if you're on the go, take us with you. you can watch us live on roku, amazon fire, apple tv and online. we'll begin with developing news overnight in the east bay. a deadly shooting involving law enforcement. >> "today in the bay's" bob redell is joining us. talk to us about the circumstances surrounding that shooting. >> reporter: good morning. well, the contra costa county sheriff's office said it was responding to a domestic situation. this was if discovery bay late last night. the sheriff's office says the subject, who we believe was a man, came at them with a gun. the sheriff's office tweeted out a photo of the weapon which they say they retrieved. it looks like an assault rifle or a shotgun. deputies were forced to discharge their firearms. the man was shot and taken to the hospital where he later died. >> what we heard was get out of the sidewalk, get off the sidewalk, put your gun down, put your gun down, and then just, to

me, it sounded like five to nine shots, bam, bam, bam, real quick, and more sheriffs showed up. all neighbors, as you can see, we all ran out. >> reporter: the sheriff's office indicates no one else was hurt during the shooting. reporting live, bob redell, "today in the bay." >> thank you. 5:02 right now. overnight russia launches more attacks in ukrainian cities of chernihiv and kyiv. it comes as there's another glimmer of hope for those looking to escape. nine humanitarian corridors in cities besieged by russian troops are expected to open today, and this comes as we're learning that russian president vladimir putin says he will attend the g20 summit in indonesia later this year. in the meantime, president biden heads to europe for an urgent meeting with nato allies. "today in the bay's" brie jackson live in washington, d.c. breaking down what we can possibly expect from the president's trip.

already arrived in the bay area. yesterday san mateo county supervisors issued a resolution promising to assist ukrainian refugees. we're talking about discussions about how to help with housing, health care, even job placement. >> if we get ahead of this now and have these conversations, because this war doesn't look like it's ending and the displacement may grow even more. >> ukrainians and supporters rallied in redwood city over the weekend calling for an end to the war. they're applauding the county appears effort to help refugees, which he hopes is temporary until they can return to their homehand. san francisco considering adding 20 sites for unhoused youth over the next year. the supervise says nearly half of the city's young homeless were previously displaced from san francisco housing and last year the city canceled plans for

that's up from 22% the previous week. in western states, including california, it accounts for 41% of new cases. despite those numbers, the cdc says it's not driving a new surge as it has in several european countries. 5:07, a look at san jose this morning as we get started with the day. meteorologist kari hall tracking what we can expect from those temperatures. yesterday, kari, a hot day. >> yes, it was hot. and it was kind of a pool day if you had one or were close to a pool. and then as we take a live look outside in san francisco, already a change as we are seeing the fog rolling in. that's going to keep those temperatures down, so santa rosa won't be in the upper 80s like yesterday. we are still going to be well above normal with some low visibility in the north bay and along the coastline. we'll see some mostly cloudy and foggy conditions near the coastline and temperatures headed for about 60 degrees in

pacifica. when you compare where we're headed later today versus the record high, we in many spots will stay just below a new record. we're going to be watching those numbers very closely. vianey, you've been watching the morning commute. how is it looking? >> i did check on the crash earlier along northbound 880 and it looks like it is on the shoulder. so i'm not seeing any major delays. you should be okay as far as your drive times go through the east bay southbound 680 from 580 to vargas road about ten minutes. no delays on northbound 238. let's take a look at your peninsula drive times. southbound 101 from van ness avenue to sfo, 11 minutes. from 101 to high away 92, six minutes. and southbound to shoreline boulevard about nine minutes. i'll have a closer look at what you can expect throughout the rest of the bay area. no metering lights on just yet at the bay bridge toll plaza. back to you. >> thank you. making your trip through the airport easy and fast. sounds good, right?

closed this morning, a month after the beginning of the invasion. and of course the longer the russians wait, the worse it's going to be when they do reopen. there's talk of putting all kinds of restrictions on the sale of stock, shortly after the invasion on the russian version of cnbc, an expert pulled out a bottle and drank to the death of the russian stock market. >> our own markets are healthy. more up arrows on tuesday. the s&p 500 has moved 1% higher every day for the last five business days. also moving higher are mortgage rates. last week i was telling you about a 30-year fixed at 4.1%. it's now 4.7%. now, this logically means fewer people will shop for homes, but i wouldn't expect a huge effect on prices because there's more a shortage of homes on the market. >> silicon valley chip ceos will meet with senators today to push

them to approve a bill that's already gone through the house, earmarking $52 billion to boost chip production in the united states. you may recall the ceo of intel was president biden's guest at the state of the union. and this is one of those, well, that certainly makes sense stories. websites that sell cars are reporting a lot more customers are showing interest in electric vehicles like teslas, all kinds of them. sales of electric cars doubled yeefr over-year in 2021, and that was before the big spike in oil prices. i drive a plug-in hybrid, it gets 75 miles to the gallon. i still maybe, once a month -- i don't like the high gas prices either, but, man, do i feel sorry for people that have to fill up once a week. >> oh, yeah, right here. >> sometimes more than that. >> i'm going to send you to pick up my kids.

