in a workout early. as we take a live look outside in san francisco, it's a clear start. our hour-by-hour forecast shows we're starting out with temperatures in the 5s, but headed for the mid to low 80s today. tomorrow we'll head back to a cooldown. we'll have a look at that as well as how the morning commute is rolling in a few minutes. >> thank you very much. well, all eyes remain fixed on capitol hill this morning. it's day two of judge ketanji brown jackson's confirmation hearings. now, this morning a lot of people will be gathering at the senate judiciary committee room as the process is expected to get under way in about an hour. >> while judge jackson was received bipartisan support, republicans are previewing the line of questioning we'll hear as they attempt to criticize president biden's supreme court pick. "today in the bay's" brie jackson is in washington with a look at what we can anticipate. >> reporter: good morning, marcus, laura.

well, today we expect judge ketanji brown jackson to face about 12 hours of questioning from senators on the senate judiciary committee. now, republicans have made it clear they plan to target her record, in particular her record on crime, something that the white house says that judge jackson is ready to defend. >> i do. >> reporter: judge ketanji brown jackson stepping into the hot seat today, after making her case to become the first black woman on the supreme court. >> to inspire future generations and to ensure liberty and justice for all. >> reporter: over the next two days the 51-year-old will face scrutiny from senators as they probe her judicial philosophy. >> i like the fact you've had such broad experience in our judicial and legal system, but there's still unanswered questions that remain. >> reporter: republicans previewing one line of attack,

accusing judge jackson of being soft on crime, pointing to her sentencing decisions in child pornography cases. >> in each of these seven judge jackson handed down a lenient sentence that was below what the federal guidelines recommended. >> how could this woman have the endorsement of the international association of chiefs of police and fraternal order of police and be soft on crime? >> reporter: democrats praised her experience and the historic nature of these hearings. >> we are on the precipice of shattering another ceiling, another glass ceiling. >> reporter: judge jackson vowing to decide cases, quote, without fear or favor, if confirmed. >> i commit to you that i will work productively to support and defend the constitution. >> reporter: democrats are pushing to confirm the president's pick by early april. and after this week's hearings, judge jackson will continue to meet with senators on capitol hill, and once there is a full

senate vote, judge jackson could be confirmed without any republican support. marcus, laura. >> brie jackson this morning, thank you. and of course nbc bay area will carry today's confirmation hearings on air and online. day one of questioning is expected to get under way, as we mentioned, in about an hour. we'll cut in with a special report at that time. we'll also stream the hearings throughout the day online at nbcbayarea.com. more attacks happening overnight in the ukrainian city of mariupol. russian forces targeting factories and industrial buildings. new drone video showing the explosion following multiple air strikes. there is new video from ukraine showing they lost about 15 troops during the conflict. ukrainian president volodymyr zelenskyy talked about all of this, and he says overnight he tweeted that the pair spoke about the difficult humanitarian situation and blocking rescue corridors by russian troops.

he says assistance from people and from the pope, really, to put an end to humane suffering would be appreciated right now. nearly 30 years ago santa clara county began a sister city relationship with moscow, but all of that may be ready to change. happening today, supervisors debate the future of that relationship that was launched in 1994. one possibility may include drafting a new ordinance. today supervisors will hear recommendations. time is running out for tenants behind on their rent because of the pandemic. >> "today in the bay's" bob redell joins us this morning. starting april 1st, landlords can begin eviction process for those renters. >> reporter: correct. good morning. that eviction moratorium ends march 31st, which is a week from this thursday, so we're talking about nine days left. later this morning, local elected leaders, along with leaders in areas of public health, housing and faith, they're going to hold a virtual

news conference to urgent governor newsom and the state legislature to extend that moratorium. tenants rights groups warn of widespread evictions next month and complain that the state has been delayed in dispersing federal funds, federal assistance money to those tenants behind on rent due to covid. incidentally, today the san jose city council discussed how to better protect families at risk of eviction. also today the santa clara county board of supervisors will consider a long-term solution that can help people trying to make it in the bay. the board will vote on whether to buy four parcels to build affordable housing for seniors and veterans. proposed projects would provide roughly 324 new homes. the land is located in san jose, santa clara and morgan hill. leaders believe it would offer new hope for people hoping to own a home. >> if you are a family of four that makes $117,000, you are considered low income. so in an area where housing is

