she posted the video to social media saying she and her crew were stuck in an unexpected storm. the plane had to make an emergency landing. she shared this picture of the wing of the plane after they saw it after landing showing the damage that was done mid-flight. in the social media post the singer wrote, my crew, band, friends and family who were all traveling with me are safe after an emergency landing. >> wow. right now at 6:00. a deadly shooting, but deputies -- this is by deputies. >> what we heard was get off the sidewalk, put your gun down. >> what investigators are saying about the tense moments leading up to that gunfire. >> plus, president biden heading overseas to meet with nato allies. this as russian forces close in on several ukrainian cities. the message the president is expected to make to russia and other world powers. this is "today in the bay."

good wednesday morning. thanks for making us a part of your morning. i'm marcus washington. >> i'm laura garcia. you can always watch us live on roku, amazon fire, apple tv and of course online. we begin with developing news overnight in the east bay. a deadly shooting involving law enforcement. >> "today in the bay's" bob redell joining us now. talk to us about the circumstances surrounding that shooting. >> reporter: well, good morning. this involved the contra costa county sheriff's office. the sheriff's office tweeted out this involved a domestic situation that took place in discovery bay. this happened late last night. the sheriff's office says the subject who we believe was a man, came at them with a gun. the sheriff's office tweeted out a photo of the weapon which they say they retrieved. it looks like an assault rifle, perhaps a shotgun. the sheriff's office says deputies were forced to discharge their firearms when this man came at them with a gun. the man was shot, taken to the hospital, where he later died.

>> what we heard was get out of the sidewalk, get off the sidewalk, put your gun down, put your gun down, and then just, to me, it sounded like five to nine shots. bam, bam, bam, real quick. and more sheriffs showed up. everybody showed up. and then all neighbors, we all ran out. >> reporter: the sheriff's office indicates that no one else was hurt during the shooting. reporting live, bob redell, "today in the bay." >> thank you very much, bob. it is 6:02 right now. russia overnight launching a new wave often attacks in the ukrainian cities of kyiv and chernihiv. this as a possible new lifeline is opening up for some looking to escape. nine humanitarian corridors are opening up today as russia vows its leader, vladimir putin, will attend the g20 summit in indonesia later this year. in the meantime, president biden is now getting ready to head to europe to meet with nato allies.

here is a live look at joint base andrews where the president is expected to depart any time. he will join an emergency summit in brussels to discuss russia's invasion and how to bolster security. "today in the bay's" brie jackson is live in washington, d.c. breaking down what we can expect from the president's trip. brie? >> reporter: good morning, laura. well, president biden is expected to discuss more aid to ukraine, that includes humanitarian aid, as well as military aid. the u.s. and russia -- or excuse me, the u.s. and its allies are also discussing ways to take action to reduce european dependence on russian oil. >> ladies and gentlemen, the president of the united states. >> reporter: president biden traveling to europe today as the war in ukraine nears one month. the president warns with vladimir putin's back against the wall, out of desperation, the russian president could turn to using chemical weapons. >> we should be careful of what's about to come.

he knows there will be severe consequences because of the united nato front. >> reporter: new drone video shows explosions in mariupol, one of the hardest hit cities in ukraine. in kyiv, ukrainians remain determined to fight off russia's attacks. the mayor's brother, a former boxing champion, urges the west to do more. >> we need to defend our sky, we need to defend our country, and we need military equipment. >> reporter: u.s. defense officials estimate russian forces have lost more than 10% of their combat power in ukraine. the administration says resistance from ukrainians and nato has russia depleted. >> the russian military has dramatically underperformed. the russian economy has been rocked by powerful sanctions. >> reporter: and more sanctions are expected to come during the nato summit this week. president volodymyr zelenskyy will address world leaders by video thursday. in ukraine, many under siege are holding on. >> this is not a war between ukraine and russia.

