i'm marcus washington. if you're on the go this morning, we're not only on television, you can catch us live on roku, amazon fire, apple tv and online. i want to get you started with the morning. vianey is going to have a look at the commute in just a bit but we have to start with the forecast. >> it looks great today. it's going to be sunny and pleasant. tomorrow it will be a little warmer and the warming trend continues into the weekend when we see showers moving in and then the temperatures drop for the first day of spring. walking out the door right now, temperatures in the 40s. this afternoon, not bad at all. by 3:00 we're seeing novato 68 degrees, it will be 71 in concord and san jose in the upper 60s. we'll talk about what's ahead in the forecast coming up in a few minutes. >> thank you. now to the intensifying crisis in ukraine. let's take a live look this morning in kyiv. things are calm down, but overnight it was a different story. this is what that scene looked like after a russian strike hit a residential building.

there's no word on injuries or casualties. just one of the many attacks playing out. a senior official of kyiv says ukrainians -- as ukraine has a counter-defense against forces, the city is in a 35-hour curfew. this morning the netherlands and other allies reaffirmed their commitment to continue to deliver weapons to ukraine. meanwhile much-needed medical supplies are on their way to poland this morning courtesy of california's natural disaster relief stockpile. governor newsom helped load two truckloads. they say nine out of ten ukrainians could face poverty as a result of the conflict. arguably, the biggest headline right now, not in ukraine, but in washington. in about an hour president

volodymyr zelenskyy will address congress in a virtual speech as the war in his country rages on. "today in the bay's" brie jackson live in washington this morning. brie, talk to us about what we can expect today. >> reporter: good morning, marcus. well, president zelenskyy is expected to, again, plead for a no-fly zone and military jets, something the biden administration has so far rejected, saying those moves could cause world war iii. at least one person died after a series of russian air strikes destroyed this apartment building in kyiv. a sad reminder of the growing number of civilian casualties. among those killed since the war started, an american journalist and two members of a fox news crew. ukraine's president volodymyr zelenskyy describing the destruction and heartbreak to canadian lawmakers, again receiving a standing ovation.

>> close the airspace. please stop the bombing. how many more cruise missiles have to fall on our cities? >> reporter: zelenskyy is expected to repeat the call during his virtual address to congress today. >> my guess is everything he's going to request is something we ought to be doing. >> the administration has been equivocal in saying no to a no-fly zone but there are plenty of tools we can give ukraine. >> reporter: the biden administration is considering providing ukraine with killer drones, equipped with missiles that could target tanks and artillery from miles away. president biden already signing off on nearly $14 billion on humanitarian and military aid. >> we're going to be able to quickly ramp up our response and help alleviate the suffering that putin's war is causing. >> reporter: as the crisis worsens, roughly 3 million ukrainians have fled their homeland. >> i'm fleeing for the sake of my children, she tells us.

president biden will travel to brussels for a nato meeting next week, world leaders uniting in their opposition to russian aggression. and after president zelenskyy's virtual speech, president biden will deliver remarks. he's expected to announce nearly $1 billion in military aid for ukraine. back to you. >> brie jackson in washington. we'll be watching for that special report. thank you. and because of what's happening there, gas prices here on the rise across the nation, and reaching well beyond $5 a gallon right here in the golden state. both uber and lyft have decided to temporarily add surcharges to the trips you take as a way a bit of relief for drivers. cierra johnson is live this morning from mill valley to break down both the new programs as folks really everywhere just are feeling the pain at the pumps here. >> reporter: yes, good morning, marcus. really just want to set the scene for what drivers here in the mill valley area pay. you can see behind me $5.99.

