roku, amazon fire, apple tv, and online, and my mom does that. watches all of them. >> good morning, goods mcgrew. we'll get to the morning commute with vianey in just a little bit, but let's talk about this weather. >> it's going to be a lot different today and we're starting out with some spotty rain, not yet hitting us here in the bay area. you can see it to the east of us with more rain to the north. so, wow, what a turn compared to last week when we were in the mid-90s. today we're going to stay in the 50s and watch for some scattered showers for early in the day. take a live look outside in dublin. your commute over the next couple of hours will be dry if you're leaving later this morning, by 7:00 we're seeing rain coming in. it gets heavier between 9:00 and 10:00, then we see it taper off at 11:00, with a mostly sunny sky heading into the afternoon. temperatures don't warm up much. it's going to be a chilly day. we'll talk more about all of these changes ahead in our

country. "today in the bay's" bob redell joins us live from the east bay this morning. one major city on the east coast could reinstate an indoor mask mandate. what are we talking about, even for here? >> reporter: we're talking about the city of philadelphia. fortunately, california is not philadelphia. philadelphia right now has a covid positivity test rate of 4.4%. you compare that to the golden state, we're less than half that at 1.7%. that's why later today the department of health in the city of brotherly love could consider reinstating its indoor mask mandate. take a look at this map we put together for you. you can see covid cases are rising in the northeast, the south, parts of the midwest, the northwest and arizona. nationwide the positivity rate is about 3%. that's about 0.4% increase over the past seven days. that rate could be much higher since many people are testing at home and not reporting the results to the government. the increase in cases is new to

the highly contagious ba.2 subvariant which is more contagious than the original omicron variant. >> i am not overly concerned right now. case numbers are rising, ba.2, we were expecting this because we saw this in europe a few weeks ago. the good news is we're coming off of very low infection numbers and hospitalizations right now, the lowest they have been in the entire pandemic. we've got to watch this carefully. >> reporter: later this morning, oakland unified students will return to class after spring break, and for now they will still have to wear their masks, despite california lifting its indoor mask mandate for schools. last month oakland unified, the latest to do this, said it's still going to require masks for all elementary, middle and high school students indoors through the 15th. that's this friday. it's unclear what they'll be

requiring, if anything, after that. reporting live, bob redell, "today in the bay." forward. thanks, bob. hundreds of students may b jose's alum rock school district. board members will decide whether to turn cesar chavez into a school for kindergartners. the board blames declining enrollment, saying the school is about two-thirds empty. by changing it to an early learning center the district would save about $1 million. the vote is set for thursday. this is black maternal health week and in the bay area and across the nation, black babies are two to three times more likely to be born premature and underweight. experts say they're more likely to day before their first birthdays. the cdc says every year about 700 women die in the u.s. during pregnancy or in the year following. the risk is three times higher for black women than white

women. it's estimated that two out of three of those maternal deaths is preventable. health experts say the disparity is related to underlying conditions, access to health care and in some cases bias and racism. one of santa clara county's program directors became part of the statistics when her baby was born months too early. >> i had my daughter two months premature in 2018, so she was born 1 pound 9 ounces, and she is doing wonderful now, thank goodness. she defied a lot of the odds that were against her because of her small size at birth. but i know this is not the case for a lot of families. infant events and it happens to counti alameda, contra costa, san del justice campaign to empower black mothers to advocate for

themselves and their babies and push for greater health equity and implicit bias training for health professionals. to learn more, go to deliverbirthjustice.org. almost 5:09. a live look at downtown san jose. i know there's a little bit of sprinkles coming. >> it's going to be nice to see at least a little bit of rain, enough to turn the sprinklers off across the bay area. although we're starting out dry right now, we're going to be tracking this with storm ranger, our mobile doppler radar as the rain starts to move in from the north. first hitting the north bay and moving into the rest of the bay area by 7:00 or 8:00. we'll see that in fremont at 7:00 with light showers, and then getting a bit heavier between 8:00 to 10:00 and then it starts to quickly move out of here. we're not going to see this rain sticking around long enough to have a huge impact, but it will be nice to have at least, once again, light rain coming through. our temperatures head for the mid to upper 50s, much cooler than what we had recently and even cooler than normal.

