tracking that. how are we looking today? >> not bad at all. we saw fog in parts of the north bay but even that looks like it's clearing up. visibility not too bad at about 1 mile and 3/4. heading out, it's clear and temperatures in the upper 40s. we're in for a lot of sunshine, so even though we're starting out chilly, it's going to warm up nicely and be in the mid-60s by early in the afternoon. going hour-by-hour for all of our microclimates, and san martin, expect temperatures at about 65 at 4:00, fremont 60 degrees, and 65 in martinez. seasonable weather, but it will warm up. we'll talk more about that and a look at the commute in a few minutes. >> thank you, kari. 6:00 right now, we begin with parts of ukraine levelled, as the fighting rages on. new drone video to show you here, just a few miles from the russian border, showing what's left behind after more than five weeks of russian shelling. some experts are starting to think the war is looking more and more like a stalemate.

within the last 30 minutes, russia says it will drastically reduce military activity near the ukrainian capital of kyiv. ukrainians recently reported they're making progress pushing russian troops back and fighting around the capital city. new overnight, russian missiles struck a regional government building. within the hour, we've learned that seven people were killed in that attack. the u.n. now says more than 1100 people have died and one in two ukrainian children have had to flee their home. >> we have live team coverage. well, the kremlin called president biden's remarks alarming and a, quote, personal insult. but president biden is defending his comments and trying to quell the controversy. >> number one, i'm not walking anything back. >> reporter: defiant president biden refusing to walk back his statement that vladimir putin cannot remain in power. >> the fact of the matter is i was expressing the outrage i feel toward the way putin is dealing and the actions of this man, just brutality. >> reporter: the president insisting he was not calling for a regime change and that his comments will not trigger more aggression from putin. >> the idea that he is going to do something outrageous because i called him for what he was and what he's doing, i think is just not rational. >> reporter: allies voiced concern that russia will use mr. biden's words as propaganda. french president macron saying we can't escalate in either

words or actions. facing fiercer resistance from ukraine, russian forces are shifting their focus to the east, a move that may be geared toward splitting the country in two. in kyiv, ukrainians are holding on to hope. >> but i think that if everyone would leave kyiv, putin will win, and i don't want to let him win. >> reporter: president biden promising more aid as part of his nearly $6 trillion budget proposal. russia and ukraine return to the negotiating table in turkey today. ukraine's president says he's willing to discuss his country's neutrality in order to end the war without delay. and new this morning, the white house says that president biden will hold a call with world leaders, including the president of france and leaders from germany, as well as italy, to discuss the situation there in ukraine. >> brie, you mentioned the

president's budget proposal. it has some things that will include impacts for us here in the states. >> reporter: that's right, laura. part of the president's budget proposal includes more funding for the defense department, as well as law enforcement agencies to help them better fight crime. their proposed plan would also increase the corporate tax rate from 21% to 28%. the white house also wants to impose a 20% minimum tax rate for people or households making more than $100 million a year. >> thank you very much for the very latest there. 6:04, now amid the fighting there is growing concern that the ukrainian port city of odesa could be the focus of russia's next attack. people living there are preparing for the worst, and guarding one of the city's most cherished buildings. find out what residents are going to protect the opera house all coming up on the "today" show at 7:00 right after "today

in the bay." the war in ukraine putting new pressure on fuel costs and with a double whammy of skyrocketing inflation, it's adding to the struggles for many people just trying to make it in the bay. cierra johnson is live in mill valley with a new record high for gas prices and experts are saying you can actually do some things to limit the higher costs that's really affecting all of our wallets. >> reporter: yes, good morning, marcus. we did have a chance to speak with a financial adviser, and he offered some great advice, especially given just the simple costs of everyday things, one of them being gas. right now in marin county, $5.99 for a gallon of unleaded gas. this price seems to have remained the same for the last couple of days but still a little higher than the new record set here in the state of california, $5.91. record-setting number and it's also what you can expect to pay for a gallon of unleaded gas. if you look at just a month ago,

