in santa rosa as we are seeing temperatures right around 40 degrees. a calm wind after it's been a pretty gusty couple of days. expect a mix of sun and clouds with temperatures in the low 50s. today as we take a look at these highs we'll see them reaching into the upper 50s for santa rosa, 59 in dublin and 59 in hayward. it's going to be in the low 60s for morgan hill and san jose. we'll get a look ahead to when the rain arrives in a few minutes. >> thank you. this morning the mma fighter accused of attempted murder is releasing a new message for supporters. >> reporter: "today in the bay's" bob redell joins us from morgan hill where the man he allegedly tried to kill will be back in court. >> harry gulard is expected to enter a plea later this morning at santa clara county superior court. the 43-year-old man has been out on bail since february with a

condition that he stay at his home in morgan hill with an electronic monitoring bracelet and the understanding that he's not allowed within 100 yards of any child under the age of 18. he's accused of molesting a young family member of val as kwez. in late february, velasquez allegedly fired a gun into the truck carrying goulart and hit his stepfather, who survived. yesterday velasquez was back in court, was supposed to enter a plea, but the hearing was continued. that didn't keep supporters from filling the courtroom. >> when you have a family, i probably would have done the same thing. i have kids. >> as you mentioned, for the first time since his arrest, velasquez posted a message to his fans on twitter. he thanks his family and supporters. he also wrote to the true victims of this case, may god

give you the strength to come forward. though it is most difficult to relive the pain that has happened to you in speaking the truth, justice will be served and our own true healing will start. reporting live here in morgan hill, bob redell, "today in the bay." >> thank you. happening now on the east coast, an al-out manhunt is under way for the gunman who shot and injured ten people on a new york city subway train. here is a live look at the scene in brooklyn's sunset park neighborhood. of the ten people shot yesterday, five are seriously injured. 13 others also injured in the attack, but everyone is expected to survive. police are now looking for someone they're calling a person of interest. he's identified as 62-year-old frank james. authorities say that he has addresses list in philadelphia and washington. investigators say james recently rented a van found parked near the scene of the shooting. now, one former new york city police commissioner tells the "today" show that a gun found at

the scene by officers is believed to have been dropped by the shooter. >> why the person dropped it, i think the investigation will bear that out. a lot of times in a situation like this when things are happening and adrenaline is involved, what you think is going to happen doesn't quite play out the same way. >> also ahead on the "today" show this morning, an interview with new york city's mayor eric adams. investigators say adams is among those named by the man of interest. police are now trying to locate him. this morning ukrainian refugees remain stuck in the wa. no humanitarian cease-fire and blocking evacuation buses. this is video about 45 miles west of kyiv. russian troops took the villages surrounding it, but were held back from the city center by ukrainian soldiers. russia says more than 1,000 ukrainian marines have surrendered in the besieged city

of mariupol. the use of russians using chemical weapons remains high after tens of thousands were found dead in the city. the cost of living is hitting american consumers hard. a new poll on behalf of bloomberg news finds 84% of americans plan to cut spending as inflation is at a 41-year high. people are paying more for everything from housing costs to produce, eggs. "today in the bay's" brie jackson live in washington. the white house is racing to try to get a grip on these rising prices. >> reporter: good morning, laura. that's right, and americans are feeling the impact of rising inflation. president biden is turning to executive action to tackle the problem and calling on congress to do more. however, republicans argue that it's democrat-backed policies that are driving prices up. from the gas pump to the grocery

daughter kuljit. they were hit and killed in a crosswalk on ocala avenue on april 7th. leaders have donated $6 million to make streets safer. the gofundme page has raised $70,000 so far. sentencing for the man who shot and killed a hayward police officer during a traffic stop. he was a 15-year veteran of the police force and a father of two daughters. he died in 2015. two months ago the gunman pleaded guilty to first-degree murder days before his trial was set to begin. estrada is facing at least 50 years in prison. new help coming on the peninsula for those struggling most to make it in the bay. leaders are break ground on the first navigation center in redwood city, just north of 101. it will provide support services for people trying to transition into permanent housing. the county received a $55 million grant to build the center.

