richmond. as we head down 880, we are seeing the rain picking up for hayward down to fremont, and we are seeing spots in the tri-valley where the rain is getting lighter, but still pretty light rain for san ramon and in pleasanton. we're going to be watching the rain picking up for areas just south of san jose and morgan hill and gilroy seeing the heaviest of the rain right now, as some of the rain moves over the santa cruz mountains. we have a lot more of the system that will work through the bay area going into today. i'll be watching for that and we'll talk about when we can see thunderstorms coming up in the forecast. >> thanks, kari. you can follow on facebook, twitter and instagram. she's also posting on the go forecast updates for us. developing this morning, a new push to end the war in ukraine. leaders on both sides will meet in person tomorrow to discuss the end of the conflict. ukrainian president volodymyr zelenskyy says he's willing to discuss his country's

neutralality. in the meantime, russian forces are trying to break through defenses outside the capital of kyiv and ukraine says they will not open new humanitarian corridors due to fears of attacks. gas deliveries are stable this morning, despite threats of retaliation from moscow for new western sanctions. in the meantime, president biden walking back a critical comment he made overseas, suggesting russian president vladimir putin cannot remain in power. "today in the bay's" brie jackson is live in washington. the white house in a little bit of damage control here. >> reporter: good morning, laura. that's right. well, president biden has stepped up his criticism of vladimir putin in recent days, but some warn that the president's recent comments could further escalate tensions with russia. after making this comment about vladimir putin during a fiery speech in poland saturday -- >> for god's sake, this man

cannot remain in power. >> reporter: secretary of state blinken is trying to do some damage control, reiterating the administration's stance that there are now plans to -- there are not plans to implement any regime change in russia. republicans warn the president's remarks could add fuel to the fire and the ukrainian conflict. democrats stress it's up to the russian people to decide who is in power and that the u.s. is focused on defending ukraine against putin's attacks. >> it plays into the hands of the russian propagandists. >> he is depleting critical resources from his own nation for this awful war, so i just don't see how this ends well for him. >> reporter: u.s. officials say russian forces are struggling to make progress in the first month of the conflict, forcing them to scale back on military goals. but there are concerns that

battlefield failures will lead to even more aggression from the kremlin. the kremlin says the next round of talks between the two sides will take place in istanbul on tuesday. laura. >> so much to follow. thank you so much, brie. as the invasion stretches on, descendants of survivors of previous conflicts say they fear the war could leave lasting scars on ukrainians living through it. coming up on the "today" show, the group of holocaust survivors that are being evacuated from kyiv as violence is surrounding their city. that's after "today in the bay" at 7:00 a.m. developing this morning, merchants in san francisco's chinatown are fed up. they say they've had enough following the most recent string of thefts and robberies. this weekend several more store owners say they were targeted. "today in the bay's" tom jensen is live with reaction from some of the business owners. thom, what are they telling you? >> good morning, marcus. shop owners are telling us that

they're really fed up with this, like you said, that they're losing hundreds of dollars every week, sometimes daily, to these thefts and robberies, and they say that it's really affecting their bottom line. we talked to the owner of b jewelry in chinatown who was hit this weekend when at least ten stores were robbed. she said this was the third time, on saturday a team of thieves came in and just started taking whatever they could grab. >> i work 9:00 to 9:00 every day, never a day off. but they come in the store, everything is free. >> reporter: you can hear how hard she said she works for that money. she also told us that she's scared. they were also hit two weeks ago and a little over a month ago. surveillance video from another store tells a similar story. thieves come in and grab whatever they want and sometimes fight with the store owners, who are losing so much money,

sometimes they actually have started fighting back. mayor london breed has promised to step up police patrols and provide more police funding for overtime to do those patrols, but shop owners tell us they need even stronger police presence, they need more arrests. and when the arrests are made, they said they need convictions and stiffer penalties when people are convicted. we're live in san francisco, thom jensen, "today in the bay." >> unacceptable behavior. thom, thank you. now, san francisco police are looking for the men you see in this video here. this is a video that's going viral right now. on friday those thieves targeted a film crew on twin peaks with bystanders nearby filming this. the gunman in this video pistol-whipped one person and another man pointed a gun at the film crew before grabbing items from their car. you can hear the shock from people capturing this on their phones. >> they're getting everything.