we were paying $4.82. remember this time last year when things were great, $3.89 a gallon. but if you're trying to make it in the bay, it's not just the price of gas. it's also the price of groceries. the u.s. bureau of labor statistics has said that the average annual cost of groceries for american households was about $420 a month back in 2020. after inflation, that is now pushing $450 each month. and with inflation now at nearly 8%, we did have a chance to speak with sam gaeta, a certified financial planner in alameda. he says he has many clients who have seen their bills for groceries and gas go through the roof. as a financial planner, what does he recommend? well, while the amount of money coming in is the same, he recommends that you don't dip into your retirement or that emergency savings or even go into further debt to cope with inflation. instead, he says you should calculate your personal inflation rate, compare your bank and credit card statements

from last year to the past three months, and take a look at where your spending has increased the most. another piece of advice, focus on needs rather than wants. >> and that has been a huge benefit, because then we can look at potentially cutting back some discretionary spending where inflation is high and reallocate to the places where it's the most necessary. >> reporter: and another great piece of advice he has, be sure to stash away three to six months of savings in case of an emergency or if you were to lose your job. another great piece of advice, he says to save about 15% of your paycheck in case of that emergency. again, $5.99, the price of gas in marin county. $5.91 is the average in the state of california. at this point aaa saying it is a record. we're live in mill valley, cierra johnson for "today in the bay." >> nearly $2 in just one year.

for people already struggling just to pay what they paid a year ago, now it's just hard for a lot of people out there. but when you can save, where you can save, make those cuts. thank you. 6:07 right now. in just a few hours talks resume for striking workers at the chevron refinery in richmond. the two sides met for the first time yesterday, after steelworkers walked off the job last week. they're demanding higher wages. a union spokesperson says nothing was decided but workers are hopeful a new deal can be reached. pleasanton mourning the death of its former mayor, jerry thorne, who retired in 2020. last year he moved to arizona. thorne's public career spanned 25 years, including eight as mayor. his cause of death not yet known. flags in pleasanton are being lowered to half staff to honor him. want to take a live look at the bay bridge this morning as we get started with your tuesday. the rain has cleared out and it was a little foggy in parts of the bay area. meteorologist kari hall has been monitoring what we can expect

today. what can we expect weather-wise? >> the fog has been drifting around the north bay. the rain has cleared and we're looking at dry weather. we can see the rain continues to move over the desert southwest. as far as how much rain we measured, ben lomond and the santa cruz mountains over 2 inches of rain, castro valley 0.8 of an inch and a little more than 0.5 of an inch in concord. danville also had a nice soaker yesterday, reaching over 0.5 of rain. not so much in san francisco. in san jose we had about 0.25 of an inch of rain. now we're in for a clearing sky for today. palo alto right now at 52. we'll see those temperatures dipping a little bit more before sunrise and then rising as we get more sunshine into today. overall it's going to shape up to be a really nice day. let's get you out the door for your commute. heading to the bay bridge toll plaza, the metering lights are

on and we're seeing a lot more cars backing up as wu approach the bay bridge. i'm also seeing several big issues getting through the east bay into walnut creek. on 680 southbound we had a car on the roof. there is now a backup that's getting a lot longer, taking you a much longer time to get on 680. now we have a new incident on 880 going southbound near whipple road around hayward and union city. you're seeing the backup there with the red arrows and so it's going to take you a while to get through that stretch. elsewhere it is looking pretty good, but we're starting to see more cars getting out on the road from the south county into the south bay. our drive times are looking orange for 238 from 580 to 880. it takes you about four minutes, but we're seeing about 27 minutes from 880 and 238 to 84. we are seeing more people getting out. a little bit of a slower drive. so it's time to grab the coffee and go. i'll have another look at weather and traffic in a few

good tuesday morning. right now at 6:14, let's get a live look outside at the start of your tuesday morning in fremont. it looks pretty nice and clear. we've seen fog drifting around in spots and temperatures in the low 50s, so grab a light jacket and the sunglasses for later today. as temperatures warm up, we do

get a lot of sunshine. a nice day ahead as you're starting out and the morning commute. let's get a look at our tri-valley drive times from 580 grant line road to i-680, about 25 minutes. a little bit slower than normal. we are starting to see more of a backup on westbound 84 to i-680. we'll be watching weather and traffic and i'll have an update in a few minutes. >> thank you so much. it is a quarter after 6:00 right now and the markets open in about 15 minutes. so far, stocks are set to open slightly higher this morning as we take a look at the futures. after all three major averages closed in the green on monday, stock futures rising and the s&p 500 aiming for a four-day winning streak. more and more workers who have quit or changed their jobs during the pandemic are rethinking that decision. during the pandemic, you probably heard the term the great resignation. well, now, according to experts, more and more it's been called the great regret. new data finds some of those who

