faster rate than what we've seen. we'll speak with one bay area health expert about the potential risks even if you're fully vaccinated. this is "today in the bay." good morning, and thanks for joining us on this monday. i'm kris sanchez in for marcus. >> and i'm laura garcia. a reminder, if you have a smart tv we broadcast not only to your television, but you can watch us live on roku, amazon fire, apple tv and online. >> we begin with breaking news out of southern china. emergency crews are still on their way to the spot where the passenger jet crashed into a mountainside. the china eastern airlines went down in the guangxi province. this morning we're getting our first look from the crash scene. that plane had 123 passengers on board, along with nine crew members. it is not clear at this point if anyone survived. the "today" show is following these developments.

they will have more in their coverage after "today in the bay" at 7:00. an historic week is kicking off today in capitol hill. senate confirmation hearings begin for supreme court nominee ketanji brown jackson. she is 2 first black woman to be nominated for the supreme court. president biden picked her to replace retiring justice stephen breyer. we have a live look at washington, d.c. where reporters are already staked out outside of jackson's home, waiting for her to leave for the court to attend those hearings. democrats hope to steer her confirmation through the senate by easter. "today in the bay's" brie jackson live in washington, d.c. with a preview of what to expect over the next few days. brie, this is really historic in every sense of the word. >> reporter: absolutely. good morning, laura. we're already starting to see some crowds come out to capitol hill to show their support for judge ketanji brown jackson. now, she's been preparing for this week of hearings for weeks now, that includes mock hearings, as well as a

walk-through of today's hearing room. now, judge jackson has also met with every member of the senate judiciary committee. president joe biden's first supreme court nominee, judge ketanji brown jackson, begins an historic week of confirmation hearings today. she's become a familiar face on capitol hill. >> this is her fourth time before the senate judiciary committee. three previous times they came through with flying colors and bipartisan support. >> it's clear that her credentials and the breadth of her experience are impressive. >> reporter: jackson will face tough questions from senators this week, including criticism of her record on the u.s. sentencing commission, and republican attacks claiming she's soft on crime. >> i don't want us to attack her as a human. i want us to be having a debate about what her judicial philosophy is. because when you go on the court if you get lifetime tenure it's because you don't confuse yourself with a super

legislator. >> senate minority leader mitch mcconnell says he's keeping an open mind. >> i haven't made a final decision as to how i'm going to vote. >> reporter: jackson could be confirmed with all 50 votes if democrats stick together. president biden wants bipartisan support. >> for too long, our government, our courts haven't looked like america. i believe it's time that we have a court that reflects the full talents and greatness of our nation. >> reporter: if confirmed, judge jackson would be the first black woman to sit on the high court in it's more than 200 year history. laura, a retired conservative judge will introduce -- he served under the bush administration, and will introduce judge jackson today, along with her long-time friend who is a law professor. >> so she's nominated to go in for retiring justice breyer, but i want to talk about justice clarence thomas who was hospitalized over the weekend.

what do you know about his condition? >> reporter: laura, this is unexpected news. we're told that justice clarence thomas was admitted to the hospital on friday for flu-like symptoms. we're told that he's receiving antibiotics and could be released from the hospital any day now. >> thank you very much. brie jackson from washington. and we're expected to hear -- jackson is expected to deliver her opening statement to the senate judiciary committee this afternoon. when that happens, we'll carry it live right here on nbc bay area. we'll also have full coverage over the next few days on our website, nbcbayarea.com. to the war in ukraine and a weekend of unrelenting assaults by russian forces. this morning the kremlin says there's no significant progress in peace talks. in other developments, ukraine's parliament says at least eight people died in kyiv following the shelling of a shopping mall and nearby homes over the weekend. first responders could be seen rushing to the scene to try to

