tonight. we'll see more weather like this, but then we'll throw more rain in the mix. we'll talk more about that in a few minutes. >> thank you very much. let's get to this breaking news. the latest inflation numbers being described as horrific, the worst since 1981. >> scott mcgrew has been poring over those numbers. up to 8.5%? >> that's right. what we call the top line number. prices are 8.5% higher than this time last year. if you compare prices just over the last month, they're up 1.2%, which is huge. inflation really one of the biggest financial problems that american families face. not only does it make everything more expensive, obviously, it weakens our savings and retirement accounts, the money we set aside is worth less now than when you put it in the bank. i'm still breaking down the specifics for march but it's useful to go back to february to illustrate a point. economists add all of these things up and more, a basket of

goods when calculating inflation. but you're not always buying all these things. natural gas, yeah, sure, but how often do you rent or buy a car? probably not that often. now, up there in the middle you'll see gasoline up 38% in one year. that we buy a lot of. gas prices are so volatile, we e mentioned, 8.5%, and then core inflation which strips out gas and food because those numbers move so much. core inflation this morning, 6.5% compared to last year. now, the white house is doing everything it can to fight high gas prices. bob redell continues our coverage. a lot of people in the democratic party want cleaner air, but this summer the white house is prioritizing gasoline over blue skies. >> reporter: correct. good morning to you, scott. later today president biden expected to announce the expanded availability of the e-85 biofuel which normally is

not available during the summer because of air quality concerns, but the president wants to make it available year-round because, on average, it's around 10 cents per gallon less than what you're going to pay for your unleaded gasoline, which right now at this dublin gas station is just under $6 a gallon. he's trying to provide some relief at the pump. i want to show you the latest numbers from aaa in california. you can see we're averaging $5.74 a gallon. that is about what it was a month ago. compared to a year ago, it's a buck 80 more. compared to the rest of the country, california is paying much more. nationally the average is $4.10 a gallon and that's down 23 cents from a month ago, that according to aaa. it's not clear how much impact today's announcement by the president will have on gas prices overall. again, the administration pointing out that e-85 on average is 10 cents a gallon cheaper than regular gas.

e-85 uses a 15% ethanol blend, which is curtailed between june and mid-september in some states to protect the environment. the president wants the epa to lift that restriction this summer. by the way, "usa today" points out that the epa is not expecting this to have a major impact on the environment because most e-85 gas stations are in areas that do not already have major air quality issues. reporting live here in dublin, bob redell, "today in the bay." >> thank you very much. 6:04 right now. the fighting in eastern ukraine is expected to intensify. that's where russian troops are refocusing their efforts. the city of kharkiv is coming under a new round of intense russian shelling. multiple deaths are reported there, including at least one child. satellite images show a miles-long military convoy headed to ukraine's donbas region. the devastation is expected to worsen as the war enters a new phase. there are new reports russia may

have used chemical weapons in mariupol where president zelenskyy says 10,000 civilians may have died. the pentagon says it cannot confirm those reports, but security experts say if russia were to use chemical weapons it would represent a major escalation and present a new direct challenge to nato. nbc's brie jackson live in washington, and, brie, the u.n. security council shining a light on some of the innocent victims of the war. >> reporter: good morning, laura. the u.n. security council says about 90% of those fleeing ukraine are women and children, and there are growing concerns that they may be the latest target in russia's attack. russia ramping up a new offensive in eastern ukraine, an already devastating situation expected to get worse, now that a general nicknamed the butcher of syria, is in charge.

we'll take a closer look at some other spots, but your tri-valley drive times, a little bit of slowing from 580 to grand line road and 680, 25 minutes. good morning. very happy tuesday to you. right off the top of our 6:00 a.m. newscast we told you about the latest inflation numbers. if you missed them, prices are up 8.5% from this time last year, the worst since 1981. 6.5% if you strip out energy and food and that's actually less than expected. wall street looking for more rate hikes from the fed, barring an emergency rate hike we should see 1/2 point increase in may. higher interest rates slow the economy down, which should slow price hikes. it's bitter medicine, but it's for a good cause. other news, elon musk has deleted a number of the tweets he made over the weekend, tweets that led right up to the decision not to join twitter's board. one of the tweets suggested using twitter headquarters as a homeless shelter, another was a