boycotted the platform for airing the joe rogan experience, which is known to spread misinformation about the covid-19 vaccine. he also faces accusations of conspiracy theories died to the pandemic. >> head to uber and get a taxi, prepare for that possibility in san francisco. "the new york times" reports uber is close to finalizing a deal with flywheel technologies, allowing passengers to call a cab through its app. a similar partnership was announced last week for new york city taxi companies. the service is expected to roll out later this spring. before it can happen in san francisco, the transportation agency will have to approve tweaks to the pilot program. trending this morning, it is not the golden girls miami pad, but a home that betty white once lived in not far from the bay area. it is up for sale. it's a three-story beachfront monor in caramel that posts beautiful views of the pacific ocean and, no surprise, it comes with a hefty price tag.

it is listed at nearly $8 million. white lived there for just a few months in 1981 with her late husband, actor, alan ludden. >> do you remember when she showed the house around? it was just amazing. >> you're right there on the beach. it's gorgeous. >> she didn't own the house recently. >> oh, you won't take it then. >> someone else has lived in it. it's tainted. i want the betty white original, please. >> pretty nice. got to work a lot of days for that one. >> it's going to be a nice beach day if you want to walk by and look from the distance. we are going to have some clear conditions and we're seeing fog kind of drifting around parts of the north bay. napa, visibility at about three-quarters of a mile. lighter, patchy fog in santa rosa right now. it's clear elsewhere and our visibility is looking good. it's going to be a gorgeous day or heading out to the park. martinez starting out with

temperatures in the mid to upper 50s. the trend, reaching into the mid-60s by 3:00 or 4:00. a look at all of our microclimates and the temperature trend for today, santa rosa at 3:00 at 68 degrees, novato at about 64, san francisco will have temperatures in the upper 50s, and we'll see temperatures at about 60 degrees in hayward, 63 in morgan hill. for tonight, it cools off just a little bit more than what we're feeling this morning, headed for the low 40s and our dry weather setting up for the next several days. unfortunately, it doesn't look like we'll see any more rain, at least for the next week to week and a half, and our temperatures kind of flicks waiting up and down. it feels nice and spring-like now. these are temperatures we should see for the end of march. it does warm up into saturday and sunday it comes back down to the upper 60s. then look at how much warmer it's going to be next week. it may be time to start thinking about getting those air conditioners tuned up.

we'll be in the upper 60s for the next few days, upper 70s for friday and saturday and then low 70s for sunday into monday, while san francisco will see low 60s. we are in for warmer weather for the weekend. it's just going to be really windy and it will probably feel a lot cooler on sunday. let's get a look at our morning commute, as you're heading out on 580 through dublin. we are seeing a lot of people joining us on the roadways. as far as the flow of traffic, it looks good. the major problems have been in the east bay with walnut creek seeing a huge backup that's just now starting to improve, heading closer to walnut creek earlier this morning we had a vehicle that hit a deer and was on its roof. now we're starting to see it recovering there, but still causing a big backup because it's happening during the main morning commute. then on 880, heading southbound near union city, we're seeing a huge backup, a couple of accidents. now four of them. people, just slow it down. we are going to see a good

"today in the bay's" bob redell is live outside of san jose police headquarters this morning. police have released new images from the shooting. pretty interesting. >> reporter: correct. good morning to you, laura. this is in an attempt to correct what police say is misinformation surrounding sunday morning's officer-involved shooting. you might recall, as you mentioned, this took place

outside the la victoria taqueria on san carlos not far from san jose state. it was early sunday morning. police were responding to reports of a man with a gun sniet the taqueria. cell phone video shows police walking up the stairs, a man walks out and the officers fire their weapon. the man was wounded but is expected to survive. here's what san jose police say happened when their officers arrived. >> one of the subjects pointed a gun at another person involved. one of the arriving officers fired his handgun, struck the suspect at least one time. >> reporter: the police department is also responding to a report from the mercury news that the man they shot had actually disarmed someone was inside and was walking out backwards while holding that gun. police released still photos from an officer's body-worn camera. you can see a man holding what looks like a gun. the department also tweeted

