fans everywhere wondering if he's ready to roar back in a major way. today, wednesday, march 30, 2022 ♪ from nbc news, this is "today" with savannah guthrie and hoda kotb, live from studio 1a in rockefeller plaza. good morning. welcome to "today." good to have you with us on a wednesday mo alert for another possible tornado outcome from some of the same areas from last week's storms. al is standing by. and looking for the second booster shot can get it today. there are signs that many are hesitant despite growing concerns over a new covid variant here in the u.s. dr. richard besser to answer your questions in a bit.

>> the war in ukraine. despite russia reduces activity in certain areas, there is major skepticism on what a that means. president biden taking a we'll see approach as new satellite images out of mariupol reveal dramatic before and after shots how the city has been devastating. covering it all with richard engel in eastern ukraine. >> reporter: ukraine accuses russia this morning of playing a trick. saying russian promises after negotiations in istanbul to reduce is a ploy for time to rearm and consolidate forces. president zelenskyy saying ukraine isn't letting its guard down. the signals we hear from the negotiations can be called positive, he says but they do not drown out the explosions of russian shell, adding ukraine isn't willing to surrender any

territory to russia. promises also can't grown out what russia is doing to the city of mariupol. satellite images show hoe russian strikes have leveled entire blocks. the pentagon also expressing deep skepticism about russia's s supposed trust building withdrawing around kyiv. >> we're not prepared to call this a retreat or even a withdraw. >> reporter: russia invaded ukraine over a month ago from three direction frameworks the north from belarus to kyiv and the east towards kharkiv and the south towards mariupol russia's northern front has been a disaster huge russian losses and logistical failures, including a 40 mile long convoy that ran out of gas the pentagon believes russia could now focus on the other fronts, while rebuilding forces around kyiv. this was a russian position. you could see the z that has become the mark of this war on the russian armored vehicle. and it seems that they were destroyed just as they were camping out in this area

ukraine proposing it could be neutral without any western bases on its territory, proposing a 15 year plan and new strategic framework for ukrainem that would involve western countries guaranteeing its safety the russians described that as constructive but i think notable that the russians did not themselves appear to make any political plans, any political proposal. >> what is the likelihood there will be a breakdown in discussions? >> reporter: there is talks of a meeting between if foreign minister of russia and ukraine and suggesting there could be a meeting between president zelenskyy and president putin. something russians have not said was possible up until now. context here it is possible to argue that this war, this conflict has been

president did and did not do during the hours of attack itself the january 6 committee now pushing further than ever into donald trump's inner circle. expecting testimony thursday from trump's son-in-law and senior advisor jared kushner. >> we know there were a lot of trump family member who is tried to intercede to get donald trump to call off the dogs on january 6th. >> reporter: the critical interview amid a week of major developments in the investigation. the committee focusing on what the washington post reports was a 7-hour gap in mr. trump's january 6 call logs and white house diary. >> we have multiple points of evidence to try to fill in what was donald trump doing and perhaps greater importance, failing to do while the capitol was being attacked so we were able to put those pieces together even when we get incomplete records >> reporter: the post reporting that the gap covered the same period of time of the key

moments of the attack, as the rioters entered the capitol, and lawmakers, including vice president pence fled the building the committee would not comment but nbc news reported a set of call records turned over to the committee did know show any calls to or from trump on the afternoon of the riot. the full house now preparing to vote to hold two top trump aids in contempt of congress for refusing to comply with subpoenas. each claiming execute privilege. mr. trump in a statement responding republicans must get tough and smart and not let them get away with the crime of the century. this as a federal judge said monday, trump, quote, more likely than not committed a crime in his attempts to obstruct the vote on january 6th. the judge ordering john east man to turn over a ever more than a hundred e-mails he sought to shield from the committee. >> -- >> reporter: this is pretty extraordinary. in an interview with the right wing website out just yesterday mr. trump calls on vladimir putin to release this information hunter biden's business deals in ukraine. and --

for 55% of all new cases joining us to walk through everything you need to know. dr. richard besser, former acting director of the cdc, pediatrician and president of robertwood johnson foundation. a second shot, booster shot. who should race to get it? and who should wait? >> this is one of those savannah i don't think anyone needs to race this is one where people should think thoughtfully if you are over 50 and have underlying medical conditions that put you at greater risk, things like diabetes or heart disease or lung disease, you are in a group you might benefit from getting that extra booster dose when you talk about cases going down, that is exciting news. so many of us have enjoyed the freedom we've had with that. but if you look across the ocean at europe and see what's happened there with the ba.2 variant, they saw a major peak and we're starting to see some