this is a war between light and darkness. >> reporter: president biden will deliver a message during his trip overseas that the u.s. is ready to support ukraine and nato allies for as long as it takes. and during his trip to europe, president biden could announce plans to keep an increased number of u.s. troops in neighboring nato countries near ukraine permanently. >> brie, a lot of details there. thank you so much. in the meantime, back here in the bay area, peninsula leaders want ukrainian refugees to know they will be welcome here with open arms. some of the 3.5 million refugees have already arrived in the bay area. yesterday san mateo county supervisors issued a resolution promising to assist ukrainian refugees. they're already talking about discussions about how to help with housing, healthcare, even job placement. >> if we get ahead of this now and have these conversations, because this war doesn't look

like it's ending and the displacement may grow even more. >> ukrainians and supporters rallied in redwood city over the weekend calling for an end to the war. ukraine's consul general is a applauding the effort. >> san francisco is considering adding as many as 20 sites for unhoused over the next year. preston says nearly half of the city's young homeless were displaced from housing. he says last year the city canceled plans for a homeless center due to funding issues. and here's a live look in san francisco and there are proven fixes, many believe could transform the city. so episode 4 of our streaming series "saving san francisco" is out right now. in an exclusive interview with mayor london breed, we asked her what she was doing to move the city forward.

>> we were in the midst of a global pandemic. yes, things have gotten worse. now as we're living with covid, we're really taking a hard stance on trying to turn these problems around. >> and you can watch it right now on our roku channel or our other streaming devices by downloading our nbc bay area app or by going to nbcbayarea.com/saving san francisco. the cdc now says the newest covid subvariant is responsible for more than one-third of current u.s. cases. ba.2 omicron variant now accounts for about 35% of cases. that is actually up from 22% the previous week. in western states, including california, it accounts for 41% of overall infections. despite those numbers, the cdc says it's not driving a new surge as it has in several european countries. 6:07, taking a live look in san jose. still dark this morning as we get started with the day. but that's all going to change. meteorologist kari hall has a look at what we can expect from

the temperatures today and it's going to be another hot one out there. >> it's going to still be warm, but not as hot as yesterday, thanks to the fog that we're seeing developing, especially in the north bay. right now visibility in santa rosa down to a quarter of a mile, and the dog also near the coastline. so with the foggy conditions to start out today, clouds reaching inland, we won't heat up as fast, as you're heading out in oakland, we're in the low 50s and you can see the clouds through about 10:00 and then clearing out. sunshine for the rest of today as our temperatures in oakland head for 70 degrees. but it should not set a new record. we'll talk more about these records and what's ahead for the weekend coming up. vianey, any major issues for the morning commute? >> no major issues, but i have a new crash to tell you about. this one is going to be in the south bay near alum rock, northbound 680. there was an earlier crash and they are now off on the shoulder, but some slowing expected as they work to clear out the crash completely.

low 50s to the mid-70s by early in the afternoon. it's still going to be a warm day. we'll talk about a weekend cooldown and when we could see rain coming up. >> and a live look right now on northbound and southbound 880. the roads are getting busy. no major accidents. i'll have a closer look at drive times throughout the entire bay area coming up. >> good morning. very happy wednesday to you. the russian stock markets are still closed this morning, a month after the beginning of the invasion. and of course the longer the russians wait, the worse it's going to be when they do reopen. there's talk of putting all kinds of government restrictions on the sale of stock. shortly after the invasion on the russian version of cnbc, an expert pulled out a bottle and drank to the death of the russian stock market. now, our own markets are healthy. in fact, more up arrows on tuesday. the s&p 500 has moved 1% higher every day for the last five business days. also moving higher are mortgage

rates. last week i was telling you about a 30-year fixed around 4.1%. it's now 4.7%. this logically means fewer people will shop for homes, but i wouldn't expect a huge affect on prices. there's already a shortage of homes on the market. silicon valley chip ceos will meet with senators today to push them to approve a bill that's already been passed by the house earmarking $52 billion to boost chip production here in the united states. you may recall the ceo of intel was president biden's guest at the state of the union. and this is one of those, well, that just makes sense stories. websites that sell cars are reporting a lot more customers are showing interest in electric vehicles. sales of electric cars doubled year-over-year in 2021 and that was before the big spike in oil prices. i know outside of the station here we have only a certain number of electric pumps and

more and more employees saying, hey, you're done, i want to charge now. it's free. >> get out of the spot. >> when everyone else is paying for gas, electric people getting it for free. >> at least we come in so early. >> you see yours and maybe like another car or two. >> front row. >> thanks, scott. employees at a seattle starbucks have voted to unionize, the first such vote in the company's hometown. it's the seventh store in the country to vote in favor of unionizing. at least 140 additional stores in 27 states have filed petitions for those union elections. the latest push comes as long-time ceo howard schultz returns to starbucks on an interim basis. he has successfully fought past attempts to unionize amid the stores, as well as their roasting plants. trending this morning, music lovers, this one is for you. now you can get more of your favorite music on vinyl.