images of a fight inside the restaurant that they say triggered calls to police. the san jose police chief will hold a news conference later today, again, to discuss this officer-involved shooting. reporting live outside san jose police headquarters, bob redell, "today in the bay." >> we'll continue to follow. thanks, bob. 6:33, and new talks this morning to end the war in ukraine. negotiations between russia and ukraine are taking place in turkey. and turkey's president opened today's sit-down calling for real progress to end the conflict, but both sides are trying to temper expectations. one ukrainian presidential adviser says security guarantees for ukraine will be the key issues in talks. now, russia has agreed to dramatically reduce military activity around kyiv, and neighboring poland not just helping the people who fled to the country, but also animals. one vet clinic on the polish border is treating wounded animals and pets from ukraine. some refugees have refused to

leave their furry family friends behind. vet workers are also helping animals rescued by animal rights groups. some of the injured include broken bones and gunshot wounds. a flood of animals so large that the group already opening another warehouse to help shelter animals. and if you're looking for ways to help, you can head to our website, nbcbayarea.com, or our free nbc bay area app and click on how to help ukraine war victims at the top of the page. testimony is picking up today in the criminal trial of former theranos executive, sunny balwani. we have a live look at the federal courthouse in san jose where the trial kicked off last week. the prosecution is quickly moving to try to establish close ties between balwani and disgraced founder elizabeth holmes. balwani is holmes' former boyfriend. holmes is now awaiting sentencing after being convicted on similar charges in january. the first witness in the trial, former employee and whistleblower, erica chung.

also taking the stand in holmes' trial. turning to our climate in crisis, get ready for new water restrictions. governor newsom issuing an executive order calling for stricter water conservation rules. he's directing the state water board to consider a ban on watering grass at businesses and institutions, as well as decorative grass. he's calling on local water agencies to go to what's called level 2 measures, meaning that up to 20% cuts here. the governor says that california is coming off of the driest three months inhistory, despite yesterday's rainfall, valley water says south bay reservoirs remain unchanged, at least for the last week, averaging 25% of capacity. >> we wish the rain that we had yesterday could make a dent in it at all. taking a live look outside right now, downtown san jose. should be a nice day ahead. no rain in sight here, kari. >> no, we are going to see our weather drying out over the next few days. let's take a look at where the storm system is now.

that affected the bay area yesterday and it has moved over toward the desert southwest. you can see the snow over the rockies. and as far as how much rain we had in the santa cruz mountains, over 2 inches of rain. in fairfax and the north bay, over an inch of rain. castro valley measuring 0.8 of an inch and over 0.5 in morgan hill. a lot of this just went right into the ground, not really helping the reservoirs, with los gatos reaching 0.75 of an inch, not much in san francisco, and san jose only about 0.25 of an inch of rain. today we're looking at more sunshine, temperatures heading for the upper 60s in brentwood. 68 today in santa rosa.ge toll . for a lot of people that are going to be heading out the door, there's a big backup, metering lights are on and it's going to be a slow go. i've seen quite a few accidents, especially for the east bay approaching walnut creek.

we still have the backup in walnut creek on 680 heading southbound. earlier there was a car on the roof. you can see the big backup there. and also for tonight, just planning ahead, there's a billie eilish concert at the chase center that starts at 7:30. there's going to be a lot of traffic in that area. and for the east bay later on tonight, the caldecott tunnel will be closing the number one eastbound bore between 10:00 p.m. and 4:30 in the morning. that starts tonight and then again on wednesday night. so just once again looking ahead for that. we also, for right now, still have this big backup on 880 heading southbound near whipple road. take a look at the accidents that are happening on both sides of the interstate in that area. for contra costa county, there is a big backup once again, so going from 680 from pitts berg to walnut creek, about 48 minutes. we'll get a look at weather and