that's for unleaded gas per gallon. as you can imagine, if you're a ride share driver, uber or lyft, you're really going to feel that pain. so as a way to kind of alleviate that, they're adding surcharges. you also want to keep in mind that mill valley is higher than the san francisco bay area average and well above the state average, which is $5.77 a gallon. so uber says starting today it is adding a surcharge on fares and deliveries in united states and canada in response to surging gas prices. riders will pay a fee of 45 to 55 cents per trip, yuber eats delivery delivers will include a 35 to 45 cent fee charge. they say they're temporary and will last about two months. the only exception is new york city because the company says most of the deliveries are done by bike, not car, and the company says the surcharge will go directly to the driver who is

responsible for paying for their own gas. and lyft did follow suit, announcing they are closely monitoring gas prices and the impact on their drivers. they say while driver earnings overall have remained elevated compared to last year, they will be asking riders to pay a temporary fuel charge. it's important to note that lyft has not released a date or what those surcharges will be, or when it will go into effect. drivers for doordash will receive extra benefits. according to the company, all u.s. dashers are eligible for a 10% cash back on gas through dasher direct. this is a pre-paid visa business debit card designed for dash drivers. they can use the card when they're not door dashing. they're offering a weekly bonus for those who accept and complete orders totaling more than 100 miles. they'll earn an extra $5 and

doordash says this will increase the more they drive. we'll be feeling them when we fill up our own tanks, but if you take a ride with ride services or order food through uber eats. a lot to keep track of as prices continue to rise. we're live in mill valley. cierra johnson for "today in the bay." >> hitting everyone out there. thank you. well, stanford will soon start a new quarter with a covid booster shot requirement but some students are unhappy about this. more than 1,700 people signed a petition to repeal the booster mandate. it took effect at the end of january but this is the first time that it will come into play because it will actually prevent unboosted students from registering. it may even impact housing or even teaching assistant status. organizers say 95% received their initial vaccinations and they're hoping the school will consider the policy. >> so when it comes to me deciding, it's not just like the booster dose versus

continuing -- versus, you know, leaving stanford entirely. it's long-term what is the place going to look like in ten years if this is what they're doing now and do i want to be a part of that. >> stanford does not have data yet on booster compliance, but there are no plans to change the policy at this time. well, today marks one year since the shooting rampage at an atlanta spa. six of the victims were asian american women. here's a live look at san francisco this morning, one of the cities that will play host to eight rallies planned across the country today, calling for justice for asian women. today's event gets under way at the asian art museum at 3:00 this afternoon. last year the spa shooter pleaded guilty to killing four victims in a deal that avoided the death penalty. he pleaded not guilty to four other deadly shootings that happened on the same day. 5:09 this morning. despite our climate in crisis,

new signs californians are ignoring requests to cut back on water. governor newsom last year requested everyone to cut their water use by 15%. new numbers show people actually increased water use by more than 2% in january. that, compared to the same period in 2020 before the drought was declared, since last july water use is down more than 6%. but that's not even half of the target goal. let's take a live look outside this morning at the bay bridge. a beautiful sight as we get started with the day. meteorologist kari hall has been tracking what we can expect today. we had rain yesterday morning. >> it's all cleared out and our temperatures are starting to really dip, especially in parts of the north bay. santa rosa, you're at 39 degrees, but elsewhere we do have upper 40s and low 50s, but we do have a wide range in temperatures. so as you're heading out for work in pleasant hill, temperatures in the mid-40s to start. it will be a beautiful

afternoon. hopefully you'll have a chance to get out and enjoy it. our temperatures will reach into the mid-60s and low 70s. vianey, you were tracking an earlier traffic alert. >> this is a live look at the scene and this is unfortunately from a deadly crash involving a vehicle and a pedestrian. it is not a hit and run. the vehicle did remain on the scene. but we are still seeing that two of four lanes remain closed. there was an estimated time of arrival as far as the coroner went, so we're waiting to hear back. as of now this is southbound 101 just north of san pedro road. if you're heading in this direction, expect delays until that gets cleared out. the rest of the bay area, we're doing okay as far as drive times. back to you. >> thank you so much. well, this morning scott mcgrew is keeping an eye on interest rates. >> that's right. today is the day, marcus, the day the federal open markets committee will announce something. how it affects you coming up. ♪♪

