it is sunday, march 27th, 7:00 on the dot, as we take a live look outside, cloudy skies over san francisco from our emeryville camera. thank you for starting your sunday morning with us. i'm kira klapper. meteorologist vianey arana joins us with a quick look at our microclimate forecast. you warned us today it would cool down and rain is on the way. >> you still can do a lot of things for the first half of your sunday because this is going to be a later storm. so if you have plans to be outside this morning, it's actually rather refreshing for a nice morning run or some sort of

outdoor activity early on. 51 degrees in san jose. of course, depending on where you live is how soon you'll start to see rain. right now it's about 49 degrees in san jose. everywhere else we're starting out mild overall. here is a close look at what we're monitoring heading into this evening. we've got an approaching system. the first thing you'll see is cloud cover, behind that you see rain moving through. you'll get light shower activity early on for the north bay and some parts around the coastline. but then the heavy pockets of rain really move in later tonight, especially for the santa cruz mountains. there's a bit of a bull's-eye right over that area. it's also going to get windy by this evening. you'll start to notice winds pick up by about 11:00 a.m., noon, and then it gets really gusty into the 30 plus-mile-per-hour range. i'll go into more detail on the timing coming up in my full forecast. >> we'll see you in about 15. thanks. new this morning, a live look for you in downtown san

jose, where police are investigating two separate shootings that happened early this morning. we have video of the scene around 3:00 a.m., sent to us by one of our news producers. you can see one person being taken into an ambulance. his condition is not known this morning. the shooting happened around 2:45 near the intersection of east san carlos and borders the jose state university campus. police tell us one person was killed. the second shooting happened just a block away, and involved a police officer. this video shows someone in handcuffs. police have not indicated whether the two shootings are related. streets, as you just saw, are still closed around the san jose state and downtown areas while police investigate. also in san jose, the search for not one, but two hit-and-run drivers. police say both drivers hit a man riding a scooter and drove away, and that victim later

died. it happened on lucretia avenue early yesterday morning and it marks san jose's 23rd traffic fatality this year. "today in the bay's" marianne favro reports on what's being done to report safety there. >> reporter: you can see where investigators marked the side of the deadly crash early saturday morning. police say around 2:00 a.m. the driver of a 2017 gray honda sedan hit a man on a motorized scooter, then took off. police say that's when the driver of a mid-sized suv hit the man who was now lying in the street, and also drove off. this gentleman lives just feet from where the accident happened. he's stunned neither driver stopped. >> they hit and they run and they don't care about people. >> reporter: the councilman is the chair of vision zero, a task force working to reduce traffic fatalities in san jose. there were 60 in 2021, the most ever recorded, and things are not improving this year.

>> we are on pace right now to actually end up higher than that, which is extremely disturbing and alarming to see that trend happening right now. >> reporter: he says most of the traffic fatalities involve speeding, which is why vision zero is working to slow drivers down. >> these are projects that will use infrastructure to attempt to slow down traffic, narrow lanes, make intersections more visible. >> reporter: this gentleman says he's seen drivers do donuts and speed in his neighborhood, but so far he hasn't seen anyone get hurt. he hopes police will catch the drivers who didn't bother to stop to help the man they hit. >> bring justice to the person who died. >> reporter: in san jose, marianne favro, nbc bay area news. new overnight, two people were killed in a shooting in hollister. the san benito sheriff's department says two other people were injured. it happened around 9:00 last night around rustic and roble

streets. the investigation is ongoing. now to the central valley where police in stockton are searching for a shooter responsible for a drive-by shooting that injured three people, including a 9-year-old boy. it happened around 1:00 yesterday afternoon near state highways 4 and 99. a car pulled up to the white truck you see and opened fire. the bullet hole was in the windshield and several windows shattered. three people inside the truck were hit, including a 29-year-old man, a 28-year-old man and a 9-year-old boy who was med-flighted to uc davis medical center. we're told he's in critical condition. another shooting happened in that same area earlier this week. a man was shot and killed and a 9-year-old girl was pistol-whipped. violence overall is on the rise in stockton. the city has seen 16 murders in 2020, compared with seven at the same time last year. now to the latest on the war in ukraine, where russia may be

opening a new front line with its latest attacks late last night in western ukraine, near the border with poland. at least two missiles hit just miles from the lviv city center sending people scrambling for bomb shelters. lviv considered a safe haven for thousands of refugees every day. local officials saying at least five people were injured. meanwhile, ukrainian president volodymyr zelenskyy is reiterating his view that the west has not done enough to support kyiv, adding that they are in dire need of planes, tanks, air defense and anti-ship systems. this morning president biden is heading back home after delivering his passionate address from warsaw, blasting russian president vladimir putin. at one point it sounded like biden was calling for a regime change in russia. the white house putting out a statement clarifying that the president meant putin cannot be allowed to exercise power over

