our temperatures are in the 40s to start. heading to the upper 60s, low 70s. open up the windows. enjoy the breeze as we have near normal highs in our forecast for today. we are going to see those temperatures continuing to cool off -- warm up over the next few days. we'll talk more about that in the forecast. developing now, ukrainian soldiers holding their own against russian attacks. leaders say that russia used phosphorus shells injuries at least 11 people. nbc news has not independently verified the claim. >> president zelenskyy is urging allies to provide more aid. here in the u.s. we continue to see those gas prices soar to record levels. president biden is trying to help. >> we've got live team coverage for you. let's start with bob bedell. talk about how the president is

going to try to help drivers in the bay area. >> reporter: later today president biden is expected to announce the government will tap into the oil reserves at a rate of 1 million barrels a day. this is an attempt to reduce the amount of money we spend to fill up a tank of gas into our cars. as a result of this news, the oil prices did drop sharply overnight. it's not clear what impact this will have on the price of gasoline. reuters is reporting that biden is considering the release of up to 180 million barrels from the reserve over the next several months which would be the largest release ever in the 50-year history of the reserves. it would only amount to two days of global energy demand. the president is responding to the super high prices at the pump, well over $6 in some places. these are prices that surged after russia's invasion of

ukraine. now, you might recall california governor newsom announced a plan to send $400 to all californians who own a car. now state representative josh harder is preparing to introduce a proposal to send single tax payers checks of $500, $1,000 for married. harder says there would be no income cap. you could receive a check regardless of if you make $40,000 or $40 million. the average price for a gallon of gas, oakland, san jose hovering in the $5.80, $5.90 per gallon range. reporting live in dublin, rob redell. brie jackson continues team coverage from washington, d.c.

president biden vowing to provide more support for ukraine. >> reporter: that's right, laura. the white house announcing a new aid package and relief for refugees. this as u.s. intelligence officials say that vladimir putin is being misinformed about how badly troops are performing in ukraine. an abandoned tank, another sign of battlefield failures in ukraine. images like these, the biden administration says vladimir putin's advisers are afraid to tell him about. >> mr. putin has not been fully informed by his military of defense at every turn over the past month. >> reporter: president biden spoke with ukraine's president yesterday. of top concern security assistance for ukraine. >> we worked closely with them to provide them with the weapons they need. >> reporter: members of congress

breakfast or make your cup of coffee. neighbors say a power surge killed many of their electronics. understandably many residents are upset. >> we've never had a breaker trip from a surge before, if there's ever even been a surge before. >> pg&e says a falling palm leaf triggered the outage. adding, quote, although the palm tree was not in pg&e's right of way and we're not responsible for its maintenance, we'll review and consider each claim. some neighbors fear the utility will not compensate them. new video out of the southern part of the united states. it was hit by a new round of severe weather. powerful storms brought down trees and power lines in alabama. this is near the university

there for the kids. good day to go to the beach? >> it's going to be a beautiful day. we have warmer weather headed to our way. we want to talk about the update of the drought monitor. i wanted to compare it to last week. keep an eye on those areas in red. look further to the north around the california/oregon border. we see the drought has expanded further north. worsening drought conditions now to extreme. we are seeing it remains unchanged for the bay area. we have this large area where we're seeing severe drought in areas shaded in orange. that means that it really didn't improve and even the little bit of rain we had, not factored into this drought. then as we get ready for our april 1st snow pack measurement, some of the automatic censors

showing we're only at 39% of our normal amount of sierra snow. that means we're going into the long summer months with not enough snow. then we look at the temperatures. it's still nice and mild today. upper 60s, low 70s. feels like it's going to be warmer compared to yesterday. tonight we're back down to the upper 40s and low 50s. next week we're looking at dry conditions with the exception of a slight chance of rain for parts of the sierra. this large area of high pressure builds. it keeps rain away. keeps the skies clears. we're going to have hot temperatures for the end of next week. we take a look at our ten-day temperature trend, we're nice and springlike. then we go to summer next week. the temperatures spike very

quickly from wednesday all the way up to 90 degrees on thursday and the upper 80s on friday. that's going to dry out everything a lot faster especially when we hit the heat waves earlier in the season. our temperatures will be in the 70s. next week you want to think about how you can keep cool as temperatures heat up. vianey, you had an issue for the east bay. >> yeah, listen up, we're seeing some slow spots. the big one is westbound 580. you can see the yellow and orange that marks the delays there. it's being reported there was a big rig versus a bus. no injuries reported at this time. we're making some phone calls to see what type of bus it was.

