specifically nato, to give him more support. >> reporter: the u.s. has been giving support. president biden signing a massive government funding bill, which includes close to $14 billion in emergency aid for ukraine. >> we're going to be able to quickly ramp up our response and help alleviate the suffering that putin's war is causing. >> reporter: zelensky made an appeal to the canadian parliament for aid. >> you need to do more to stop russia and protect ukraine. >> reporter: congress is expecting to hear that same message, a message ukrainian americans are anxiously awaiting to hear because they are worried about their loved ones overseas dodging bombs and bullets. >> they hear explosions and they have no hot water for large parts of the day, but also i

supplies that will soon be used to help refugees. in the shipment, everything needed to set up a 50-bed field hospital. this is to help the wounded or the sick flt california plans to send at least four more shipments of field hospital equipment. the state also collecting helmets and bullet-proof vests to send to the department of defense. family members of a hayward girl who was found dead last week tell us that she never should have died. they say there were plenty of warning signs, but nobody listened or even took action to protect her. sophia mason's body was found last week in a house in merced where they believe she was living with her mother and her mother's boyfriend. family members say sophia's mother had a history of prostitution, mental illness and drug use. she's accused of murder and police are looking for her boyfriend. sophia lived in hayward with her grandmother and other family members and they say they fought to keep her there with them, but

they say state agents returned her to her mother. >> we begged the officers, please don't take this baby. and they were like, well, why? if somebody is telling you not to take a kid, you probably don't want to be a little combative, you want to be concerned. >> child protective services says they cannot comment on sophia's case at this time. police will only confirm they received two missing persons complaints from the girl's family after they were not able to talk to sophia while she was with her mother. today marks two years since six of the nine bay area counties issued coronavirus lockdowns and they took effect the following day. the remaining three counts soon would follow. this all followed the request from governor newsom to close all restaurants and bars. and some of those cities, those closures, gave way to the parklets, and in san francisco the plan to fine restaurants and bars were not following the new regulations is on the back

let's check in with bertha. >> good morning, vianey. good morning to you. i'm bertha coombs from cnbc. we've got a lot of green on the screen. wall street looks to open higher, extending yesterday's rally. that was partially because of a drop in oil prices which fell below 100 bucks a barrel after topping $130 earlier this month. investors are also watching the big event today, the federal reserve's decision on interest rates this afternoon. the central bank expected to raise interest rates by a quarter point, just the way jay powell told congress that he would. the thing they're going to be watching for is what the fed says about how they'll be raising the rest of the year, whether they signal five or six more rate hikes this year. the dow jumping nearly 600 points yesterday, while the sn 500 snapped a three-day losing

streak. the nasdaq rising nearly 3%. the focus today ahead of the decision, we'll get reports on retail sales, import prices and housing. you can now smile at disney and people will see you. disney says starting today fully vaccinated guests at disney world will no longer have to mask up while riding on the sky line or gondolas, which carry people between the studios and nearby resorts. disney still requires visitors 2 and older to wear masks on other forms of transportation. masks will also be optional for vaccinated people on the vehicle that runs between the star wars star cruiser hotel and the galaxy's edge area of hollywood studios. meantime, espn+ now lets you watch live sports with friends over facetime while on an iphone, ipad, mac or apple tv. the streaming service has added share play support to the

bringing the sunshine with her. you look nice. >> we're going to see lots of sun in the forecast and you'll see that, as well as a little bit of rain in the mix. let's get you started this morning with a look at what to expect as you head out the door in san francisco. it's a clear morning and we'll see a lot more sunshine than we did yesterday. and our temperatures warming up nicely. we're looking at santa rosa, how the day will shape up with low 40s. it's going to be a cool start and some temperatures quickly warming up. by lunchtime we're in the low 60s. low 70s by 4:00 today. once again, the sunshine continues. let's go to the south bay. los gatos reaching 70 degrees. we'll see some low 70s for much of the east bay with concord reaching 72 degrees, 68 in hayward and upper 50s for daly city and half moon bay. then as you go into san

francisco we're going to see a few low 60s downtown and in the mission district. santa rosa reaching 70 and 71 today in napa. the seven-day forecast does show that we're going to see wet wood for the weekend, especially on saturday, with a quick-moving widespread round of rain moving in. as it clears out, we're back to nice weather for sunday. then we were hoping to get some rain by the middle of next week. it looks like that's going to stay dry and kind of pass us to the north. as far as how much rain we could see on saturday, it's possible that we may get a quarter inch or more for some spots, especially south of the north bay. and the sierra will see about 1 to 7 inches of snow. that's going to be good, but we are still really lacking here. we're only at 57% of our statewide sierra snowpack, compared to normal. so looking at temperatures in the low 70s for the next couple of days, much cooler with showers on saturday and spring officially begins on sunday.

is set to go on trial. opening statements will beginning this morning in the trial for ramesh balwani. prosecutors say he and holmes misled investors and patients about their blood testing technology. his trial comes more than two months after holmes was found guilty on four of her 11 charges. another protest in san francisco by teachers and staff who are wondering where their paychecks are. the protest continues at this hour. many of those teachers are sleeping in the hallway in front of the superintendent's office. here is "today in the bay's" terry mcsweeney.