his neighbors. >> a dictator bent on rebuilding an empire will never erase the people's love for liberty. brutality will never grind down the will of the free. ukraine will never be. for god's sake, this man cannot remain in power. >> in response, the kremlin told the "associated press" that it's not up to the president of the u.s. and not up to americans to decide who will remain in power in russia. back here in the bay area, a show of support for ukraine in castro valley. demonstrators marched with the colors of the ukrainian flag, making it known that the bay area stands with ukraine, and against russia's unprovoked war on its neighbor. one protester from ukraine says pictures of rallies like this one give his loved ones in ukraine emotional and psychological support. >> everyone back there is very

welcome back. it is time for our weekly discussion with chuck todd, nbc news political director and moderator of "meet the press." hi, chuck. as always, thanks for joining us this morning. good to see you. president biden yesterday spoke in poland rallying support for ukraine. you have an exclusive interview with the ukrainian ambassador to the u.s. is it possible to ask you, is there more that she expressed wanting to see or to get from the u.s. or the west in general? >> yeah, more weapons. i mean, she makes the case, look, ukraine is on the front

line of a war that putin wants to wage against the entire west, and right now it's being waged in ukraine. that's how she frames it. this is not between russia and ukraine. this is between russia and the west. it is how putin sees it and it's how ukrainians see it. and i do now think it is how the west sees it. they do realize ukraine is on the front lines of this and if ukraine falls, his ambition is only going to grow. so i do think there's an acceptance of this and i think what she is arguing, hey, acknowledge this, give us every tool we need. they made it very clear, we are not asking for american troops. they're asking for weapons. they're asking for planes. they're asking for that. they are not asking for american troops on the ground. she's basically saying our troops are doing the work, they're doing the hard work, she just need more tools. that's what that was met with this morning. it's very impassioned, and, frankly, it's very compelling. >> and very clear what they want and need. and i want to turn to ketanji

brown jackson's supreme court confirmation hearing this week. you have an exclusive interview with senator cory booker who delivered an impassioned speech, brought jackson to tears. was that speech inspired by the moment, seeing jackson kwenld by his colleagues, or was it something he had planned? >> no, it was a reaction to what they were watching in that moment there. look, we've been watching these confirmation hearings and you'll hear jay johnson, who was president obama's homeland secretary. he called it a total embarrassment. he said every supreme court nominee must sit there and wonder, i can't believe i have to go through this. we flip the tv cameras on and there's always a handful think using the questions to think about running for president and their presidential ambitions or get favor with their political base. in this case you saw it on the right. we've seen instances where

right after this newscast. coming up in about 30 minutes, we will talk to nbc bay area political analyst larry gerston for our weekly segment, we'll talk about the u.s. and nato. it is time to check in with meteorologist vianey arana to take a look at our sunday microclimate forecast. >> something we've been missing for quite some time, really since the start of the year we haven't had any real significant rain. any time we're monitoring a system we definitely like to look at the timing of it and how much rain we're going to get right now in san jose, 51 degrees. we are waking up rather cloudy and we on our mobile doppler radar up and scanning. things are still quiet as the majority of the system is just offshore. you can see it here. the spin that you see here is tapping into some subtropical moisture from hawaii and that will bring us rain heading into the evening. depending on where you are, you're going to see the rain

initially and then it will get heavier into the evening. we'll start out with drizzle, so there is a chance for seeing light rain early on. the hourly temperatures are going to bump into the upper 60s and 70s into areas. it's not going to be too cold. will be mild today. the wind gusts are also expected to pick up, so this is really your window to go into your back yard and analyze something that could potentially fly away. we're talking 20, 30 plus-mile-per-hour winds. look at san francisco, 31 plus. these could get gustier for the santa cruz mountains, 40 plus-mile-per-hour winds for higher elevation areas. at about 7:00, 8:00, the winds go from breezy to gusty and it dies down tomorrow morning. when can we expect the heavier pockets? the timestamp is right up here, 1:30. the increasing winds start early on and you see the line of light