rescue people who were believed stranded under the rubble. and just in, a new curfew will now take effect starting at 8:00 in the evening in kyiv. it is expected to last until at least 5:00 in the morning wednesday morning. ukraine says eight humanitarian corridors will open today to evacuate those looking to escape the violence. according to the united nations, 10 million ukrainians have been displaced since the invasion began. and later this morning activists will rally in san francisco to bring attention back to the fight against aids. "today in the bay's" bob redell is live in morning. a lot of people suffered because of the covid pandemic, including people who were living with hiv. >> reporter: correct. good morning to you, kris. those aids activists will rally on the steps of san francisco's city hall in a few hours from now, around 11:00 this morning, to call on the city to make hiv a priority again. you'll recall that covid did have a huge impact on people

living with hiv, because of the shelter in place order, which resulted in decreased visits to clinics and a decrease in early attempt and testing. take a look at your tv screen. according to the san francisco department of public health, hiv testing is down 44% from 2019. that's within the city of san francisco. rates of viral suppression down from 75% to 70%. it's much worse among homeless people. their rate of viral suppression dropped from 50% in 2019 to 20% last year. >> it's actually more about the attention as well, like for example everyone got deflected at the health department to think about covid. we have community and academic and health department partnerships. it's potentially bringing back that attention to hiv and hiv outcomes in practice, in treatment, in retaining people

in care, and getting our hiv outcomes better, especially in terms of suppression rates. >> reporter: the san francisco department of public health gave us a statement that reads in par san francisco's successful covid emergency response drew from lessons learned during our response to the hiv epidemic in the 1980s and rewe maep deeply committed. we are working diligently to reach our goal of zero hiv infections and related deaths in partnership with community-based organizations and large major health systems. hiv funding from the federal, state and local general funds has increased in the city in the past five years and hiv screening tests increased in the last year. we are almost reaching pre-pandemic levels. reporting live, bob redell, "today in the bay." >> thank you very much. starting today, masks will be optional outside for oakland unified students.

the district has had strict masking policies for students, staff and visitors all year inside and out. students and teachers can choose to take off the masks if they're outside. the district is considering loosening restrictions indoors after april 15th, but hasn't made a decision just yet. this morning we are moving you forward out of the pandemic, and the last few weeks have taken a little bit of adjustment. more and more covid restrictions are loosening, but some european countries are seeing a surge in cases of the so-called omicron stealth variant. i went one on one with infectious disease doctor peter chin-hong. >> i'm curious about it. i'm definitely open about it and following the trends, but i'm not losing a lot of sleep over it. i think our numbers will go up as more people move, as we travel around the country, as we see each other in person. but it doesn't mean that we

don't enjoy the good times when we have them and hunker down when we need to. >> on thursday, moderna submitted a request to the fda for the emergency use authorization for a fourth dose of covid-19 vaccine for all adults. pfizer has requested another booster shot for seniors. why the difference in these two strategies and who should be starting to think about getting the fourth shot? >> the difference in the submission was really to, you know, cover all possibilities. of course, you know, you can get an authorization for a product for a particular age group, but it doesn't mean that necessarily it will be the age group that would probably benefit the most. you know, in the uk, for example, they're giving booster shots to over 75, but booster shots to protect infection by restoring antibody activity only last for about five to six months. so in essence, you'll be thinking about getting a booster shot every five to six months in

some people, which is not really sustainable. so i think one approach is to wait for a surge, give to booster to some populations to prevent fection. although with two shots or three shots, many people in the population are already protected from serious disease, hospitalization and death. >> on thursday the state positivity rate was 1.5%, which is so very low, but, of course, there still is a risk of infection, right? we should still be careful? >> well, it's very, very different in different parts of the state. right now san francisco is actually doing shockingly well. so the lowest risk from the old cdc designation, which is less than ten cases per 100,000 per week. but if you look at fresno, for example, it's close to 100 cases per 100,000 per week. so the risk is coming down everywhere, but it's not the same everywhere around the state. >> so we should be careful, especially as we travel into and out of different regions. a lot of folks travel for