signals in the united states, the data that shows the ba.2 is the dominant variant but also some states that are starting to see not just the slowing of the decline but a slight increase in cases so i would encourage people to pay attention to what is going on in your own community if you start to see cases go up and in one of those risk groups, that is a time to think about getting a booster. in particular people who are over 65 and those who have medical conditions that put them at risk. >> is there any back -- is there any disadvantage to getting another booster? so if you don't have the underlying conditions? but if i just go ahead and get the booster. is there any reason not to do

potential downside, if you're in an area where it's really that >> well, you know, the vaccine is safe. the data that was used for this authorization comes out of several small study, one larger study out of israel. and it shows that it does provide some added protection. but there is a question in terms of how long does that protection last you know what i would say the potential downside is if you are in an area where it is really really low and you get the booster now and two, three months from now the rate goes up higher i don't know that you are going to have the same protection as if you wait a couple months. i would say pay attention what is going on locally. this is one of those situation where is talking to your doctor really matters and unfortunately in america there are tens of millions of people who don't have doctors to talk to. i really worry savannah if congress doesn't provide the administration with additional funds, that we're going to be in a situation where people who have insurance are getting vaccinated or access to drugs and treatment, and people who don't have insurance are going to be in a much more difficult situation. >> yeah. a great concern of course. and then real quick. as for ba.2, is it looking to be less virulent, less severe, but more contagious as we saw with omicron before it? >> well it is definitely looking to be more contagious. it doesn't look like it is anymore severe than omicron.

and the vaccines appear to be just as effective against this ba.2 as with -- as they were and are against the omicron strains. the big push on vaccination should be people who haven't had any vaccines, those who haven't had any boosters, before we do an all out major push for this next booster with each additional dose you get some protection but not as much protection as you do that first time around. so if you haven't gotten vaccinated, are it is not too late to do so. you will get some great protection. >> dr. besser, thank you as always appreciate it. 14 minutes past the hour weather is a big story welcome craig. >> hoda, savannah, welcome back. good morning to you as well. parts of the south under threat of severe storms today, including a new round of possible tornados. and we're also getting a look at some surveillance video of that powerful ef3 that ripped through jacksboro texas last week damaging this elementary school. that school reopened the first time on tuesday. let's head over to mr. roker for more on today's forecasts. more storms? >> yeah and some of those folks

who experienced it last week will be experiencing it again. a wide swath of tornado watches and now tornado warnings starting to pop up along the oklahoma/arkansas border they extend down into texas, those watches. here is what we've got warm, humid, tropical air is being pumped up. this is going to fuel the storms plus a strong upper level flow bringing it across and these storms are going to start getting that spin from that flow. and so here is what we're looking at 36 million people at risk for widespread wind damage, strong tornados likely. hail an inch or more and storm impacts. widespread winds, looking at extensive power outages, 75 miles per hour wind gusts possible intense, long-track storms nighttime tornados twice as deadly as the daytime version. and in fact the storm reports, tornado reports, wind damage reports from last week

and you can see the same areas are going to be looking at that again for today. tomorrow, stretching from new york to florida, 22 million people at risk for wind gust, tornados possible. this line of storms races to the east today, damaging winds, and down here to the south, this area here, this is where we look for some really intense tornados to possibly start to fire up those nighttime tornados during the day tomorrow it makes its way from boston down into florida where the strong storms rumbling into the mid atlantic then friday finally moves off. cold air and wind and snow flurries as the system moves through. but the rainfall amounts going to be heavy from chicago but heaviest into the lower mississippi river valley three plus inches or more. but the big problems are going to be the winds and those nighttime tornados

a very good wednesday morning to you. it is 7:56 right now. i'm laura garcia. here's a look at what's happening now. >> reporter: good morning. i'm cierra johnson. on monday governor newsom issued an executive order calling for a stricter water conservation rule. the governor is directing the state water board to consider a ban on watering grass at businesses and institutions, as well as even watering those decorative grasses. he's also calling on local water agencies to go to what's called level 2 measures, meaning up to 20% of water cuts. >> we certainly could use some rain with all these cuts to water and droughts still lingering. >> at least for now temperatures are cooler, matching what we should see for this time in the

