the sort of terror that i haven't seen before since 9/11. >> right now at 4:30, an intensifying manhunt under way in new york city for the man who opened fire on a subway train. the new revelations police are making this morning about the case and also how local transit agencies are reacting. >> plus, in mourning, the south bay community comes together to support the family of a mother and daughter killed by a hit-and-run driver. >> and rain set to roll back into the bay area. meteorologist kari hall is tracking when the wet weather hits your neighborhood. this is "today in the bay."

good wednesday morning to you. it's red day. >> red, white and blue. >> no memo, honestly. good morning. thanks for joining us. i'm laura garcia. >> i'm marcus washington. we're broadcasting not only on television, but you can catch us on roku, amazon fire, apple tv, and online. >> first a look at the forecast. we said rain is moving through. when? >> it's going to be the north bay today and the rest of the bay area stays dry. we take a look at santa rosa, some upper 30s as you're heading out the door, low 40s in fremont. heading out of brentwood, a mix of sun and clouds and temperatures in the mid-40s for the next several hours. there will be a slow rise in temperatures. it will be a cool day as the south bay tops out at about 61 with mostly sunny sky, still breezy for the east bay. we're heading up to about 60 today is danville and oakland 57 degrees. we'll see upper 50s for the peninsula while san francisco will be in the mid-50s and the

north bay will see a breezy wind and highs in the upper 50s. most of us getting rain tomorrow. we'll talk more about that in the forecast. any problems for the commute? >> there were a couple of overnight fender benders, but for the most part they've cleared out. a look at an empty bay bridge toll plaza. it tends to be empty around this hour. a look at your speed sensors throughout the bay area. i did notice this crash pop up in the south bay as i was coming out, so i will check to see what that's about. i'm not seeing delays. westbound 580 to the richmond bridge, seven minutes, westbound 80 to the bay bridge, 12 minutes. i'll be back with the crash that popped up in the south bay in a few minutes. 4:32 right now and happening now, the search is on for the person of interest in the new york city subway shooting. police are looking for

62-year-old frank james, who rented a u-haul that investigators say may be connected to the attack. a total of ten people were shot. all are expected to survive. nypd is now offering a $50,000 reward for any details leading to an arrest. "today in the bay's" terry mcsweeney has more. >> reporter: the new york subway train had stopped momentarily, waiting for another train to clear the platform. >> an individual on that train donned what appeared to be a gas mask. he took a canister out of his bag and opened it. the train at that time began to fill with smoke. >> reporter: the man then started shooting a handgun, hitting ten people, terrifying an entire city. you can see riders running for their lives. the gunman ran out of the station, leaving behind more canisters, a hatchett and a key to a u haul van that was found

hours later in brooklyn. >> person who we believe is the renter is a frank r. james, male, 62 years old, with addresses in wisconsin and philadelphia. >> reporter: they're also looking at a social media post from someone with the same name who mentioned homelessness and mayor eric adams. >> we can never stop the killing, but we cannot stop the guns. >> reporter: in the bay area, b.a.r.t., muni and mta increased security presence to ease minds of riders. the santa clara county sheriff's office brought out the k9s. >> they're all bomb trained and we have two patrol dogs as well. >> they say there's more, but i ride it three, four times a week and i really haven't seen an

increased presence of police. it would be nice if they would. >> it's not super likely that would ever happen and to just try to be aware of your surroundings, but no, it doesn't increase my anxiety about riding the subway here. >> reporter: one of the problems with the new york subway investigation was that the surveillance cameras were not working. the b.a.r.t. police chief guarantees that all 4,000 cameras at his stations are. terry mcsweeney, "today in the bay." new details this morning in the mass shooting ten days ago in downtown sacramento. authorities have identified another suspect. investigators say 27-year-old mtula payton was among five who opened fire. a pair of brothers are the only two in custody. police believe it all started as a dispute among rival gangs. a former bay area college

chancellor is back in the bay area ready to answer to criminal corruption charges. this is video from 2015. our investigative unit questioned him about using school funds for inappropriate expenses. in 2019, he suddenly resigned from his position as chancellor of santa matt community colleges. last week authorities accused him of accepting gifts from construction firms doing business with the district. he arrived yesterday from a trip outside the country and authorities arrested him. he later posted bail. his attorney recently told san mateo daily journey he did not do anything wrong, and that they look forward to contesting the charges. new this morning, we are learning more about the two pedestrians struck and killed by a hit and run in san jose last week. >> the two victims were a mother and daughter.

