amazon fire, apple tv and online. >> we'll get to that morning commute. vianey is in for mike this morning. let's start out with a look at forecast and where we can start. >> not a bad start. it's going to be a really nice day. we're going to see some clouds rolling by here and there and a live look outside at the golden gate bridge. no issues and our temperatures starting out in the low 40s in parts of the north bay and low 50s for parts of san francisco and part of the south bay. as we go into this afternoon we're headed for the lower 60s for parts of the south bay, the east bay, livermore 64 degrees. 66 in san jose, and we'll see highs in the upper 60s in santa rosa, but we will cool down this weekend. we'll talk about that and rain in the forecast coming up in a few minutes. kris? >> thank you, kari. new images of that utter devastation in a ukranian port city with the sanctions mounting against russia. this is a live look this morning in the capital of kyiv which is experiencing another day of heavy fire from russian forces.

a number of ukranian refugees now top 3 million people, and those attempting to flee are facing a new obstacle. there's a system outage halting polish railways which have been a key route for people trying to leave. also, survivors are reportedly starting to emerge from a bombed-out theater where children were among those sheltering. here's a satellite image of that mariupol theater taken by the u.s. government. linked by technology firm amaxar. in letters you see in russian and in ukranian say children. russian forces bombed that theater yesterday. theium of casualties is not yet known. the war is now entering its fourth week, and the u.n. confirms nearly 700 civilians have been killed, but the actual numbers are believed to be far higher. jackson is in washington. the ukranian president hoping for additional help from the u.s. >> reporter: good morning, kris, that's absolutely right, and this comes after the president of ukraine delivered that really touching speech yesterday that many people are still talking about during his virtual speech. .zelenskyy urged the u.s. to send more weapons to ukraine and to enforce tougher sanctions on russia. >> i see no sense in life if it cannot stop the death. >> reporter: in a passionate speech, ukraine's president volodymyr zelenskyy appealed to america's heart strings comparing the crisis in his country to pearl harbor and 9/11. >> russian troops have already fired nearly 1,000 missiles at ukraine. complex bones. they use drones to kill us with precision. >> reporter: urging congress and specifically president biden to do more. >> being the leader of the world

showing no signs of ending the violence. and peace talks between ukraine and russia continue, both sides have signaled reasons for optimism, but key differences remain. kris? >> all right. thank you very much, brie. as gas prices across the nation and right here in the bay area continue to rise, lawmakers are looking to alleviate some that have pain at the pump. today state lawmakers are going to lay out a proposal that would give everyone in the state hundreds of dollars in the form of a rebate due to the rising price of gas. "today in the bay's" crier are a -- cierra johnson breaks it all down for us. >> reporter: yeah. a lot of folks talking about the price of gas, and this is the reason why. we're here at the chevron station in seminary drive, 5.99 for a gallon of regular gas, and

this really is pretty on par for the rest of the bay area. it's not anywhere where you can find any gas under $5.75. take a look at the screen. a breakdown of what folks can expect to pay across the bay i area. the cheapest gas 5.76 in solano county. folks in san francisco can expect to pay closer to 5.94. san mateo county 5.98 and in san francisco the gas currently sets at 5.18 for a gallon of regular gas. in light of those prices about a dozen assembly members will roll out a proposal to give every california taxpayer, even those who don't drive or own a car a $400 rebate to ease the pain at the pump. now the funding for the rebate would pull $9 billion of the state's budget surplus and those proposed in the rebate believe would be a better alternative to suspending the gas tax, but some i spoke with say more simply needs to be done. >> i don't think it's enough. i don't think it's enough money to -- for us, especially in this

hard time. >> now as exciting as all that have sounds, this is only a proposal. in order for it to become reality it has to go through many committees and votes before you can even get that money in your pocket, so something to look forward to if you're looking for some money back because of those high gas prize, but, again, 5.99 is what you can expect to pay here in mill valley and over 5.75 across the bay area. live in marin county, cierra johnson for "today in the bay." >> keeping with the trend and talking about the gas prices, you know the saying timing is everything. turns out the same thing goes for buying gas. a recent gas buddy study finds over the past five years monday is the best day of the week to fuel up. friday is said to be another good one due to fewer commuters, but the worst day of the week, last year it was thursday. >> your light just turned on. >> got to wait for friday. >> i can't. >> that's when gas is most expensive in more than half of

all states. wednesday came in at second worst. if i wait and you see me on the road, give me a road. >> i'm going to carpool tomorrow. developing this morning in vallejo, police are investigating a deadly shooting which happened around 5:00 last night near discovery kingdom. police so far are only confirming that one person died, but no information yet on a suspect or whether that shooting might have been targeted. oakland police this afternoon will talk about this week's big break in the case of the shooting that killed a guard protecting a tv news crew. kevin nishida died in late november in downtown oakland. police yesterday announced three men are now charged with murder. two of the suspects are in custody, though a third suspect is still at large. >> friends and family today will mark the dirt bay of an oakley woman missing for more than a month. alexis gabe was last seen in late january. her car was found abandoned and the keys still in the ignition. for weeks police and volunteers have been searching for her with