more mistake during the pandemic? >> reporter: pharmacists and technicians we've spoken to across california and here in the bay area blame it on burnout. they say people are leaving their jobs during the pandemic and on top of that the added duties, specifically k069 vaccinations and consultations. everyone is overworked and they say that's leading to unintentional mistakes, but really dangerous ones. mistakes that could result in serious patient harm, even death. we found workers at chain pharmacies are sounding the alarms the loudest. cvs said it is adding workers to respond to a national workforce shortage and rite aid told us they made temporary changes to store hours so their workers can catch up on prescriptions. steps are being taken, but, again, they're just steps, and a lot of industry workers say this is still a big problem. >> there's got to be a lot of double-checking now. people need to take it into their own hands to make sure they don't get the wrong medication or dosage? >> reporter: they really should and it's something you didn't think you had to do until you

see a story like this or these numbers. so everyone can and should double-check their prescriptions. if you find a mistake, you are encouraged to report it to the state. we have directions on how to do that on nbcbayarea.com/investigations, and a big one here is, if you can, do not rush your prescriptions. even though there may be a drive-through at your local pharmacy, this isn't a fast food order. people are being urged to really give workers time to process your prescription and it makes a lot better environment for them to take their time and double-check things so it's less likely a mistake will occur. >> and check the prescriptions of the older people in our community as well, if you've got neighbors or grandparents or parents, really important. >> i didn't know you could actually report that to the state. that's good to know. sometimes you just take it back and exchange it. that's good information to keep record of. >> thank you. you can watch the full report right on our nbcbayarea.com page. just click on investigations tab and then you can have a tip for

candice, you can reach out to her and find all of the information on our page as well, and call the numbers on your screen, 888-966-tips. new this morning, state leaders are pushing ahead with a bill that would let poll workers hide their addresses from public records. the safe at home bill was originally designed to protect domestic violence victims. it was expanded to include people who work at abortion clinics and their patients. the push to expand the protection further comes following the 2020 presidential election and the capitol siege. since then, a recent national survey finds one in six poll workers have experienced threats from their jobs. and back here in the bay area, the giants season opener a little more than a week away. next week, to be exact. the team now saying that one of its key players will start the season on the injured list. we're talking about third baseman evan longoria, having surgery today to repair a ligament in his right index finger. it's not yet clear just how long

it's going to be out. the giants open against miami marlins. a lot of people this morning continuing to talk about it, the consequences that will smith could face for that slap to chris rock. this is during oscars. >> so many people have been talking about it. he probably shouldn't have to fear about his best actor oscar taken away. academy leaders have launched an investigation. there are reports that the chris rock joke that triggered will smith's actions was not delivered during the show's rehearsal. while the academy may decide to punish smith in some way, one insider tells the "today" show taking back his statue would be an extreme measure. >> he earned that oscar with that performance that he gave. those people standing up for him and clapping for him were clapping for his performance in "king richard," not someone who had an emotional outburst moment that was not planned and uncalled for. >> smith last night did issue an

apology to chris rock. he posted it on social media after not mentioning him at all during his acceptance speech. on instagram, smith says, in part, quote, i would like to publicly apologize to you, chris. i was out of line and i was wrong. the show's overnight tv ratings are out, and while the numbers did bounce back a little from last year's all-time low, it's still the second lowest viewership ever at 15.5 million. >> i would like to see the two of them get together. i don't necessarily need to see it for myself, but i would like for them to get together and have a conversation. >> it's interesting, we haven't heard anything from chris rock, but we know his ticket sales to his stand-up comedies have gone up like eightfold. it will be interesting to see how it plays out. and even next year's awards event where the best actor usually presents to the next year. >> that's a tough one because a lot of people are talking about it. what he did, unacceptable and he

are already sold out. >> what are we doing, a commercial here? >> it's hot. i guess we're seeing velour outfits are back, like the juicy back in the day. >> why are you looking back there? because it says juicy. stop looking, okay. back in the day, you know what i'm talking about. >> let's move to the weather. we are seeing patchy fog in the north bay, but it hasn't been too bad elsewhere. visibility down to about 1 3/4 miles in santa rosa. you might want to allow extra time to get to work this morning. taking a look at our temperatures, highs later today, gilroy reaching 68 degrees. it's going to be very nice and comfortable. 60s for danville, as well as oakland. 62 in san mateo. mission district, 59 degrees, a little bit on the cool side with mill valley reaching 63 degrees. 70 today in clear lake. as we go through the forecast,