scarce and housing is unaffordable, we owe it to those families to provide the american dream. >> reporter: the money for that land would come from nearly $1 billion affordable housing bond that voters passed back in 2016. reporting live, bob redell, "today in the bay." >> still tough for a lot of people to pay their rent. thank you. san francisco will soon offer new mobile covid testing vans to underserved neighborhoods, they include the tenderloin, mission, south of market and bayview. the program launches next month and will continue for at least 90 days. 5:06 on your tuesday morning. a breath of fresh air as we take a live look over san francisco. nice, clear morning out there. kari has a look at our forecast for today. first tuesday of spring. >> yes, and it's going to be pretty warm. it's going to feel more like summer by this afternoon and we're starting out clear in san jose as you get ready to head

out the door. temperatures a little milder with mid-50s at 8:00 expected. it's going to be a breezy morning. lunchtime temperature, 74 degrees. if you're having lunch outside, just kind of hold everything down that might get swept away in the gusts. our temperatures continue to heat up. by 4:00 we're at 80 degrees and we're going to see much warmer than normal temperatures with some spots possibly setting a new record today. it looks like we're going way above the record in santa rosa and in livermore. san francisco is going to be below the record high, but still above normal, reaching 73. oakland very close with an expected high of 76 degrees, the record at 77. and san jose headed for the low 80s for today. now, we're going to get you ready for the morning commute. let's get a live look outside in fremont on 880. it's looking pretty good for the start of this tuesday morning, which typically tends to be a little more busy on the roadways. but as of now at 5:07, things

it's going to heat up quickly. at lunchtime we're at 76 degrees and headed for the low 80s. we'll talk about near record high temperatures in our forecast. let's also get a live look outside at the golden gate bridge coming from the north bay into san francisco. we have one bus crossing the bridge right there and one car heading northbound. we'll talk about what's going on as far as the commute and weather in a few minutes. >> good morning. very happy tuesday to you. tesla will open a new factory in germany today. the car company has plants here in california, texas and china as well. elon musk will cut a red ribbon at the factory just outside berlin. tesla has been shipping cars to europe from china. now they'll be able to make those cars locally. stocks broke a winning streak yesterday after fed chairman powell said the fed might raise interest rates more quickly to fight inflation. the dow was up more than 200 points, but things look pretty positive today. powell said it's entirely

possible the fed will raise rates half a percent at its next meeting and will continue to raise rates as needed to fight high prices. wall street took this seriously, but obviously it's ex expected. it's like a firefighter saying they'll spray water on the fire until it goes out or if the fire is bigger, they'll use more water. wall street was startled by the comments, but this is just how this works. a san francisco company says some of its employees in ukraine have joined the fight there against the russians. now, these are ukrainian soldiers, not necessarily the specific people we're talking about. grammarly says it will continue to pay its software workers as they fight. the ceo based here in san francisco told bloomberg, quote, the war is destroying people's lives. it's an incredible tragedy. grammarly won't say how many of its employees have joined the fight, but says most have been relocated to safer areas. the company also says it's paying employees who can't work

because of the fighting. and we've talked in the past about other companies that have really big presence in ukraine. before this war, ukraine was this really exciting high-tech young workforce that really knew what they were doing and silicon valley took notice. >> thank you. 5:14 for you this morning. in san martin. what's happening is we do still have the delta wind that's been gusting there and keeping those temperatures up. but where the wind is a lot calmer, temperatures are dipping. and it's clear all across the bay area we're getting ready for a very warm day. in fact, a lot of spots are going to set a record high as th summer-like temperatures headed for cupertino and mid-80s for parts of the east bay, antioch and concord. 76 in oakland this afternoon and 77 in san mateo. we're up to about 74 in the mission district and 66 in the marina district. 85 at ukiah today, as well as napa. it's been really bad with the tree pollen this year, a lot of oak, sycamore and mulberry. if you're freezing, if you've been congested, this is what you're allegic to.

