very disturbing. >> reporter: every day they are finding more bodies in bucha a suburb of kyiv and the surrounding towns. russia's withdrawal revealed what looked like more like crime scenes ukrainians shot in the head at close range. bodies bearing signs of torture and rape, the some lined up in basements in a village near bucha, the mayor, her husband and the son were discovered in a shallow grave. president zelenskyy toured bucha yesterday describing what he saw as a war crime and genocide. we called on the united states and other allies to sanction russia even harder and send more weapons and aid to ukraine president biden called for a war crimes tribunal to hold president vladimir putin accountable. not everyone has seen it at least not in the same way russia's foreign minister

claimed ukrainians staged bucha, using actors pretending to be dead russian propaganda has risen to dangerous levels, dehumanizing ukrainians, calling the ukraine government and its support anti-russian nazis who need to be eliminated. independent polls suggest putin's popularity is rising on a wave of nationalism. russia's offensive around kyiv has all but collapsed. after taking heavy loss, a senior u.s. defense official says two-thirds of russian forces around kyiv have been repositioned many heading north to belarus for repairs. but russia is intensifying its assault in the east and south of ukraine, launching a new strike on odesa, stepping up attacks on kharkiv, and continuing to choke off mariupol, a city roughly ten times the size of bucha and

where the death toll remains unknown. accounts of russian abuses and possible war crimes in the city are widespread >> that was richard engel reporting from bucha this morning. more on the white house's response to those atrocities in bucha. president biden announcing he is ready to seek even harsher sanctions against russia now he's also calling for a war crimes trial against vladimir putin. nbc's chief white house correspondent kristen welker picks up that part of the story. good morning. >> reporter: good morning to you. president biden has been under real pressure to do more to help ukraine from bipartisan lawmakers and president zelenskyy himself. zelenskyy will address the u.n. security council this morning at a session aimed at reviewing allegations. russians have intentionally targeted civilians president biden vowing more sanctions are coming as his top officials warning this conflict could stretch into months. president biden not mincing words. intensifying his condemnation of russian president vladimir putin calling for him to be tried for war crimes.

russia from the human rights council this week. that body cannot make legally binding decisions but can authorize investigations all with president zelenskyy putting more pressure on the international community addressing the u.n. security council this morning, and president biden warning more sanctions are coming, officials say as soon as this week so far the u.s. has committed more than $2 billion in military aid to ukraine but president zelenskyy has said that aid and western sanctions have not gone far enough many republicans and some democrats are also demanding a harsher response. >> the latest revelations must only strengthen and intensify our resolve to get the ukrainians what they need. >> we need to put armor in the hands of the ukrainians, we need to put fighter jets and other military capability into the hands of the ukrainians. we need to change our aims in this country and the west to the ukrainians winning this war. >> kristen, in your report there, you mention the possibility of even more

sanctions coming from the biden administration what exactly is on the table >> well, craig, here is what we know so far. we know the u.s. is coordinating this next round of sanctions with its allies and partners and national security advisor jake sullivan said on monday the sanctions would be aimed at targeting elements of the russian economy that are fueling the war. he specifically said the penalties will hit the industrial base hard sullivan acknowledged the sanctions won't work overnight and they haven't but he also said the impact would have impact over time. worth noting putin so far, craig, has just been undeterred by western sanctions the u.s. is also planning to send additional military equipment to ukraine and some lawmakers overnight expressed concerns of military aid u.s. sent so far is not getting to ukraine quickly enough so expect more pressure on that point as well, craig. >> chief white house correspondent kristen welker there at the white house thank you. let's move to another major story this morning talking about severe weather millions across the already

storm weary south bracing for even more heavy rain, damaging winds and possible tornados. severe storms left behind damage as they swept through parts of texas overnight. flipped over an 18-wheeler knocked down trees and flooded streets. al is here with a look where this is headed next. >> it is moving east and it is relentless unfortunately we already have tornado watches still now for much of mississippi. weave -- we've also got them through louisiana. and severe thunderstorm warnings out ahead as we make our way into alabama so we're watching this make its way east 22 million people today at risk. the threat for tornados in this area here just to the north of mobile albany, into savannah, the risk for ef-2 tornados, through southern alabama into georgia. tomorrow afternoon into tomorrow

night that expands birmingham, damaging hail, winds, tornados likely and then thursday the system makes its way off the coast. but it is still going to be bringing the possibility of some tornados today the storm races across the southeast. the risk from louisiana into the carolinas. then a second system tomorrow means multiple rounds of storms from the panhandle of florida all the way up into the northeast with low pressure developing down through the gulf, two inches of rain per hour possible, up to five inches. that could lead to flooding down through the panhandle in the southeast and as we make our way into the northeast, heavier rain too. especially upstate new york could see 1 to 3 inches of rain. we're going to continue to track this, guys it's an ongoing situation right on into the weekend. >> thank you, al meanwhile the nomination of judge ketanji brown jackson to the supreme court cleared another hurdle overnight three republicans joining all 50 democratic senators to advance

the nomination and set up a final vote later this week nbc's senior capitol hill correspondent garrett haake joins us first of all, how big of a surprise were these crossover votes and what does it mean for rest of the confirmation battle? >> good morning. senator murkowski of alaska had voted for judge jackson's confirmation to her current role and she's voted for a majority of president biden's judicial nominees but mitt romney actually opposed jackson's seating on the lower court and generally prefers must have much more conservative judges but his vote was much or a surprise but he called her qualified and a person of honor. said even if he doesn't always agree with her, she belongs on the court. democrats now have a three-vote cushion to work with here which makes jackson's confirmation all be a sure thing this week. >> so it is all but a done deal now. what kind of political impact

do both parties hope this will have going forward >> democrats hope this will put some wind in their political sails here that they can capture some momentum with a lot of the president's legislative agenda on ice or slowed down, lot of the country distracted by things like inflation or the war in ukraine. hoping that seating the first african american woman on the supreme court can put wind in their sails heading into november but republicans say november is a long way off and they are hoping that the country simply moves on by the time that votes are actually cast for the midterms and that a judge who doesn't change the conservative liberal balance of power on the court won't sway too many votes back towards democrats. >> senior capitol hill correspondent. garrett haake. 13 past the hour we're going switch gears tom llamas, what a finish? >> can you say comeback? amazing. after a thrilling few weeks that began with 68 schools, kansas is the last team standing the jayhawks crowned as college basketball's newest champions

back here now severe storms that tore through texas overnight. lightning, as you can see here, lighting up the skies near dallas. heavy rain causing flash flooding there. the winds were powerful enough to flip this tractor-trailer and send a tree crashing on to a house. now that system is now making its way east. mr. roker is standing by with the latest on what to look out for. s d volatile situation. in fact you can see we're starting to see tornado warnings popping up now. to the east of jackson, mississippi. and this line is pushing east. we've extended the tornado watch now into a good portion of central alabama. also down into the panhandle of florida. so as this line makes its way, we're going watching these storms firing up. daytime tornados that are going move into nighttime tornados. in fact 22 million people at risk today. it's a long swath of wind damage possible, the threat for several tornados.

good morning. it's 8:26. i'm marcus washington. bay area lawmakers are reportedly backing a new bill that would wrap all transit agencies under one umbrella allowing you to pay one fare for your entire trip based on the length of that ride. b.a.r.t., ac transit, and muni would all be required to take part. this would require an all-access pass. this is by july of 2024. and the "mercury news" is reporting if those agencies don't comply, they could lose out on hundreds of millions of dollars in funding. but that plan is facing major opposition. time to get a look at the forecast for you today.
