last hour that the white house will establish a so-called tiger team this. group will plan a response if russia uses chemical or biological weapons. the u.s. is also expected to announce more sanctions against russia. want to show you some video of the ukranian president volodymyr zelenskyy addressing nato allies this, mo. he's urging the group to supply ukraine with more weaponry and tanks, and he says because ukraine does not have the powerful air defense system it needs swift military aid. today's meeting comes as the world marks one month since the russian invasion. brie jackson is in washington this morning and one month later, and there's so much at stake now. >> reporter: good morning, marcus. absolutely, and president biden is pushing allies to ramp up the pressure on russia and president biden faces pressure after sanctions against russia have failed to stop vladimir putin's aggression.

president biden in brussels for a high stakes emergency summit. the manish uat hand, russia's brutal attacks on ukraine. the president and nato leaders acknowledging a frustrated vladimir putin could soon turn to chemical weapons. more sanctions against russia are on the table for nato leaders. members are pledging to double their military presence near ukraine. >> we are determined to continue to impose costs on russia to bring about the end of this brutal war. >> reporter: nato's chief says the idea of admitting ukraine to the security alliance is not on the table. ukraine's president addressed the summit in a video message putting more pressure on leaders saying russia had a month of impunity destroying a peaceful country. the meet national europe come on the heels of the u.s. officially accusing russia of committing war crimes in ukraine. >> russian forces have destroyed

as you heard brie talk there to poland as millions of ukranians are fleeing the violence there, now calling the country home. this is ahead of a meeting with poland's president on saturday. don't forget for full coverage 24/7 on every single development. always visit nbcbayarea.com. >> if you're filling up at the pump this morning and you're among those struggling to make it in the bay there, may be some help on the horizon. california's new push to give drivers hundreds of dollars to cover skyrocketing fuel costs. kris sanchez joins us live from campbell to explain why the governor is suddenly so focused on this rebate and what it may mean for you. kris? >> well, laura. i just looked it up this morning, and the average for regular unleaded in california is $1.66 higher than the national average, and that's why the state leaders are clamoring to try to give drivers some sort of relief, and they say that gas rebates would be the most direct route to do that, to give relief

to those drivers who are pumping gas that. proposal is to give every californian a $400 gas card for up to two registered vehicles per household and even people with electric vehicles. if approved the cards would be issued in july, now the relief package would also make public transit free for three months. the gas rebates or gas cards would be funded by $11 billion in state surplus funds, so money that's already sitting there. the governor will meet with the state legislature to hammer out the details but the people who agree with the fact that we need some relieve but some people say why is it going to take so long? >> really could use some extra money? >> especially now. >> especially now, man. like 56 bucks, right. >> that's a long time to wait, especially if you're commuting back and forth to work. >> now the governor's office estimates that each of us pays about $300 in gas taxes each

year so a $400 rebate would cover that amount for about a year. >> kris, let's talk about the rebate and why not a hold, you know, on the high gas taxes that we pay in california. >> reporter: well, you know, we're talking about two different funds here. the rebates would come from the state surplus, money that's already sitting there. the gas tax is collected at the bumps, and that funds things like infrastructure, road repairs, public transit so lawmakers really kind of hesitant to put a pause on collecting that money. there's also the issue that we pay that gas tax at the pump and there's no guarantee that oil and gas companies would pass that savings on. >> we want to see the potholes fixed, too, and some money in our pockets. thanks so much, kris. >> money in our pockets is always good. 6:07 for you this morning. happening today, scott peterson and his defense team, they are due back in court to pick up number an evidentiary hearing surrounding a possible new criminal trial. both sides were in court last

three weeks ago when the judge abruptly halt that had hearing. at that time issues were raised about questioning of a documentary filmmaker and her testimony surrounding former juror rochelle nyche. this hearing will continue if the hearing merits a new trial for the murder of his wife and unborn son. testimony is expected to wrap up tomorrow. we do have a sad follow-up for you. this is a house fire where three people were trapped inside tuesday at vallejo. two of the victims rescued by firefighters have now died from their injuries. that fire started in the basement of a home on bay view avenue. doctors could not save the 80-year-old woman and one of her daughters that was also in that home fire, her 50-year-old daughter. the dog also died. the other person rescued is expected to make a full recovery. >> 6:08, a live look in san francisco where the puc is reminding everyone to conserve water. they are also trying to make sure that homeowners know free

evaluations are available to identify any potential leaks or water-wasting appliances. last fall the agency declared a water shortage emergency. customers are asked to cut usage by 5% and 13.5%. and a 5% drought surcharge will kick in for all customers starting next month. >> let's take a look outside. it's 6:09 and this is downtown san jose. oh, we can see the sun trying to make an appearance this morning and getting ready for that. before we get that we've got to deal with the cool temperatures, vianey. >> it is a little bit chilly in some spots. right now as you head out the door, you may want to take a light sweater because we're starting out in the low 40s in some areas, including scott vale and the santa cruz mountains. 44 degrees. everywhere else in the mid-50s.