and this morning a incredible story highlights the importance of cpr. >> brittany is with us and about to reunite with the doctor who saved her life at 35,000 feet. first nbc's kristen dahlgren joins was details of brittany's story. good morning. >> good morning. yeah brittany is just 28 so everything about the story is shocking including the fact there were at least three doctors on their way to a cardiology conference on the plane. but it was really something any of us could have done that saved her life. >> reporter: it was supposed to be a baccalaureate weekend in arizona. >> we were really looking forward it. >> reporter: but none of them could have predicted what would happen in the air. >> i closed my eyes and went to sleep and that is the last thing i remember until i woke up and i was like, in a stretcher by the plane going into an ambulance. zblfr she. >> she is 28, works out three days a week. >> i never had any health issues

ever growing up. >> but somewhere between newark an somewhere between newark and phoenix her heart stopped. luckily the doctor was on his way to a cardiology conference when he heard her friend scream. >> i found this person was for a completely unresponsive. slumped over immediately checked a pulse. there was no carotid pulls no radial pulse as well. at this pint i'm thinking maybe she's having a cardiac arrest. >> his wife who is also a doctor sprung into action he started cpr. >> about 90 seconds in she started moving there was a pulse. it was great. >> the plane diverted to oklahoma city. the doctor's wife holding brittany's hand. >> just a little flash of looking over on the plane and l. >> reporter: according to the doctor, cardiac arrest can happen to anyone but brittany's case is unusual 8% of cases occur in people

always felt fine i had some chest soreness. they say cpr is tolling on your body but i feel great and yeah. >> you're still waiting to find out. just run through all the tests and still trying to figure out how it could happen. >> going to a lot of different doctors. last week a neurologist and a whole brain scan and mri still and everything they said has been coming back pretty normal so we're still not sure what it could be. >> what was it like when you came to and realized this had happened to you? you are a young woman, having cardiac arrest 35,000 feet it is astonishing. >> so crazy. the only thing i remember is like taking a nap right before the flight and then i woke up and i was in a stretcher going into a an ambulance and my friend is telling me hey we had to stop the flight in oklahoma and we're going to the hospital. and i was like this is a dream i still can't believe it happened.

>> the idea there were doctors on board, doctors who were on the way to a conference. >> cardiologists >> and a cardiologist who happens to be here with us today. you haven't seen him in person since it happened. so we want to bring out dr. come on out, dr. chodry. how are you? >> we'd all be hugging you -- >> this is incredible. always that idea that they are going to say over the loud speaker we need doctors. how did you first come to realize there was an emergency on board >> two hours into the flight trying to take a nap and screams from the back. and i was like, you know, i think there is an emergency and 15 seconds later there was an emergency of an overhead emergency. we ran to the seat and we found brittany slumped over s u can have, no pulse at all. difficulty in assessing a pulse

so we laid her onto the island and checked her pulse again and she was having a cardiac arrest. >> so you knew you had to jump into action right away how much time did it take to revive her >> it took about 90 seconds. we were not keeping time but roughly so every two minutes we're trained to switch cpr. my wife is a dr., too. ready to take over when she started moving >> your wife is a doctor too. >> she's a doctor. >> can you believe >> three guardian angels on the flight what is it like to be sitting next to each other again. >> so crazy. because i know we met before but like i don't remember it and it is just like i'm so thankful thank you. >> yes, no worries the thing is, the important lesson is that anyone on the plane could have done the same, cpr. >> people are afraid i think to do cpr if they had the training, could i avoid, what if it is not need. >> what if i don't do it right. >> it is very understandable to be scared. thinking maybe i'd hurt them but

the american heart association states that the benefit of starting chest compressions far outweighs the risk to someone who doesn't need it. if someone is unresponsive you don't even need to be able to know how to check a pulse. if they are unresponsive you presume cardiac arrest and start cpr and call 911 >> i love you and your friends are taking the course and going to learn. >> talking to everyone i know. and even my boss yesterday is going to do a companywide thing as well and bring it to everyone's attention i'm definitely telling everyone they should definitely learn like doctor chodry was saying. anyone who knew cpr could have saved my life. >> how cool. you're sitting next to the guy that saved your life i can't get over this. >> and the other doctors on the plane, you still keep in touch with them as well. >> yeah. so one of the other doctors i'm also a cardiologist. i believe he was helping dr. chodry i realized his practice about 30 minutes away so i've been going to him because i figured he kind of saw what happened and he'd be a good source.