we'll talk about what's ahead coming up. vianey is in for mike. >> now, we are tracking some cheaper gas prices across the bay area. i don't know if i would say cheap, but in the east bay gas is going for $5.69 a gallon in union city at the chevron on alvarado niles road. cash only. in the north bay in mill valley it's about $5.13 at hq fuels. >> $5.49 in redwood city at the arco on middlefield road. i don't know if i would call them cheap. that's still really expensive, but compared to other prices those are the best looking. let's take a look across the bay area. your drive times right now, we do have a couple of spots to tell you about. this is along highway 17 and there was a crash along northbound 17 on the northbound lanes near summit road.

good news, it looks like they're working to clear that out and i have noticed an improvement on the speed sensors. they've gone from red to yellow, now back to green. that means it is moving along a little bit better compared to earlier. as far as your tri-valley drive times, there was definitely some slowing now along westbound 580 from grant line road to 680. this tends to be a busy spot ou're looking at about 24 minutes. southbound 680 from 580 to vargas road about ten minutes. and we are noticing slowing to 680. the san mateo bridge, be careful, it is still a little windy and those bridges are something you should be mindful of. >> thank you. ahead of easter, next on "today in the bay," new cracks in one of dairy's largest industries. the nationwide shortage that may have you rethinking a popular easter tradition. >> plus, a major reversal. elon musk will not join

with data on consumer prices due out tomorrow and then we get the producer wholesale prices on wednesday. and then wednesday marks the beginning of earnings season, with dow component jpmorgan chase starting us off. meantime, prices at the pump have eased back a bit. the average price has dropped about 10 cents nationwide in the past two weeks to $4.27 a gallon, as oil prices continue to fluctuate. in the bay area gas is averaging about $5.83 a gallon, which is down 7 cents from a week ago. analysts say the moves can be chalked up partly to lower demand during the second half of march. gas prices are still more than a buck 30 higher than this time last year. this time last week we were telling you that elon musk had taken a stake in twitter and the next day we were telling you

that he had joined twitter's board. well, things move fast. now he's not going to join the board after all. the company's ceo saying that the board held many discussions with musk but didn't say why musk, according to him, musk decided not to join the board after all. the stunning reversal in the week that saw all those moves, elon musk disclosing that he owned more than 9% of twitter stock just a week ago, making him the largest shareholder. in the deal originally reached to join the board, it would have prevented him from taking a bigger stake of more than 14.9% of twitter's stock. maybe that was the reason. musk spent the weekend still tweeting about potential changes to twitter, including the price and structure of blue premium, the blue premium service, whether you should pay for it with deutsche coin and whether twitter's headquarters should be converted to a homeless shelter because so many people are working from home.

still to the north of us. maybe sprinkles on your way out the door. but the more measurable rain starting to come in later on. this is a part of a couple of systems that will be passing by as we go throughout the week and bringing down cooler air. notice the wintry mix you're seeing with colors of blue and pink on there. that's the snow as you go up in elevation, but mostly rain in the valleys. and this is coming along with a big cooldown as we take a look at san jose and how our day shapes up, we're starting out with light rain at 8:00. at 10:00 it's a little bit heavier. by noon it's out of here and the rest of the day is going to be windy and cool. the sun peeking out. but feeling more like winter as we only reach 59 degrees in the south bay. concord reaching 60 degrees, but mostly upper 50s in san francisco, much of the north bay. as you take a look at the seven-day forecast at the bottom of the screen, more rain in the forecast this week, as temperatures don't really change that much. we're not seeing wild swings like we did last week.

we're staying in the 50s and 60s over the next several days. let's talk about this rain because, once again, it's mostly between 7:00, 9:00, 10:00, and then starting to roll out of the south bay by 10:00 and 11:00. the rest of the day is sunny and windy and it's going to, once again, feel a lot like winter out there as you keep those jackets on throughout today. we could see about 0.1 to 0.25 of rain in some spots, lighter for some of the valleys. going into the rest of the week another storm system comes in between wednesday night and thursday and then it's also very wet on saturday. it's dry for easter sunday, as of now, but we will see another another system coming in next week. in the areas of red it looks like it could be over an inch of rain, but mostly 1/2 to 3/4 of an inch of rain. the models are starting to come

to an agreement on how much rain we could see. snowfall totals with the first round reach over a foot, maybe a foot and a half. take a look at what's ahead as we run the model out for the next week and it's going to possibly snow up to 50 inches in kingvale, which would be amazing for our resorts. looking at rain and what we're going to see throughout the week, off and on. we will have breaks in between. temperatures tomorrow reaching 60 degrees with sunshine. rain in the north bay on wednesday, but most of the rest of the bay area sees it on late wednesday night into thursday, and then those scattered showers continue through saturday. lots going on, vianey. hopefully it's a lot quieter on the roads. >> it is. usually at about 5:25, the metering lights come on, but so far they're still off and this is a live look right now at the bay bridge toll plaza. remember, it is monday morning, so we'll start to see that building traffic pretty soon. a live look at the san mateo