narinda kaur and her daughter, kuljit were killed while out on a walk. the daughter recently arrived in the united states from india. "today in the bay" cheryl hurd spoke briefly with the family. >> reporter: narinder and kuljit were a block away from their home when they were struck and killed in san jose last week. they were just about to start a new chapter together. on this gofundme page, kuljit's two teenage daughters wrote a note. they say they arrived just a week ago to realize their american dream, to be with their grandmother, but this deadly crash shattered their lives forever. donations are coming in fast. so far topping $70,000 for funeral expenses and for the girls' future. >> it's really bad, because i can see cars don't stop. >> reporter: san jose police releasing these images of the suspect vehicle. it shows the truck from several

different angles. police officers are still looking for the truck and the driver. >> people are not watching how they're driving and it's not fair. >> reporter: so far, pedestrian fatalities have doubled this year over last year, and city officials are trying to figure out why. >> this year we're already up to 26 community members who have lost their lives on our streets. by comparison, last year at this time, 11 people had died on our streets. >> reporter: out of the 26 street fatalities, 14 have been pedestrian deaths. collin haney is a part of vision zero for san jose, a program designed to make streets safe. he says speeding is theonproble >> we think we're seeing maybe a trend of bad empty. >> reporter: the city says it was allocated $6 million to make streets safer over the next two years. more needs to be done. >> when somebody loses their

we're starting out with temperatures in the low to mid-40s across the bay area. as you're heading out in fremont, we have a temperature of about 43. we'll see a few clouds in the mix, but we are staying dry today. grab that jacketment it's still cold and windy. we will have a chance of rain in the forecast for tomorrow and we'll talk about that coming up in a few minutes. >> and a quick look at east bay drive times, southbound 680 from 580 to vargas road, about ten minutes. no issues along the 238 or 880 stretch. i'll have a closer look at bridge drive times coming up. first let's check in with business and tech. good morning, bertha. >> good morning, vianey. good morning to you. i'm bertha coombs from cnbc. we've got the futures right now pointing to what looks like a higher open on wall street as investors continue to look at the latest inflation data. the consumer price index yesterday indicating an 8.5%

increase year-over-year in march. that is the highest level of inflation since back in 1981 and that's fueling concerns about bigger interest rate hikes from the federal reserve as we move forward and a number of federal reserve speakers have indicated that they think they should move faster. most of the increase in cpi was due to gas prices and grocery prices last month, but some folks are wondering if we're getting near a peak because some of the things driving inflation have started to stabilize like used cars. stocks were higher through much of the day yesterday, but just slumped into the close. theow down 87 points at the end of the day, the nasdaq and s&p 500 slipping fractionally. this morning we're going to get the report on producer prices, a read on inflation at the wholesale level. we'll see if they're passing their costs on to us. and earning season kicking off. we heard from jpmorgan and

delta, both better than expected. speaking of airlines, pilots at southwest say that fatigue from poor scheduling is a growing problem leading to safety concerns. now, union leaders say that the issue started last summer as southwest began ramping up for the recovery in air travel and it's just gotten worse. the union leaders say the number of pilots asking to be relieved from an assignment due to fatigue jumped 330% in march compared to the same month before the pandemic. but bear in mind the union is in the process of negotiating a new contract. meantime, do you want to get breaking news from snapchat? the platform is rolling out for new publishers to upload content in real time. axios is reporting more than 40 news publishers, including espn, the washington journal,

happy wednesday. right now at 4:48 as you're heading out, it is cold across the bay area. our temperatures have really taken a dive, especially when we consider what we had last week, when we had the air-conditioning on. now it's the heater to keep up with temperatures in the upper 30s in saratoga, scots valley and it's at 41 right now in san martin. it's 42 in napa and s hour-by-h