crass joke about twitter's name. musk yesterday said he wouldn't join twitter's board. the ceo there said he thought that was a good idea, best for all. marcus and laura, we just published a really interesting conversation with venture capital investor who is emergence capital's very first female partner. just got the promotion late last year. she and i talk about why it took so long, how she's working to bring more women to the top level and what it's like to be both female and an immigrant in a business that's been an old boys' network. >> my super power had always been to work parter than anybody else and to be more intense than anybody else, and there was almost this difference between how can i continue to do that and also be a mom. >> it's a really interesting interview and, of course, you can find sand hill road wherever you find your podcasts.

it's 40 in saint helena and also in the low 40s elsewhere as you head across the east bay, into the tri-valley. fremont 38 degrees. if you're heading out for a jog, wait until a little bit later. in santa clara it will start to feel nicer, temperatures in the low 50s at 10:00. as we look at our trend, headed for the upper 50s as we get sunshine. it's also still going to be windy. we go back to frosty conditions tonight after seeing highs match what we had yesterday. there's no major changes here. we will see more clouds moving in tomorrow with showers expected on thursday, with those breezy winds, and it will start to feel a little bit better with some low 60s. but it's still cooler than normal. we've had a major shift from record highs last week to this week seeing highs in the 50s. and we do still have some cool air coming down and even a little bit of moisture. we'll be dipping into the north bay by late tomorrow. most of us seeing the rain on

thursday. and then we see that system passing by with more widespread rain expected for saturday. keep that in your plan if you are going to be heading out this weekend. saturday may be a little soggy, but it does clear for easter sunday. next week we'll stay in an active weather pattern across the region with more chances of rain. overall looking at the next several days and how much rain we may get in total. look at the areas in red from santa rosa toward ukiah, there could be over 1 inch of rain. in the areas in yellow there could be 1/2 to 3/4 of an inch of rain and less for the valleys. but it is great to see rain in the forecast, cooler temperatures, as we go into the next week. and also clearing up when it matters most. so the holidays, as well as parts of the weekend. we are also looking at some mild weather to start out early next week, while san francisco will be still windy today, highs in the mid-50s. it's looking much better for

friday and then again on sunday. vianey, how is it looking driving to work? >> it's getting busy. look at the bay bridge toll plaza. this is a live look. the metering lights are definitely on. it is starting to cause backup all the way before the approach. san mateo bridge you could see it's building, but there are no incidents or crashes or anything to report along any of the bridges. let's take a look at the speed sensors. i saw this pop up in the south bay so i'll definitely go and check the chp traffic reports in a second. bridge drive times, westbound 80 toward the bay bridge, about 14 minutes. a quick look at your south bay drive times, overall northbound 101 from highway 85 about 20 minutes. same for northbound 85. no issues either direction of 280. i'll have another update on how the rest of your drive times are doing in just a few minutes, back to you. >> thank you so much. 6:21 right now.

>> thank you very much. we have some breaking news just into our newsroom. we're learning multiple people have been shot on the new york city transit system. according to a tweet from new york police, it happened in brooklyn's sunset park. several law enforcement sources say a man, possibly dressed in clothing that resembled those worn by mta workers, threw some sort of device and opened fire. this is a live look at the scene right now. you see the camera scrambling. sources tell our sister station in new york some of the wounded jumped on another train just to flee that station. also just in, police say several undetonated devices were found at the same location as that shooting. nypd warned new yorkers to avoid the area and expect emergency vehicles and delay. of course this is a story we'll continue to follow as it is developing. also, we have new details this morning on a south bay fire. we were showing you as "today in

the bay" started at 4::30 this morning. drivers could see it from highway 87 near the exit to the san jose airport, not too far from taylor. that fire is now out but we have more video little later at spring encampment fire. no reports of any injuries and no reports of how it started. moving you forward on new plans and funding for bay area transit. later this morning san francisco leaders are going to get a firsthand look at federal dollars at work and the renovations going on inside one of b.a.r.t.'s busiest stations. "today in the bay's" cierra johnson live in the city this morning. talk to us about this. a lot of people are returning to work and b.a.r.t. starting to see a bounceback in the numbers. >> reporter: yeah, good morning, marcus. for months we were telling you because of the pandemic ridership on some of the public transit really suffered because so many folks were working from home. it is official, b.a.r.t. has