good wednesday morning. let's get you started with a look at how the morning will shape up. it's busy heading through the tri-valley. our temperatures in the mid-40s, a few clouds early, but clearing out and it's going to be a really nice day. we'll see more days like this. we'll talk about that and when we get rain again coming up. >> and san rafael commuters, a sigalert remains for southbound 101 just north of san pedro road. three and four lanes are now -- i should say two of four lanes are now open. as of right now, no estimated time on complete reopening. unfortunately, this is a pedestrian versus vehicle deadly crash. i'll have an update on routes to get around it coming up in a few minutes. >> good morning. very happy wednesday to you. it might feel like a regular wednesday, but in finance it is not. this is the end of the two-day meeting of the federal open markets committee. i guarantee evening news will be full of headlines of interest rate hikes. how much we can't say because it

hasn't happened yet, but today around 11:30, we should see what the fed has decided. the decision does not affect mortgage rates directly, but they do move in concert. mortgage rates will likely continue to rise. credit card rates will likely go up as well. credit card interest rates tend to be much higher in the first place. some credit cards, particularly those store credit cards, can charge 20% or 25% interest rates. first of all, you should not be paying that. second, a quarter point lift on the fed funds is pretty tiny in comparison. rather than think, what will this do for my credit cards or my mortgage, ask, what will this do for the economy. and the hope is interest rate hikes will fight inflation by slowing down the economy. we've seen what a problem inflation is. it's caused by too much money chasing not enough product. now, factories are doing their best with the not enough product

end of it. the fed is fixing the too much money end of it by drying up the money supply, making it harder for companies to borrow, to hire. it's bitter medicine, but it's got to be done. unfortunately, marcus and laura, the one place i don't think we'll see any effect is gas prices. gas prices will remain high, as long as the war in europe, and perhaps longer, lasts, as more and more people are going back to work they keep the demand high. gas prices in many ways is the most simple one to explain, and that is if we're not producing enough of it, if speculators think bad things are going to happen in europe, and we all want to fill up our tank, they go up. >> exactly. and there's just more people on the road. a lot of traffic. >> every day we're saying this company is back to work. >> and this reminds me of when the pandemic started and they were giving those barrels away. >> at one point, yes, you are absolutely right. oil went to a negative number. you had to pay people to store

>> i know one she's upset with somebody. let's get a look at that forecast. i'm not upset about this forecast. >> it looks great. it would be nice to get more rain because we were able to squeeze a few raindrops out of the system that came through yesterday. we are back to sunshine and waking up on cooler temperatures in many spots, like santa rosa right now dropping down to the upper 30s. 40s in orinda, san francisco right now in the upper 40s. we are headed for low 60s today, 70 in santa rosa, also 70 in martinez. the seven-day forecast is at the bottom of the screen with mild weather over the next few days. we do have rain coming our way for saturday and it looks pretty widespread, but it's going to be light. then as it quickly moves out we welcome in spring on sunday and it looks like in the beginning we were going to get more rain

for the middle of next week, but now it looks like that all stays to the north of us. we'll see how that changes over the next few days. looking at some very light amounts of rainfall for the north bay, now this time around it looks like the heavier downpours could be in parts of the east bay, where we could get a quarter inch of rain for saturday and there will also be light snow in the sierra. heads-up the roads may be slippery, especially on saturday, and then coming home we're looking at 1 to 7 inches of snow on the ground. so we do have the next storm system coming in. otherwise pretty quiet conditions. that's going to drop those temperatures on saturday, so if you'll be outside just keep in mind that there will be some off and on rain possible and it's going to be much cooler. but those temperatures really bounce back next week. take a look at those highs in the low 80s and we'll see that in the valleys by next tuesday. vianey, how is it looking for the morning commute now? >> for those commuting from san rafael, southbound lanes, two of