oh, my god. >> now, the man who posted this video says the thieves stole about $35,000 from a canadian film crew and drove off in a silver infinity. anyone who has a tip or knows any information, you're asked to call san francisco police. 5:08 right now, happening today, striking workers at the chevron refinery in richmond and chevron management plan to meet for the first time since the strike started last week. workers are demanding higher wages. a union spokesperson tells us he's hopeful they can reach a deal. right now nbc bay area storm ranger is scanning the skies and tracking rain as it moves across the bay area. you can tell it's out there. look at the lens on this camera out here. if you're headed out the door, maybe add a little extra time because the roads are slick in some areas. let's check in with kari. she's been tracking the storm for us. >> we needed the windshield wiper on the camera, looking at fremont. those are the kind of conditions

you're dealing with right now as we take a look live at storm ranger. we have it parked on san bruno mountain. it's giving us the best view of the rain moving toward the east bay, as we see the downpours toward richmond, up 80 and 880. it's a soggy morning commute. as we head down to fremont, the rain gets heavier. still raining pretty good in dublin. as you go toward livermore, the rain as of now is taking a break and the conditions may be a little dryer for you. as you're heading to san jose, we're seeing the rain picking up, but some of the heaviest rain still in the south county right now, as well as the santa cruz mountains. this storm system will be moving through with the center of the storm arriving this afternoon and that's when we could see the enhanced risk of thunderstorms today, as we get that warming and more energy added to the system. looking at our hour-by-hour outlook, we see spotty activity, so there may be some breaks here and there for today. you just want to be prepared for a little bit of everything as

hours, especially down the peninsula into the south bay, as well as the east bay. that rain is really moving through now. some of the earlier showers happened this morning for parts of the north bay and san francisco. as we take a look at our morning drive around the bay area, really starting to see things slowing down because of numerous incidents across the bay bridge, as well as the east bay, getting through fremont, as well as san jose. we're going to talk about all of what's going on and talk about what's ahead for the rest of the day coming up in a few minutes. good morning, very happy monday to you. shares in apple will likely move lower this morning, after reports the company is going to slow down production of its lower cost iphone se, because it seems like there's not the demand apple expected. apple only launched the new phone a few weeks ago, but has decided to manufacture millions fewer of them than first planned, according to the japanese newspaper. tesla will pause production of cars in shanghai as it shuts

down its factory again due to china's huge covid lockdown in the area. shanghai city government said on sunday all firms and factories will suspend manufacturing and work, unless it's remote, during the lockdown. tesla seems to do what china says. when local county government here in california told tesla to shut down production at its fremont plant because of covid some two years ago, elon musk called them fascists and at one point opened the factory anyway, resulting in hundreds of new cases. over the weekend, musk seemed to hint he was working on a new sort of twitter. former president trump tried something similar. musk wrote free speech is essential to a functioning democracy. do you believe twitter rigorously adheres to this principle? later todaying, is there a new platform needed? tesla does not have a history of free speech. the company has gotten into trouble with national labor relations board for trying to

quash union organizing and recently a tesla employee says they fired him after test driving a tesla. tesla did not comment why the employee was fired, but he says he didn't show any secrets. and you saw that "coda" won best picture at last night's oscars. the first time a film from a streaming service won best picture, beating out "power of the dog" from netflix. it is remarkable, though, how few people have seen either of these movies. "the new york times" pointing out nine of the ten movies nominated made less than $40 million. the only exception was "dune" that barely exceeded $100 million, you know, you look back and a lot of it is covid, but a lot of it is how hollywood is just operating these days. you look back at how we all saw "paving private ryan" or

didn't see any of the movies. i've seen "king richard." that's about it. let's talk about this rain this morning, as you're getting up and heading out. a look at storm ranger, that's been tracking this rain. it's been so great to see. we can see stormranger, the red scan as the rain is starting to taper off for some in the north bay. we're still seeing it come down in the east bay. richmond, lafayette, as well as oakland, a steady, light rain right now. rain down the east bay toward hayward, but it is getting lighter for dublin as you move toward pleasanton, the rain is starting to taper off and not really raining right now in livermore. it is picking up in the south bay as we see more of the heavier rain in the last hour or so moving into the south bay, over the santa cruz mountains and into the south county area. we can see this is all a part of the biggest storm system we've had since the end of december, especially when you take into

account the rainfall totals we've had in spots. we're not done with it yet and you can see the clouds off of the coast, some lightning strikes. that's going to be moving through later on today. so far we are nearing 2 inches of rain for scott creek and the santa cruz mountains, mount tam getting over an inch of rain, santa rose sa over 1/2 inch of rain. almost 1/2 inch of rain in los gatos, richmond reaching 0.3. we're still adding up the rainfall totals because we do still have scattered showers in the forecast through about 9:00, tapering off for the peninsula. then we start to get little cells popping up. that's for this afternoon. that's when we could see thunderstorms possible for today, and we could get pockets of heavier rain. as we take a look at our drought monitor, wondering how this storm system is going to have an impact, we know we have an extreme drought for the central valley, as well as parts of the north bay.