nbc bay area responds to a south bay man who had an incredible rental car hassle. >> consumer investigator chris chmura has been looking into it and found a much bigger story. >> pat in sunnyvale says he had a rental car about a month when all of a sudden a repo man showed up. >> i had a man knocking on the front door saying i want the keys, so give me the keys or i'll charge you. >> then the rental company billed him $1,000 for the tow back to the lot. we dug in deeper and discovered pat is not alone. hundreds of other customers around the country describe a similar situation or worse. some say their rental car got them arrested. tonight at 11:00, we'll explain why and show you how to protect

roku, amazon fire, apple tv, and online. >> let's start with a look at the forecast. kari tracking the arrival of wet weather. >> it's been extremely dry this year, and although this won't put a big dent in the drought, it's nice to turn off the sprinklers for a little bit. we're seeing rain coming from the north bay that's going to continue to spread into the rest of the bay area. for santa rosa, between 6:00 and 7:00 we're starting to see light rain arrive. unfortunately, it doesn't hang around long, so by 9:00 it's clearing out. we have sunshine the rest of the day. we are going to see this first series of rain that could be moving through throughout the week, so it's clearing by noon. the rest of the day much cooler, windy and it will be clearing. we'll talk more about that in the forecast in just a few minutes. >> firefighters this morning still on the site of that home depot fire in the south bay. if you were anywhere in the south bay, you probably saw and smelled that huge plume of smoke. >> "today in the bay's" cierra johnson is live at the scene

this morning. firefighters are learning more about possibly how this thing started? >> reporter: yes, good morning. those investigators, firefighters, are still on the scene right now gathering information. so far, we do know that it started in the lumber department of the store, and, again, you can see the lights there that the investigators are using to illuminate that smoke. you really just see the air filled with smoke. as you pull onto the main drag, you can smell the smoke of what was once that home depot. right now a massive cleanup, as you can imagine, under way. there are fleets of huge water trucks that have been brought in to collect the hundreds of thousands of gallons of water that were used. they're doing it to prevent it from getting into the bay water. when the fire first broke, more than 100 firefighters worked to keep it from spreading to other buildings. at one point the fire was so

massive, people living in 15 homes behind that home depot were ordered to evacuate as a precaution. the evacuation has since been lifted. for one woman we spoke with, a quick trip to home depot to get some paint took a scary turn. >> within five minutes it went from we were just standing in the painting section to the entire thing is covered in smoke and flames and it was quite scary. >> and that shopper we spoke with says she doesn't recall any sprinklers going off inside of that building as she worked to make her way out once the p.a. system notified her to leave. but we did have a chance to speak with firefighters and they say the sprinklers were in fact working, but they believe that they were overwhelmed with the intense heat of that fire. so as you can imagine, this will be a couple of days continuing to do cleanup and the investigation. we believe it started in the lumber department, but firefighters right now are still working to pinpoint the exact

cause. we're live in san jose, cierra johnson for "today in the bay." >> and all the paint and paint thinner. >> toxic chemicals. we'll be posting any new developments on our website, nbcbayarea.com. click on sj home depot fire. you'll see it in the trending bar at the top of our home page. there was another big weekend fire at benicia's port. it's out. fire crews made significant progress from boats. this is a look at the crews clearing up the hot spots. the fire burned for 24 hours starting saturday. the cleanup effort began yesterday, starting with a 3,000 foot boom in the water to help capture debris. the cause of that fire remains under investigation as well. >> happening today, the south bay mother accused of throwing out of control parties for minors is due in court to enter a plea. >> in february the judge denied bail for shannon o'connor. investigators say she held

parties for teenagers and encouraged them to drink and engage in sexual acts. authorities arrested her in idaho and prosecutors have called her a flight risk. she's facing more than three dozen criminal charges. >> the chp revealing new details about a freeway shooting yesterday on interstate 580 in oakland. nbc's sky ranger helicopter flew over the scene. you can see what appears to be evidence markers and a car with bullet holes on the shoulder. this was on the westbound ramp to highway 13. it backed up traffic for miles. lanes reopened after more than three hours. now, this incident comes days after a separate shooting on 580 last thursday in livermore. the victim survived, the shooter has not been found. a 21st century problem for san francisco police now going viral. >> what happens when you pull over a driverless car in a traffic stop? the video was posted over the weekend showing officers stopping a car that operates as a private shuttle.