these wind aren't making it any better. we're looking at a gusty northerly wind kicking up today throughout the morning, especially in the north bay and some of our east bay hills, up to 25 to 35 miles per hour, and it gradually starts to relax as we go into this evening. we're looking at a calmer wind, especially tomorrow, but we're also going to see the dry weather continuing as high pressure is blocking our chances of any rain. then going into the weekend we're hoping for a chance of sunday rainfall. right now that's being pushed back and it may not be until the beginning of next w we see that chance of rain. so we're going the next few day. we do know our temperatures are going to fluctuate over the next few days, 80s in antioch today to the upper 70s by the end of the week. low 70s for sunday with the cold front coming through. then we'll keep it in the low 70s early next week. overall our seven-day forecast

looks pretty dry. it doesn't look like the rain chances will be likely for the weekend. for monday, just a jacket needed. it's going to be cool in san francisco with highs near 60 coming down off of the 70s we're going to see today and tomorrow. let's get you ready for the commute with a live look outside in oakland and there's a lot of people joining you for that ride to work this morning. and we are seeing, overall, things are looking good as we look at a lot of green sensors here. that means that we haven't seen any major trouble spots. as we get a look at parts of the east bay, the tri-valley and commute direction, once again, everything is flowing pretty well out there. a little bit more of a build coming out of the altamont pass, but we are seeing for westbound 84 through 580, you may need to grab your coffee to go.

social security number, you might be able to get uncle sam to give you a new one. first, contact social security to schedule an appointment. here's the number. pro tip. the agency says wait times are shortest wednesday through friday later in the day. social security's website says you'll have to fill out this form, ss-5. it's actually pretty easy, just one page. the website also says you'll have to provide a statement explaining the reasons for needing a new number with current credible third-party evidence, proof your identity has been repeatedly stolen. next, you'll have to prove you are who you say you are with original documents like your birth certificate or passport. if you qualify, uncle sam doesn't get rid of the old one. the administration will cross-refer with the original number so you don't miss out on credits or benefits you earned with either number. >> good information to know. >> you want to get the new nsz.

what's normal. we're starting out with some low 50s in walnut creek and we're also going to see those temperatures heading on an upward trend heading toward the mid-70s at lunchtime. that's about our normal high temperature. and we're headed for a record in some spots, reaching into the mid-80s today, like santa rosa, livermore could reach definitely a new record today. san francisco will stay below record high, but still above where we should see our temperatures for this time in march. san francisco headed for 73 degrees. oakland 76. and san jose will be maybe just 2 degrees shy of a record high temperature, so we're going to watch the incomes head up today. we're back down over the next few days. and we'll be watching out for a chance of rain. i'll have more in the forecast coming up in a few minutes. such a stark difference of what is going on in texas. take a look at this. happening now, parts of texas have certainly got to clean up after severe storms spawned a

string of tornadoes. about 50 miles northwest of dallas. storm chasers captured this video. some caused extensive damage. take a look at this. look at that. so spheres. just rushing through this automobile garage. this is video just into our newsroom as well. can you imagine being so close to that? this is a tornado that struck and went on a wild ride there. there's a car just tumbling there. it is blown over onto its side, and then they start driving again. quite frightening for the driver in that car. three people we know have been injured so far. dozens of homes and businesses destroyed. >> wow. after a covid delay, opening statements are once again scheduled to begin in the trial

of theranos second in command, sunny balwani. "today in the bay's" kris sanchez joins us live this morning with a look ahead. >> reporter: good morning to you, marcus. this trial was expected to be shorter than that of elizabeth holmes, the founder of theranos, but already we are off to a week delay. now, sunny balwani arrived for opening statements last wednesday, as we reported that day, only to hear that the court had a possible covid exposure. the person in question later tested negative, so no problem there. balwani will return today to begin to defend himself against fraud and conspiracy charges that could send him to prison for years if he's found guilty. the judge told the jury that the court, again, was exposed to someone, but that has passed. balwani's trial begins two months after fellow executive and ex-girlfriend elizabeth holmes was convicted on 4 of 11 counts stemming from accusations