confirmed that they have seen quite a significant increase in b.a.r.t. ridership over the last month because so many folks are returning to the office, and because of that some city leaders, a senator is touring one of the stations that has seen the increase and they're going to talk about some of the funding that particular station received for some renovations. so let's break down some numbers in terms of folks actually taking b.a.r.t. according to b.a.r.t., they say month to month, this month compared to last month, they've seen a 23% increase in downtown san francisco ridership specifically, and also according to the bay area council about 80% of employers plan to bring workers back this month or they've already brought their workers back. so in just a few hours, city leaders are touring one of the projects that is seeing the benefits of more than $850 million, this from the american rescue plan. the funds were used to keep the transit system operating during the peak of the pandemic and

according to reps for and u.s. alex padilla. they're fitting today at the powell station, which is about 60% finished with renovations. so the station is receiving new modifications to increase their energy efficiency, also receiving gender-neutral restrooms, as well as crisis interventionists at that particular location. so the tour of that particular station, the powell street station, is taking place at 9:30 this morning. again, mayor london breed and b.a.r.t. officials, as well as with sfmta, they'll talk about where things stand that renovation and other plans for funds allocated from the american rescue plan. live in san francisco, cierra johnson for "today in the bay." >> something new when you ahead to work today. thank you so much. 6:35. happening today, former mma star cane velasquez is set to app in

a south bay courtroom. we have a live look at the santa clara county courthouse in san jose where velasquez may enter a plea. he faces attempted murder charges after investigators say he fired a gun into a truck carrying a man accused of molesting a close family member. the shooting in late february in san jose injured another person in the same vehicle. authorities later arrested val velazquez in morgan hill. chief armstrong providing details on an unusually violent weekend that included a shooting that killed a 15-year-old girl. chief armstrong will talk about president biden's new effort to crack down on untraceable ghost guns. oakland police say last year officers recovered nearly 300 ghost guns. new this morning, contra costa county flipping the switch on a new incentive program to go electric. this is thanks to a $3.5 million

state grant. they're launching charge up contra costa, and it will provide $5,500 rebates for ev charging stations, and it promotes e-bikes and other rebates. the study finds commuters are six times more likely to drive an electric vehicle if they can access chargers. possible new water cutbacks in the south bay. the santa clara county water district is expected to vote to tighten its drought emergency rules. if approved, it would ask 2 million customers to water landscaping and lawns no more than twice a week. according to the mercury news, the move could reduce overall water use this summer by 15%. let's check in with meteorologist kari hall right now. we got a little rain yesterday. >> we can turn off the sprinklers for a little while. take a look at mount sam getting over 1.25 inches of rain

yesterday, and mount diablo had 0.3. these are higher elevations. into the valleys, the rain was a lot less. dublin had about 0.25 inch. when you take a look at how that compares to the overall picture, what we need to catch up to normal, the rainfall deficit in santa rosa is 7.5 inches. that's what we need to get our normal amount of rainfall. unfortunately, we don't see anything like that in the forecast. it's chilly as you're heading out in the east bay. we'll talk about when rain comes back. vianey, how is it looking for the commute? >> chp is reporting a crash along southbound 880. i popped up the camera and it's moving. you can definitely see some slowing on our speed sensor map, if i zoom this in a little closer, where you see the yellow and the red. that's where we're noticing slow spots. that could be blocking the right-hand shoulder from an earlier crash, and also just something to look ahead to,

that's still bad. but it's not as bad as economists had thought. as far as gas prices, you know they're high. president biden will travel to iowa today to tell farmers he's going to allow more ethanol in the summer blend of gas in an effort to bring prices down. our bob redell will have a report on that just before the top of the hour. it's worth noting, though, that biden is choosing the price of gas over air quality, promises of a blue sky, a plank in the democratic party platform. tom costello will continue our coverage of the latest inflation numbers coming up on the "today" show. this is the chancellor of austria. austria, not a member of nato, but it is not neutral in the fight in ukraine. the chancellor condemning russia's actions, even as he met with putin yesterday. the first western leader to go to russia since the war began. austria not part of nato, neither is finland, right on russia's border.

