to you. thanks for making us a part of your morning. i'm marcus washington. >> and i'm laura garcia. we broadcast live on roku, amazon fire, and online. vianey is in for mike this week. this is big, the drought update came in this morning. >> it's not looking good. we weren't expecting a huge improvement but we don't want to see it getting worse. what it looked like just before that update, keep an eye on the area shaded in red and how much more it has expanded with the most recent update. now 46% of our state is in an extreme drought and that means we are just one step below an exceptional drought and what we came out of recently, as we get a closer look at the bay area we have extreme drought for the for the bay. you can see on the screen 95% of california is now in that severe

drought category so it is coming as we do get some rain in the bay area. we're starting out with light showers. a look at storm ranger coming up. big new development for you this morning while you were sleeping as the conflict between ukraine and russia enters its 50th day. ukraine says they launched a successful missile attack on the flagship of russia's fleet in the black sea. this is satellite image of the ship. a ukrainian military official making that announcement in a facebook post this morning saying the crew onboard were forced to evacuate as a result. russia disputing this. it says a fire broke out onboard and seriously damaged the ship which is what forced the evacuation. border officials are saying more than 31,000 people crossed into ukraine yesterday. that included 27,000 ukrainians.

officials say more are returning amid the conflict. here at home president biden aproving a new $800 million military aid package and pledged for more equipment coming as russian forces keep pushing forward in eastern ukraine. brie jackson live for us in washington. the latest round of aid coming after the president spoke with ukraine's president yesterday. >> reporter: good morning, marcus. yeah, president biden spoke with president zelenskyy for about an hour yesterday and he pledged more security aid. u.s. officials say that ongoing support for ukraine is urgently needed as russian forces become more frustrated. as the focus of russia's aggression turns to eastern ukraine, ukrainian forces are clearing artillery after they retreated and preparing for a

massive $800 million aid package being delivered from the u.s. >> this is going to be a little bit more open warfare, we think. >> reporter: helicopters, more javelin missiles and for the first time heavy artillery. the pentagon says it's working with allies to provide even more resources. >> we wanted to make sure we are listening to what they need. >> reporter: a report from the organization for security and cooperation in europe show russia committed war crimes. this after president biden called the actions genocide. >> we'll let the lawyers decide internationally whether or not it qualifies but it sure seems that way to me. >> reporter: they say they saw evidence of russian atrocities. u.s. military experts warn the attacks will only intensify. >> the logistics aren't working.

>> they claim peace talks have reached a dead end. ukraine is bracing for a new russian offensive. and since russia's invasion started, the u.s. has pledged nearly $2.6 billion in security aid to ukraine. marcus? >> certainly a lot of moving parts, thanks for keeping us updated on everything. the suspect in the new york city subway shooting is expected to make his first court appearance. james actually called in the tip that led to his arrest saying he was inside a manhattan mcdonald's. a man is shown walking through the turnstile shortly before the shooting. they say that is james carrying a suitcase and backpack. nine victims are still in the hospital, all expected to survive.

later the "today" show picks up that coverage following "today in the bay" at 7:00 a.m. next month marks one year since the mass shooting at a vta rail yard. >> "today in the bay's" bob redell joins us live to break down what the relatives will receive. bob? >> reporter: the vta board of directors voted unanimously to hand out benefits to the victims of the mass shooting that, as you mentioned, took place almost a year ago, which will come out to around $3,000 a month. seven of the ten weren't at the vta long enough but the board agreed to make exceptions for them. the vta agreed to give one-year pay and three years paid health insurance, something they agreed

processing plant. flames and smoke could be seen for miles. officials issued a shelter in place order for people who live near there due to a possible ammonia leak. no injuries reported so far but there have been several explosions from propane tanks. crews still remain at the scene. those strong winds laid a path of destruction through the southeast. several tornado warnings were issued in alabama and in north port trees fell on top of mobile homes blocking roadways and knocking down power lines. drivers got stuck in floodwaters. meteorologist kari hall has been monitoring those conditions. they've been dealing with a

lot of severe weather here for the past couple of weeks and now we are seeing that severe weather threat starting to taper off as the heavier storms move out into the gulf. more updates on that. we are also looking at some widespread rain. it is very light as we head out this morning. parts of napa county and southern sonoma county, showers moving over to the east by. the rain continues to spread in going into today even this evening off and on rain at times. we're not expecting a lot of that in the south bay and the south county. vianey gets you out the door with a look at where you can find cheaper gas. >> we're tracking some cheaper options across the bay area in a couple of cities. for richmond $4.99.