that she misled doctors and patients about blood testing technology. their trials were separated because holmes' defense centered on blaming balwani saying he controlled her through mental and physical abuse, something he's denied. >> if she pointed the finger at sunny, you can expect that sunny in his trial is going to point the finger right back at her and say that she was the driving force behind everything that went wrong at theranos and every criminal act that was done. >> reporter: our legal analyst says that he does not expect that balwani will take the stand in his own defense, so some of those senior emails and text messages that we saw during the holmes trial are unlikely to surface. kris sanchez, "today in the bay." >> thank you. it's 5:32 right now and new this morning san francisco police under the microscope with newly released data on stops and searches. the data shows different

frequency rates depending on your race. "today in the bay's" cierra johnson joins us live in san francisco. the chief of police is getting ready to talk about some of these new findings. >> reporter: good morning, laura. that's exactly right. the chief of police will present this data, nearly 20 pages worth of a presentation to the board of supervisors that happens later today. he discusses everything from stops and searches to reform efforts. so one of the focuses in the report was just involving the stops and searches conducted by sfpd. this graph breaks down the interactions by race and based on this data, black people were both stopped and searched more often than white and hispanic counterparts. this graph breaks down the search by race per 1,000 individuals, and you can see year-over-year, blacks were ten times as likely to be searched than white people and four times as likely to be searched than

hispanics. so what other data is in this report? well, the report highlights that use of force instances has dropped nearly 60% over the last six years, from around 950 instances, to around 390 in the last quarter of 2021. and police stops of black people have fallen over the last three years. the report also highlights where the department stands in terms of their anti-bias goals. the department of justice presented the agency with reform recommendations. this report provides an update that 90% of those goals have been met. bill scott commented that the agency's goal was to determine next steps, telling the "chronicle," the next question is where do we go from here. the meeting is slated to beginning at 2:00. i take a look at the agenda and

this item doesn't hit on the agenda until around 3:00 p.m. so the presentation is slated for 3:00. the meeting begins at 2:00. so we will, of course, continue to follow what comes out of that supervisors meeting and their response to this presentation. we're live in san francisco. cierra johnson for "today in the bay." >> interesting statistics there. thank you. 5:35 right now. one san jose council members wants to tie pay for performance for elected officials and top department heads. mayoral candidate is proposing leaders be held more accountable. part of the plan, pay raises would no longer be automatic. he says most workers have measurable goals. >> when they don't achieve them, they don't get raises, they don't get promotions, and i don't see why politicians should be any different. >> mahan is trying to build support for a ballot measure which voters would have to approve for it to become law.

a recent spike in cases from a new covid subvariant overseas raising concerns about another bay area surge. the ba.2 omicron is considered more contagious but the symptoms not as severe. one ucsf infectious disease specialist says what's going on in europe may provide a good indication of what to expect here. >> their cases went up but their hospitalizations stayed flat, so that really is that decoupling of cases and hospitalizations that occur with variants when you have high rates of vaccination, like we do here in the bay area. >> dr. gandhi also says one study finds people who were infected with the original omicron variant often have stronger protection against this subvariant. the violence in ukraine not letting up at this hour. the catastrophic damage continues to show the reality of russia's aggression, as its military continues its attacks.

