you can also watch us on roku, amazon fire, apple tv, and, of course, online. first we have to look at our workweek forecast. >> good morning. it's going to be warming up over the next few days and we start today. as we take a look at our hour-by-hour forecast, you're walking out the door to temperatures in the low to mid-40s, as we go into the rest of the day we'll see them warming up quite a bit. we'll see mid-70s in concord and upper 70s in santa rosa, while san jose will be in the lower 70s. we are going to continue with the warming trend once again and we'll talk more about that coming up in just a few minutes. >> we'll check back with you. developing now, hundreds of chevron refinery workers are on strike in richmond. it's a move experts say can raise already sky-high gas prices higher. chevron claims production won't be impacted.

"today in the bay's" stephanie magallon explains. >> reporter: nearly 500 workers at the chevron refinery in richmond are going on strike. a plant that produces a big portion of california's gas. >> if we were to lose all of the output from that refinery, which is over 10% of the state's refined products production, that would be a huge hit and it would be taking place at a time when the market is already very tight in california. >> reporter: the average gas price in california is $5.85, according to aaa. >> the impact on california gas prices will depend very much on how well chevron is able to continue to staff and operate the refinery. >> reporter: local union representatives tell us fuel workers at this refinery, like the rest of us, are dealing with inflation and are asking for a 5% increase in wages and for safety issues to be addressed. >> we're just trying to keep from eroding the standard of living for our workers, all blue

collar workers know it is getting hard to live in the bay area as working people. >> reporter: chevron says their demands exceed what they believe is reasonable and argue they already came to an argument with union leaders. in a statement, chevron writes they are fully prepared to continue normal operations to safely and reliably provide products that consumers need. a decision union leaders and climate activists believe will only put workers and the community at risk. >> our jobs are demanding, complex. we have to go through a lot of training, refresher training, and some of the people that we're seeing leave us are engineers or people who don't work in that discipline. >> this strike is another example of how reckless chevron is with this plant in particular, and with their global operations. they are holding us hostage as people who live near this refinery by being willing to bring in unqualified and inexperienced workers to a plant that has a track record of being hard to run.

>> reporter: workers will be out picketing at the refinely. stephanie magallon, "today in the bay." the violence not letting up over the weekend in ukraine. this is new video showing what used to be a shopping mall and homes in kyiv. they were destroyed by russian shelling yesterday. the city's mayor says a powerful blast pulverized vehicles and left a crater several meters wide. ukraine's parliament says at least eight people are confirmed killed in the blast but they believe there are likely more. and the glimmers of hope for a resolution are dimming. this morning the kremlin says there's no significant progress in peace talks. russia says there is still a long way to go before a meeting between vladimir putin and ukrainian president volodymyr zelenskyy. ukraine rejected demands from russia to surrender mariupol. as many as 300,000 people are now trapped in the city. president biden is expected to visit poland this week.

worried about the variant. >> i'm curious and definitely following the trends, but i'm not losing a lot of sleep over it. i think our numbers are go up as more people move, as we travel around the country, as we see each other in person. but it doesn't mean that we don't enjoy the good times when we have them and hunker down when we need to. >> on thursday moderna submitted a request to the fda for the emergency use authorization for a fourth dose of covid-19 vaccine for all adults. pfizer has requested another booster shot for seniors. why the difference in these two strategies, and who should be starting to think about getting those fourth shots? >> yeah, so the difference in the submission was really to, you know, cover all possibilities. of course, you know, you can get an authorization for a product for a particular age group, but it doesn't mean that necessarily it will be the age group that will probably benefit the most. in the uk, for example, they are giving booster shots to over 75,

but booster shots to protect infection by restoring antibody activity only last for about five to six months. in essence, you would be thinking about getting a booster shot every five or six shots in some people, which is not sustainable. so i think one approach is to give a booster to some population to prevent infection, although with two shots or three shots, many people in the population are already protected from serious disease, hospitalization and death. >> on thursday the state positivity rate was 1.5%, which is so very low, but of course there still is the risk of infection, right? we should still be careful? >> well, it's very, very different in different parts of the state. right now san francisco is actually doing shockingly well. so the lowest risk from the old cdc designation, which is less than ten cases per 100,000 per week. but if you look at fresno it's

close to 100 cases per 100,000 per week. risk is coming down everywhere, but it's not the same everywhere around the state. >> so we should be careful, especially as we travel into and out of different regions. a lot of folks travel for business, they're starting to see family members again. >> yeah, you should definitely look at the covid numbers in the region you're going to, not just in california but around the world and around the country, like you look at the weather report. and it affects how you navigate the world. >> thank you so much for joining us. always giving us -- information is power, right? giving us great information. >> definitely. information is power, kris. thanks for having me on. the cost of convenience is going up. still ahead on "today in the bay," when instacart users will see a rise in prices and how much more we can expect to pay. >> plus, possible relief at the pump. a number of plans being considered to help you save money on rising gas prices and the likeliness any of them will get passed.

good monday morning. right now at 4:41 as you're heading out in the tri-valley let's get a live look outside in dublin. the commute already under way. as you're stepping out the door, temperatures in the low 40s. we're going to see a few clouds in the mix, but overall a really nice day and quickly warming temperatures. we'll be in the low 60s at 11:00. and then as we take a look at traffic this morning, a look at the bay bridge toll plaza.