we want to take a live look at downtown san jose. beautiful start to the day. meteorologist kari hall has been tracking what we can expect weather-wise and we were talking about a little rain in some parts of the bay area this morning. >> it's going to be in the north bay later this evening. right now it's well to the north and it will start to make its way closer as we go into our 24-hour forecast. hour-by-hour we start to see at 4:00 a couple of spotty sprinkles around parts of northern sonoma county, as well as lake county, and then we see more of the rain coming in by about 10:00 tonight, and then going into tomorrow we start to see more of that moving into the peninsula, parts of the east bay. still doesn't look like a lot for the south bay, and then it starts to taper off on friday morning, with more rain behind that. we'll talk more about that in a few minutes. vianey, what are some of the cheaper gas prices? >> we take a look at prices throughout the bay area and sheer are some cheaper options in a couple of bay area areas. pacifica, it will be the chevron

on linda boulevard. gas is $5.59. in alameda it's the arco station on park street. gas there is $5.35. in san pablo, gas is $5.09 a gallon. it's pricey out there, but we look for some of the cheaper options if you live in these cities. now, dublin right now is getting really busy. look at this. i did check to see if there were any crashes, but it doesn't look like it along the stretch. it's off to a busy start. in the east bay, both directions along 880, at least they're moving. as far as our speed sensors go, our maps throughout the bay area, no big accidents or slowdowns to report, so let's take a look at drive times. westbound 4 from antioch bridge to highway 242, you're looking at about 28 minutes. i'll be back with another look at your drive times coming up in just a few minutes. >> sounds good.

good wednesday morning. it is 5:13. we take a look at how our day shapes up in antioch. we are going to see a mix of sun and clouds today, turning mostly cloudy at times. it will be dry and temperatures will be going from 45 degrees at 8:00 to upper 50s at 4:00 today. still well below normal. we'll see the rain coming in tomorrow and i'll talk about the timeline coming up in a few minutes. >> and here's a live look right now in oakland, 880 both directions moving along but getting really busy. still no metering lights on at the bay bridge toll plaza. we'll talk more about drive times coming up in a few minutes. good morning. very happy wednesday to you. tim cook, the head of apple, warning some of the well-meaning efforts to stop tech companies from becoming too powerful might also threaten those company's efforts to keep your data private. cook spoke at the global privacy summit in washington, d.c. >> at apple that is not the world we want to live in. we believe that privacy is a

fundamental human right, one that is essential to our vision of a world where technology enriches people's lives. >> cook says right now apple approves each and every app in its app store so you know they're safe. if, he says, the government forces apple iphones to accept apps from third-party stores, apple will no longer be able to guarantee users' privacy. other news, oil prices briefly fell to the same levels they were before the war in ukraine, but they're still very high. yesterday president biden announced the administration would allow gas station to say keep selling the so-called winter blend of ethanol into the summer, despite the fact that alcohol-heavy fuel contributes to summer smog. now, a good question, if we put more corn into the fuel supply, what does that do for food? we'll find out. keep in mind, only about 1% of the nation's corn is eaten by people. it's mostly animal feed, which could push meat prices higher.

the san francisco company square, which actually changed its name to block, but nobody remembers that, is moving its headquarters out of san francisco to nowhere. it will instead move to a, quote, distributed work model where people just work and live wherever they work and live. no more office. twitter founded by jack dorsey has said it will req now, a twitter investor is suing elllegally profited on twitter stock because musk delayed telling anybody he had purchased 9% of the company, even though he was supposed to. those are s.e.c. rules. now, musk gets in trouble with the s.e.c. fairly often t. suit points out musk had ten days to tell the government he had acquired more than 5% of the company. he did that on march 14th but didn't tell anybody until april 4th, and that's when the stock jumped. the suit alleges musk saved

about $140 million keeping his purchase quiet. elon musk is not afraid of the s.e.c. in fact, he tweaks the s.e.c. on twitter. when you are the world's richest person, and i would be afraid of the s.e.c., but apparently the world's richest person isn't. >> his attitude -- >> is something. >> there's a lot i could say, but i don't want to say. >> thank you, scott. this morning youtube back online after an outage disrupted certain features for thousands of users across the platform. users were unable to log in and switch between accounts or use the navigation bar. several also reported problems accessing youtube tv. it's unclear what caused the outage. trending this morning, a popular doughnut chain trying to make life sweeter inflation. >> it's doughnut deflation.

