>> we'll take you inside that home run for a trail blazing coach. today, wednesday april 13, 2022. ♪♪ from nbc news, this is "today" with savannah guthrie, and hoda kotb, live from studio 1a in rockefeller plaza. hi everybody. good morning. welcome to "today." it is good to have you us on a wednesday morning. we want to start with that terrifying mass shooting on a new york city subway train. this morning police are still searching for that person of interest. 62 year old frank james. authorities are offering a $50,000 reward for information that could lead to his whereabouts. during the busy rush hour yesterday morning, frightened commuters were sent scrambling in terror after an attacker in a gas mask deployed a smoke canister on a train and then opened fire. at least 29 were injured including ten who were shot. overnight police hauled away a van they believe connected to the suspect.

going through youtube videos allegedly posted by james the person of interest. jesse kirsch is at the scene in brooklyn with the latest overnight. hi jesse, good morning. >> reporter: good morning, savannah. police believe they have the gun used in this violent rampage, as well as a hatchet, fireworks and more smoke canisters. they do not have the person responsible for this violent rampage. this morning an urgent man hunt in new york city as police intensify the search for the gunman who opened fire on a subway train tuesday morning. police calling this man, 62 year old frank james a person of interest in the frightening shooting rampage. the morning rush hour quick turning to chaos when a gunman put on a gas mask and opened fire. >> we still do not know the suspect's motivation.

clearly this individual boarded the train and was intent on violence. >> reporter: one subway rider cell phone camera rolling as the manhattan downed train came to a stop. authorities say the gunman fired 33 times. several fleeing. some bolting on to another train. >> i was scared. i didn't know what to do. >> reporter: graphic images showing other victims blooding on the floor. one of the injured describing the horror from his hospital bed. >> all you see like black smoke bomb going off and then people bum rushing to the back. this pregnant woman was in front of me. >> reporter: 29 were injured in the attack, at least 10 shot, while others suffered from smoke inhalation and were injured in the ensuing panic. the youngest victim just 12 years old. for now james is not being called a suspect.

nypd on the investigation. are there any developments? any further information you can share with our viewers this morning. >> not at this time. i received a briefing earlier this morning, around 6:00 a.m. but there is nothing new. we zeroed in on the person of interest and we are sure we're going apprehend him. >> new yorkers waking up. many need to take a subway. lot of people say if the subway doesn't work t city doesn't work. is it safe for them. >> and you are right, the subway's the life blood of our city. and we're saying to new yorkers, we want you to be vigilant. we are going to have patrols out there to make sure uniform presence is there. and, you know, new yorkers are extremely vigilant. as we saw yesterday after the incident, new yorkers were helping fellow new yorkers. and i cannot thank first responders and every day new yorkers enough for their bravery

and courage to deal with this crisis we were facing. >> let's talk ab the person of interest in this case. police say they are looking into social media posts, someone by the same name talks about homelessness, talks about new york city, talks about you. have you had a chance to look at any of these or been given a briefing on any of these? what do you make of this information surfacing through social media posts? >> well i was briefed by the police department on some of his social media posts. i think that when you look at people who have engaged in social media all day, make these posts, he appears to be all over the place according to the briefing. and i just think that we need to

focus on his apprehension at this time. and the police department is going to use those posts and all of evidence that we're gathering, not only to apprehend him. we also must make sure that he's prosecuted. and that is why we're extremely delicate at about the information and evidence we're releasing at this time. >> officials have beefed up your security in light of what this person of interest said on social media. do you have any concerns about your personal safety? >> well, i think that the police commissioner out of an overabundance of caution, you know, from time to time we receive a level of threats. but you have a person that carried out a very sick action to harm innocent people in our system. so i think police commissioner out of overabundance of caution is taking the necessary steps until this person is apprehended, this person of interest is in brought in. >> the camera at this particular trainings was not working at the time. there were no uniformed officers

at the time. and witnesses saying even a police officer who responded to the scene, his radio wasn't working so he had to ask others to call 9-1-1 for help. how frustrating is this for you? and how do you explain those failures? >> well the mta controls the camera system. we have been cooperating with the mta to find out what went wrong. if it was a feed problem or what was the problem. and they have been extremely cooperative. we want to zero in on what the problems are. because it is -- cameras to operate. the transit system a very complicated system when it comes down to use of technology. we just upgraded to having wifi few years ago some of the stations. but because of the thick walls, because of the ground, you know, from time to time there is a

malfunction. but it doesn't happen often. i was a former transit cop. during the days i was a transit cop it was well known your radio doesn't operate. we will look into that. we always want to improve the technology so question respond to these emergencies. >> and finally the crime rate in march was up over 37% from a year ago. shootings are up 16%. we've seen brutal driems. i think of the young lady who was pushed into the on coming train in the subway station. you have made this a priority improving public safety. but level with new yorkers. how long before they actually

start seeing the policies work and the crime rate come down? >> this is a crucial for me. it is so important. as i -- public safety and justice out of prerequisite for prosperity. i say over and over again. i'm a hard rate on myself. -- in progress. there are some serious things we are doing number one to stop the feeders of crime. these are generational problems starting to materialize across the country. watching increase in gun veins all across the country. i think big city mayors have been seeking the help they need. we're going to do our job. we removed 1800 guns off the streets of city of new york since i've been the mayor. we have to really think about ful that. why do we have this continues flow of guns and ghost guns. and we're going to go our job on

the ground and stop -- foster care system. dyslexia screening. areas we have failed. and then the action that wore witnessing. >> i know you are recovering from covid. hope you are feeling better. thank you for your time this morning. >> thank you. take care. >> let's move now to the latest on the war in ukraine. we're getting a look at russia's shifting strategy, focussing the weight of its military might on the a already devastated part of eastern ukraine. as president biden comes out with his strongest condemnation yet of vladimir putin in the war. molly hunter is outside of kyiv this morning. hey molly. good morning. >> hoda, good morning. in the southeast, russian troops are surrounded the city of mariupol. the mayor says there are still 100,000 people trapped inside. no way out for those people today. there are no humanitarian corridors in effect.