kari hall. >> we had a little bit of rain today and then sunshine will be with us with pleasant temperatures. tomorrow it will be slightly warmer. the weekend, we continue the trend until a cold front comes in and we'll see showers and cooler temperatures. a look outside in dublin right now before you head out the door, the temperatures in the mid-40s. it's a cool start but it's going to warm up nicely. we go from a jacket to short sleeves by later today. we'll talk about what's ahead in the forecast in a few minutes. >> thank you. to a developing story this morning, police are investigating the deadly shooting in fremont. investigators say they are limited and police will only say one man shot and killed another last night. the suspect is in custody. the families of both men are speaking this morning, with the victim's family saying he is going through mental health issues and needed psychiatric care. they say they called police to get help and were turned away. the suspect's stepson says the

victim started shouting at him in his car. >> he told me ten times, i'm going to kill you, i'm going to kill you, and i really believed that. he was like this, toward my head. i got scared, very scared, and i ran away. >> now, he added that the victim also shouted the same thing at his 70-year-old step-dad, and that man shot and killed him. the suspect's family is claiming self defense. police won't say at this time what the motive was. 5:32 right now. the second theranos trial starts today with opening statements in the fraud case against former executive ramesh balance juany. on elizabeth holmes' opening statement today. back when elizabeth holmes' opening statement started, there were dozens of reporters waiting to get into court. balwani's trial starts today two months after his former girlfriend's elizabeth holmes. she was convicted on 4 of 11 counts stemming from accusations that she and balwani misled investors, doctors and patients about their blood testing technology. the trials were separated because holmes' defense centered on blaming balwani saying that he controlled her through mental and physical abuse. he has denied those claims. now, while his defense team may have gleaned from how her trial played out, so did the government attorneys who will prosecute him. >> i think what we will see here is the prosecution reviewing what it did and trying to make a

more direct connection between sunny and statements that were made to doctors and patients so that they have a better chance of gaining a conviction on those counts as well. >> reporter: now, our legal analyst says that he doesn't expect balwani will take the stand in his own defense, and thus the steamy evidence related to their romantic relationship is unlikely to come up. this trial is expected to be shorter. the judge in this case is calling for longer days for the jury to sit and fewer days off in between. things get started later on this morning. in san jose, kris sanchez, "today in the bay." >> so interesting to follow. thank you. to overnight developments in ukraine, with the assault intensifying on the ground. this is new video for you this morning of the capital of kyiv and this is where a new round of missile strikes damaged residential buildings. there was video that we do have, you can see it right there. this is where you can see the

explosion and the thick black smoke. ukraine's deputy prime minister also says russian forces have seized a hospital holding 400 people in the city of mariupol. but also a new glimmer of hope surrounding peace talks. russian's foreign minister says the topic of ukraine becoming neutral is now a serious topic of discussion, and the latest casualty now includes a fox news photographer, pierre zakrzewski died in the attack near kyiv. a young interpreter traveling with him also died. it follows an attack over the weekend that seriously injured fox news correspondent benjamin hall. here is a live look this morning at the congressional auditorium on capitol hill. as you see there, the senate yesterday voted unanimously to condemn russia's invasion of ukraine, a symbolic move that comes with no orders for sanctions or military

operations. in less than 30 minutes ukraine president volodymyr zelenskyy will address congress in a virtual speech. overnight the expressed optimism about peace talks were sounding more realistic, but said more time is needed. he's expected to renew his call for more weaponry. he made a similar appeal to the canadian parliament yesterday. president biden recently signed close to $14 billion in emergency aid for ukraine. nbc bay area political analyst larry gersten says ukraine's stance on nato is key. >> the fact that president zelenskyy said today it's okay, we don't have to go ahead and join nato may be the beginning of a negotiated process that finds a solution to end this conflict. >> president biden is planning a trip to ukraine -- or to europe

next week. this is for a summit with nato allies on responding to the crisis. stay with us for the latest on the crisis in ukraine. we will be covering zelenskyy's address to congress. as soon as the speech gets under way, we will carry it live as part of a special report with lester holt. >> 5:37 right now and an unusual protest over back pay continues in san francisco where teachers and staff are wondering about their paychecks. teachers have been sleeping in the hallway in front of the school superintendent's office. the dispute revolves around paychecks the district admits have not been issued for several weeks. the superintendent is apologizing for the delay, citing a transition to a new payroll system. well, the oakland a's today face another potential hurdle in the plan to build a new stadium at howard terminal.