business and we're starting to see family members again. >> yeah, so you should definitely look at the covid numbers in the region you are going to, not just in california, but around the world and around the country, like you look at the weather report. and it affects how you navigate the world. >> doctor peter chin-hong, thank you so much for joining us. information is power, right? always giving us great information. >> definitely, information is power, kris. thanks for having me on. >> always great to talk to dr. peter chin-hong. let's take a live look outside this monday morning, first monday of spring. looking live at san francisco this morning. clear skies out there, which is making way hopefully for another nice day. >> it's going to be a beautiful day. it was pretty nice yesterday. we're going to come up a few more degrees today. as we take a live look outside in walnut creek, already a busy start. let's head to the north bay with a look at how our temperatures will shape up today. we have mid-40s at 8:00 and lunchtime temperature at 67. go ahead and make plans to have

lunch outside, go for a walk this afternoon, into the evening. we're headed for the upper 70s. that's going to be one of the warmer spots compared to fremont. it's going to be up to 69 degrees. hayward reaching 68. 72 in morgan hill, while los gatos also will reach 72. as you're heading out on the roads, let's take a live look out there and see how it's flowing across the san mateo bridge. i've only seen a couple of minor incidents here and there around the bay area, so it looks like at least for the bridges you're good, either the san mateo or dumbarton bridge. we are seeing a little bit of a slowdown as you head closer to the richmond-san rafael bridge. we are seeing slowing there, just more people out on the roads. and we're also seeing it going down just a bit as you're heading across the bay bridge. we'll keep an eye on that. hopefully nothing big pops up. i'll have another update in a few minutes. >> we just need a smooth monday morning. are you feeling the pain at the pump week after week?

if you like warmer weather, the next few days will be for you. take a look at san jose. even though it's a cool start, we have mid-40s at 8:00, at lunchtime we're at 65, and the trend going straight up today, headed for the low 70s. we'll go to the 80s tomorrow. we'll talk about that in the forecast coming up. good morning. happy monday to you. we're going to open the markets this morning probably with some losses. this comes after big gains on the market last week. the s&p 500, the nasdaq, the dow all had their best week since november of 2020. now, the dow tends to go up as oil prices go up, because it means better profits for oil companies. chips doing well. nvidia and santa clara up 75% friday alone. looking at the futures, that's the loss i was talking about we may see today. nike reports profits. they've got a lot of exposure in china. our relationship with china is tenuous. we said we would add sanctions

if china helps the russians try to fight the war against ukraine. general motors buying a bigger portion of san francisco's cruise automation. already owns a majority of the self-driving car company. microsoft and honda also partners. disney is going to close its park in shanghai because of covid and will stay closed until further notice. china takes covid very seriously. at one point they locked people in the park and didn't let them out without a negative covid test. and soccer star david beckham is turned his instagram account over to a pediatrician in ukraine. >> i'm turning over my social media to irena, the head of the regional perinatal center in ukraine. >> the doctor who only identifies herself as irena shows beckham's office of 127 million some of the babies that are being treated in the basements of buildings so they can protect them from shelling.

beckham encourages people to donate to unicef to help out. david beckham has been an ambassador for u.s. for many years. that's a big audience, and of course reaches across so many different borders. >> nice for him to use his platform for that. >> absolutely. >> thanks, scott. the white house considered giving americans gas cards to try to offset the prices at the pump, but axios reports the plan faced strong opposition from house democrats. they say it would be expensive and poorly targeted and could also make inflation worse. other ideas proposed include suspending the federal gas tax or providing a federal rebate whenever gas prices get above $4 a gallon. speaking of gasoline, trending this morning, music legend, he's no longer aspiring, daddy yankee, announced he is

going to retire. ♪♪ ♪ gasolina ♪ >> he made the announcement via instagram. he first rose to fame back in 2004 with that breakthrough, and it launched a genre that altered latin music. >> according to billboard music, daddy yankee has had six number ones on the top latin albums chart. the king will drop one last album, legend daddy, and one last tour that will kick off in august. >> i liked kris sanchez's version of that. >> i get, like, please, stop singing. did some moves yesterday, a little party on the deck. it was beautiful outside. >> it was so nice yesterday. i think you'll be dancing in the sunshine again today, too. >> but in private.