uncle scotty. >> beep, beep. all right. new this morning, the next time you fly alaska airlines out of san jose, you may be using an ipad to check in. it's launching a new pilot program in its lobby using ipad pros to replace the self check-in kiosks. the devices promise to speed up the check-in process with hopes that it will cut the check-in time in half. also rolling out self-serve drop-off points for checked bags and facial recognition technology at the gate for boarding. the airline plans to roll out the same technology at other airports over the next few years. anything to get those lines moving. trending this morning, music lovers, this is for you. you can now get even more of your favorite music on vinyl. >> so today is record store day and to celebrate, more than 300 new music releases are expected to debut or be made exclusively

you're really enjoying what we're seeing the past couple of days. just a little bit cooler today. as we take a look at santa rosa, you can see how the day shapes up in the north bay. we have upper 40s, a mostly sunny start. we have to shake the fog over the next couple of hours and then sunshine the rest of today as we head for the mid-70s. we're well above normal and in some spots we're going to be close to a record once again. so cupertino headed for 77 today and we'll see even some low 80s for concord and antioch. 78 degrees in danville today and some mid-70s for redwood city. take a look at daly city, 60 degrees, and that's because the fog is back. we're going to keep the 50s in san francisco after a very warm day yesterday. and we're looking at some upper 70s in napa and sonoma, 82 today in clear lake. we're looking at a quiet weather pattern, quieting down for parts of the pacific northwest with just a little rain headed that

way. for us, we are going to turn our attention to clouds well out in the pacific and this is going to start to make its way closer to us by the end of the week. it looks like we could see a quick round of rain for the beginning of next week, even more sierra snow. it will be important to watch that because we are looking at a big difference on the computer models. we are seeing one model that usually is a little more accurate showing not a lot of rain for us next week. we have another computer model that shows quite a bit of rain, the possibility of getting over an inch. so i think the earlier model, the euro model, most likely will be more accurate. we do need the snow and we are keeping the hope alive that we can do something here by the end of march. we're right now at 49% of the normal amount of snow in the northern part of the sierra. central sierra around lake tahoe, only half of the normal amount. as we look at our forecast, it's going to be dry over these next few days.

very warm temperatures for this time of year. once again, normal is about mid-60s. we come down to the upper 60s by sunday, a chance of showers in our monday forecast, but it looks like it's already out of here by tuesday. and san francisco will also be watching out for a chance of some very light rain by late sunday into early monday, as our temperatures stay in the 60s. vianey, any issues for the commute? >> we've been doing okay but it is getting busy in oakland. and this is pretty typical for this hour. you can see it is at least moving along, so no crashes through this stretch in both directions. i do want to show you a look at how our map is doing. the earlier crash along northbound 880 now off on the shoulder, so you might still catch a little slowdown near the cashier. we're moving along 680 and also 238. no delays through the peninsula either. southbound 101 from van ness avenue to sfo, you're looking at 11 minutes. south bay drive times, 85

spots. we are coming down off of the high heat we had yesterday. we'll talk about the cooldown for the weekend in a few minutes. >> thank you very much. this breaking news is just into our newsroom, for parents waiting possible approval of the covid vaccine for the youngest children, moderna says its vaccine protected children sixs illness. the study involved nearly 7,000 children, a majority of whom experienced mild to moderate side effects. protection specifically against the omicron variant was low. under 50% for children under 2 years old. and only about 38% effective for children 2 to 6. right now vaccines are only approved for children over 5. and moderna plans to seek new emergency authorization in the coming weeks. and developing overnight, in new orleans at least one person is dead from a powerful tornado so strong it destroyed homes. as you can see from this video, even flipping over vehicles,