>> today is record store day and to celebrate, more than 300 new music releases are expected to debut or be made exclusively available to record stores around the nation. artists like nicki minaj, foo fighters, rolling stones, taylor swift are participating. many of them have never been released on vinyl, which accounted for just 2% of all music sales last year, but also accounted for half of all physical sales. also trending, we know who will be performing at the oscars this year. beyonce billie eilish and finneas, as well as reba mcintyre and sebastian yatra who sings in "encanto." van mores isson was invited to perform, but says he's not going to be able to attend. >> that should be an interesting show this year.

here we go at 6:16th morning. getting ready for the sunshine. let's find out what we're dealing with this morning. meteorologist kari hall has been tracking our forecast. >> it's looking good for us today. it's still going to be warm but not as hot as yesterday. yesterday was pretty unreal, especially for some spots in the inland valleys. now we have fog rolling in and that will set the stage for a slightly cooler day. we have low visibility and it's going to keep our temperatures from heating up so quickly for our inland areas. walnut creek, 10:00, if you're heading out, it's going to be in the low 60s, upper 60s for lunchtime. beautiful day for lunch outside. then it does start to get a little warm and you may want to turn on the air-conditioning as you're heading out with temperatures in the upper 70s by 4:00. let's go to the south bay. take a look at our high reaching 81 in morgan hill, 80 in east san jose. we'll see low 80s for antioch

and can cord. hayward will reach 73. 69 for san mateo and daly city. 60 degrees and mid-60s for downtown and the mission district. you can notice that our inland areas will be still pretty warm. santa rosa reaching 79 today, but that's coming off of that 89 that we had yesterday afternoon. and so here's what's going on. it's quieting down across the region. strong area of high pressure moving out of the way and may allow their for this storm system to move in by the end of the weekend. we're dry for the next several days, but there may be a quick round of rain coming in late sunday through early next week, and we really need this rain. take a look at what the models are showing. as of right now they're still not agreeing on how much we could see because the euro model is showing barely trace amounts of rainfall. when you compare that to the gfs model, it's showing that there could be spots that reach over

an inch of rain. now, that would be very nice, but the gfs model doesn't have the best track record. and then taking a look at our sierra snowpack, we're only about half of the normal amount. in the north we're at 46% of our normal amount of snowpack. there's still snow left, but it's quickly going down, especially with the warm temperatures. we're feeling the warmth with low 80s for inland areas, mid-70s into the start of the weekend. it will cool off a little bit more early next week and start to warm up once again as san francisco is staying in the 60s over the next several days. you were looking at appear accident. >> this is along the south bay, if you're traveling near mckee the northbound lanes are seeing a little delay because of an earlier crash. this is near alum rock near the mckee exit. you could encounter slowing along that stretch. also there was an earlier crash that was causing some delays along northbound 880.

it's still pretty stop-and-go, but the southbound lanes it's just typical morning traffic. your bridge drive times, noticing some slowing along westbound 80. looks like there's an issue approaching the bay bridge toll plaza. you're looking at 17 minutes and the metering lights are on. i'll check on the chp reports and have an update in a few minutes. this morning we continue to celebrate women's history month. >> if you basically present yourself in such a way, people will stand up and take notice. always, as they say, stand up and be fierce. >> be fierce. after the break we're introducing you to a local woman leading the way making room for change, all while helping her community.

a very good wednesday morning to you. thanks so much for joining us. i'm laura garcia. >> i'm marcus washington. of course we're right here on television for you, but you can take us on the go if you're heading out. we're live on roku, amazon fire, apple tv and online. >> we'll get to breaking news in just a moment. first we want to check the forecast because there's a big heat-up on the way. >> it's still going to be very warm today and yesterday we set numerous records. this morning with the fog developing in the north bay up around santa rosa near the coastline, that's going to keep our temperatures from heating up so quickly. as we compare our forecast highs for this afternoon, compared to the record, we are seeing still some very close numbers. we are used to seeing temperatures in the mid-60s this time of year, but we're headed for 79 degrees in santa rosa, the record is 77. livermore will be close to a record. i don't think we'll get there in san francisco. oakland, as well as san jose, they'll see numbers not too far off from a record high.