showers approaching, red around the north bay and then around the peninsula. but, again, it will be sort of light and drizzle in some spots. now, about 7:30, notice we get the heavier rain really making its approach and really the window for this initial storm is going to be between 8:00 p.m. there you see it passing through, with some of the heavier yellow pockets through santa cruz, between 8:00 and 11:00 at night. so this is taking it through about 10:00 p.m., some of the lighter rainfall totals will be in areas like santa clara, san jose. monday at about 6:00 a.m., notice the majority of the rain does clear out, but because of the -- depending on the intensity of how much rain falls, rates per hour, we could see some ponding water on the roads, which could cause some issues for that monday morning commute, and also because of the increased winds this could mean downed power lines. as far as rain totals, the santa cruz mountains could see 1 to 2 inches of rain. a lot of the heavier rainfall is

expected near the ben lomond area. please take that into consideration for your monday morning commute. if you're going to be traveling anywhere near watsonville, monterey county, there is going to be a flash flood watch that goes into effect starting at 7:00 p.m. through monday morning because of the possibility for localized runoff. a lot of that storm is centered in central california. as far as your snow estimates go, although please be careful going to the sierra. we've got a couple of inches of snow expected. we've got clearing and breezy tuesday, and then looking way out ahead into wednesday, thursday and friday, it does look like it warms up and then we don't see any real rain until wednesday and thursday. as far as your san francisco seven-day forecast, take a look at monday. so we've still got a lot of instability, which could mean a chance for isolated thunderstorms heading into monday. tuesday and wednesday things begin to clear out quite nicely.

it's about 52 degrees. temperatures are in the 50s right now. here's what we're monitoring. look at satellite radar. you see the spinning of the system. that's tapping into subtropical moisture in hawaii. this is what's going to be bringing us rain heading into this evening. let's take a closer look and zoom in. you can tell it's a little cloudy. the majority of the heavy pockets are expected to move in later tonight. we're going to get a couple areas where we could see light rain and drizzle early on. it's going to turn windy as well. by around noon the winds start to pick up, 20, 20 plus, so it gets really gusty this evening, especially near the coast. 20 to 40-mile-per-hour alsong rain. the window with the heaviest rain looks to be between 8:00 and 11:00 at night with some of the heavier focus on the santa cruz mountains, anywhere from possibly 1 to 2 inches. so think about highway 17 later this evening, it's definitely going to be a dangerous commute through there. for perspective, this is the

most rain potential we've had since december 29th, 2021. so this is definitely fantastic news. just be well prepared. bring anything that you don't want to get wet or fly away or blow away from your yard into your house. check those tires, bus by early morning commute tomorrow, even though the majority of the heavier rain will be out, there could be ponding on the roadways. when it hasn't rained in quite some time, the minute it does rain things can definitely get slick. i'll have a closer look at the timing in a few minutes. >> thank you very much. we want to start with breaking news, a live look for you in downtown san jose, where police are investigating a homicide. it happened about five hours ago near the san jose state campus. there actually were two separate shootings. we have video of the scene sent to us by one of our news producers that happened just before 3:00 this morning. we were able to see one person

being taken into an ambulance. this all happened near the intersection of east san carlos and south 4th streets. as i mentioned, it borders the san jose state campus. police did confirm with us that one person was killed. there's the person going into the ambulance. we're not sure their condition at this time. interestingly, a second shooting happened just about a block away, and that shooting involved a police officer. we were able to see in this video someone in handcuffs. police have not indicated whether the two shootings are related. as you saw just a moment ago, streets are still closed around the san jose state and downtown areas while police investigate. this is now san jose's fourth homicide of 2022. and we have new video this morning showing the moment a film crew from canada was robbed

at gunpoint at san francisco's twin peaks. >> oh, my gosh. >> he's got a gun. >> stay down. >> this happened around 6:00 friday evening. officers say the crew was approached by the thieves who were armed with a gun, as you likely saw there. they stole the camera equipment and then quickly drove away in the silver infinity. anyone with information is urged to contact the san francisco police department. in san jose now, police are searching for two hit-and-run drivers. this, after police say both drivers hit a motor scooter in east san jose and never stopped. the man they hit on that scooter later died. police say the accident happened on lucretia avenue early yesterday morning, marking the 23rd traffic fatality of the year. the city councilman who is also the chair of vision zero, a task force working to reduce traffic fatalities in san jose, says

