they became the first number 15 seed ever to leap into the elite 8. march madness living up to its name. the peacocks showing their plume aj. but our top story, president biden is set to deliver a major speech in poland. the u.s. pledges to welcome 100,000 of those fleeing the war in ukraine. we have the latest from ukraine in just a moment. kristin is in warsaw with the latest there. kristin, good morning. >> reporter: hi, peter, good morning. it is so good to be with you from poland. and there is breaking news here this morning. we just learned the president will drop by a meeting with the secretary of state. in fact, he just wrapped up a meeting with the secretary of state and the ukrainian foreign minister and defense minister. this is significant because it is the first time the president met in person with the ukrainian officials since the war began. right now, the president is about to meet with the president of poland, but the main focus of this day, peter, will be his

chance to hear from refugees and the major address he will deliver before he heads back to washington. this morning, president biden, poised to come face to face with ukrainian survivors for the first time when he meets with refugees here in warsaw. on friday, the president and his polish counterpart held a joint event focused on ways to help refugees at a town near the ukrainian border, a show of unity between two nato allies with poland sheltering more than 2 million displaced ukrainians so far. >> i am here in poland to see firsthand the humanitarian crisis. >> reporter: the president meeting with u.s. service members, enjoying a moment of levity and casting the crisis in stark terms. >> question is who is going to prevail? democracy is going to prevail and the values we share or autocricy will prevail.

>> reporter: he will not send u.s. troops, raised eyebrows when he said this about ukrainians' resilience to the service members. >> you're going to see when you're there. >> reporter: a white house official later telling nbc news the president has been clear, we are not sending u.s. troops to ukraine and there's no change in that position. the stop in poland capping high stakes diplomatic talks and stopping vladimir putin, the president holding an emergency meeting with nato allies thursday where they announced new sanctions against russian lawmakers and $1 billion in humanitarian aid. the president issued this stern warning when asked how the u.s. and nato would respond if putin uses chemical weapons. >> it was trigger response in kind. >> reporter: although the president is not giving details. the national security adviser revealing this week the white house is working on contingency plans, if vladimir putin attacks nato allies, bracing for the

possibility. will this show of force deter putin when so far nothing stopped him. >> this is the most consequential trip of his presidency so far, he is wrapping it up with what the white house is describing as a major address on the crisis there. what's he expected to say? >> reporter: peter, party, this address is really the cap stone speech of the president's entire trip. he is expected to argue the free world opposes russia's invasion of ukraine. he will highlight unity on display throughout the week on the need to stop putin, and i think you'll also hear him again cast this moment in the broader context in which he sees it, a fight for democracy against autocrisy, and the toll it takes on ukrainians and those around the world. it is a test for biden and the

donbass. ukrainian president zelenskyy saying in the past week, the heroic armed forces dealt powerful blows to the enemy. this funeral one of many, a reminder of pain and cost of the war. the u.n. says more than 1,000 civilians have been killed to date. 300 believed to have died on the attack in the theater in mariupol ten days ago. if confirmed, confirmed as the deadliest single attack and war crime on a chilling scale. mariupol reduced to rubble, its people hungry, cold, trapped. run this mother says to her son, don't cry, just run fast. she and herself-year-old said they had a lucky escape, in the relative safety of western ukraine. here at an israeli run hospital, set up after plea for help by the ukrainian government, the trauma is plain to see.

>> we've seen the effect on the kids. >> reporter: this woman eight months pregnant, traveled here alone with her son. we are the lucky ones, she says. his father in kyiv, she doesn't know when she will see him again. everything will be all right in the end, she says, we will prevail. you're not the only ukrainian to say that. what is it about ukrainians that everybody feels so confident? >> reporter: we are at home, she says, defending our country. we have no choice. if we lose, we'll be left with nothing. as for whether that shift in russian strategy will provide relief for ukrainians, i talked to one engaged in humanitarian relief for those fleeing the war, and she said they do not