in through heyward and oakland in the upper 60s. take a look at areas in oakland as well as up to the north bay, expected to see low 70s so we're going to get a lot of sunshine, and enjoy this weather. even heading into the weekend because we do have a bit of a change, and that change is going to come in the form of a rain chance or two heading into sunday night, but, i mean, we're setting up quite nicely into friday, saturday and sunday so i hope everyone gets a chance to head outside and take advantage of such fantastic weather. i've truly been enjoying it. i also want to get a quick look at how the traffic is doing because i did see a couple of issues pop up on the road, and this one is right before the 238 interchange. you can see it here in the southbound lanes and 580. it is causing some slowness. it looks like there's a lane that's blocked and no estimated time on when that will reopen. another area that i started to notice a lot of slowing in, probably because the metering

lights are on, westbound 80 towards the bay bridge, look at 11 minutes and towards the san matteo bridge 12 minutes and a quick look at your south bay drive time because slowing happens right around the 6:00 hour especially for 101 as well as the 85 stretch. to highway 858 you're looking at 20 minutes and a quick look at your north bay drive times, another slow spot, westbound 37 from sonoma boulevard to lakeville highways, about 23 minutes. did i check to see if there were any crashes through there, but it looks like it's okay. just a building commute. a live look in dublin. definitely getting very busy. not just in dublin but areas in southbound 880. that's another one of our very business areas. look at the bay bridge toll plaza. definitely busy. the metering lights come on at 5:45. we'll have a closer look at your seven-day look and the latest drought monitor and other traffic updates coming up in a few minutes

>> very happy thursday to you. russia has partially opened its stock market. stocks run because foreign shareholders are not allowed to sell them. the former boeing pilot accused of misleading airlines and regulators about the safety of the 737 max has been found not guilty. mark forkner was the only person criminally charged after the crashes of two max airplanes. a juror in the case told "the wall street journal" the jury saw very little evidence that forkner ever did anything wrong. investigators continue to investigate the crash of the 337 800 flown by china eastern. now we can say due to design differences this crash is not relatedway, but what did cause it? one black box has been recovered, but investigators are baffled. it is too early to spec late, but as tom -- nbc's tom costello has pointed out something pushed

the nose of that aircraft straight down and kept it there until the plane hit the ground. tough day on the markets wednesday. the dow industrials fell more than 400 points. now some days it's easier than others to explain that single factor that pulls the market down. lately there's so much going on, but oil in russia certainly a major factor. computer software programmers steve wilheit has passed away at age of 14 due to complications from covid. he workds at compuserve in the '80s and came up with a way to animate a picture with very little data. called it graphics interchange format or gif and that stuck around for long after modems got faster. everyone uses gif even though it's a technology that we don't need anymore. there's a library of them on your phone. now some people do, marcus and laura is call these gifs and they are wrong. we know they are wrong because steve who invented them called

her family also promising new selena album next month so if you loved selena, got a lot of her coming up. >> that's pretty exciting. all right. spring-like temperatures lately. kind of warm yesterday. when are we in store for today? >> a hint of summer. the official welcome of spring was this past sunday and it definitely felt that way with a lot of sunshine and i do want to give you a look outside because we had some areas of fog. walnut creek about 47 degrees so conditions are clear through there, so if you notice in the hour-by-hour temperature there by 10:00 we'll be in the 60s and then by 2:00 we will be topping out in the 70s today so it is going to be rather comfortable out there. now if you're wondering about your temperatures and into the dublin area, certainly on the road. about 45 degrees and also expect to see some mid-70s, but even though we're starting out in the 40s, by 11:00 we're in the 60s and eventually by 2:00 and 5:00 topping out in the 70s, a lot of sunshine expected today. beautiful shot of downtown san jose and it's about 47 degrees

right now, and expect to see lie of the interior valleys and comfortable nonetheless and it has been sunny. we'll keep the sunshine heading in towards friday as well. san francisco seeing some of that early morning fog but it will be mostly clear into the afternoon. about 48 degrees. a mix of sun and clouds by about 11:00. a couple of those low clouds hanging out, 57 degrees and topping out today in the mid-60s. it is a little bit of a taste of what's to come into the afternoon, but we're starting out in the 40s, and aside from the areas of fog up through santa rosa down to half a mile and down to six miles. everywhere else we're doing okay to start. we'll top out in the 70s with warm inland temperatures before we head into the weekend and a chance of rain. i do, of course, want to take this opportunity to give you the latest drought monitor because this gets released every thursday and, unfortunately, as you know, not much in the way of rain so now we're seeing that

