>> and we're all little leprechauns today. >> and laura garcia. >> yeah, a little bit. today everybody, right? >> we not only broadcast to your television but you can watch us live on roku, amazon fire, apple tv and, of course, online. we'll get to that traffic, if there's any this early this morning. she's in for mike, but let's check the forecast with kari. >> we're waking up to for the most part a quiet morning, and our temperatures are not as cool as yesterday, but still pretty chilly with some mid to upper 40s for parts of the north bay as well as the inland east bay. we're at 50 in san jose. we'll probably dip another couple of degrees. 44 in morgan hill, 49 in san francisco. taking a live look outside, can you see the low clouds, maybe a little bit of fog drifting around but nothing to really obstruct your visibility as you're driving to work and it starts out mostly cloudy, but then you can see the sunshine popping out for today as our temperatures reach into the mid to upper 60s. vianey, how is it looking for early morning commuters? >> things are quiet. had a couple of overnight

crashes as things have cleared out and reports are looking good of the right now we do have green on our traffic map which means no delays. tri-valley drive times right now, west on 5, leading from grant line road to 680. you're looking at 17 minutes, 580 to vargas road ten minutes and westbound to 680 about eight minutes. a quick check of your bridge drive times. westbound 580 towards the richmond bridge seven minutes. a closer look as to how the rest of the drive times are doing throughout the bay area coming up. >> thanks, vianey. turning to the latest out of ukraine a day after ukranian president volodymyr zelenskyy asked congress and president biden for help, russia's attack on his country intensified. this is a live look at kyiv this morning where we are learning that air strikes continue in many areas targeting apartments, civilian businesses and hospitals adding to the urgency of so many people trying to escape. new video shared by the state

emergency service this morning shows the remnants of a downed russian rocket that hit an apartment building in kyiv. this latest attack has killed at least one person and injured three others. and this morning people fleeing are coming upon another roadblock, a systemwide outage halting polish railways which have been a key route out for people trying to leave ukraine. "today in the bay's" jay gray is following the fighting and humanitarian crisis along the border and joins us this morning with a special look at some of those who have rushed in to help. >> reporter: daybreak brings another attack on kyiv, crumbling buildings litter the city as air strikes continue around the clock. in the battered city of mariupol the shelling continues even as they unload the wounded. doctors at this hospital, one of the last standing in the reggor,

treat the victims of war while villages across ukraine honor their fallen hero. >> these guys are like angels for us, died here protecting us physically and then probably they are going to be protecting us there in heaven. >> reporter: as so many go through the hell of trying to escape. already more than 3 million have rushed from the fighting. mothers clutching their babies just across the border, safe but uncertain what comes next. >> whatever is happening here is going to be helping for a long time and people will need a lot of things and a lot of supplies and everything. >> reporter: because they have left most everything behind. jay gray, nbc news along the polish-ukraine border. we are moving you forward this morning out of the pandemic. this week marks the first time california students are returning to cool with no mask mandate. while some families end kators are breathing easier some are masking out.

i sat down with the state superintendent tony thurman of schools. we began our conversation surrounding what he learned from the pandemic. >> first and foremost, it has forced us to think about how to keep people safe, and so it's been a tough two years. we've had to learn all about health care, how to death personal protective equipment. we've had to learn about covid testing and vaccinations while at the same time trying to support student learning and help students get computers at a time when there were no computers. maybe a million students in our state were without computers as we entered the pandemic, so it's been -- it's been a tough time, but i'm grateful for the resilience of our school and school staff, students and families. they have been resilient and we've gone a way to keep schools open and keep people safe and keep people learning. >> while they left the masking decisions to local leadership every area was different. educators are not public health officials, it seems to put them in kind of a difficult position. would you return to that again? what would you do differently,

if anything? >> yeah, i would commend our county health officers and our california department of public health. they have certainly given us as much as one could hope for in terms of insights about how to address the coronavirus, and let's face it. there is no playbook for the coronavirus. it was new to all of us, and public health departments across the state have helped us tremendously. as you said though, we don't have health staff, you know, who can advise us on these tough questions, and if there's anything that we can do to bring our county health officers closer to our schools, everyone is hungry for information. it's been very difficult we kee schools, listening to our schools what their needs are and making sure our state health officials hear that feedback we believe that that's the best place that we can be. again, it's been difficult and i'll acknowledge that for our schools. it's certainly not for lack of effort on the part of our department of public health who tried their best to make sure

. happy st. patrick's day. right now at 4:39 we're walking out the door in parts of the east bay n.pittsburgh, temperatures at about 50 degrees, so it's a milder start, and we although see the sky coming out again today, a really nice afternoon. we'll talk more about this, the changes ahead and the weekend forecast and when we can see some rain coming up. >> and no major accidents to report, but i do want to give you a look at your peninsula drive time. southbound 101 for vanness avenue to sfo, eleven minutes and from sfo to highway 92 six minutes and high war 92 to shoreline boulevard nine minutes. no buildups at the poll plaza. first let's check in with "business and-tech." good morning, ber that. >> good morning, vianey. i'm bertha coombs from cnbc.