this morning more russian troops moving towards eastern ukraine. in these satellite photos the u.s. intelligence contractor says russian military vehicles can be seen just an hour from ukraine's eastern border. this as russian troops close in on the city of mariupol. the death toll there the mayor says likely more than 20,000. in the kyiv region alone. officials say the bodies of more than 700 people have been identified and that's not including hundreds still missing. for the first time, president biden calling the atrocities in ukraine genocide. >> whether a dictator declares war and commits genocide a half a world away. >> reporter: overnight zelenskyy responding in a tweet true words of a true leader. on tuesday putin's closest ally detained. and volunteer paramedics are racing to reach those still living who have been without medical care the last six weeks. andy was a combat medic in afghanistan woke up three weeks ago and decided she had to be here. >> i said to myself, this is really bothering me. this is wrong. so i thought at least i can try to do something. >> reporter: they are going village to village asking local troops here if there is anyone left. >> it is amazing to see people

hoda back to you. >> much needed. molly hunter outside of kyiv. thanks. >> back home in the rising cost of every day life in this country. new numbers confirming what we already know. inflation is skyrocketing. reaching a 41-year high. we're getting a sense of exactly how much it is costing the average american family. nbc's tom costello on the story again for us. tom, good morning. >> yeah. we're seeing higher prices for everything. for food, for housing, for used cars. but the biggest driver of this last month, energy. fuel, gas prices. now the biden administration is adding more ethanol into the summer blend hoping that that will help drive down gas prices. the bottom line experts say, the impact may be minimal. many americans have known for a long time but now it is official. inflation is skyrocketing. hitting 8.5% last month. the highest since 1981.

a big driver? gas prices. which a new government forecast predicts will reach an 8 year high this summer. while right now prices are down 24 cents from highs in march t national average still $4.08 a gallon, up $1.22 from a year ago. the biden administration is allowing for the sale of e-15, a blend of gas with 15% ethanol. >> even if it is an extra buck or two in the pockets when they fill up it will make a difference in the people's lives. >> reporter: only one and a half percent of gas stations nationwide actually carry e-15. it is not just energy prices fuelling inflation. food supervisor 8.8% year over year. the biggest annual increase in 41 years.

in fact this was the scene overnight, a new outbreak the severe storms sparking tornadoes across the midsection of the country, from iowa to texas, and that's where we find nbc's sam brock for us this morning, live in texas sam, good morning you to >> reporter: craig, good morning you to i am standing in the middle of a seven-mile track between florence and texas for miles beyond this you have homes with no roofs on them, many of them just piles of rubble walk with me for a second so i can show you what's left of this baptist church here. mainly it's just bricks. the back of this building, look at this, disassembled by mother nature just days before easter this is one of two churches on this road destroyed. we're aware at this point there's nearly a couple of dozen people in central texas injured by this tornado. you're talking 12 people who are hospitalized, another one this critical condition craig, the national weather service says so far, 3 1/2 weeks

into this severe weather pattern, we're looking at 1,400-plus reports of tornadoes, high wind, and hail. this went all the way into tornado, as you mentioned, several tornadoes there wreaking havoc and destroying homes in minnesota nine trucks overturned on a single highway surveyors will be sent out to this county and neighboring counties to assess the strength of this tornado. >> always wild to seat randomness of mother nature. thank you, craig >> al is tracking the threat again today. >> guys, unfortunately a triple threat this is a massive storm. right now out in the plains, blowing snow, blizzard conditions another 10 to 20 inches of snow. parents of montana, 47 inches already. critical fire danger strong winds will spread fires rapidly. this red flag warning from texas all the way on up into nebraska. and then we've got all the severe thunderstorms strong tornadoes, widespread wind damage. very large hail.

sherri papini's case has left more questions than answer, until now. papini finally admitted the kidnapping was all a hoax. the mother of two agreeing to a plea deal, guilty of lying to a fedefflra oicer and mail fraud. the 39 year old released a statement reading in part, i am deeply ashamed of myself more my behavior. addingly work the rest of my life to make amends for what i have done. when the news broke, nbc news cameras were there with detectives who were relieved. >> reporter: ever since papini vanished from her home in california in 2016. those detectives had spend hours working on her case. when she was found branded and in chains on the side of a highway on thanksgiving, she told them she had been tortured

by two hispanic women. her husband describing the injuries to abc news. >> the bruises were just intense. the bumps from being hit and kicked and whatever else. >> but eventually dna evidence found on papini's clothing was matched to an exboyfriend. when investigators confronted him. he told me papini orchestrated everything. leaving her husband and staying with him even buying a wood burning kit to brand her so her story would be believable. >> a community stood up for her. and offered her not only monetary funds but emotional, moral support. and it is just a complete farce for law enforcement and for the nation. and so somebody has to be held accountable. >> and papini is scheduled to be arraigned later today. she faces a possible sentence of >> and papini is scheduled to be