we're seeing new video out of mariupol, one of the hardest-hit cities since the war began. it shows huge explosions as factories in the area are destroyed by multiple russian strikes. president biden is warning that russian president vladimir putin could use chemical weapons in ukraine, as sanction mount against russia. the u.n. says more than 3.5 million ukrainians have left the country. more than 2 million people are seeking refuge in neighboring poland. >> we continue to monitor the soaring high prices throughout the bay area when it comes to gas prices. according to aaa, the pain at the pump being felt the most right here in san francisco, where they're saying the average there, about $5.97 per gallon. now, bay area commuters in solano county, their average about $5.78 per gallon. now, adding to the uncertainty of how much you're paying to fill up, it's day two of a strike at chevron's richmond

refinery. about 500 employees are demanding a 5% wage increase and more staffing. energy experts say if capacity drops due to the strike, it would very likely mean another jump in gas prices. chevron says that it's actually bringing in non-union workers to continue operations. let's take a live look at san francisco this morning, overlooking the bay bridge there. a nice, clear start to our now tuesday morning. and, boy, the temperatures we're going to see later today, a little nice touch of spring, a little dip into summer? >> we've got a little bit of everything here in our forecast. it's already warm in some spots. usually these early morning hours it's time to let the house cool down. we're already at 70 degrees in vacaville and you can see mainly 60s for the north bay. we have a very strong wind rushing across these areas through the delta into parts of the north bay and that's keeping those temperatures up. but where the wind is calmer, we

dip to the mid-40s in the south counties. so we are seeing the temperatures starting out pretty warm in some spots. in vallejo in the upper 60s. we'll see temperatures continuing to climb as we go into late morning, our hour-by-hour forecast shows we're headed for the low 80s at some spots. at 3:00, we're at 84 degrees. it's 77 in hayward and 79 in fremont. san jose will be at about 81 degrees and san mateo at 72. really warm weather for this time of year, and we'll see another day like this tomorrow before it cools off. as we get a look at our morning commute, fremont, 880 is flowing well. we see a couple minor incidents south of fremont through milpitas and going through 880, we're seeing a couple accidents, as well as the south bay where we're seeing a couple of minor incidents. and then heading across the

bridges it's looking good. the richmond-san rafael, bra bridge, we're not seeing any major accidents. we know that tuesdays tend to be busy and we're getting a nice start to our tuesday morning. we'll get a look at weather and traffic again coming up in a few minutes. >> thanks, kari. 5:40 right now, and happening today, b.a.r.t. holding the first of several outreach events. b.a.r.t. members originally performed a 3.4% fare hike for this past january and then delayed it for six months due to increased federal funding. they say the hikes are needed to reduce the risk of service cuts. they say it fall short of the current inflation rate. securities can provide feedback today at the antioch station from 5:00 to 7:00 and the el cerrito dell norte station tomorrow, the montgomery station on thursday.

good tuesday morning. we're coming up on 5:44. as you're heading out into east bay, we're taking a look at the temperature trend in pleasant hill. we're in the low 50s this morning. we have lots of sunshine and it's going to be a day where we go from maybe turning on the heater to the air conditioner this afternoon. we have a wide range in temperatures as well. we're going to talk more about that in a few minutes. as you're starting out your morning commute, we are seeing oakland's commute starting to pick up and we're seeing more people getting out here on the roads. but we haven't had any major incidents so far, and i hope it stays that way as we head into our tuesday. we're going to talk more about what's ahead in our forecast in a few minutes. >> thanks, kari. well, san francisco police are investigating a violent robbery at a chinatown electronics store. this happened yesterday afternoon on grant avenue. police say three men smashed

display cases, stealing cameras and equipment. when people tried to stop them, one man was struck with a hammer. two more pepper sprayed. all three of the robbers got away. developing this morning, investigators trying to determine where a boeing 737 passenger jet plunged from the sky in china. a mining company near the crash site captured it all on security camera. we want to warn you the video is disturbing. you can see what appears to be the plane free falling moments before impact. according to a "new york times" report that confirmed the video, the plane had 132 people on board when it went down on a mountainside in southeastern china. no reports of any survivors. it's still not clear if the plane's black box survived the impact of the crash. one aviation expert believes it will take some time to determine exactly what happened.