not a whole lot of green it looks like on the open for wall street for stocks. investors still digesting the federal reserve's initial moves. the markets initially dropped when the fed announced its first rate hike since 2018 and signaled that there would be six more hikes coming this year, the fed also raised its projections for inflation for 2022, but then stocks rallied once the fed chairman jerome powell began his post-meeting news conference saying that he thinks the economy can withstand this, that the economy is strong. investors appear to be taking it the fed's aggressive change as proof that they are really looking to harness inflation. the dow close up more than 105 points for its first three-day winning streak in more than a up in. the s&p 500 gaining 2.5%, and the nasdaq jumping near hi 4%. historically the months tend to do very well after the first rate hike, an average gain of about 9% for the following 12 months in the s&p. but speaking of higher prices,

egg prices are rising as a new wave of bird flu hits the u.s. affecting poultry operations along the east coast and midwest. that's forcing farmers there to cull their flocks. the lost production is starting to push up prices ahead of easter which as you imagine peak demand time for all the easter eggs. wholesale egg prize jumping ten cents to $1.60 a dozen yesterday, the biggest one-day gain since the start of the pandemic. buyers are stocking up ahead of any potential supply disruptions, but more expensive eggs could soon trickle down to your grocery store shelves. meantime, instacart is rolling out shoppable recipes letting you snap up ingredients when you see a meal on tiktok. you can tap a button and instacart will find both the necessary items and help you arrange delivery so if you spot an idea for dinner sometime in the afternoon, can you have everything you need by dinnertime in the evening without having to head to the

>> very good thursday morning to you. taking a live look outside overlooking san francisco. i bet that will be a very active city today being st. patrick's day. everybody ready to go to lefty o'duel's? >> a lot of pub crawls but it's starting out as a nice one. heading to works yes, we have to get that out of the way first.

we'll see some of the temperatures starting out in the 40s and low 50. here's a live look outside in the tri-valley with that view of dublin and 580. we're going to see our temperatures go from 46 degrees to a lot of clouds for the start of the day and reaching into the mid-50s by 11:00, and before you head out the door if you haven't yet sneezed, make sure you take your allergy medicine. you'll need that today. our pollen count is still high, and we have a lot of tree pollen right now, as expected during the springtime especially with our temperatures warming up. take a look at where we're headed for today in the south bay reaching 67 degrees in los gatos and 66 degrees in east san jose. oakland in the lower 60s. low 60s in san matteo and daly city and half moon bay in the upper 50s. a lot of lower 50s in the marina district as the fog will be rolling by keeping the

temperatures cool n.mill valley headed to 63 this afternoon and santa rosa, the upper 60s later today. here's what's going on. we're seeing a lot more clouds, even a little bit of the luck of the irish green on the radar, but a lot of this will dry up before it gets here and we may only see a couple of spotty sprinkles. we'll see some much more widespread rain in the forecast on saturday as a cold front sweeps through. it's also going to bring in some snow for the sierra. that moves out by sunday, and then we go back to some dry weather and a strong area of high pressure is going to build, and that's going to warm up our temperatures. so hopefully we can get a decent amount of rain, and it looks like with every run of the models that we've seen about a quarter to half an inch of rain for many of our microclimates on saturday and san francisco may get about .4 inch of a rain. look at mill valley. over half an inch of rain possible so we're hoping that definitely pans out. and if you do plan to head over towards the sierra this weekend, roads will be slick as we're looking at about one to five

inches of snow over the weekend as this system moves through. and then a big drop in temperatures. we're going from upper 60s and low 70s for today and tomorrow to upper 50s for highs on saturday, so, it becomes much cooler with temperatures and check out the bounce back we'll have next week. we go from starting spring to feeling summer over the course of a couple of days. mid-80s in the forecast next tuesday and wednesday. vianey, early this morning, seems like things are pretty quiet. >> things are really quiet right now. we're going to hope it stays that way. i did see this pop up right now on the map as i was getting ready to come out here so i'm going to check that out. looks like it's along 880 right before approaching the bridge. southbound drive times, south bay drive times, northbound 101 from highway 85, you're looking at about 18 minutes. northbound 280 from highway 101 to highway 85, you're looking at 7 minutes and northbound 81 from highway 101 only about 20

minutes. your tri-valley drive time right around, you know, the ak-am hour we start to notice an increase. from grant line road to 670 it's about 19 minutes. i haven't seen any delays into the tri-valley. southbound 680 to vargas road about ten minutes and hopefully we won't get too busy heading into the 5:00 a.m. hour but i'll keep a close eye and definitely will keep you up to day. i'll have another report coming up in a few minutes. >> a follow-up to a triple shooting in fair feil. the second victim has now died. the shooting happened early sunday on east tabor avenue. a third victim was critically injured. a suspect knew the victim and this week turned himself in. >> 4:50 right now, developing news, federal prosecutors say a bay-area olympian and her father have been targets of a chinese spying and intimidation campaign. in a criminal complaint released yesterday, officials say arthur

and elisa lu were targeted after being labeled enemies of china, and as "today in the bay" sharon katsuda explains, it began when he became a part of a protest. >> becoming part of team usa for olympic skating for team usa. i think that's one of the reasons that they are paying attention to her. >> reporter: arthur lurks father of olympic skater alyssa lu describes what the chinese operatives did both of them to last year. >> i think they targeted me and also my daughter to try to gather our passport information, our social security number. >> lu says he left china for the u.s. after the tiananmen square massacre in 1989. he says he was part of the pro-democracy movement and was wanted by the chinese government. >> i had an incident back in the

1990s that somebody was sent to china to find me, actually got very close to me when i -- who, you know, posted as a friend and helping out. >> in the doj's criminal complaint it says the defendants, quote, did knowingly act in the united states as anning agent of a foreign government, to wit, the people's republic of china. lu says he believes this case shows the u.s. government is, quote, on top of things. >> i think the need to respect the u.s. laws, and this is a free country, and we are allowed to speak our minds. we have the freedom of speech and they should leave us alone. >> if convicted on all charges, the three men could spend years inside a federal prison. sharon katsuda, nbc bay area news.