the red is red is in a lot of sonoma county and that's a d-3 category which means extreme drought. we have parts of the north in the extreme drought category. one area completely managed to get out of the red but now with the lack of rain and the rest of us catching up, this is what it looks like. this was released as of this morning and the latest look at the state of california. wondering about the next seven days, here we go, we stay in the 70s, mild today and into tomorrow. it's just a little bit warmer and then we keep the high clouds heading into saturday as we head in towards sunday. that's when we get the chance to see some late shower activity, mainly sunday evening into early monday morning. for your monday morning commute there's a little bit of a chance of shower activity and then we're really going to watch out for is going to be the wind and breezy conditions. as you know, we're always concerned about elevated fire danger especially when you see

'. it's 6:24 right now. nbc bay area responds to a peninsula woman who needed help ironing out an appliance dispute. >> and she called our investigative reporter chris chmura and he pressed the company to help. >> reporter: good morning. april in millbrae said she paid 250 to sears for its clean and maintain package which its website says includes maintenance and cleaning for three kitchen appliances and two laundry appliances. lots of before and after pictures on the website, too, of what they do, but april was not pleased. she says sears tech was only in her home half an hour, hooked up her five appliances to a diagnostic computer but didn't do a laundry list of door inspections, gasket cheques and pump cleansing that sears advertised. april complained and then gave sears a second chance.

fire, apple tv and online. first we start off with some developing news overnight. authorities in the north bay. they are investigating a homicide. >> we're checked in with "today in the bay's" bob redell. what do you know so far, bob? >> unfortunately not as much as we would like to. good morning to you, marcus and laura. we're in touch with the sonoma county sheriff's office. they are trying to get us more information. here's what we know so far. this murder happened last night on old cazadero road 20 miles northwest of santa rosa. in this video you can see the house in question, a white fence is down in front. there appears to be some structure damage to the house itself. we're trying to confirm whether or not someone had crashed a vehicle into the house before the murder. also trying to confirm whether or not the victim died from a stabbing. again, we are in touch with the public information officer with the sonoma county sheriff's office, we'll bring you updates on air and online at

"today in the bay's" career -- cierra johnson joins us live. >> reporter: we did spoke with a business owner who says he's been excited since it was officially announced that san francisco would be hosting a sweet 16 round of playoffs. we'll get to him in a moment, but we are outside of the chase center where all of the action kicks off later this afternoon, and although it's still a little early, you can tell something big is going on inside. you can see the barriers for folks lining up. they will be link up in several hours for that big matchup. we do have a breakdown of what exactly you can expect to see when you go inside. tipoff 4:09, for the first game is the top-seeded gonzaga bulldogs will take on the fourth seeded arkansas razorbacks, following that game. the second-seeded duke blue devils will face the third seeded texas tech raiders. tipoff for that game is slated for approximately 6:39.

winners from those games will face off saturday, and as you can imagine with the sweet 16 play just hours away, fans are making their way to the city and we had a chance to speak with an owner of two restaurants right next door to each other on the embarcadero who says the games as well as the fans are welcome. he says after a roller coaster ride of covid rules and closures, the fans are good for business. >> i think this is going to be the first weekend where the city is going to be really on fire where all the hotels are sold out and lots of people coming into the city, so, you know, we've had a couple of smaller conventions that have been around that have definitely helped us here and there. certainly the great weather has been really good for us in terms of outdoor seating, but this is going to be the one weekend i think that really just sort of jump starts it all. >> reporter: as a reminder san francisco has lifted its proof of vaccination or negative test requirement to enter restaurants, bars, gyms and other public settings, but don't

chances, but as you very well know a lot of sonoma is in the d barb 3 category which is the extreme category. that's because we haven't seen much in the way of rain. over the next seven days here's a look at your weekend forecast. we've stayed mild on friday forries from so and high clouds on saturday. showers late on sunday and if you're going to be in any of the interior valleys, it's going to get a lot warmer through there. let's get a quick look at your traffic. now you heard cierra talking about march madness so a quick head's up if you're headed to the city or if you're in town for the big game, there's going to be a lot of traffic expected, especially around this area. so just something to keep in mind in the back of your head that, you know, typically around gametime, 280 gets really busy heading into the city but also the bay bridge as well, and even though you'll be traveling even, you've got to take into consideration leaving the game and you know how they say you want to turn into your parents, leave the game a little early to get away from traffic. i would recommend taking public transportation. you don't have to worry about the park or worry about all of