trust anything the russians say. >> endless flood of heartbreaking stories. thank you for sharing those. we'll get back to kristin in poland in a moment as well. there's other breaking news. this comes from the entertainment world and nbc anchor joe fryer is here with that. this is sad news from overnight. >> definitely sad news. the foo fighters announce long time drummer taylor hawkins died traveling during a south american tour. he was just 50 years old. if dave gun control is the face of the foo fighters, taylor hawk i believe so was its heartbeat. for 25 years, the drummer often appeared beside grohl in interviews. they were on the south american tour. authorities gathered outside the hotel where hawkins was staying. no immediate details how he died

have been released. a message on the twitter account says his musical spirit, infectious laughter will live with us forever. hearts go out to his wife, children, family. in his 2021 memoir, he called him his brother from another mother, my best friend. another tragic loss for him. he was the drummer when kurt cobain died. hawkins was raised in southern california where he played in small bands before getting his big break playing with canadian singer sass jordan and later alanis morissette before joining the foo fighters in 1997. eventually reaching the pinnacle of the music industry, foo fighters were inducted into the rock and roll hall of fame just last year. hawk i believe so is survived by his wife. they were to perform at the

grammys next weekend. no word if that will still happen. >> he said his love of the drums was solidified when he saw queen perform, it changed everything for him. thank you very much for that. this morning, more on the tragic accident in florida. we are learning details how a 14-year-old boy fell to his death thursday night as new questions arise about the safety of that right. here is nbc's sam brock. >> reporter: this smiling face is 14-year-old tyre sampson who took a ride up on the orlando free fall attraction. and on the way down at 75 miles per hour came out of his seat, ultimately crashing to his death. the question is what happened. >> it appears to be a terrible tragedy but our investigation is still open. >> reporter: state inspectors

spent the day scanning the ride, looking for clues. this image was posted by someone who raised questions whether he appears to be properly secured. the company that owns and operates the ride, slingshot group, telling nbc news we are cooperating with authorities and cannot speculate on a photograph or video. as the investigation unfolds, slingshot says the design of the harness is intended to stop the ride going up if not properly set. >> fair to say it is puz ling for officials? >> we are perplexed. again, the ride would not ascent if those harnesses were unlocked, so we know that. again, beyond that we just have to dig deeper, do a thorough investigation. >> reporter: in the wake of the apparent accident, there's anguish. his grief stricken father wants to know why his son is no longer alive. >> give me something to live

good saturday morning. thank you so much for joining us on this march 26th. two police departments in the east bay are under the microscope. officers from antioch and pittsburgh have been put on administrative leave during an investigation by the contra costa district attorney's office and the fbi. the da's office says the investigation covers a broad range of offenses which involve crimes of moral terpt tud or unethical behavior. >> those crimes that have bad intent so things like fraud and theft and other kinds of

malfeasance that erode the public trust. >> the da isn't saying much more than that. our sources tell us this past wednesday the fbi interviewed a number of officers and cell phones were confiscated. three officers were put on paid administrative leave. we are moving you forward this morning. people 50 or older could soon be eligible for a second booster shot. the biden administration plans to offer second boosters for both pfizer and moderna according to the "new york times." people familiar with the plan said the fda could green light a second booster early next week. then like we've seen with previous vaccine approvals the cdc would have to give its own advice. the times reports the white house wants to give people older than 50 the option of an additional shot in case infections surge again. then this coming fall americans of all ages should be able to get a booster even those who get the extra shot this spring. speaking of spring it is the first full weekend of spring.

officers from antioch and pittsburgh have been put on paid administrative leave during an investigation conducted by the contra costa district attorney's office and the fbi. the da says the investigation covers a broad range of offenses which involve crimes of moral terpitude or unethical behavior. >> crimes that have bad intent so things like fraud and theft and other kinds of malfeasance that erodes the public trust. >> the da isn't saying much more but our sources tell us this past wednesday the fbi interviewed a number of officers and cell phones were confiscated. three officers were put on paid administrative leave. we are moving you forward this morning. people 50 and older could soon be eligible for their second booster shot. the biden administration plans to offer second boosters for both pfizer and moderna according to the "new york

times." people familiar with the plan said the fda could green light the second booster as early as next week. then like we've seen with previous vaccine approvals the cdc would have to give its own guidance.