a seaport planning committee will give its recommendations on the plan and it's possible they could advise to hold onto the land in the event of future cargo expansion. but one announcement from port leaders indicated they do not expect that. today's recommendation is not binding, but instead it will be advanced to a separate commission for the ultimate decision. mayor libby schaaf is still confident that the stadium deal will get done. today marks two years since six of nine bay area counties issued coronavirus lockdowns, and they took effect the following day. the remaining three counties would soon follow suit. it followed a request from governor newsom to close all restaurants and bars. in some cities those closures gave way to parklets and in san francisco the plan to fine restaurants and bars to not follow regulations is on the back burner. supervisors yesterday approved

delaying issuing any fines until april of next year. last summer they approved a long-term parklet plan that allows sidewalks and parking spaces to be used for outdoor dining and drinking. businesses reportedly raised concerns about what they call excessive rules and penalties. let's take a live look out for you this morning. this is lake elizabeth in the east bay. nice and calm this morning. let's get a look at the forecast. starting out pretty cool out there this morning. >> yesterday we were watching the same spot to see if it was raining and a couple of sprinkles here and there. now we are starting out with temperatures in the upper 40s and low 50s for many spots, but it is cooling down in the north bay. santa rosa maybe around lake elizabeth, it's going to be definitely a lot of pollen floating throughair. right now it's juniper and ash.

we're headed for the upper 60s and sunshine later today. now, we were watching a couple of issues on the road earlier this morning. how is it looking now? >> i do have good news for those commuters in san rafael along southbound 101, the sigalert from this morning has been cleared out. all lanes are now open. but we are still seeing a couple of delays as traffic works to recover. but something to look ahead, this is going to impact you if you're going to be taking highway 17 between 10:00 a.m. -- my maps are going a little crazy, but between 10:00 a.m. and 2:00 p.m. there is going to be a closure for maintenance. this is along northbound/southbound 17 between bear creek and herbert road. i'll send it over back to you. >> coming up this morning here on "today in the bay," tragedy overnight for a college golf team. >> there are fears multiple team members have died after a head-on crash. the latest information on those victims and where the team was headed when the crash happened. >> marcus told you about president zelenskyy addressing

at 8:00 and we are going to see a few clouds to start, but sunshine for the afternoon as we head for the mid-60s. a really nice day for spending more time outside. we will see more changes ahead, especially temperature-wise, and we'll talk more about that coming up. >> and a look right now at your bridge drive times, westbound 80 toward the bay bridge, nine minutes, san mateo bridge, westbound 92, 12 minutes. i'll have an update coming up. developing overnight, a deadly head-on crash involving a men's and women's golf team from new mexico. this morning it's not clear how many people have died, but the van was said to be carrying golf team members from the university of the southwest. this is in new mexico. the texas highway patrol says it collided with a pickup truck. due to the nature of the crash, the number of victims not yet confirmed. the team was returning from a tournament in west texas. the school issued a statement saying, in part, quote, two of