each wednesday through may 4th, krispy kreme is offering a dozen doughnuts for the price of a gallon of gas that week. yesterday it would have cost you $4.11. thankfully prices are not bay area averages or it could have cost you $2 more for that. >> that's one way i guess we could enjoy the national average prices. >> i just want to know is the hot light on? >> is the hot light on and is the gym light on? >> we'll walk to krispy kreme later today. it's going to be a cool day. i think i'll keep my jacket on. let's talk about where our high temperatures are headed and how that compares to what's normal for the middle of april. santa rosa today reaching 58 degrees. the average high for this date is 69. so we are below normal. even in concord we're expecting

it to reach 61 degrees and the average high is 71. even cooler than normal in san francisco. and these breezy winds keep temperatures feeling probably even cooler than the number that we're showing there. seven-day forecast is coming up at the bottom of the screen as we watch some light rain and even some upper elevation snow approach northern california. this will start to make its way closer to us going into this evening. our hour-by-hour outlook shows at 4:00 we're starting to see spotty showers around lake county and starting to creep into northern sonoma county. most of the north bay won't see it until about midnight. then for tomorrow some light rain moving through. now, this is not going to be a big rainmaker for us. and friday it already starts to taper off. but there's more rain behind that. this could be a pretty good amount for areas from ukiah northward. north bay getting the highest rainfall totals. then for, let's say, dublin 0.1 of an inch of rain and even less

for san jose. morgan hill may barely see a sprinkle. the first system is coming through with mainly a north bay impact. friday, it's cloudy but we see the next round of rain coming in on saturday. everyone is keeping an eye on the sunday forecast, if it's going to be nice and sunny for the egg hunt, and it looks good. next week we see more rain in the forecast. for the sierra this weekend, heads-up it's going to be really tricky getting there, and we could see up to 39 inches of snow. that would be a great late-season boost. looking at our temperatures, still cooler than normal for the next couple of days and then we're back to more seasonable weather for friday. saturday is when the rain comes in. sunday we're starting to warm up a few more degrees. 70 and sunny. i think it's perfect. i don't know if it gets any better than that. how is it looking for the commute? >> i've been keeping a close eye on our bridges and chp has issued a wind advisory for our bridges. i was talking to kari about it.

♪ ♪ ♪ ♪ ♪ ♪ fire crews are still at the scene, this is a massive fire at a four-story hotel in southern california. so it started last night along highway 101. this is in ventura county.

this is video shot by someone just driving by. so the driver says that he could still feel the heat coming from that fire in his car. so far no injuries have been reported and a majority of the fire is out. crews say due to the damage, they cannot safely go inside the hotel to completely knock down the flames. the hotel under construction. it was at the time. no word on the cause of the fire. next monday's tax deadline may be making you nervous, but experts say you should be less concerned about being audited. the number of tax returns the irs audits is far lower than a decade ago, with irs agents now working through a massive backlog, tied to the pandemic, experts say the trend should continue for people filing their taxes this year. >> it's indicative, that's the percentage of audits, of tax returns that are actually inspected by an agent at the irs.

weekend. we'll talk more about that coming up in just a few minutes. >> thanks, kari. new this morning, a difficult lesson to learn for north bay middle schoolers. be extra careful while traveling during the pandemic. so they just returned from a once-in-a-lifetime trip to washington with something they did not plan to bring back, covid infections. "today in the bay's" cierra johnson live for us in marin. this year's eighth grade class trip follows two straight years of covid related cancellations. >> reporter: yeah, marcus, that's exactly right. as you can imagine, the eighth graders were really excited to do what many of us consider a rite of passage. so many folks have gone on that trip. but this particular trip, when they returned, they did bring something back they were not anticipating. so in the past two days, as many as 50 students have notified school leaders of positive at-home tests. it's not clear which schools the

students attended in marin county. we do know the school has contacted county health leaders with the information on positive cases. a majority of the cases are being considered mild and a majority of the infected students are vaccinated, about half of those students already having received their booster shots as well. so this trip and the positive tests come as several cities, including d.c., seeing an uptick in cases. just this week 72 people tested positive for covid in d.c. at an annual dinner, among them several members of president joe biden's cabinet, as well as new york mayor, eric adams. in the last 24 hours it was announced that two d.c. area universities, american and george washington university, are reinstating the mask mandate because of the increase of cases. so back out here live, at about 3:00, marin county education, in conjunction with the county health department, will be hosting a zoom meeting for parents and community members as an informational session about