we'll be watching this. there's much more of a cooldown in the forecast and we'll talk about that in a few minutes. >> thank you so much, kari. breaking news for parents awaiting possible approval of the covid vaccine for the youngest children. moderna says it's vaccine protected children 6 months to 6 years old from severe illness. the study involved nearly 7,000 children, a majority of whom experienced mild to moderate side effects, but protection specifically against the omicron variant was low, just under 50% for children under 2 years old. and only about 38% effective for children 2 to 6. right now vaccines are only approved for children over 5. moderna plans to seek aurgization in the coming weeks. overnight in new orleans, at least one person is dead from a powerful tornado so strong, flipping over vehicles as well. causing extensive damage in st. bernard parish, about 36 miles

west of new orleans. there's still no word of any injuries there, but this morning some people are said to be trapped inside their homes. research and rescue teams were in new orleans actively searching the impacted neighborhoods overnight. that same storm system spawned storms, tornadoes across the state. they also caused destruction in texas. one person was killed there. nbc's sam brock is in louisiana this morning and he's going to have live coverage for us on the "today" show. that starts for you at 7:00 right after "today in the bay." testimony is kicking into high gear this morning in the criminal trial of disgraced former theranos sunny balwani. "today in the bay's" kris sanchez joins us live at the courthouse this morning. where are things going to pick up today? >> reporter: good morning to you, laura. elizabeth holmes was not here in person for the opening statements in the trial of sunny balwani, but she certainly was a presence. you might recall that the two

cases were separated because holmes' strategy was to blame balwani for the trouble at theranos, and his team is likely going to point the finger right back at her. right out of the gate, the prosecution's opening statements told the jury that balwani and holmes were partners in business and romantically. in their opening statements, balwani's lawyers tried to create some distance between the two. >> i think it's a terrible idea because it immediately detracts from any kind of credibility that balwani is going to have with the jury. he was obviously much more than an investor in theranos. >> now, after opening statements concluded, the first witness to be called was the whistleblower, erica chung. she was also a witness in the case of elizabeth holmes, and we know that that ended with a conviction. in san jose, kris sanchez, "today in the bay." >> thank you. 6:32 right now. and russia overnight launching a new wave of attacks in the

ukrainian cities of kyiv and. just into our newsroom, new images of destruction in the already devastated port city of mariupol. this is new video. it's not yet clear when this video was shot, but it was tweeted today by a wing of the guard that actually has a historical link in neo-nazis. president zelenskyy meanwhile saying that those forces there, they captured relief workers outside mariupol, despite an argument to open nine humanitarian corridors today. >> there was an agreement to open those corridors. we also have new video within the last hour showing president biden departing for europe on air force one. he is off to brussels for an emergency summit surrounding the russian invasion. ukraine is certainly outmatched

in sheer numbers and force. experts still believe russian troops are being slowed in their progress. "today in the bay's" jay gray is on his way to warsaw ahead of president biden's arrival there friday. he's actually live right now on the road. what are you seeing, jay? >> reporter: yeah, laura, marcus, good morning. well, we can't begin to tell you how those escaping the war in their home feel or pro tend that we know what this journey is like, but we can show you what they see and some of what they experience on the trip. we're just now, after leaving the border, pulling into warsaw. it's been a long trip, one that's gone from what was farmland and wide open spaces to the outskirts of the city now. we're at a traffic light right now and beginning to move. and so all of this, as folks drive in, is new. it's different. they haven't seen this. they're in a place that they don't know. and the signs and everything

they see here is in language they don't really understand. what they do know is the road that stretches out here is taking them further and further from a home that they may never get back to. so that's a big concern. and as they pull into warsaw, a place that really has, according to the mayor, stretched to its limits as far as those accepting those who want to stay long-term, they also realize this journey is going to continue from here, that it's going to take them further from their homeland. so it's a tough go, guys, both mentally, obviously, but physically, too. the grind of doing this, many women with young children doing it on their own. it's just very, very difficult. >> yeah, it is hard to see some of the images that are coming out. you just want to open your home to them. thanks for giving us that perspective, jay. and also developing right now, just into our newsroom,