>> it doesn't have to be. >> you haven't seen me dance, kari. >> let's get a look at our temperatures. you're just kind of dancing now to stay warm. we're in the upper 30s in napa as you're heading out the door. it's 41 in dublin and 41 in saratoga and scots valley. with the cool start to the day, take a look at how warm it's going to be. with all of the sunshine, a breezy wind. fremont will reach up to 69 degrees. some of those gusts may reach 25 to 35 miles per hour in spots. but we're also going to see a breeze coming through oakland as we head for 71 degrees today. 77 in santa rosa, and even warmer tomorrow. take a look at our temperatures in the highs for tuesday afternoon, reaching 83 in santa rosa and fairfield, while we do see upper 70s and low 80s elsewhere. as we talk about the wind, let's go hour-by-hour. we start to see it picking up by 5:00 in san francisco, winds close to 30 miles per hour, and notice how it stays windy

overnight in napa with a northwesterly wind and it's going to be very dry. we do have concerns that the vegetation will dry out even more. this is as the rain stays well to the north of us. we see the storm track steering well to the pacific northwest and around the bay area. we're going to miss out on rain as high pressure blocks it. when you have high pressure and low pressure close by, it creates gusty winds. the high pressure moves out of the way and it's going to hopefully provide a chance for our weekend forecast. on sunday it looks like rain will be coming back and then we'll see more rain to our north. but our temperatures are going to be all over the place. it's warm to start out the week in morgan hill and then we see temperatures spiking tomorrow as well as wednesday, coming down just a little bit for the end of the week. we'll have more significant cooling on sunday with rain chances that may linger into monday morning as well. so our seven-day forecast is dry all throughout the week. a taste of summer for a couple of days. and then it starts to feel a little bit more like spring,

more clouds for saturday, and we'll be watching out for that chance of rain on sunday, while san francisco will head for the low 70s. and as you're heading out this morning, i wanted to show you the bay bridge toll plaza. it is really starting to back up. as you flow across the bay bridge it's looking pretty good. we're seeing a couple of issues getting to the bay bridge, as well as the richmond-san rafael bridge. a couple of incidents on the roads this morning that may hold you up. traffic getting to the san rafael bridge, but we are going to see flowing across the bridges. we're seeing more people up and out the door. we'll talk about weather and traffic again coming up in a few minutes. >> thank you. 6:22. coming up next on "today in the bay," nbc bay area responds. >> he shells out more than a grand for a high-tech exercycle but then the high-tech part fizzled. i'm consumer investigator chris chmura. nbc responds next. >> episode 4 of our new

smiley in san jose was frowning about his new $1,500 nordic track exercise bike. the company's website advertises in-depth personalized workout stats. smiley said the data started freezing and skipping just three months after he bought the bike. he said nordic track techs reset the bike, did updates and installed a new control board, but nothing worked. he was just, well, spinning his wheels. >> so at that time i was at the end of my rope. i didn't know what else to do, so i contacted nbc bay area responds. >> and here's what we did. we contacted nordic track. a top nordic track expert called him to troubleshoot and they traced the data dilemma to a conflict with a bluetooth heart monitor. they extended smiley's warranty and his membership in its interactive ride club. we asked nordic track for a

latest development that may affect your bottom line. >> and overnight developments in the war on ukraine as residents died in heavy weekend shelling. this is "today in the bay." 6:31 on your monday morning. thank you so much for starting your day with us. i'm laura garcia. >> i'm kris sanchez. if you're on the go, we are broadcasting to roku, amazon fire, apple tv and online. >> let's get a look at that forecast for this monday morning. first full monday of spring, kari. >> yes, and it's going to feel nice and spring-like for today and then a little more summer-like tomorrow. let's take a live look outside in san jose and take a look at our temperature trend. it's going to be in the mid-40s. a few clouds early this morning. then it turns mostly sunny. take a look at the trend going from the mid-40s to the low 70s today. it's also going to be quite breezy. take a look at all of our microclimates in highs in the low 70s for the inland east bay.