it's going to take several years of above normal rainfall to get out of this. so even though the rain is nice to see, it's not yet going to put a dent in the drought, as we take a look at our water update, we need several atmospheric rivers to move through. we need over 4 inches of rain to catch up to normal and 6 inches for the north bay, as the sierra snowpack continues to decline. our statewide average at only 46% of normal for this date. we're going back to dry conditions for the end of the week. we'll see the storm track heading back farther to the north. this is our only chance of rain for the whole week and our temperatures in the upper 60s and low 70s. it does look like a really nice weekend for outdoor plans. getting out for work this morning, let's get a look at our overall commute. there are so many issues on the roadways, especially as you're approaching the bay bridge. we still have an accident on the bay bridge because of the light commute, not yet causing a

knew about. but fedex, their address was a mystery. she told us about repeated delivery issues, a box ending up at a similar but incorrect address four miles away. when she checked the website, she said her address wasn't listed. so with a purchase last month she planned to ship with fedex, she asked us to intervene. we got fedex involved and it took action, snapping the six-year spell. the box arrived at barb's door and we checked the fedex ground shipping system and barb's address is now listed for future deliveries. we asked fedex for an explanation but didn't hear back. barb wrote us a nice note and said kudos to you, your team and having nbc as our advocates. it's our pleasure, barb. this is the point when we usually boast about the money we got back. wheel chalk this one up to priceless. money in the balance or not, we tackle consumer complaints by the luckload.

issues and aggressive resistance by ukrainian troops. heavy fighting remains around mariupol. the kremlin now says the next round of talks between the two sides will take place tomorrow in istanbul. there's no chance it will include vladimir putin. >> and police in pinole are investigating a shooting at a bowling alley that injured two people. it happened late last night at the amf lanes near interstate 80. police say it started as an argument inside the building. officers are not saying if the shots were fired inside or outside. so far, there's no update on the victims' conditions. a hayward mother charged in the death of her daughter is set to appear in court. samantha johnson is expected to be arraigned in merced county. earlier this month authorities say her daughter, sophia mason was found dead in the home of her mother's boyfriend. johnson is being held without bail. police are offering a $3,000

reward for information leading to the arrest of johnson's boyfriend, dhante jackson. police are not saying what kind of role he played in mason's death. 5:35. as the pandemic moves into a third year, doctors around the world are still researching the long-term effects of covid-19. now, according to the cdc, one in three people who tested positive have symptoms of what's called long covid and the common symptoms are tiredness, fatigue, headaches, coughs, shortness of breath and hart palpitations. i spoke with the director of the stanford post-acute covid-19 clinic. she says it's important for anyone who has had covid to monitor their symptoms. >> you need to look out for any symptoms. it could run the gamut. it could be as general as fatigue, difficulty concentrating, sleep issues, or more specific to certain organ

systems, such as breathing difficulties or musculoskeletal pain and other symptoms as well. but one thing i do want to remind everybody is that the definition of long covid or post-covid conditions, there are many names that encapsulate and capture the spectrum of conditions, is still evolving. we're still trying to understand as a medical and scientific field what exactly is long covid or post-covid conditions, and what does it encompass. right now as many as 200 plus symptoms can fall under this umbrella, and it likely includes various subtypes of continues as well. everybody needs to be on alert and thinking about, you know, new things that develop or persist after a covid infection, they need to be brought to the attention of your regular doctor, because they can work

through it and evaluate comprehensively if it's due to something else or if it's from covid. >> is there something that someone can do as they're battling covid? are there things you can eat, maybe vitamins you can take to maybe lessen the side effects? is that something you have seen, or no? >> i wish there were something very effective. the only thing that we know that can be effective, but it needs to be done before you get the infection, is vaccination. there's an encouraging study to show that -- and the data is still growing, so we still need bigger studies to have better conclusions, but it is encouraging, it suggests vaccination before getting covid can reduce your risk to get long covid or post-covid symptoms. >> at what point should a person be worried if their effects from covid are still lingering? is it a few months or just when you're concerned? >> that's a great question. because the definitions are still evolving, there's some

that say recognition of symptoms or conditions after four weeks. i think the consensus is moving toward three months, because of the fact that we see so much improvement in a lot of folks still between four weeks and three months. and so, for example, if you still have symptoms at four weeks, there's still a good chance within three months you're going to recover. so that could be considered sort of what we call subacute or still recovering. but when you're getting beyond three months and you're still having symptoms, that's when i would definitely be making sure you have a full evaluation by your doctor. >> good advice there. how about some fresh air on this monday morning? how about some rain as well? taking a live look at the golden gate bridge. the span on the approach. kari has a look at our forecast today. she's tracking the rain and how long it will stick around. >> it's going to be a while before we see this moving out, but it is great to see.