no luck. today she turns 24. volunteers plan to hold another search for gabe this saturday. they will meet at the streets of brentwood mall at 10:00 a.m. happening today, a controversial covid vaccination requirement set to take effect at santa clara university. this is a live look at the university this morning. eight days ago students there held a protest over the looming dead-like. students also filed a lawsuit to halt it. the school is still threatening to drop students from their spring quarter classes for not complying with that vaccination order. school leaders are not commenting on that lawsuit. >> 5:09 on your thursday morning. taking a live look outside downtown san jose. spring quickly approaching, and not without some changes coming our way as well. kari has a look though at what's in store for today. >> yeah. we're in the last few days of winter, and this weekend we turn the calendar to spring and it's really going to be kind of crazy here over the next few days, but

the time is 514:00 on this st. patrick's day, and as you're heading out for work, we are seeing some temperatures in pleasant hill in the upper 40s. there will be some clouds throughout the morning, but we'll start to see the peeks of sunshine around lunchtime and a bright and sunny afternoon as our highs head to the upper 60s. not bad, but we will see some changes for the weekend in terms of rain and a big cooldown. we'll talk about that coming up in a few minutes. >> and a live look at a smooth commute right now. bay bridge toll plaza, no metering lights on just yet, but

we're seeing some traffic beginning to build. a full traffic report in just a few minutes. let's check in with scott. >> happy thursday. top of the morning to you. ensfliks experimenting with a new fee for people who share their password. not a done deal, and it's not happening here, but the los gatos movie giant is trying it out in some markets across the globe. it would apply to account holders who actively watch movies in more than one location. now, it's not much, just $3 so netflix has gotten expensive lately. everything is getting more expensive which is why the open markets committee yesterday announced the first interest rate hike in years. it's a quarter point, a very small move upward for the interest rate. there will be more hikes, as many as six in the coming year we do expect, and the next one should come in may. again, quarter point very small.

our warmest spots inland and we are looking at upper 50s in san we go into tomorrow, we're going to see just a few clouds, slightly warmer temperatures with morgan hill and san martin reaching into the low 7 as and some low 70s in fairfield, and then going into saturday, that's when we have the big change with the showers moving in, and we'll see san jose only in the upper 50s and 56 in miraga and 59 in san francisco, so that's what the showers moving in. we ear seeing a little bit of some green here on the radar with some light showers just off the coast. a lot of this will dry up before it moves in, but we may have some drizzle in the next couple of hours and that's about it. more widespread measurable rain in the forecast for saturday, and it's going to be moving through with a cold front that will be bringing some scattered showers in the forecast for that day, but then it dries up and then a strong area of high pressure is going to warm up our temperatures next week so we're just trying to get as you have

as we can out of this system, and it's looking a little bit better. a lot of the more recent rufnts computer models show that we could see anywhere from a quarter to half an inch of rain, maybe even a little bit higher for mill valley, but most of the bay area getting about a quarter inch of rain while the sierra gets about 1 to 5 inches of snow. the weekend, that's just enough to make the roads slippery and give a beautiful sight for those who are lucky enough to spend the weekend in the sierra. our temperatures take a big dip though. we're going from 70 tomorrow to the upper 50s on saturday, and spring begins on sunday, so those temperatures start to bounce up, and you can see how much it bounces back next week. it's going to feel like summer. we may have our first days reaching into the mid 80s for the year, and vianey, you've been watching the roads. any traffic incidents popping up? >> things are quiet. i am expected about the 80s in the forecast. 80, perfect temperature there. we do have a look at your drive times though so let's get to the east bay right now. southbound 680 from 580 to

the players in the middle, number 33, and he's from western ukraine. when russia invaded his home country, his mom and sister fled to lithuania. his father who is a police officer stayed behind to patrol his city and fight, if needed. now while it's been hard to focus on basketball he tells us he's more motivated than ever after talking with his dad last week -- this woke. >> he tell me he's proed proud of me so much and keep fighting, trying my best and for now i have more motivation to play basketball because it's my father's dream, my family dream to be in this tournament. >> incidentally, mark had two teammates who are from belarus. that's a country that's aided russia in its invasion, but earlier this month those teammates from belarus came to