low to mid-60s for much of the peninsula. we'll get a look ahead to a taste of summer in the forecast coming up in a few minutes. >> thanks, kari. developing right now, hundreds of workers at is chevron refinery in richmond walked off the job at midnight and this couldn't come at a worse time with gas prices across the nation already hitting record highs. >> "today in the bay's" cierra johnson live at a chevron station on the other side of the richmond-san rafael bridge to explain why workers are so unhappy. >> reporter: yes, good morning. that strike at the richmond refinery, the richmond refinery chevron facility there, they officially began that strike at midnight and our cameras were there as those individuals made their way to the picket line. now, in all, 500 of those union workers have joined the strike. steelworkers say they are dealing with inflation and are asking for a 5% increase in

wages and for their safety issues to be addressed. experts say this plant produces a large portion of california's gas, with union reps also explaining the refinely produces gasoline, jet fuel, pro pain and butane, diseaseles, and handles on average about 215,000 barrels of oil a day. take a listen to one uc berkeley professor break down the potential domino impact of the strike. >> if we were to lose all of the output from that refinery, over 10% of the state's refined production, that would be a huge hit and it would be taking place at a time when the market is already very tight in california. >> reporter: today's average gas price in california is $5.85. this is according to aaa. in response to the strike, chevron says the union's demands exceed what they believe is reasonable and argue they already came to an agreement with union leaders.

in a statement they write, quote, they are fully prepared to continue normal operations to safely and reliably provide products that consumers need. now, the union members say they will continue to stand at the picket line until an agreement is met. we will, of course, continue to keep a close eye on those talks, as well as any residual domino effects here on local gas prices. we're live in marin county, cierra johnson for "today in the bay." >> thank you very much. we have a live look at a shell station on fremont's mission boulevard. gas prices continue to soar. you can see more than $6 for a gallon of regular unleaded. aaa says drivers in san mateo right now seeing the highest gas prices in the bay area. the average there is nearly $6 per gallon. san francisco is close behind. things are a little bit cheaper in solano county. the average about, $5.78 per gallon. 6:34 now, and to overnight developments in ukraine. the russian invasion now in its

26th day, and this is new drone video just in from the capital of kyiv. you can see the extensive and sometimes catastrophic damage in areas there. also this morning, any glimmer of a peace agreement, that hope is once again fading. this morning the kremlin says there's no significant progress in peace talks and there's still a long way to go before there can be any kind of meeting between russian president vladimir putin and ukrainian president volodymyr zelenskyy. ukraine has rejected russia's demand to surrender mariupol where up to 300,000 people are now still trapped and president biden is expected to make his first trip to europe since the start of the war. the white house now says he will travel to poland on friday. the u.n. says the number of people who have fled ukraine since russia invaded is nearly 3.5 million people. 6:35 this morning. health experts are warning of a possible covid spike here in the united states due to the new

ba.2 subvariant. the new subvariant has already caused a spike in cases in china and parts of europe. white house chief medical adviser dr. anthony fauci says ba.2 is about 50% to 60% more transmissible than omicron, but it doesn't appear to be more severe. currently the variant accounts for about 25% to 30% of all the new cases that we're seeing in the united states. if you want to learn more about this new emerging variant, head over to nbcbayarea.com where we talk to an expert about what it could mean for the bay area. it is 6:36. let's take a look out our window over san francisco this morning as the sun is starting to come up somewhere in the distance. kind of a wild weekend with all the rain we got on saturday and then all the sunshine we got on sunday. kari, was it enough rain to make a difference at all?

>> not really. most spots got about 0.1 of an inch, if that. it was good to at least get some rain, something on the lawn. then we go back to dry weather. let's get a look at the next couple of days. warming temperatures, highs reaching into the 80s for the next couple of days. that little bit of moisture that we got is going to quickly dry up, as we have near summer temperatures and then as we take a look at our rain chances for the weekend, goes up on sunday. as you're heading out in dublin right now, we're seeing it's a busy morning commute. it's all clear out there as our temperatures start out with the low 40s and we're going to see the trend going from the low 40s to 70 degrees at 1:00 this afternoon. take a look at these high temperatures. it's going to be a really nice and warm day. sunshine in the forecast and some upper 60s in hayward. upper 70s in fairfield today. and as you're heading out on the roads, we are starting out with a very busy morning commute across the san mateo bridge. it's flowing smoothly. a look at our bridges around the