that trip, the cases that have come back and any additional information the parents need to know. you can find that information at marinschools.org. again, 3:00 p.m. is the zoom meeting. we're live in marin county. cierra johnson for "today in the bay." >> i can imagine a lot of people are be on that meeting. thank you so much. 5:33 this morning, and just in a few hours testimony resumes in the criminal fraud trial for former theranos executive sunny balwani. the trial has been on hold since last week. prosecutors are trying to establish through whistleblower testimony and text messages, his influence on decision making. his attorneys say he acted more like an investor and left decisionmaking to other leaders, including his former girlfriend, holmes. holmes is now awaiting sentencing. new details in the mass shooting ten days ago in downtown sacramento. authorities have identified another suspect. investigators say 27-year-old

mtula payton was among those, at least five people who opened fire. now, payton has not been taken into custody. a pair of brothers are already two suspects now in custody tied to that shooting. six people, sadly, died from this. 12 others are injured. police believe it all started as a dispute among rival gangs. 5:34 right now, and happenin an intense manhunt is under way for a person of interest from a shooting spree inside a new york city subway car. we're learning more about who police are looking for and all the victims that were caught up in this violence. "today in the bay's" jay gray joins us live in new york city outside of the brooklyn subway station, where the frightening attack took place. that neighborhood, jay, understandably, still shaken. >> reporter: yeah, absolutely, laura. it's been about 24 hours now. many still on edge here, trying

to understand what happened in this neighborhood. police say they have no clear motive at this point. their investigation is expanding. federal agents are joining in. they're gathering evidence, obviously, but also searching for a person of interest who they believe could shed some light on how all of this unfolded. a day after a violent attack unleashed in a crowded subway car, police are searching for this man. >> i'm going to cut this video short. >> reporter: 62-year-old frank r. james, who has posted on social media, now described as a person of interest. after a gunman tossed two smoke grenades on the floor of the n train and then opened fire. >> ten people were injured by gunfire and an additional 13 were either injured as they rushed to get out of the train station or suffered smoke inhalation. >> reporter: none of the injuries are considering life-threatening. investigators say the suspect fired 33 shots before his weapon

with her. >> it's a beautiful day, though, to start the day. >> it's a little cool. keep that jacket on today. let's get a live look in dublin. a lot of people up and out the door, traveling on 580. the temperature there, 40 degrees. you'll have to turn the heater on in the car this morning on the way to work. it's kind of cool today and breezy. when we take a look at our temperatures and where we're headed and how that compares to normal, santa rosa you're looking at a high of 58 degrees. what's normal for mid-april is about 69 degrees. usually it's feeling a little warmer than this. but it's been nice to also not have the record highs that we had last week. we're going to take a look at when the rain comes in. vianey, you have a look at something people want to plan ahead for. >> i've got a look at a couple of construction projects you may want to be on the lookout for. oakland, both directions, it's busy but it's moving. i always double-check and make sure there are no crashes. i didn't see any along that

map. this shows us real time traffic updates, whether there's any slowing or crashes. so far we're doing okay. we had a couple of fender benders early on. here's a project that you may want to plan ahead for, if fairfield is a part of your commute tonight, early tomorrow. caltrans is going to move along to a new phase, 880, they're going to close the eastbound connecter ramp to southbound 680 and also close eastbound state route 12 to eastbound i-80 and will reopen again at 5:00 a.m. on thursday. this is a caltrans project. they're going to be detouring folks in the fairfield area around this as they work to sort of improve some of those roads out near fairfield. now, as far as your drive times go, your east bay drive times, still moving along nicely. southbound 680 to 580, vargas road, ten minutes. southbound 101 from venice

we get ready for rain to move in by tonight, into the day tomorrow. we'll talk about the timeline of the rain and how much to expect coming up in a few minutes. >> and let's check in on those tri-valley drive times. it is getting busy. look at westbound 580 from grant line road to 680, 24 minutes. a little bit of slowing on 84 to 680, ten minutes. a closer look at drive times coming up. a quarter until 6:00 right now. president biden says what is happening in ukraine is genocide. >> scott mcgrew, that word carries a lot of weight. >> it does. from a dictionary point of view it means, obviously, the deliberate killing of a large group in an attempt to destroy that group. but when america declares something a genocide, that invokes u.n. treaties and it's supposed to put certain actions into motion. that's why presidents in the past have been very cautious about calling what happened in armenia or rwanda genocides.