new overnight. north korea is believed to have launched an intercontinental ballistic missile for the first time since 2017. japan believes it may have been the -- been in the air over more than an hour. these images show short range missiles fired by north korea in 2019. south korea says that its military immediately conducted a live fire test of multiple ballistic and tactical missiles in response to today's launch. >> 6:43. the hard part is over for president biden's picks for the supreme court. >> now scott mcgrew is looking at the hearings for ketanji brown jackson today but today it will be different. >> reporter: it is different. they will have people from the american bar association talking about whether jackson is qualified to sit on the high court. this is the last day and we expect a volt a little more than a week from now. wednesday jackson was constantly

border. ukranian president zelenskyy spoke with nato as well asking for tanks and other weapons. meantime nato experts say the russians may have lost as many as 15,000 troops killed in action. that is a staggering number in 28 days. america lost 7,057 troops in hostile fire in afghanistan combined, and that was in 20 years. the u.s. secretary of state yesterday once again talked about russian war crimes. there's evidence that's true, like the recent satellite pictures showing you'll remember the theater in mariupol. here it is before and here it is after the russians attacked. this is a civilian theater. now, accusing the kremlin of these war crimes will likely narrow the path out of this war for putin. lastly in his resignation letter the former prosecutor looking into former president trump said trump participated in numerous

school district. throughout the pandemic there's been a lot of debate about how masks could affect speech and language development in children. i spoke to speech language pathologist marcia pinto to find out more. >> for speech and linguistics, obviously being able to visualize the mouth and facial expressions has helped children learn different sounds and also be social cues for social progmaticals, but using the masks previously we've also learned the importance of the eyes in social communication, so sometimes, you know, the phrase you can smile with your eyes is true, and this is something that students have learned during the mask mandates being on and now they have learned to use both their eyes and their face to communicate with others, so it's been a positive all around. >> what advice do you have for parents in regards to trying to help their kids along? >> so parents obviously, you

now in san jose. it's about 47 degrees, fog and visibility down to half a mile in santa rosa and be careful out there. 41 degrees in scott valley. today's daytime highs. liver-sur-mer 75 degrees. morgan hill is 79. san martin is 79, and i do want to show you the latest drought monitor update. as you know this gets updated every thursday. it gets released and, unfortunately, because we haven't really seen ranges, you can see now pretty much all of all of sonoma is included in that d-3 category which is the extreme category when it comes to the drought monitor index. you can see lots of red in here through southern california as well. we do need a lot of rain but there's a bit of a chance heading into late sunday heading into monday, light rain sunday evening and then possibly into your monday morning commute. if you're worried about the rain for this weekend, no rain for saturday.

nato leaders. this is just the first of several hoy-stakes meetings on his agenda today. the white house this morning announcing plans to establish a special response team in the event russia uses chemical or biological weapons. later today, more sanctions against russia are expected to be unveiled. >> and we do have video of the ukranian president volodymyr zelenskyy addressing nato allies about two hours ago. he's urging the group to supply ukraine with more weaponry and tanks and he says because ukraine does not have the a powerful air defense system it needs swift military aid. the "today" show will be live coming up for you in the next few minutes with live team coverage from brussels. lester holt and kristen welker will lead the coverage right after "day in the bay." >> governor newsom will issue gas rebates with state lawmakers. kris sanchez joins us live from campbell looking into how much money that could put into your wallet. >> hi there, laura. well, each driver spends about

$300 in gas taxes in california a year. the governor says a $400 rebate would start to address that and back fill it for a year. under the $11 billion proposal californians would each get a $400 debit car for each registered car up per two per household. one criticism is the cards wouldn't be issued until july and the relief package would make public transit free for three months. if you're wondering why not just pause the gas tax, that's because the gas tax funds infrastructure which many lawmakers don't want to put on hold. then there's the fact that the gas tax is collected as we pump, and there's no guarantee that gas and oil companies would pass that along to consumers. the $11 billion package that the governor is proposing would be provided by surplus funds that are already available. >> thank you, kris. >> it is 6:58 for you right now and time to look at that forecast for us. >> got you covered on traffic and weather.

it's going to be nice today. the weather is going to be sunny. take a look at your seven-day forecast though because a lot of people like to plan ahead. myself included. in the 60 and then we warm up friday and saturday. into the mid-60s mild, and if you notice looking out way ahead into sunday night and monday we do get a chance of seeing some rain and then our concern heading into the next workweek, but i don't want to skip over the weekend because the workweek is cooling and i do enjoy the weekend. any time we see dry conditions, the latest drought under reveal, a lot of sonoma county is in the d-3 category which is in the index of severe drought. that brings up elevated fire concerns. now a look at your tri-vale drive times. this is one of our busier spots, especially heading into the 7:00 a.m. hour. westbound 580 grant line road about 25 minutes. there was an earlier crash working to clear out near that stretch which is why we're noticing a couple of delays true this. traffic is moving along but bus net dublin area. >> you can see it picking up out