temperatures only making it into the upper 50s and a few spots reaching 60 degrees. not much more of a warm-up today with breezy winds that makes it feel even colder. we'll have another cool night ahead but more clouds. tomorrow we're looking at highs reaching into the 60s with scattered showers and a little bit of rain. we can see the spotty light rain farther to the north up around eureka and snow in the upper elevations. as we go into today, the north bay has a chance of getting some rain, mostly coming in late tonight. we can see at 11:00 we're seeing some light showers covering much of the north bay and then we see it spreading into the coastline and parts of the east bay for tomorrow afternoon. just kind of off and on spotty light rain through friday morning. and it looks like the heaviest rainfall totals will be ukiah, northward. santa rosa could get a little more than 3/4 of an inch of

rain, but elsewhere we're looking at a few hundredths of an inch of rain. that's not our only chance of getting in on some wet weather. another chance comes in heading into saturday. more widespread rain. sunday is looking dry. next week we could still continue this active weather pattern with more rain chances headed our way. sierra snow looks pretty good for the next several days. at least two feet in twin bridges. and it may be up to 39 inches for kingvale, so it's nice to get that late-season boost in our sierra snowpack as our temperatures stay chilly. we are going to see showers in the north bay today, but much of the rest of the bay area has a mix of sun and clouds. tomorrow we get off and on light rain. friday looks like it's just mostly cloudy and widespread rain on saturday. clearing out on easter with highs in the low 70s. any issues for the commute. >> there were a couple of fender benders, but i'm not noticing

big delays. i did check out the chp report on highway like there may have been somehbnd 101 from highway about 18 memberships, northbound 280 from highway 101 to 85, about seven minutes. tri-valley, westbound 580 from grant line road to 680, 21 minutes. a little bit of slowing. no major delays along westbound 84. i'll have another look at how your bridges are doing, also a smooth commute through richmond, bay and the santa matt bridge. back to you. >> thank you very much. it is 4:51 right now. a northern california mom coming clean and admitting to faking her own kidnapping. yesterday sherri papini signed a plea deal. she disappeared in 2016 and was found three weeks later. at the time the mother of two told police that she was

kidnapped by two hispanic women. she said the women tortured her and chained her in a bedroom. last month she was arrested by the fbi. they say she wasn't kidnapped. instead, she was staying with an ex-boyfriend in southern california. she'll plead guilty to multiple federal charges. along with the plea deal, papini released a statement saying, quote, i'm deeply ashamed of myself, for my behavior, and so sorry for the pain i've caused my family, my friends, all the good people who needlessly suffered because of my story. the original charges carried up to 20 years in prison. the plea deal will likely shorten that. but right now it's not clear how much her sentence could be reduced. now to a story you'll only see here on nbc bay area. a 14-year-old middle schooler facing suspension after she used pepper spray to defend herself during an attack by other students at her school. the attack caught on camera. her parents are telling us they gave her that pepper spray

because she had been assaulted earlier in the school year. that student and her parents are speaking exclusively with "today in the bay's" jodi hernandez. >> you're supposed to learn in school. you shouldn't have to worry about getting jumped at school and bullying. >> reporter: that's precisely what 14-year-old tiana says she had to endure at antioch middle school on monday. she says a group of girls attacked her and it was all caught on video. >> i was standing in front of the class and she came up and they started pulling my hair and punching my head, and then i fell to the floor and they started kicking me and punching me. >> reporter: that's when tiana says she fought back, using a canister of pepper spray her parents had given her. >> there was like four or five girls hitting me and i was on the floor. i didn't want to just sit there while they were hitting and kicking me, so i grabbed my pepper spray and defended myself. >> in order to protect herself, we bought her pepper spray. there's a lot of jumping that goes on, a lot of bullying.

>> reporter: her parents say they gave her the pepper spray after she was assaulted at school earlier in the year, an assault they say the school did nothing about. >> she did exactly what i told her to do. >> we're proud of her, i'm very proud of her. >> her parents say the school has suspended their daughter for five days but they plan to fight it. they say the school isn't doing enough to keep kids safe. >> they need to start doing more and holding these kids accountable. >> i would like for them to do better. you let my kid down. >> i don't think a little kid should have to go through this. >> reporter: we reached out to the school district. they responded by giving us a copy of the message sent out to parents, no mention of the fight, just the pepper spray, and the 20 students who experienced eye irritation. in antioch, jodi hernandez, nbc bay area news. >> pretty aggressive fight there. out of this world collectors item is up for sale. ahead on "today in the bay," how you can soon own part of the