recovery teams in china telling reporters they have now located one of the two black boxes from that airline crash at the china eastern airlines passenger jet. the black box that was found is said to be badly damaged. this is new drone video showing some of the impact on the hillside where that 737 went down with 132 people on board. hope has now faded in finding thy survivors. firefighters are not yet saying if they know what sparked a house fire that critically injured two people in vallejo. this happened at about 5:00 p.m. yesterday on bayview avenue. firefighters say an elderly woman and her two grown children were trapped in a garage. one suffered minor injuries, the woman and other child were rushed to the hospital. so far, there's no update on their conditions. oh, look at traffic out there, moving along in the east bay. taking a live look at walnut creek. all right, kari is bracing us

for this warm weather we're going to have today. >> i think there's going to be a lot of people who are tired because you don't yet want to turn on the air-conditioning, but it was so warm yesterday afternoon, it makes it hard to sleep. you can open up the windows, let the house cool down. in martinez we're starting out with temperatures in the low 50s, and then today it will still be well above normal, but just not as hot as yesterday, reaching into the mid-70s this afternoon. as we take a look at all of our microclimates and the way we start the day with some 40s and 50s, headed for the upper 70s in napa, we will still see a few spots reaching into the low 80s like antioch and con card. fremont looking at a high of about 76 degrees and in san jose we have upper 70s. then cooling down a little bit more for tonight and the cooling trend continues in the forecast. vianey has been tracking a couple of issues for your commute.

>> we do have an issue you've got to know about. this is along eastbound 80 approach bay bridge toll plaza. the metering lights are on. things are definitely starting to slow down. a live look, look how busy it is, backed up pretty nicely all the way through that stretch. as far as how slow we're going, westbound 80 toward the bay bridge, you're looking at about 20 minutes. normally it's about eight to ten. westbound 580 toward the richmond bridge, about 13 minutes. no delays along the san mateo bridge, westbound 92, you're looking at about 13 minutes. both directions are moving along 880. it's recovering from an earlier crash. so far east bay drive times, southbound 880 from 238 to highway 84, about 17 minutes. and a quick look at your north bay drive times, there is some slowing if you're going to be traveling along westbound 37 from sonoma boulevard to

slowing along westbound 84. i'll have a closer look at delays throughout coming up. it is 6:42 right now. new law signed by gov newsom will make abortions cheaper for people with private insurance. they want to make abortions more easily accessible if the u.s. supreme court overturns roe v. wade. average deductibles currently range from about $540 to $900. san francisco is joining the nationwide battle to end a trump-era policy on immigration. it's called the remain in mexico policy and judges recently ordered the current administration to keep endorsing it. the policy forces asylum seekers to wait in mexico for u.s. court hearings. new san francisco city attorney is joining dozens of other cities and counties urging the supreme court to reverse that decision. president biden is in the air headed to europe to meet with nato leaders and perhaps

attacked police officers at the capitol. belarus is a dictatorship with no extradition agreements with the u.s. back here in america, the senate judiciary will wrap up questioning of judge ketanji brown jackson today with hopes of having a full vote no later than next week. we do have live pictures. this is the third time jackson has faced the senate judiciary. the most recent just last year as it approved her elevation to the appellate court. yesterday ted cruz got attention after he asked judge jackson about a book he said was available at the school where she sits on the board of trustees. she said she never read it. in fact, she dealt with a number of questions by simply explaining judges do not deal with the sorts of judges the senators were bringing up. >> i asked a simple question. does the united states need more or fewer police? >> senator, the determination

not working in our favor. it was a little too foggy to give a clear shot of the building, but we do have some amazing renderings from the designer f the multi-million renovation of the city's second tallest structure. now, it's going to come with a $250 million price tag and would include an expansion of the building's redwood park and the addition of redwood trees and shops in the walkway that connects the redwood park to the building. there's also going and lounge on the 48th floor of the b a conference center. we're talking about the transameri a staple there in the san francisco skyline. now, this will be the biggest renovation in the building's 50-year history. again, $250 million price tag. the architect behind the project is norman foster, also known for the project in apple park.