bay area, really starting to see the backup for the richmond-san rafael bridge and also an incident heading to that bridge, so it's going to be a very slow go there. and then for the south bay, we're seeing that commute coming up from the south county starting to slow down on 101 going north bay into the morgan hill area and also looking good as far as what we're seeing elsewhere across the south bay, as well as the north bay. take a look at our bridge drive times. the richmond-san rafael bridge the problem right now. looking better for the bay bridge but it's starting to slow down as well. we'll talk more about weather and traffic in a few minutes. >> 6:38 right now. fire destroys a home overnight in the east bay. within the past few minutes firefighters just gave us an update. we'll tell you the developments next. >> very tough questions ahead for someone who may sit on the supreme court. let's take you to the big board in new york city where we expected a bit of a loss, but we're getting a bit of a gain.

case. >> now, meanwhile, we're watching for news on the health of current supreme court justice clarence thomas. he was hospitalized with flu-like symptoms over the weekend. justice thomas is 73 years old, currently the longest serving justice on the court. president biden will travel to nato headquarters later this week to talk to defense ministers there about the war in ukraine. meantime, russian forces demanding the surrender of mariupol in the south, and the answer is no. ukraine will not surrender the city. russians are leveling civ apartment towers, schools, and of course that theatre. >> putin's actions so far have demonstrated, first of all, that the russian military is nowhere near as capable as the world perhaps thought it was, probably not as capable as putin thought it was. and they need to understand that if the brutality here increases, the united states will contemplate and consider every possible range of actions, along

show, one of a little victories in life. >> i didn't know they were doing new episodes. i thought they were old. >> there's a lot of those cases to cover. >> you can still get a paternity test without maury, right? >> without the drama. >> all right, let's get started this morning. hopefully no drama out there on the start of your day, and our first full day of spring. it is a beautiful start. nice and cool. here's a look at our live view in dublin this morning, with a sunrise that starts out chilly. our temperatures in the low 40s right now. then as we go into today it's going to quickly warm up. we're headed for the upper 60s and low 70s going into this afternoon. it's going to be a little warmer than yesterday, reach lg 75 in napa, 71 in oakland and 69 in fremont. we'll see some low 70s for the south county, the wind will be breezy, picking up from the northwest. the northwesterly wind tends to be very dry, and with

temperatures headed for the upper 70s and low 80s, feeling like summer, our patches of brown that we're seeing in the hills and the vegetation is going to continue to get even more so as we are looking at some dry conditions in the forecast. let's talk about these winds. coming in from the north once again, and at about 25 to 35 miles per hour, even into tonight. check out napa, how the winds stay up going into late tonight and early tomorrow morning. so it's going to be a windy night. a lot of times when it's so gusty it's hard to sleep because you can hear the wind roaring outside. what's happening is we're seeing the storm track steering well to the north of here across the pacific northwest. there's a lot of rain, but we have a very large area of high pressure that's blocking that and creating these gusty winds. that's going to keep it dry throughout the week, but then as we go into the weekend we'll start to see the high pressure moving away and widespread rain possible on sunday. i'm hoping this weather system will once again hold together and give us a light amount of rain for the weekend.

and as we take a look at our ten-day temperature trend, it's still going to be very warm these next couple of days. then you see a slight cooldown by the end of the week. it gets significantly cooler going into sunday with rain possible, highs in the upper 50s. then we're bouncing right back up for the middle of the week after. so we do have a lot of changes as we typically see in spring. our temperatures, though, we tonight often feel like summer and that's what we'll have going into tomorrow as well as wednesday. and then it does cool down back into the 70s for our inland areas. rain possible on sunday. and for san francisco it's going to be nice to have this warm-up here, with highs in the low 70s for tomorrow and on wednesday. let's get you out on the roads this morning with a live look at the bay bridge toll plaza. the only thing pretty about this is the sunrise. there's really a big backup here. as we approach the 7:00 hour, we're seeing a lot more people up and out on the roads, but we're also seeing issues getting to the bay bridge. we've had a couple of incidents