we hope that it does hang out for a little while longer because it's been a while since we've had rainfall totals like this, not since the end of december. we're still tracking rain moving flew parts of sonoma county, through contra costa. some of the rain that moved through earlier this morning was a little bit heavier, but we do still see pockets of rainfall going into late morning, into the afternoon. later today is when we could see the little cells popping up with more energy. there could be some thunderstorms. so we're looking at quickly-changing conditions as we go into today and the rain will continue for spots. but there will also be some breaks in between. but this not doing a lot to help us out with rainfall deficits. we still have some pretty big buckets to fill in terms of getting back to normal. getting out on the roads this morning, very slick commute for you, as you're taking that drive across the san mateo bridge, watch out for slick spots. it's been a while since we've

. good monday morning. right now at 5:44, we are under a microclimate weather alert as much-needed rain moves into the bay area, especially for the south bay around saratoga, milpitas, getting light to moderate rain. it's been heavy in some pockets. that's also causing numerous incidents out there on the roadways with some spinouts, as well as a couple of cars crashing, and we've also seen the backup on 880.

the statewide eviction moratorium set to end in three days. this thursday is the last day for people to apply for california's rent relief program. the following day landlords can start evicting tenants in cities and counties without eviction moratoriums. that's even if those tenants have rent relief applications pending before the state. several lawmakers have introduced a bill to extend protections through the end of june. the bill is set to go before assembly today. >> stanford's women's team is one step closer to an amazing repeat. their next step, the final four. yesterday the cardinals took on texas in the west regional final led by lexi hall down the stretch. they beat the longhorns 59-50. the team celebrated afterwards. the cardinals play either north carolina state or uconn and they'll face off tonight. as for the men, the final four now set. duke taking on north carolina and villanova facing kansas. those games are next saturday. check your brackets if they're

there are some spots where if you're driving down 101 from santa rosa, most of your drive may be pretty dry. then you head through the east bay and it just rains the entire time. it depends on where you are. and this is the kind of activity we'll see for the next couple of hours. we can see as you head just to the east of 101 over toward napa, as well as heading down to vallejo, we are seeing that rain and also a steady rain for richmond. it's about to taper off just a bit. oakland still with steady rain and it's moving toward san mateo across the bay, as well as fremont. we're seeing some yellows here on storm ranger indicating heavier pockets of rain over toward milpitas. for the south bay, a lot of widespread rain here with some really heavy rain getting ready to come over the santa cruz mountains. recently we started to see those rainfall totals adding up. this is part of a big storm system we're not done with just yet. we're going to see scattered

showers, possibly even thunderstorms as this part of the storm rolls onshore later this morning, into the afternoon. we see rainfall totals so far, and more will add up in the buckets, but we're nearing 2 inches of rain in the santa cruz mountains, mount tam, over an inch of rain, and about three-quarters of an inch of rain in santa rosa. almost a half inch in morgan hill. for los gatos, reaching over a half inch of rain. about a quarter inch in danville. san francisco, almost two-tenths of an inch of rain and san jose just trace amounts. hopefully it does continue to add up, as we see more rain chances later this morning. where we see the reds and oranges indicates where we could see heavier rain, possibly even thunderstorms later on this afternoon. and that continues until late this evening, when we'll finally start to see this taper off. after that, we go to more dry

weather and back to the same weather pattern we've had recently, with the storm track well to the north. take a look at our seven-day forecast. our temperatures are going to be nice and mild throughout the week, near normal high temperatures with upper 60s and just a little bit warmer for the weekend, while san francisco will see highs reaching into the low 60s over the next few days. after today we're back to a lot of sunshine. let's get you out on the roads this morning with a live look at the richmond-san rafael bridge and the approach to the toll plaza. we can see the roads are wet. we've also seen all of these little icons marking where people have had accident or spinouts. we've seen numerous of these accidents because of the wet, slick conditions, going across the bay bridge. we're starting to see a slowdown after an earlier accident. we can see the red sensors, metering lights coming on, as well as as we head to the east bay, a lot of incidents going on on 680 as you approach mission boulevard.

5:57, welcome back. you're watching "today in the bay." new this morning the cost to build the suicide barrier on the golden gate bridge is expected to increase more than $2 million. >> here's a live look right now. the added cost is due to new construction delays and contract changes. let's hope that the barrier will deter people from jumping with a 20-foot wide metal mesh below the railing on each side and it's been under construction since 2018. the initial estimates put the cost at $76 million, with the new added cost, the final price tag is roughly $215 million and the project is expected to be finished in november of 2023 with additional modifications expected to wrap in 2025. happening now, a princess cruise ship is on its way to hawaii after a pause in san francisco, due to a covid