unfortunately we're not seeing any more chances of rain. storm track heading back to the north and high pressure building once again through next week. as we take a look at antioch and our ten-day temperatures, we have some upper 60s and low 70s for the next couple of days, which is actually about normal for the end of march. but then we do see a warm-up going into friday and saturday. saturday is going to be a really nice day if you like the warmer weather and then a little bit cooler on sunday with highs in the low 70s. you can see the warming trend going into next week with some 80s in the extended forecast. but in the near term looking at the next seven days for a lot of our valleys, it's going to start to trend a little warmer into the start of the weekend. san francisco will go from low 60s to the mid-60s, sunday is looking very windy with a high of about 65 degrees. let's get a look at our morning commute in san francisco at the golden gate bridge. we are seeing a lot of people starting to come in from the north bay, but not causing any backups just yet. visibility is clear, but we've seen some big backups in the east bay.

that's been our problem this morning. ever since about 4:40 this morning, we had this accident, and there's been a big backup on 680 going southbound as you approach walnut creek. also it's building up as you cross over going on 24, and then as we head farther south in the east bay on 880 going southbound near whipple road, around union city it's taking a long time. we had a lot of accidents and a backup there. a look at the rest of the bay area commute, looking pretty good. just starting to slow down on this traffic tuesday. marcus and laura. >> thank you so much, kari. happening now, you'll need to pack one less thing the next time you want a catch the san jose sharks. the team says fans won't have to show that proof of vaccination card or a negative covid test. the new policy goes into effect this weekend, one day after the statewide mandate for mega events goes into effect. it turns the vaccine mandate into now a strong recommendation. last week the warriors announced a similar rule for fans

6:55 on your tuesday morning. welcome back. here's a look at the top stories on "today in the bay." we begin with parts of ukraine levelled as the fighting rages on. this is new drone video just miles from the russian border showing what's left behind after more than five weeks of russian shelling. some experts are starting to think that the war is looking more and more like a stalemate. russia, this morning, says that it will drastically reduce military activity near the ukrainian capital of kyiv. ukrainians have recently

reported new progress in pushing russian troops back in the capital city, around the capital city of kyiv. russia recently talked about shifting its focus on eastern ukraine. peace talks still under way right now in turkey. one ukrainian president adviser says security guarantees will be a key issue of conversations. russia also now says that it will only use nuclear weapons if it's faced with the threat of its existence. the war in ukraine putting new pressure on fuel costs, and with the double whammy of skyrocketing inflation, it is adding to struggles for many just trying to make it in the bay. "today in the bay's" cierra johnson live in mill valley with a new look at the record high gas prices and what experts say you can try to do to limit that impact. >> reporter: yes, good morning. right now we're in marin county. gas, $5.99 for a gallon of unleaded gas. it's been like this for a couple days, but it's still a little higher than the record setting price of $5.91, according to

aaa, here in the state of california, to give you an idea of how much the gas has increased. $4.82 a month ago, and this time last year, 355 days ago, we were paying $3.89. but it's also the cost of groceries that's going up here, really kind of hurting people in the pocketbook. in 2020 the average family could expect to spend about $420. now that same load of groceries pushing $450 per month. we did have a chance to speak with a financial planner who offered some advice saying don't dip into your retirement or emergency savings or go into further debt to cope with inflation. he says you should take a look at your personal inflation rate, compare your bank and your credit card statement from last year to the last three months and take a look at where you've increased spending and focus on needs rather than the wants. and the financial planner also offered some advice, make sure you have enough savings stashed

away. he recommends three to six months of an emergency fund and he also recommends trying to save at least 15% of your paycheck to set aside. so some good advice there, just to really kind of compensate for the higher gas prices here in the bay area. we're live in mill valley. cierra johnson for "today in the bay." >> tough for so many people, though. thank you. 6:58 right now. want to get a look at the forecast. meteorologist kari hall has been tracking what we can expect today. >> the rain is gone, we have sunshine in the forecast and we're going to keep the nice comfortable weather. highs in the upper 60s and upper 70s heading into the weekend. san francisco up to 60 today. you can see mid-60s for the weekend. as we head out the door, a look at the morning commute, it's been smooth, but we've seen backups on 680 going southbound along walnut creek, we're still seeing a long commute from concord to walnut creek right now and for the east bay we have several accidents that have happened on i-880 near whipple