>> reporter: among the 60 or so demonstrators is this ukrainian-born gentleman who fled in 1990 to escape the persecution of jewish people in the former soviet union. he says those who remain in ukraine want nothing to do with ukraine or russian rule. >> they have gotten a taste of democracy and they're not going back. they're never going back. >> reporter: igor has dedicated his time to lead relief efforts and march in demonstrations like this one to stand in defiance of putin's aggression. the video and the images he shares with family, friends and neighbors who are still in ukraine give them emotional and psychological support. >> everyone back there is very grateful for the visibility and turnout and solidarity that is being put together by the good people of the bay area. >> reporter: al alameda county

democrats who helped organize promised the solidarity will continue. >> we're going to go to livermore, pleasanton. >> reporter: the reports he gets from ukraine show that these demonstrations are not only strengthening the resolve of ukrainians, but also weakening putin's disinformation campaign. but he says the u.s. and nato need to do more because what russians are getting the message, putin is getting more aggressive. >> the only thing that a bully understands is force. >> reporter: in castro valley, tom jensen, nbc bay area news. fedex is sending emergency medical supplies and disaster relief to poland to help ukrainian refugees. you can see here crews in memphis loading 76 tons of emergency supplies onto a cargo jet headed for warsaw. some of the supplies on board are coming from california. >> we're going to send a field hospital that was donated by the state of california and we're going to use our 777 to get

those supplies into poland, where direct relief will take them and move them into ukraine and other locations where they're needed. >> a humanitarian organization called direct relief coordinated this effort. back here locally, small businesses across the bay area are dealing with unpaid bills. this, after zero grocery, a local start-up and food delivery company, suddenly shut down. "today in the bay's" stephanie magallon spoke with business owners with unpaid tabs who say they found out the company had gone under because of social media. >> reporter: these are all tomorrow's bagels. emily winston, the owner of boichik bagels, has been here since 2020 and she's now dealing with the sudden closer of zero grocery, a bay area start-up offering a plastic-free grocery delivery service. >> i was just strolling instagram and came across the instagram post saying, you know,

bad news, we're out of business. and i was really shocked. >> reporter: the company had just announced it was expanding to l.a. winston says she checked her account and realized zero grocery owed a little more than $1,600. >> i can tell you it's exactly 806 bagels. >> reporter: even though she says this isn't going to break her business, she thinks it could have all been handled better, especially after hearing about what happened to other business owners. >> a lot of people are really outraged. you know, i think it's a problem as a small business, as a food business, really you have to extend credit. >> reporter: i'm told one of the bigger tabs was left at starter bakery for about $25,000. and according to this spreadsheet, there are several more businesses in the same boat, including this bakery in san leandro. >> i operate a relatively small business, in that i have 20 employees and $5,000 is several

people's wages in a two-week period. >> reporter: we reached out to zero grocery and have not heard back. on social media the company posted that fundraising has been their biggest battle. business owners say all they can do now is learn from their experiences. in berkeley, stephanie magallon, nbc bay area news. there is new hope for workers on strike at the chevron refinery in richmond. the workers union and chevron plan to meet tomorrow for the first time since the strike began five days ago. the steelworkers are demanding higher wages. the union spokesperson says he's hopeful they can reach a deal. tonight is hollywood's biggest night, oscar sunday, the 94th academy awards will honor the year's top work in film, including the honor for best motion picture. nbc's mark barger has a preview. >> sort of a loans um place out here, pete, unless you get in the swing of things. >> reporter: a dark western

beautiful views over downtown. you can see the sun peeking through the cloud cover. we have our mobile doppler storm ranger up and scanning. things are quiet right now, but let me show you what is making its approach. you can see the system offshore and this is tapping into subtropical moisture from hawaii. that's going to bring rain heading into the evening. it's mostly cloudy and we are eventually going to see the winds as well pick up. your hourly temperatures, daytime high will be in the upper 60s, low 70s, so mild, not really a cold day. it will feel chillier because of the wind. 1:00, notice the winds pick up in santa rosa, but really around the coastline, san francisco 32 plus, redwood city 26. it remains pretty gusty into the evening, overnight hours. it isn't until early tomorrow morning that we start to see the wind back off. so that could bring the potential for downed trees and power lines. have a game plan ready should

your power go out. look at the timing of the rain. this is about 7:30. you might see light rain early on, but the heavier rain is expected to move right between 8:00 and 11:00 at night. especially over the santa cruz mountains there seems to be a heavier focus. as far as your monday morning commute, a majority of the heavy rain moves out, but because of all that rain and because of how much is going to fall within a short period of time, that could bring the potential for ponding water and dangerous road conditions. anywhere from potentially 1 to 2 inches for the santa cruz mountains. santa clara falls into the rain shadow, so much less for san jose. a lot of the system is going to be focused on central california. if you're traveling to monterey county or a little bit further south, big sur area, there is going to be a flash flood watch that goes into effect tonight starting at 7:00 through monday morning, because of the potential for localized runoff. that could also mean concerns for some debris from the