causing extensive damage. this is in st. bernard parish, about 36 miles west of new orleans. there's still no word of any injuries, but this morning some people are said to be trapped inside their homes. research and rescue teams actively searching through the impacted area overnight. the same system spawned a string of tornadoes across the state after causing destruction in texas. one person also killed there. nbc's sam brock is in louisiana this morning and he's going to have coverage on the "today" show coming up at 7:00, right after "today in the bay." testimony is kicking into high gear this morning in the criminal trial of disgraced former theranos executive sunny balwani. "today in the bay's" kris sanchez joins us live at the course house this morning with a look at where things are picking up today. >> reporter: good morning to you, laura. elizabeth holmes was not here physically for opening statements in the case, as sunny

balwani, but she definitely was here in spirit. you'll remember the two cases were separated so that the two could be tried separately because her defense was to point the finger at him. his defense is likely to be to point the finger at her. but out of the gate, the prosecutors' opening statements, they told the jury balwani and holmes were partners in business and romantically. balwani's lawyers in their opening statements tried to create some distance between the two. >> i think it's a terrible idea, because it immediately detracts from any kind of credibility that balwani is going to have with the jury. he was obviously much more than an investor in theranos. >> reporter: the first witness to be called was whistleblower erica chung of theranos. she was a prominent feature of the elizabeth holmes trial. she, again, was called first yesterday here in the balwani

mystery. nbc's tom costello explains other means are available to understand the terrifying final moments. >> reporter: good morning. i'm tom costello. we are inside a simulator for the 737-800, the kind of plane that crashed in china, recreating with captain mark weiss exactly how the scenario might have unfolded. at 29,000 feet suddenly the plane went into a very steep nosedive. the pilot seemed unable to be able to pull out of the nosedive. >> with the g forces, it was unsustainable. they had no choice. they were going to die. >> we have no idea whether it was intentional, a mechanical failure. coming up on the d "today" show we'll show you what it would feel like to be part of that terrifying nosedive. firefighters have not yet said if they know what sparked a house fire that critically

injured two people in vallejo at a home on bayview avenue. they saved an elderly mother and her two grown children who were trapped in the grang. one suffered minor injuries, the woman and the other child were rushed to the hospital. so far, no update on their conditions. let's take a live look outside. a little different viewpoint, san francisco this morning. foggy if you're anywhere near the city by the bay this morning. inland, hot. >> you know, sometimes that fog can provide a little bit of cooling, even more the inland areas and it's going to bring down our temperatures just a few degrees. but this is what we're seeing coming out of the north bay and crossing the golden gate bridge. very low visibility and this is already a different picture compared to what we had yesterday at this time. and so as we take a look at our hour-by-hour forecast, we're starting out in the upper 40s and low 50s, and then headed back into the upper 70s and low 80s for inland areas. notice how half moon bay will be

in the 60s. we'll see 80 in santa rosa and novato will be at 77 at 4:00 today. so it will still be well above normal, but just not as hot as it was yesterday. we're going to talk about the changes we have in our forecast going into the weekend coming up in a few minutes. vianey, how is a look at the morning commute? >> considering it's 5:38, i'm surprised the metering lights aren't are just yet. they usually turn on by 5:26, 5:30. things are moving along pretty good for a wednesday morning. it is getting busy along 880 in both directions. this is a live look. i checked to see if there were any issues. the earlier issue has cleared out and is still a little bit on the shoulder. but it's not blocking any lanes. you're just dealing with the morning commute that tends to get busy, especially around 6:00. a quick check of your map right now, green for our speed sensors means we're a go and no major delays on any bridges. it is flowing a little bit along westbound 880.

california supreme court now has its first latina judge. justice patricia guerrero was confirmed yesterday. she's the daughter of mexican immigrants. she said she stood on the shoulders of her grandparents and parents who immigrated from mexico to give their children a better life. she attended uc berkeley and stanford law school. governor newsom nominated her last month. >> nice to see. 5:43 right now. president biden is headed to europe with nato leaders and perhaps even ukrainian refugees. >> the president will start in brussels with new sanctions. >> the white house being very secretive about what the new sanctions will be. the president is headed from the white house to air force one and off to belgium and nato headquarters. he's going to meet with defense ministers in brussels and then travel to poland.