the company says the car had its headlights off. at one point the car crossed the intersection before stopping again, which the company says to pull to a safer location. the incident suggests law enforcement must have more control when it comes to self-driving technology. >> we need to have processes and protocols and standards that cars can actually communicate. maybe there's a switch where the cars can be stopped by the police. >> the company does say it worked closely with police on how to interact with the vehicles. we did speak with people who have gotten rides and they say the vehicles are safe. police so far are not commenting. this morning apple is set to start its hybrid return to work model. the company is asking employees to return for two in-office days weekly by may 2nd and three days a week by may 23rd. many apple employees are reportedly upset about the return. the report from the research center states that 60% of

employees that are capable of working from home want to stay home once the covid-19 pandemic ends. a lot of people got comfortable or had a good work/life balance going from home. a lot of people moved to the tahoe area from the bay area, and you know what, if they're there this morning this is what they're waking up to. this is at the palisades ski resort. if you were thinking about traveling to the sierra, the national weather service has issued a winter weather advisory. forecasters expect up to 8 inches in the basin. strong winds could lead to lower visibility, so check the road conditions if you're heading that way. probably not visible to drive in it just yet. >> part of the problem is that the wind is so high and it makes visibility really low once the snow starts to blow around. take a look at how much snow we could see over the next couple of days with tahoe city getting about 10 inches of snow, 17 inches at kirkwood. going throughout the end of the week into next week, in total

there could be a couple of feet of snow, maybe even up to 50 inches in kingvale. we don't always get this much show in april. when we do, we welcome it because it's been so dry. take a look at this system passing by right now, with very light rain and showers moving in from the north. we'll see it changing quickly going into the next couple of hours as the north bay starts to get in on some of the wet weather. we'll be tracking that. vianey, you're tracking the roads. how is it look something. >> looking pretty good on the bay bridge toll plaza. still no metering lights. that's always a welcome sight for a monday morning. i do have a couple of things to give you a heads-up about. we're noticing slowing in the south bay and also things to look ahead to, in case you'll be traveling near this area in vallejo. something you definitely want a heads-up on is going to be a closure along i-80 between 780 and 37. the westbound lanes are closed

you can see snow dumping in the sierra. also some snow just to the north of us as we're seeing that rain approaching. let's go hour-by-hour. at 7:30 we're seeing light showers moving into the north bay, san francisco, down the peninsula, and toward the east bay. it starts to make it into san jose by about 8:00 to 9:00, with rain clearing up for the north bay by late morning. the rest of the bay area clearing out by noon and the rest of the day is sunny, windy and really cool. take a look at the seven-day forecast at the bottom of the screen. this will be our only chance of rain this week. we're going to see cold front sweeping through and temperatures only in the 50s from today through tomorrow. not much change. this is wednesday's forecast and it's still in the 50s and 60s. we'll see that next round of rain coming in late wednesday night. as far as what we'll see today, maybe 0.1 to 0.25 an inch of

rain, higher amounts over the upper elevations. the next storm system coming in between late wednesday and thursday will also be a decent one. we've got another round on saturday. if you're making plans for easter, it's looking good. then there will be another chance of rain early next week. take a look at our long-range rain model and how much we could see based on what two computer models are showing. it's about 1 inch of rain for santa rosa, about 3/4 of an inch of rain or less for the rest of the bay area. the models are starting to agree and come together with how much rain, but that would be amazing to get at least an inch of rain, since it's been so dry over the past several weeks and we had the fire danger over the weekend. so we're coming off of that and those record highs to upper 50s and low 60s throughout the week. rain chances today. we're dry for tuesday. wednesday night the north bay will see some showers.

thursday is when we'll see more widespread rain. kind of cloudy on friday and then some rain moving in on saturday, but drying out in time for easter sunday. vianey, how is it looking for the commute? >> it's getting busy, but it makes sense. it's monday morning and we're getting close to the 6:00 a.m. hour. the san mateo bridge, you can see things starting to slow down. now i am noticing delays and backups through there. also, we have a new crash to tell you about. this one in the east bay. listen up if this is a part of your commute. there is a crash on northbound 880 right before 23rd avenue, the number one lane is blocked and this could start to cause a couple of delays as they work to clear that out. a quick look at bridge drive times, westbound 80 toward the bay bridge, about 11 minutes. i'll have another look at the peninsula coming up. >> thank you. it is 5:52 right now. our new six-part series "saving san francisco", maybe you've