but as early as tomorrow, finland may ask to join nato. putin has made a lot of blunders in this war. he's been afraid of countries on his border allying with the west, countries like ukraine. but now he's creating the very thing he feared, a strong unified nato, creeping closer to moscow. you've heard about this man, general aleksandr dvornikov, the butcher of syria, they call him. he is the new unified commander of russian forces attacking ukraine. he's been there all along. he was in charge of the eastern region. there was no general in charge of all forces until now. the deputy defense minister of ukraine points out that dvornikov has been called the butcher of aleppo. he oversaw forces that razed the city to the ground. if someone in your military is known as the butcher, you're not the good guys. we'll see if there's a white house reaction to what's

make sure you don't send the kids to school you might want to wait until it feels a little better in santa clara. it's going to be a nice day for outdoor activities, as we reach into the upper 50s. and this is all much cooler than normal. we should be in the mid to upper 60s for an average high for mid-april. we're going to see some cool weather tomorrow. more clouds will be moving in and there could be some spotty showers for the north bay. most of us see rain chances going up on thursday. seven-day forecast at the bottom of the screen. there won't be a significant warm-up here. the reason why is we're seeing reinforcing shots of cool air coming in from the north. right now some of those spotty showers starting to enter toward eureka and reading and we'll see chances increase for the north bay. scattered showers on thursday. we take a break but there will be more widespread rain heading in on saturday. keep that in your plans this weekend, that it may be raining

off and on, clearing out for easter. we'll see what happens next week, but we may stay in an active weather pattern. how much rain we get depends on where you are. in santa rosa, parts of the north bay may get over 1 inch of rain, what a lot of our models have been showing consistently. areas in yellow show about 3/4 of an inch of rain or less, and maybe about 1/4 of rain for rain shadowed valleys. it's going to feel like spring for the weekend, especially onu stay inside, get some spring cleaning done, or just enjoy time with family. and then on sunday you'll be heading out for those easter egg hunts to perfect conditions, highs in the low 70s with sunshine. vianey, how is the commute rolling? >> it is so busy right now at the bay bridge toll plaza, because of those metering lights, and we're noticing a lot of slow spots as well through the east bay and the south bay. let's get to an earlier crash

"today in the bay." >> we are following breaking news out of new york city, where multiple people have been shot on the new york city transit system. we have just learned at least five people were shot and 13 total injured. take a look at these pictures from the scene. multiple law enforcement, emergency vehicles there. it's all unfolding in brooklyn's sunset park, which is close to a school. and that school is now on lockdown. several law enforcement sources say a man, possibly dressed in clothing that resembled those worn by an mta worker, threw some sort of device and then opened fire. we have a live look at the scene. you see it here. all the law enforcement and emergency personnel there. police say several undetonated devices were found at the same location as the shooting. the atf and joint terrorism task force are arriving. new york city police warn new yorkers to avoid the area and expect emergency vehicles and

delays. we are reaching out locally to b.a.r.t. and sfmta to see if they're adding any extra security as a precaution. i should note we are getting no reports of anything happening in the bay area. these are live pictures from new york city where you're seeing someone open fire on the new york city transit system, injuring multiple people. at least five were shot. something affecting us across the country, new inflation numbers are out and the prices are climbing at the fastest rate. this is more than 40 years. energy including costs. prices over the last year are up 8.5%. bob redell is live for us in dublin this morning. the president is hoping to tap another fuel source to try to drive down the soaring gas prices. >> reporter: correct, marcus. biofuels. later today president biden expected to announce the availability, the more widespread availability of e-85 biofuel. it's normally not sold during the summertime because of

environmental concerns, but he wants to make it available year-round and the reason is that biofuel e-85 is typically around 10 cents less per gallon. i don't know it's going to help if we're paying 6 bucks in dublin. californians are paying around $5.74 a gallon. it's significantly more than if you compare a year ago. and as always, californians are paying more than the rest of the country. the average gallon of gas nationwide, $4.10 a gallon. that's down 23 cents from a month ago. it's not clear how much impact today's announcement by the president will have on gas prices overall. if you're not familiar, e-85 uses a 15% ethanol blend, which is curtailed between april and september in some states. the president wants the epa to lift the restriction this summer. "usa today" reports that they don't expect to have a major