>> it was cold, though. >> that's more than most of us want to do, right? even in san francisco, you know what, i'll dip my toes in a little bit. >> if that. pool today? >> it's still going to be warm today and we know the middle to end of march it's not supposed to be this warm. we had temperatures yesterday in the upper 80s in the north bay. we're already starting to see the fog as you come out of the north bay into san francisco, and it's going to keep temperatures down. take a look at the visibility right now as you're heading out for work. it's down to a quarter of a mile in santa rosa. we can see all of the fog near the coast and also some slightly lower visibility in napa. once that clears out we're still headed for the low 80s today, reaching 80 in east san jose and 79 in milpitas. for the east bay we're headed for 81 degrees and oakland reaching 70 degrees. we'll be a little cooler in san

mateo, up to about 69 degrees today, some upper 50s in the marina district. and then as we take a look at the north bay, santa rosa reaching 79 degrees. here is a look at the wide view of what's going on across the region. it's still looking nice and quiet for the pacific northwest. the rain is starting to taper off. we'll be turning our attention to this swirl of clouds. that's going to be moving in by the weekend and may bring our next chance of rain. it's dry from now through at least sunday, but maybe sunday night into monday we could see this widespread rain coming in. and it's looking like it moves out of here fairly quickly as we are definitely in need of some rain and snow. we need over 6 inches of rain to catch up to normal in santa rosa, and we're seeing deficits really growing across much of the bay area, after that nice start. so it's looking like we could see some rain, but we'll definitely see a cooldown. take a look at livermore.

it's 6:55 this morning. welcome back. we are moving you forward with a look at the top stories on "today in the bay." >> starting with breaking news on the vaccine front. moderna says its vaccine protected children six months to six years old from severe illness. the study involved nearly 7,000 children, a majority of whom experienced moderate to mild side effects. the protection specifically against the omicron variant was low, under 50% for children under 2 years old. only about 38% effective for children 2 to 6. right now vaccines are only approved for children over 5 years old and moderna plans to seek new emergency authorization in the coming weeks. overnight, a deadly shooting involving law enforcement officers. county sheriff's office. the sheriff's office tweeted out it was responding to a domestic situation in discovery bay. it happened late last night. the sheriff's office says the subject involved in the situation, who we believe was a man, came at the he deputies with a gun. the sheriff's office tweeted out a photo of the weapon which they say they retrieved after the shooting. it looks like an assault rifle or shotgun. the sheriff's office says deputies were forced to discharge their firearms when the person came at them. the man was shot, taken to the hospital where he later died. reporting live, bob redell, "today in the bay." >> 6:57. russia overnight launching a new wave of attacks in multiple ukrainian cities. we have new video just in from ukraine's capital of kyiv. take a look. people are now sorting through the latest overnight destruction there. first responders in kyiv say the recent escalation in attacks is leading to the highest volume of emergency calls there since the start of the war. the mayor says at least 264

civilians have died since the invasion started. and russia says vladimir putin still plans to attend the g20 summit in indonesia later this year. we have other new video within the last four showing president biden departing for europe on air force one. he's off to brussels first for an emergency summit surrounding the invasion. the president visits poland on friday. developing overnight in new orleans, at least one person is dead from a powerful tornado, so strong it actually destroyed homes. you can see from this video that storm flipping over vehicles as well, causing extensive damage in st. bernard parish, about 36 miles west of new orleans. there's still no word of any injuries, but this morning some people are said to be trapped inside their homes. ahead on the "today" show, sam brock will have live coverage from the scene of the deadly tornado coming up in just a few minutes.

it's 6:38. quickly approaching 7:00. look at that. we're going to quickly approach the taste of summer today, as inland temperatures are going to be pretty warm. a little foggy start in many parts of the bay. >> that's going to keep the temperatures from rising as quickly as they did yesterday, so we're bringing it down several degrees. still well above normal. headed for 80 degrees this afternoon for some of our inland spots. mid-70s through the end of the week into the start of the weekend. we're watching out for a chance of showers late on sunday into monday, although it's not a guarantee of rain, it does look pretty good at this point. >> all right, last look at the commute this morning. >> you know, it is so busy on the bay bridge toll plaza, there was an earlier crash on the eastbound side and that's just approaching the toll plaza. the metering lights are officially on. you can see the backup through that stretch there. you're looking at a pretty busy oakland shot, too. this is along northbound and southbound 880. it's getting busy out there, guys. >> people are heading back to the office. >> you can tell.