here and that's going to slow down the drive to the richmond-san rafael bridge as well. we're seeing an incident there. a big backup as you're heading across the bridge with a lot of red sensors. even as you head over toward the middle of the span, it's still looking pretty slow there. a look at the wide view, we're seeing elsewhere a smooth drive across much of the bay area, but we're seeing a backup in the tri-valley. drive times on grant line to 580, takes you about 25 minutes. we'll keep an eye on all of this. hopefully it's just a typical monday, but we'll see some nice weather in the forecast and we'll talk more about all of that coming up in a few minutes. >> thanks, kari. it is 6:50 right now on your monday morning. happening now, concord leaders are debating their first pay raise in four years. if approved, council members will see a 3% salary increase, making the monthly pay about

welcome back on this monday morning. it's 6:54. here's a look at some of the top stories we're covering for you on "today in the bay." we begin with breaking news in southern china. first responders are on their way to a spot where a passenger jet crashed into a mountainside. the china eastern airlines plane went down in guangxi province. we are getting our first look at the video from near the crash scene. the plane had 123 passengers and nine crew members on board. it is not clear if anyone survived. the "today" show is following these developments and will have coverage after "today in the bay" at 7:00. to the latest on the russian invasion. a chemical plant in sunni,

ukraine, is leaking ammonia after being targeted by russian missiles. emergency crews on the ground have since contained the leak, but they say a wide area is now contaminated. the plant sits on the outskirts of the city being regularly targeted by russian artillery. a new curfew will take effect starting at 8:00 p.m. tonight in kyiv. it is expected to last until 5:00 a.m. on wednesday morning. ukraine says eight humanitarian corridors will open today to evacuate those looking to escape the violence. according to the united nations, 10 million ukrainians have now been displaced. and developing right now, hundreds of workers at the chevron refinery in richmond walked off the job at midnight. this amounts to about 500 workers. they are asking for a 5% increase in wages and for safety issues to be addressed. the company calls the union demands unreasonable and they say replacement workers are

being brought in to keep operations going. the plant produces a large portion of california's gas and there are already concerns that this strike could impact already soaring gas prices. 5:55 right now. later this morning, activists will rally in san francisco to bring the attention back to the fight against aids. covid had a huge impact on people living with hiv, because of the shelter in place order. it included fewer visits to clinics and a decrease in early attempt and testing. according to the san francisco health leadership, testing is down 44% from 2019. rates of viral suppression are down from 75% to 70%, meaning 30% of those with hiv are at undetectable levels. 6:56 and starting today masks will be option t outside for oakland unified students. the district had strict masking policies for students, staff and visitors and they've had it all

year inside and outside. now students and teachers can choose to take their masks off outside if they want to. the district is considering loosening restrictions indoors as well after april 15th, but they have not made a final decision. this morning we are moving you forward out of the pandemic. the last few weeks have taken a little bit of adjustment for some. more and more covid restrictions you've noticed probably as well are loosening. but some european countries are seeing a surge in cases of the so-called omicron stealth variant. here is ucsf infectious disease specialist dr. peter chin-hong. >> i'm curious about it, i'm definitely open about it and following the trends, but i'm not losing a lot of sleep over it. i think our numbers will go up as more people move, as we travel around the country, as we see each other in person. but it doesn't mean that we don't enjoy the good times when we have them and hunker down when we need to. >> dr. peter chin-hong also cautions everyone to keep in

mateo bridge. we are seeing a smooth flow of traffic there, but we've had a lot of issues for parts of the bay bridge, as well as the richmond-san rafael bridge and we're also seeing it slow down in the east bay heading southbound on 880 just around the fremont area. we are seeing a lot more people up and the commute slowing down in many spots. as we take a look at the drive to the richmond-san rafael bridge we had an incident that's slowing it down getting to the bridge and then once you get to the bridge it's been pretty slow. allow some extra time to get to work this morning. we're seeing the biggest problem, a 22 minute drive to get you across the richmond-san rafael bridge. >> thank you very much. and the "today" show is coming up in just under a minute. they'll take you to a ukrainian farm just outside of kyiv. richard engel there is talking with farmers who have been asked to stay behind to tend that land while the war ranges on. that full report is coming up next.