california returning to school with no mask mandate is in place, and while some families and educators are breathing a little easier, others are still masking up. i sat down with the state superintendent tony thurman. we began our conversation talking about the very important lessons learned from the pandemic. >> first and foremost, it has forced us to think about how to keep people safe and so it's been a tough two years. we've had to learn all about health care, how to get personal protective equipment. we've had to learn about covid testing and vaccinations while at the same time trying to support student learning and help students get computers at a time when there were no computers. maybe a million students in our state were without computers as we entered the pandemic so it's been a tough time so i'm grateful for the reresilience of our school and school staff and families who have been resilient. we've found a way to keep schools open and keeping kids safe and keeping students learning. >> some of the restrictions that we were talking about to local

leaderships, every area was different. educators are not public health officials. it seems to put them in kind of a difficult position. would you return to that again? what would you do differently, if anything? >> i would commend our county health officers and our california department of public health. they have certainly given us as much as one could hope for in terms of insights about how to address coronavirus, and let's face it. there's no playbook for the coronavirus. it was new to all of us. in public health departments across the state, they have helped us tremendously. as you said though, we don't have health staff, you know, who can advise us on these tough questions, and if there's anything we can do to bring our county health officers closer to our schools, everyone is hungry for information and it's been very difficult to get information out, and if we keep talking to our schools, listening to our schools, what their needs are and making sure that their state health officials, we believe that that's the best flames we can

the white house just informed us president biden will call preponderance of the evidence xi tomorrow. we'll follow up on that on social media, on twitter. you'll find it at scott mcgrew. >> thanks so much. the fallout to a recent triple shooting in fairfield. a second victim has died. the shooting happened early sunday on east tabor avenue. a third victim was critically injured. police say the suspect knew the victims and this week turned himself in. a richmond family is asking police to help them find a young mother and her 1-year-old son. 16-year-old mia delgado left her family home on sunday. police say after learning the family was relocating to another state. police call -- you're encouraged to call richmond police if you see them.

in california's weekly drought monitor is out, kari. are we seeing a difference? >> of course, this is expected. all of these storm systems that we've had have been so weak and then they just dry up before we get here. let's take a look at the difference that we're seeing with the update just out just a few minutes ago. take a look at the central valley. i want you to keep an eye on that because this was last week's drought monitor, and it did feature a lot of red across northern california. the updates this morning include a lot more red so now 35% of california is in a severe drought, so also seeing that going up from severe to extreme this morning and the drought is worsening for the central valley all the way up and down the i-5 corridor where we're seeing a lot more red here. so that's not good news, especially as we go through the

end of march and we really only have april and may which tends to be a lot lower in terms of how much rainfall we get for the water year, and we're still seeing the drought continuing, still that extreme drought for northern home? and lake and mendecino counties as well, harding farther up towards the north but for much of the rest of the bay area we're still in a severe drought. that did not change, and this coming as we're getting some very light rainfall moving in. a couple of sprinkles here and there and really not expecting much out of this system. we are looking at a bigger system that could come in on saturday that could bring in more widespread rain and this is our only chance of getting more measurable rain before we go back to some dry weather throughout much of the rest of next week. take a look at how much rain we could see. this is going to be better than what we had yesterday with a possibility of getting about a quarter to half an inch of rainfall. we may see about a quarter inch of rain in dublin, but it could be as much as half an inch of rain in mill vale, and that's been a positive change that

we've seen with reese enruns of the computer models with about 1 to 5 inches of snow. right now we're at 57% of our normal sierra snow pack. this is not going to help us out much, but it will be something beautiful to see over the weekend for people who are going to be in the sierra. as we take a look at the seven-day forecast, temperatures from the upper 60s to low 70s to upper 50s on saturday with showers. spring begins on sunday and then take a look at our temperature trend next week. we go from upper 50s to mid-80s over the course of a couple of days so that's going to be a big rebound in temperatures and some of the warmest weather which may see so far this year. we'll have some showers on saturday and then looking nicer on sun. vianey, what's the update on the morning commute? >> that's going to be a roller coaster of temperatures this week, but we've stayed pretty consistent on the roads this morning. things have remained quiet. just a couple of typical morning slow spots down to 101 in the south bay.

green on my map means no big delays or shutdowns or sigalerts. we hope it stays that way. south bay drive times, northbound 101 from highway 85, you're looking at about 24 minutes. northbound 85 from highway 101 about 20 minutes and no delays along 280 from highway 101. a live look right now at the san matteo bridge, moving along quite nicely, but this is one of the busier cameras that i've noticed. a lot more tail lights than headlights out there as we head closer to the 6:00 a.m. hour. how about the drive times doing, towards the richmond bridge from westbound 580, seven minutes and bay bridge, westbound 80 getting bus we are and as far as eastbound, 580 to vargas road about ten minutes, things slowing down at 580, normally around 6:00 southbound gets busy from 280 to highway 84 you're looking at 14 minutes.