here is biden calling it out. >> our family budget and ability to fill up your tank, none of it should hinge on whether a dictator declares war and commits genocide a half a world away. >> yes, i've called it genocide because it's become clearer and clearer that putin is trying to wipe out ukraine. >> now, the semantics of whether this is a genocide or not aside, there's no question there are atrocities and war crimes against thousands of ukrainians, including women and children. biden also not shy about calling putin a war criminal. you remember biden called for putin to be deposed, going off script in poland, saying putin cannot remain in power. we never thought the war in ukraine would end soon, but it's becoming apparent this will be a long slog and will affect relations for decades to come. putin held a press conference earlier this week where he said he was dedicated to seeing the ukraine war through. now, what exactly that means is

a former college chancellor back in the bay area ready to answer to criminal corruption charges. this is video from 2015. our investigative unit questioned him about using school funds for inappropriate expenses. in 2019, he suddenly resigned from his position as chancellor of santa matt community colleges. last week authorities accused him of accepting gifts from construction firms doing business with the district. he arrived at sfo yesterday from a trip outside of the country. authorities arrested him. he later posted bail. his attorney recently told the san mateo daily journal he did nothing wrong and they look forward to contesting the charges. happening today, opponents of the proposed oakland a's stadium and howard terminal will present the results of their recent public opinion survey. the a's are facing many hurdles in getting a new stadium built. oakland council members must sign off on the environmental

impact report and the state committee recently voted to now recommend approval by separate san francisco bay commission. the project also facing several legal challenges. today the east oakland stadium alliance will unveil a survey measuring voters' views on public financing for the stadium. baseball history made right here in the bay area. between the lines at oracle park. for the first time ever a woman last night filled a major league coach spot. she normally works in the dugout. last night she moved to third base coach after the regular coach was ejected. after the game she talked about being ready for the moment. >> this group in here is really special, so to go out there and just be ready to step in for that moment, it was a no-brainer and this is my job. >> as for the game, the giants so far this season are pretty. picking up right where they left off last season. the padres came out swinging.

today. low 60s in san jose, 60 in milpitas. gilroy reaching 63 degrees. still cool for this time of year with some upper 50s in hayward and 58 in vallejo. as we move toward the peninsula, half moon bay up to 54 degrees and san francisco 53. the seven-day forecast is coming up at the bottom of the screen. novato up to 60 today, but mostly mid to upper 50s for the rest of the north bay. this coming as clouds continue to move in. rain approaches from the north. we can see the spotty showers around eureka. as it moves into the north bay that won't be until later this evening. most of the day is dry. we can see by 5:00 to 6:00 it's starting to move into ukiah and santa rosa, approaching napa, right before midnight. and then we see more scattered showers moving down the peninsula and into the east bay late tomorrow morning into the afternoon. notice san jose doesn't pick up on much of this rain and here is how it looks on the model. it does show this mostly having a north bay impact going into the next couple of days, some of

the higher rainfall totals around ukiah. it just really drops off as you head farther to the south. we'll see several waves coming in, chances of showers into the weekend. sunday is looking dry and next week we continue with more wet weather, possibly another couple of storm systems passing by. snowfall totals could be up to about a foot in many spots, but could be as high as 39 inches in kingvale. that would be amazing to get this so late in the season, especially now that the sierra snowpack is only a quarter of its normal amount. and our temperatures staying on the cool side, but do get a lot more comfortable for easter sunday, reaching 70 degrees. we'll keep the mild weather at least into the start of next week. san francisco in the 50s for the next few days. vianey, it may be hard to see crossing some of those bridges. >> this is a live look right now at the san mateo bridge, in addition to that, the chp has

welcome back to "today in the bay." homeless encampments are a growing problem all over california. >> and new this morning, one southern california city is taking a controversial approach to addressing the issue. instead of clearing a homeless camp, culver city plans to temporarily widen sidewalks in the area to make more room. some say the current situation forces people to walk on the street or even avoid the area altogether. the city will now spend up to $200,000 to widen the sidewalk. however, many think the money can be used in a better way. >> why not give them the money and have them get some kind of housing instead of wasting money? >> the mayor is defending the plan saying it will cost less than a lawsuit for violating the american disabilities act because some tents are blocking handicap access. san francisco dealing with similar issues. we take a deeper look at the crisis in our latest streaming