>> this is an extremely big mystery. this airplane has no history of doing anything like this. >> "today's" show tom costello is following the investigation. he'll have more on the "today" show at 7:00 a.m. following "today in the bay." >> president biden is warning american companies be extra cautious about cybersecurity. this as worries are growing that vladimir putin will unleash russian hackers. >> who are very good, let's face it. hackers associated with the kremlin or just plain employed by the kremlin got into political parties' computers, hospitals, pipelines and probably a few we don't know about. our government doesn't regulate cybersecurity, so it's up to individual american companies, so president biden says it's the companies' patriotic duty to get themselves ready. there's also renewed worry russian forces in ukraine might turn to chemical or biological weapons as they continue to face so many setbacks with fighting with conventional weapons, and a

fear that putin will use those weapons of mass destruction, but tell his people it's america's fault. >> he's asserting that we in america have biological, as well as chemical weapons in europe. simply not true. i guarantee you. >> now, we haven't talked much about the so-called bio labs, some in the right wing media and kremlin have implied the u.s. and ukraine were working together on. something fundamentally evil. the story is much more simple. there were bio labs run by the soviet. ukraine inherited them when the soviet union fell apart. an american program called the biological threat reduction program run by presidents of both parties, funded by american congress for years, helped ukrainians make those labs safe. it's been totally above board, transparent and in the open for decades. you can read the reports online. today is the second day of

seeing as you're heading out the door this morning. in oakland, as you're heading to work, it's a light jacket start of the day, but short sleeves afternoon. we're going from 55 degrees at 7:00 to 71 at lunchtime and temperatures will continue to warm up. for south bay, we'll see 82 in morgan hill. still kind of breezy today, but not as windy as yesterday, with hayward reaching 78 degrees. you head over to concord, 84 today. and as you take a look at the seven-day forecast at the bottom of your screen, it will cool off. we just had a quick spike in temperatures as we visit summer today. we're headed for 73 downtown in san francisco, 78 in mill valley and 84 in santa rosa. and you don't need me to tell you that the tree pollen is really bad out there. if you've been sneezing, this is what you're allegic to. it's oak trees, sycamore and mulberry. a lot of tree pollen floating through the air.

and the wind also blowing all of the pollen around. we're looking at a gusty wind as we head through about 10:30 this morning. look at that northerly wind coming through napa, 27 miles per hour. you see the bright reds, it will still be pretty windy, but then the wind starts to relax later today into the evening, as well as tomorrow. breezy for the start of the day. and still no rain here. it's all well to the north of us. we're not going to see any rain in the forecast. we were hoping for a chance of rain on sunday but now the models are holding it off the coast for a little longer and it may not come in until next week. now, hopefully we see this hold together and we can get rain in here for the first part of next week. we know it's going to cool down. take a look at concord with mid-80s today, upper 70s tomorrow. mid-70s for the end of the week and then 60s in the forecast and maybe cooler if we get rain for the middle of next week. a look at our inland

temperatures, we have some highs in the low 80s for today and tomorrow, then 70s and rain chance for sunday. that may actually be early next week. as we head out on the roads this morning, i wanted to give you a look at the morning commute around the bay area. it's looking good. we're just seeing a couple minor incidents, especially in the south bay, and we had a couple of light incidents, nothing major to impact the traffic. as you're heading across the bridge, it definitely looks much better than yesterday morning at this time, and then heading through the tri-valley we're seeing it slowing up as you're coming through 84, and also coming through the altamont pass into the tri-valley. i'll have another look at weather and traffic in a few minutes. >> thanks, kari. happening now, apple's online services back up and running. this is following an outage that disrupted access for several hours. more than 20 services, including the app store, apple music, apple maps and apple tv plus were all affected. bloomberg says the company told staff the outage stemmed from

identity in certain grade levels. disney says senior executives will meet with employees in the u.s. and internationally. the company also plans to pause political donations in florida. one of the couples who served prison time for the college administrations scandal just put their home on the market. the house is listed just under $15.5 million. the couple purchased the home back in 2005 for about $7.5 million. he spent six months in prison for his acts, and his wife seven months. they were found guilty of prescribing a coach at georgetown university and paying close to half a million to rig college entrance exams for their daughters. an overhaul that's tied up san francisco traffic for some six years is now nearing the end of the road. you try to say that. the van ness improvement project