google is developing a mega campus. it's expanding into ames as well. amazon will add a 5% fuel surcharge to third party costs. it's reasonable to think they'll pass it on to you, the customer. vendors who ship themselves will not be affected. and a bit of news out of the nfts, the nonfungible tokens, a license to own something intangible. some people think these are the future. other people roll their eyes. case in point the first tweet ever made by twitter's founder, you can buy the nft. you can't put this in your pocket. you can't put it in a glass case but that's what nfts are for. someone paid $48 million for it. the new owner, the highest bid, you know -- >> that one not very valuable.

human beings and most animals certainly communicate to each other in their own way. but mushrooms? >> a new finding suggests that fungi may be able to communicate through patterns of electrical signals. studies from four separate mushroom species and scientists found electrical spikes while observing their roots. scientists determined certain mushrooms have a vocabulary up to 50 words possibly communicating about the environment around them. i think it's fascinating that there's even a study that they can look at that and compare it to nerve endings. >> i have house plants and i think they communicate that they are sad and need water. >> i've heard that. >> and they thrive, i play music

sprinkles but it's something and we are seeing it expanding down to the peninsula. as we go hour by hour we'll continue to see this activity spreading but a much more measurable rain for the north bay. we're not expecting a whole lot for san jose, it's nothing more than just a couple of sprinkles coming down and you're turning on your wind shield wipers. saturday where we could see more widespread and heavy rain. today in the upper 50s and low 60s. tomorrow we could see a few spots reaching the low 70s and in santa rosa mid-60s tomorrow. saturday is when the rain comes back. it's still normal for this time of year to see the highs in the 60s. as far as rain from a half to

three-quarters of an inch. as you head down to fremont the rainfall totals drop off. we'll see more coming in and in all with the next several days we could see over an inch of rain for the north bay. that would be great. with the drought monitor update we are seeing more active weather throughout next week, next tuesday we'll see another round. and that could linger for a little while until the start of next week. a lot of sierra snow if you're going there for the weekend. saturday is the day to maybe either be there or just wait until sunday to travel because it will be tricky get to go the sierra. some great weather on easter sunday. that rain returns next week late tuesday into wednesday and our highs in the 60s.

looking nice for sunday. vianey on the roads, how is it looking? we are seeing a couple fender benders. this is a live look at 880 in both directions. there was a crash earlier that still shows up on our speed sensor map but there's a new crash i have to tell you about as well in the south bay along northbound 101. it appears as a single car crash reporting the vehicle is on its roof right now. no word on if there are injuries. not seeing any of the lanes blocked off. you could see some slowing as crews are on the scene right now. the earlier crash still causing slowing after exit 31. it is blocked in the east bay and metering lights are on right now. you want to head out before we get a bigger backup. back to you.

first the weather. changes once again. >> it's nice to see some rain because we just got that drought monitor update. the update we got last week and you can see the areas in red. the update this morning expanded that extreme drought into much of the central valley, a critical water source as well as agriculture land and not a good update as the drought continues to get worse. we're still in the red area. 95% of california in a severe drought. the good thing we are seeing some rain here even though it's light and you're heading out the door to a couple of spotty sprinkles, storm ranger will be tracking this rain as it continues to move through and we'll talk about more rain in our weekend forecast coming up in a few minutes. laura and marcus? >> thank you, kari. elon musk offering to buy all of twitter. he filed the financial papers late last night. >> musk already owned about 9%