our students have survived and have been airlifted to university hospital in lubbock with serious injuries. we would ask for prayers for their recovery and comfort and strength for all the families and friends and students of those whose lives have been lost. a quarter until 6:00 right now, and president biden will travel to europe for an emergency meeting with nato. >> meanwhile, scott mcgrew, president zelenskyy of ukraine will address congress this morning. >> yeah, the address to congress happens today. we'll talk about that in a second. as for president biden, we understand he will announce $800 million more in funding for ukraine, just a day after he signed a bill sending billions. nato will send much more powerful anti-aircraft missiles that will be capable of reaching much higher and the white house announced that president biden will travel to nato headquarters in brussels next week to meet with ministers there. nato, of course, supplying and supporting ukraine without getting directly involved in the fighting. >> so that's just five seconds of a more than three-minute standing ovation for ukrainian president zelenskyy as he addressed the canadian parliament yesterday. zelenskyy has really impressed the west but he's gotten more strie dent about a few things. first, he wants a no-fly zone over ukraine and that absolutely is not going to happen, says the white house. that would involve us getting involved militarily and that's an absolute no-go for the u.s. and nato. zelenskyy also claims nato's article 5 agreement was the weakest it's ever been in his words. that is not true. article 5 says an attack on one nato member is an attack on all nato members. no nato country has been attacked. here is our defense secretary reacting to that. >> we've been clear throughout that we believe that our commitment to nato, our article

competitive, bob. >> reporter: yeah, laura and marcus, we know of one that's $800,000 over. i'll tell you about that in a minute. to buy a home in the bay area, you're most likely going to have to have nerves of steel because of the bidding wars to get into that home. what might be a surprise is that in many instances, more than you might realize, you're going to have to bring an extra six figures to the table. this is according to a study from red fin. you can take a look at your tv screen. hundreds of homes in oakland, san jose, and san francisco went for at least $100,000 over asking. this was between january 1st and february 15th of this year. in oakland it was 30% of the homes that were sold that went for over $100,000 over asking. san jose, 45%. 40% for san francisco. this is the home i'm mentioning. we know of a home in sunnyvale, 1,500 square feet that just went for $2.8 million. that's the one that was $800,000

over asking. buyers are trying to take advantage of mortgage rates in the three 3s. >> mortgage rates are up from where they were at the end of last year and will likely continue to rise and that will make borrowing to buy a home more expensive. i think part of the reason we're seeing a rush to buy a home is people want to get ahead of the rising mortgage rates. over time they will go up and start to put a dent in demand and make the housing market a bit more balanced. >> reporter: as i mentioned, 35% to 45% of homes in oakland, sf and san jose went for at least $100,000 over asking. nationally the number is less than 2%. a reminder of just how hard it is to make it in the bay. reporting live, bob redell, "today in the bay." >> hurting my heart. >> check this out. before the sharks game the team hosted it's fourth annual women

compared to what we had just recently. and then next week it does look dry as we were hoping to get some rain. but as of right now it looks like it stays to our north. how much can we expect over the weekend? the possibility of about a quarter inch of rain, that will be enough to turn off the sprinklers, at least for a couple of days and it could be a nice soaking. and the roads will be slick heading to the sierra. even though this is not a lot of snow, about 1 to 7 inches expected on saturday as the next colder storm system moves in. as we take a look at temperatures, we've got a big drop in temperatures on saturday with the rain, but then it quickly rebounds as we officially begin spring and then it will feel more like summer by tuesday. vianey, how is it looking for the morning commute? >> the san rafael sigalert has cleared. we had this pop up along 80 so i'll check that out. westbound 580 from grant line road you're looking at 23 minutes and i am starting to

this is where they believe she was living with her mother and her mother's boyfriend. family members say sophia's mother has a history of prostitution, mental illness and drug use and often lived on the streets. she's accused of murder and police are looking for her boyfriend. sophia lived in hayward with her grandmother and other family members and they say they fought to keep police and state agents from returning sophia to her mother. >> we begged the officers, please don't take this baby, and they were like, well, why? if somebody is telling you not to take a kid, you probably don't want to be combative, you want to be concerned. >> child protective services says that they cannot comment on sophia's case at this time. police will only confirm that they received two missing person's complaints from the girl's family after they were not able to talk to sophia while she was with her mother. >> the owner of a south bay restaurant giving this woman a second chance after she