pretty empty out there around the bay area. we're not seeing any problems, but we'll take a look at all of your weather and traffic in the forecast coming up. let's check in with silvana henao. >> good morning. wall street is set to open in the red after stocks posted their best week in more than a year. the move part of a relief rally as the federal reserve raised interest rates for the first time since 2018. the dow jumping 5.5%, the s&p 500 was up 6%, and the nasdaq 8%. oil prices are rising, with u.s. crude near $109 a barrel, as the european union considers joining the u.s. and banning russian oil imports. in focus this week, reports on new home sales, jobless claims, durable goods and pending home sales. fed chairman jerome powell speaks to a conference of economists this afternoon.

the white house considered giving americans gas cards to offset prices at the pump, but axios reports the plan faced strong opposition from house democrats. they say the gas cards would be expensive and poorly targeted, they could make inflation worse and wouldn't do much to lower costs. other ideas being proposed include suspending the federal gas tax or providing a federal rebate whenever gas prices get above $4 a gallon. instacart is the latest company to add a temporary fuel as it tries to help its shoppers offset the costs of higher gas prices. the company will implement a charge of 40 cents per order in the coming days. a spokesperson telling the verge it will be in effect for a month and every cent of the fee will on to instacart shoppers. gu you. >> we'll take the deal. an unconventional rescue in the east bay.

welcome back, everyone. taking a live look outside. nice view of san francisco on this monday morning. first monday of spring. >> oh, yeah. >> we're going to talk about that all week. although, summer is going to try to make an appearance by the end of the week. >> it's going to be crazy how much we warm up over the next

few days, especially compared to the cool and kind of dreary day we had on saturday. and now we do have warming temperatures ahead. we're also going to see those winds picking up today and we'll have the possibility of getting temperatures in the 80s over the next couple of days. but then by the weekend we'll be watching out for a chance of showers. let's get a live look outside in san jose. kind of a nice, quiet start to our monday morning. as the seven-day forecast comes up at the bottom of the screen, you'll see what we're talking about with warmer temperatures. but we're starting out in the upper 40s. just a few clouds here and there. we'll see a lot of sunshine going into this afternoon and our afternoon reaching into the low 70s. so it's going to be a beautiful day. but also pretty breezy. let's go to hour-by-hour with our wind forecast. i'm going to stop it at 3:00 this afternoon. in san francisco we'll be seeing wind gusts at 20 to 25 miles per

hour. it will stay gusty into tonight with these northerly winds. it's going to also be very dry. but we are seeing some rain just to the north of us. you can see the storm track going up and around. that's because high pressure is blocking it and it's going to stay away from the bay area all throughout the week. but we may see things opening back up again by sunday with a chance of some widespread rain in our sunday forecast into monday, and then next week we may also see some rain very close by. so even though we do have several days of some really dry weather, we're not completely done with the rain here just yet, which is great news, as we head into the end of march, that we do still see rain chances here. but we do have very warm temperatures with gusty winds today, warm temperatures with highs reaching into the low 80s for the inland areas. then it does cool back down by the end of the week into the weekend. in france we're going to have a significant warm-up between

tomorrow and wednesday with highs in the low 70s, but we're back to our normal 60s by the end of the week. the golden gate bridge, as you're heading in from the north bay and san francisco, it looks pretty quiet right now. around the bay area we haven't seen any major problems. just a couple of minor traffic issues on the roads. starting to see things building up coming through the altamont pass. as we get a closer look once again, the commute direction is looking good. all green sensors out there and the bridge drive times are still all green, which means you have a smooth flow of traffic. we'll take another look at weather and traffic coming up again in just a few minutes. >> thank you very much, kari. opening statements are set to begin tomorrow in the second criminal trial tied to the downfall of executives sunny balwani is facing the same charges as elizabeth holmes.

the start of the trial was delayed last week after a potential covid exposure involving a juror who has since tested negative. an emotional vigil last night for a missing east bay woman. alexis gabe of oakley hasn't been seen since late january. last night family and friends guard in antioch for a lantern release. volunteers and family are assisting trying to find her. a follow-up for you if you missed the story last night. there was a huge response in antioch where a man was trapped in an underground storm drain for more than three hours. he was trapped about 15 feet underground. eventually teams pulled him out uninjured a little before 10:00 last night. here is the man who first called 911 for help. >> i heard him yelling through the pipe, and then all of a sudden i heard the noise getting louder and louder and i heard him screaming for help. he asked me to help him.

winter is officially over, which means the ice-skating rink at new york city's iconic rockefeller center is now close. this year, instead of having to wait until the fall to skate again, people can trade in their ice skates for roller skates. >> reporter: the world's most recognizable ice rink transforming into perhaps the most recognizable roller skating rink. spring will usher in a new era at rockefeller center and an old

one, too. throwing it all the way back to 1979, the home of a world famous christmas tree and holiday memories will now welcome a roller rink through the summer. l.a.'s legendry flippers boogie palace behind the transformation, bringing back disco and a retro feel to the plaza. it's the first time since 1940 that the rink will feature roller skating in warm months. after the ice rink fare well for the season, flippers will occupy about half the traditional space. it will become a gathering space with seating and garden spaces and great for people watching. the plaza will also welcome a pop-up shot complete with roller wear so you can look the part, all in an effort to attract tourists and locals. the ne venue joins other ventures, including pebble bar backed by celebrity investors. the flipper's family says it will celebrate a connection