of the company but, boy, he now wants it all. >> all of it. he's going to offer $54.20 each share, more than they're worth based on yesterday's price. musk, as you know, was offered a seat on twitter's board of directors but that seat would have limited his ownership. earlier this week he turned that board seat down freeing him to buy as much of twitter as he wished. musk warned, quote, my offer of $54.20 is the best and final offer, and if it's not accepted i would need to reconsider my position as a shareholder. he could dump his 9%. either take the more than it's worth or i'll make it less than it's worth the implicit threat. we just got word twitter's board will meet in about 30 minutes to consider this offer. it's hard to tell when he's being serious and that's the

points that will be discussed during that meeting. the committee will hear a report on staffing levels and recruitment at the police department and will be updates on crime targeting the aapi community. that meeting begins at 10:00 this morning at city hall. that meet be willing streamed live online. and the meeting later this morning comes as a local group is petitioning for a crime alert update to be in asian languages. the group they can't burn us all started a change.org explaining asian elders would benefit from updates on the citizens app. those who don't speak english or don't want to speak to law enforcement could benefit. >> with this app, it's not -- they won't really have to talk to anybody.

a look at what to expect. >> reporter: marcus, good morning. frank james is expected to appear before a federal judge in brooklyn later today. he was arrested in manhattan's east village after sources sea he called the nypd's crimestoppers tip line on himself. there were also some witnesses in the area who say they saw him and pointed him out to authorities. wheel have details on that as well as what he's accused of carrying out. we saw the frightening scenes from the subway on tuesday morning during the rush hour commute and police say frank james carried out the assault. what evidence they have gathered and what james is accused of as well as more information about his past including what authorities say is a rap sheet including at least a dozen prior arrests. all that have and much more coming up soon on "today."

snowpack we're only about a quarter of the normal amount of snow for this date but once again we do have more snow ahead going into the weekend today and saturday will be the days with really tough travel as we could see nine inches of snow in south lake tahoe and up to 31 in kingvale over the week. and if you are going there tomorrow, it's going to be great. temperatures in the upper 40s and then that rain starts out in the early morning and then changes over to snow as temperatures drop. and then for saturday we also have the cherry blossom festival in san francisco and japantown. it's going to be raining off and on. not the best day but it does continue on sunday. we're looking at nice, sunny weather. friday is looking nice. i think you'll be wearing a jacket throughout the weekend, one of the chillier weekends for spring break and looking at l.a. for the weekend forecast,

temperatures in the mid-60s and 71 on sunday. coming up in a few minutes, vianey, how is that commute looking? >> my hometown. the bay bridge, look at the metering lights. you can see the backup and the delays. busy along northbound and south 880. there was an earlier crash 880 southbound lanes that have cleared out. a couple of things to look out for if you're going to be heading out today or tomorrow in the downtown san jose area. some mma fights. another thing to look out for a closure of some construction projects. this will run through may 6th.

claims. it is slightly higher than forecast. another 1.4 million people filed continuing claims. that was slightly lower than expected. and the u.s. sending a huge shipment of weapons. >> and some armored personnel carriers got their start in san jose, scott. >> they did, the m113 armored person he will carrier. they know the way to san jose. some 113s in action built at the plant on coleman avenue in san jose. you may remember this if you've been in the south bay long enough. this was over near the airport. starting in the '60s the fmc built them nonstop for more than 30 years. the company became bae systems before the factory of torn down in the late 1990s. it's now home of the earthquakes. the armored personnel carrier called this land right here home loaded on to train tracks for

that. thank you, scott. a suspected drunk driver in the hospital and a coffee shop in shambles this morning after a really chaotic early morning crash in the north bay. the driver shot his car over a grass barrier into the parking lot, hit a tree and plowed straight into the storefront on stony point road. no update on the driver's condition but he will be facing dui charges. meanwhile, one oakland restaurant now literally picking up the pieces after a weekend crash shut down business there. that's when a car smashed into the dining parklet. this is near lake merritt. it happened early sunday morning and forced the restaurant to close for two days. the owner shared these photos saying it caused more than $40,000 in damage.