colorado fire and dolan fire zones, and of course we're going to keep a close eye on that. we're expecting to see snowfall, a little bit of snow through the sierra, 2 to 3 inches. this is going to linger through about wednesday and then we get nice clearing, and warmer temperatures ahead. if you notice, i put this all the way through wednesday and thursday. we do keep a little bit of cloud cover, but this is our best rain chance that we have seen since december 29th. so it will be a pleasant sight. depending on how much instability we have in our atmosphere as the system passes through, there's a possibility of some thunderstorm activity that we could see, especially heading into monday. so the winds will pick up, the heavier rain expected between 8:00 p.m. and 11:00 p.m. but really into the overnight hours as well, which means monday morning's commute could have a lot of pongd water on the roads. you want to check your tires tonight to make sure we're being safe. >> it hasn't rained in a while and it's monday morning when everyone is running late and

happening tomorrow, the first lady will be honoring cesar chavez's legacy with a visit to california. jill biden will be just southeast of bakersfield where the united farmworkers headquarters is and the site of the cesar chavez national monument. the first lady will speak at a naturalization ceremony in honor. over the past month, president biden has announced several sanctions against russia and sent billions of dollars of military equipment to ukraine, yet one element has alluded the ability of the u.s. and nato to end russia's invasion, europe's

dependence on russian oil and natural gas. let's turn now to nbc bay area political analyst larry gerston. hi, larry. good to see you this morning. you say you think you have a solution, but first let's begin with the problem. >> good morning to you, kira. yeah, we've heard a lot about the military aspect, too much, unfortunately, the political aspect, but there's a third leg to the stool and that's the energy aspect, and it means a lot. let's set up the problem. it has to do with where the oil and natural gas flows from russia to europe. the european union gets, what, 45% of its natural gas, 40% of its oil from russia. russia, on the other side, sends 70% of its natural gas and 40% of its oil to europe. just to keep europe afloat. now, russia is afloat in terms of the money. oil and gas sales account for

40% of russia's national budget, and those dollars go right into russia funding the war. so everybody here has a role to play, and, unfortunately, there's an unusual co dependence between russia and the european union in this whole mess. >> so what is the possible solution, then? >> we're working on it. president biden announced just a few days ago that the u.s. will double the natural gas that it sends to europe. that will account for a lot of the difference, making up about two-thirds, as a matter of fact, of what europe gets from russia. that's a good point. europe has committed to cutting its use of russian oil down by about two-thirds. that's a good point. and, together, should these two things work, well, you know what, it would get close to keeping europe afloat when it comes to the necessities of natural gas and oil. >> so you said should these two things work, so that's really in theory. what is the hitch? >> yeah, probably a couple of hitches, kira, and i'm glad you asked.

first of all, the united states is already at capacity when it comes to dealing with natural gas. so we've got to expand our ability to produce. that's going to take a while. perhaps longer than the end of the year, which is what president biden is hoping for. secondly, the european companies have to find a way to cinch their energy bills. they're going to have to think about the kind of energy, when they use it, thermo stats may have to go up during the summer. and there's a third as expect that that has to do with the united states. if there's an energy shortage that means the cost is going to go up. we've seen that with gasoline already. and to the extent that we continue to help europe, that means that we're going to have to play a part of this and that means higher energy, gas, and other costs. the question is, how long will americans be willing to go along with it. so, yes, we've got a potential end game, but we've got potential problems on the way and we're just going to have to see how it all works out.

welcome back. here's a quick look at the top stories we're following this morning, including two shootings early this morning in downtown san jose. we have a live look for you there, where police are still investigating. they tell us there is one homicide that happened about five hours ago. this is near the san jose state campus. there actually were two separate shootings, and what we learned from one of our news producers who was near the scene is they saw one person being taken into an ambulance. we didn't know the condition of that victim, but this all happened near the intersection of east san carlos and south 4th streets, near the san jose state campus. as we mentioned, police did tell us one person was killed.

>> while officers were investigating the homicide, we were made aware of a disturbance, a weapons call half a block away from the homicide. >> so after that first shooting, where one person was killed, the police made their way to the taqueria. once they were there. they saw a man with a gun pointing it at another man, and that's when the officer-involved shooting happened. the officer shot that man who was holding the gun. he was taken to the hospital with non-life-threatening injuries. so police tell us they're still investigating whether those two incidents were related. as you can see, streets are still closed around that downtown area while police investigate. this is san jose's fourth homicide of the year. let's check in with vianey for one last look at the forecast. >> your seven-day outlook, we're talking about rain returning tonight, especially into the evening. you might notice a little bit of light rain early on, but the heavier pockets will fall between 8:00 and 11:00 p.m. into