median income. in santa clara county it's $118,000 for a family of four. a lot of folks qualify. the assistance can cover some or all of the rent. it can help with utilities. landlords, you can also apply to cover what your tenant cannot pay so you don't risk losing your property. >> it's been a long time here that people have had the forgivenl take a long time to catch up. are there things in place to protect people from getting tossed out? >> any eviction proceeding has to be paused if people apply for relief. this deadline today is so critical. even if they don't give it to you, you have to have applied. the state assembly voted to extend protection through june

30th. the senate is likely to do that today as well. again, it's only for people who have applied by this date. there's 120,000 people in the pipeline now. by the end of today, hopefully there are more people. the san francisco start says he supports the extension, but not the way it's written. >> i do support the part of the bill that extends those awaiting for payments. i support that. the other parts of the bill overriding eviction protections, removing protection for anyone not applied and barring people starting friday, i don't support that. >> what this means for the average person is you have to apply by today if you want that protection.

dent in the drought. the drought monitor gets released weekly. even though we had rain monday, that won't be included in this update today. what we saw this morning is it's going to worsen for us. look at the way it looked last week. keep an eye on the areas in red across northern california. as we get a look at the drought monitor update for today, it expanded for the california/oregon border as well as further towards the east and nevada. it didn't get any better. for us in the bay area it remained the same with extreme drought. we'll be keeping an eye on that. we'll see dry conditions and our sierra snow pack still melting. if you're going to tahoe this weekend, expect it to be very warm. we have 92 inches of snow in the

it's enjoying time in the park. looking at our dublin forecast, we're at 65 degrees. a mix of clouds and sun today. warmer in our weekend forecast. a look at that and the drought monitor update in a few minutes. the lights are on at the bay bridge toll plaza. we have a couple other delays in the south bay. i'll have the full traffic report coming up. 6:43. the biden administration is about to change the rules for asylum seekers. >> it could bring more refugees to the southern border. >> title 42 kept asylum seekers away because of the pandemic.

president trump put it in place. president biden kept it in place. it forced asylum seekers to stay in mexico as their application was processed. the department of homeland security warned the cdc that policy is going to end may 23rd. this is a good opportunity to re migrants or illegal anything. they are following u.s. immigration laws exactly which state you are to show up at certain spots along the border. we will let you in to hear your case. president biden talked to president zelenskyy about the refugee crisis on his border yesterday. ukrainians continue to flee the fighting. a new convoy of buses just left mariupol evacuating more. president biden is expected to announce the u.s. will release millions of battles of oil from the reserve in hopes of bringing down gas prices.

bob redell will have more. supreme court justice clarence thomas still not back at work. he listened to a case remotely after his release from the hospital. he's also embroil in a controversy surrounding his wife. text messages show she was actively involved in trying to overturn the 2020 presidential election. there's a push for thomas to recuse himself from cases involving that election. donald trump's son-in-law jared kushner will testify before the house select committee on the january 6th attacks. that will happen today. voluntarily. the white house said he will not be subject to executive privilege. we're watching all of that of course. we can talk about it on twitter together. >> thanks to much, scott. a san francisco japanese pastry shop that's been around for 115 years set to close its

25 individuals, 25 veterans and their guardians will make the trip to washington, d.c. they had breakfast, a nice spread laid out for the vets. they're going to see a lot of memorials, monuments and really have a great time. i'm here joined by mr. chuck. he's a veteran that served in korea. what are you most excited about? >> well, i think the opportunity of being with a bunch of guys that served during the same time i did. as far as washington is concerned, it's always a pleasure to go back to d.c. i haven't been there for about 15 years. looking forward to seeing the changes. >> reporter: he mentioned he's excited to be here. he was scheduled to go a couple years ago and covid hit. >> tell me about that. >> we were scheduled before it

we're expecting it to be about 39% of the normal amount. this is how we store our water for long summer months with the snow mounting down in the reservoirs and supplying our water for the summer. as you're heading out the door, it's going to be another dry day. oakland reaching 65 degrees. gilroy, 70. let's talk about the ten-day forecast. we know it's going to be dry. at least we see a slight dip in temperatures. we have more normal spring, early april temperatures for sunday into monday. then we go from april to june, july, august, something like that, with a temperature of 91 degrees peaking next thursday. we'll see that from a lot of inland areas. not a drop of rain here. we're looking at nice, mild weather going into the weekend