over to antioch and now brentwood getting in on some light showers that extend over to discovery bay. we're also seeing that rain as you are crossing the bridges over to the peninsula. san mateo seeing light showers and also for the santa cruz mountains hasn't yet reached the south bay just yet but we will see that chance going into today. we do need this rain because we just got the drought monitor update this morning. let me show twhau it looked like last week. we saw all of this red for areas across northern california and the central valley. with the update that came out this morning they're extending the drought. now much of the central valley, just that one category below exceptional drought. of course that area very critical for our farmland as well as where a lot of our reservoirs are. seeing that drought conditions are worsening across the state now 75.75 -- 95.75% considered

in a severe drought. really seeing the dry conditions but nice to see the rain as it continues to move in for the north bay through about 1:00. and then san hope say may still be dry even into the evening commute. we see the rain happening. we're expecting that today. going into tomorrow it's drying out with more widespread rain in the forecast starting out early on saturday morning continuing into early in the afternoon. today our temperatures reach the upper 50s, low 60s, but gets a little bit warmer tomorrow with a break in the rain and some peeks of sunshine. coming back down a few degrees on saturday as that rain moves in. the first round looks to bring us a few hundredths for the south bay but maybe half an inch or more for the north bay. in all, once weep get that weekend rain, we could see at least about three-quarters of an inch of rain for many of our microclimates and we do see some more active weather going into next week.

we're dry on sunday, monday also looking dry. late on tuesday into wednesday another round of rain and thursday into friday even next weekend could be pretty soggy as we see several storm systems moving our way. so looking at our seven-day forecast our inland areas in the low 60s today. keep that jacket on. keep the umbrella around. tomorrow we'll be taking off those jackets, enjoying milder temperatures and then more umbrellas needed on saturday. vianey, how is it looking now for the commute? >> busy and take a look at the san mateo bridge. you could see a little bit of sheen on the roads. the bay bridge toll plaza. you're looking at about 15 minutes. in richmond, if you pay attention you can see the sheen. slow it down if you do hit a wet spot. speed sensors pretty good.

surprisingly under that. if he's really serious about buying at $54.20, shareholders should be buying more of this to make a profit. we do know the twitter board is meeting in three minutes at 7:00 in order to talk about this offer as well. laura and marcus, musk says this is his last and final offer. i think he would be willing to go higher to buy twitter because, after all, it's traded as high as $70 in the last 52 weeks. offering to buy out all of twitter for $54.20 a share. >> yeah, which equates to close to $43 billion. >> incredible. >> he has the money. happening today, the suspect in the new york city subway shooting is expected to make his first court appearance. police arrested frank james yesterday. james actually called in the tip that led to his arrest saying he was inside a manhattan mcdonald's. surveillance video from the

subway station shows a man in an orange jacket and hard hat walking through the turnstile shortly before the shooting. police say that's james carrying a suitcase and backpack. nine victims are in the hospital, all are expected to survive. in just a few minutes the "today" show is live outside the courthouse with the very latest on this continuing investigation. happening today hundreds of south bay students will learn if they have to attend a new school next fall. alum rock school board will vote on whether to turn cesar chavez elementary school in a school for preschool and kindergartners only. that means first through fifth grade would have to relocate. they say the school is about two-thirds empty and the change of the school to an early learning center and practically privatizing it. the district would save about $1 million. 6:58. let's take a peek outside. a live look mountain view. rain is on the way, though. some new drought numbers that came out just this morning, they

are not looking good. it's extending into the central valley. >> and we've seen those numbers and the drought status getting worse. that's what we're following even as we're tracking that rain moving into the bay area. look at storm ranger right now. we do have scattered showers, most of it very light, just enough to wet the lawn and you may be turning off the sprinklers which could help us conserve water as we are once again not seeing this as a huge rainmaker. won't put a big dent in the drought but it is nice to see this and more rain in the forecast over the next few days. we'll be tracking that. a last look at the commute. >> south bay drive times not too bad in the south bay. northbound 101 from highway 85 looking at 23 minutes. no big delays on 280 or 85. bridge times are slowing down. westbound 580 to the richmond bridge 14 minutes. metering lights are on at the bay bridge. they turned and at 5:58. you're looking at about 15 minutes through the stretch from westbound 80. >> all right. so be patient when you're out