questioning of judge ketanji brown jackson today, with hopes of having a full vote no later than next week. keep in mind, this is the third time jackson has faced the senate judiciary. the most recent was just last year as it approved her elevation to the appellate court. yesterday ted cruz got some attention after he asked judge jackson about a book he said was available at a school where she sits on the board of trustees. she said she never read it. in fact, she dealt with a number of questions by simply saying judges don't deal with the kind of things you're bringing up. >> i asked a simple question. does the united states need more or fewer police? >> senator, the determination about whether there should be more or fewer police is a policy decision by another branch of government. it is not something that judges have control over and i will stay in my lane in terms of the kinds of things that are

you this morning. the search continues for three suspects involved in a violent smash-and-grab in san francisco's chinatown. officers visiting the camera shop on grant avenue last night as they continue to investigate monday's robbery. police say three men came into the store, smashed display cases, stealing cameras and equipment. the robbery turned violent as people tried to stop those men. two people were hit with what appeared to be pepper spray and a neighbor who tried to intervene there was hit in the head with a hammer. >> people are upset enough where it's their livelihood and they see it happen and that was their first reaction, they were going to fight for their business. and we don't necessarily advocate doing that, but they did scare the suspects away. >> now, the man who was hit in the head, he was taken to the hospital and since has returned to work. happening today, a former south bay assemblyman is pushing congress to end daylight saving

take shape, even though we're starting out with clouds. it's going to still clear up for this afternoon, but the clouds will keep those temperatures from heating up so quickly, so we're going from 53 degrees at 8:00 to temperatures in the mid-70s by 2:00, and 75 degrees at 4:00. the seven-day forecast is coming up at the bottom of the screen. take a look at our highs this afternoon. yeah, still 81 degrees in morgan hill and 79 in milpitas today. for the east bay we're up to 73 and hayward, 75 in vallejo. for the coastline, the fog keeps it coal. half moon bay reaching 62. the mission district reaching 66 degrees. 79 in sonoma and santa rosa. just keep in mind yesterday we hit 89 degrees in santa rosa. so this is going to feel much better. things are quieting down across the region. we had some rain farther to the north. now we turn our attention to this swirl of clouds.

that's our next low pressure system that will be approaching the bay area, not getting here until late sunday into early morning. it looks to quickly bring us rain. computer models still not agreeing on how much rain we're going to get out of there. the euro model showing very light trace amounts of rainfall. while we take a look at another computer model, it's showing a lot of rain with the possibility of getting over an inch in some spots. we're going to wait until this gets closer to short it out. as far as the rainfall deficit, even if we get an inch that is not going to help us with the deficit in santa rosa. we need over 6 inches of rain to catch up to normal. so it's nice to see some rain chances, but it will still be dry over the next few days, and pretty warm for this time of year, reaching 80 degrees today. and some mid-70s by the end of the week. sundays when the clouds start to roll in, possibly rain late and scattered showers in our monday forecast.

vianey, are you seeing any big major slowdowns on the roads? >> no. golden gate bridge we do have fog and even at the golden gate bridge it's a little empty when it comes to the roads. but it is busy in oakland. very typical considering we're heading into 6:00 a.m. hour. we are noticing slow spots in through the stretch along 280 and 101, and the south bay very typical for this hour. i'll see if there's any issues going on. smooth commute through the north bay, west 37 to 580, you're looking at eight minutes. if you live in calistoga you may notice your power going in and out over the next few days. pg&e is testing utility equipment and it's expected to trigger interruptions. the tests began last night and they're expected to take place again from 11:00 at night until 5:30 in the morning through saturday. struck by lightning

welcome back to "today in the bay." new developments in the south bay, a former city inspector is expected to receive 35 years in prison for soliciting bribes and extorting sex from massage parlor owners, along with molesting two minors. william jerry worked in code enforcement and prosecutors in 2020 charged him with felony extortion tied to granting permits. that's when investigators uncovered the molestation evidence. he pleaded no contest. his sentencing date is may 20th. this morning we're learning more about an incredible rescue in antioch over the weekend.

so what you're looking at is a specialized team of firefighters rescuing a man that is stuck inside of a pipe. now, that pipe was about the size of an extra large pizza. we're talking about just 16 inches in diameter. and the man had been underground for two days. we spoke to the man in charge of the rescue team and one of the rescuers who had to go down into the pipe. >> i was just trying to figure out what was going to be the easiest way of getting this guy out of the hole. it was definitely not going to be a comfortable situation for either of us with his positioning and with the tight parameters we were faced with. so i was just game planning, plan a, b, c, d, to get him out. >> wow. i'm so glad they did. as for the man who was rescued, he was taken to the hospital to be checked out. and also this morning miley cyrus is canceling an appearance in paraguay after her plane was struck by lightning. >> we're getting a look from inside the plane. take a look at this.
