in the center divide facing the wrong way. no major injuries, tracking that. also tracking an important point at vasco road. just a few minutes ago it looks like it was tabled because everything is cleared from the roadway. we'll track that area getting out of discovery bay. smooth toward 580 as 205 and 580 start the commute. the bottom number is still great, under 20 minutes. at the limit, maybe a little bit cheating the limit. be careful, folks. roads are clear but you've got to watch the speed limits. back to you. breaking right now, at least seven people are dead following a suspected russian missile strike in lviv. according to local officials, at least 11 others were injured as well, including one child. ukrainian officials say missiles

struck three military targets and a fourth hit a city center. it seriously damaged a military infrastructure and destroyed nearly 40 cars. nbc news was nearby in a hotel on lockdown and heard the explosions. this is a picture from a crew who was on the ground at that time. now, "today in the bay's" brie jackson is following the breaking developments. she will have a live report coming up at 5:00. and 4:33 right now. new covid cases slowly ticking up. california's positivity rate now back above 2%. that was the last two days, more than 7,600 californians have tested positive for the virus. >> doctors say the most important part of this is hospitalizations and that number is still trending down. so there are 31 fewer californians in the hospital with covid compared to saturday. that's a bit of gooespite the s increase, overall cases are just a fraction of what we saw during the omicron surge, but cold and

flu numbers are on the rise as well. >> "today in the bay's" tom jensen spoke with one of our experts about the current flu season and the next outbreak. >> it's been a problem since the beginning of the year, but it's getting worse. many of the shelves are empty of the things that we turn to to feel better when we get bitten by the bug, and the pharmacy at this safeway in santa clara looks like many these days. as we move into the third year of this global pandemic, more and more people who feel sick are going to their old over-the-counter standbys to get better. >> my friends are getting the cold medicine instead of really testing. >> these parents have noticed a lack of cold and flu remedies on store shelves and a return to the old routine of treating sicknesses at home. >> sore throat, stay out late at 1:00 in the morning, you know what i mean? this is how you develop your health. >> reporter: bay area infectious

disease effort dr. monica gandhi isn't surprised that cases of the cold and flu are picking back up. she says it's something that also happened a year ago when covid cases were in decline. >> when we're in a lull we have all these other people getting colds and flus and other things out of season because other viruses come back. >> reporter: music to the ears of these santa clara parents who have had covid come through their homes at least three times. >> i got covid before it was covid. >> reporter: and the doctor says she expects the downturn in covid cases to continue to fall, even with all of the spring break and holiday events going on mostly unmasked. >> ba.2, this new subvariant, is now more than 75% of our strains and we haven't seen an increase in severe disease yet. so i think our immunity is holding up really well, but importantly, icu admissions and deaths continue to fall. >> reporter: she expects us to

keep treating covid like a bad flu. but some remain skeptical about what normal will be like. >> there will never be a back to normal after what we just went through. we will never get back these two years. 4:36 now. a live look at the coliseum where the oakland a's will be playing, after starting the season with ten straight games on the road, the team's home opener is tonight against the baltimore orioles. if you plan on going to the game, be prepared to show proof you've been vaccinated against covid. now, fans do not need proof of vaccination to actually enter the game or attend the game, but you will need it to enter any indoor spaces because the city of oakland still has an ordinance in place for indoors. at the coliseum, that includes the tree house, the bullet bar and other indoor team stores. >> record inflation hitting many trying to make it in the bay, from gas to eggs, to groceries.

prices are on the rise. i was able to chat with max vargas, the new vice president of economic justice with the latino community foundation. we talked about a lot of things, including the impact of these rising costs. >> in california, as you may well know and a lot of the viewers know, the cost of living is already significantly high, especially in some of our large metro areas, such as san francisco bay area, silicon valley area, and that's exactly where we're also seeing some pronounced impacts from the inflation on top of some existing high costs. and for communities like the latino community who have been bearing the brunt of the economic fallout from the pandemic, this is exceptionally high. some of the highest costs around inflation have been around energy and food. on the energy front we're talking utilities, so some basic necessities that are starting to squeeze folks on top of other costs such as housing. the latino community in particular, you add these on top of the fact that when the

pandemic struck they were twice as likely to have lost their jobs and were already starting with some of the largest wage gaps. >> talk to us about specific things latino families can do in the bay area to get the assistance. because we know the need is there. is there assistance and how can they get that? >> yeah, absolutely. so we're excited, actually, to announce that we've awarded $1.4 million to 35 latino-led organizations across the state, especially to leverage these efforts for recovery. you've heard the large federal numbers, the $1.9 trillion in the american rescue plan, and we're coupling our dollars at the local level and state level to support local organizations throughout the state, including in the bay area, several in silicon valley as well, that can help support our community in accessing those dollars. because we know that when things happen at the federal level, as well-intentioned as they are, it actually reaches our communities, their pocketbooks and our state overall.

we can't have a full and robust recovery if our latino families aren't recovering in california. and there is still time. the 18th is actually the last day to file taxes and file for the earned income tax credit. the california earned income tax credit is just vital for many families in many communities, and unfortunately $76 million goes unclaimed every year. believe it or not, half of that is for latino households. so there is money on the table that could be helping the latino community, the state overall in our recovery if folks would file for the earned income tax credit. >> i wish you the best on your new position and bridging that gap to help the families that need it. thank you. >> max and i spoke about a lot more, so he was named vice president of the foundation less than two weeks ago. you can go here to read the specific plans he has to tackle the economic difficulties

america, ibm, netflix, johnson & johnson, procter & gamble, united and american airlines, american express, verizon and tesla. we're going to be very interested to see if elon musk gets on the call this week. investors will also be paying attention to what companies say about how they're handling surging costs. the markets fell last week amid worries about higher interest rates and inflation, potentially hampering the economy. in addition to earnings this week, we're going to be watching for reports on housing starts, existing home sales and jobless claims. meantime, if you haven't filed your taxes yet or even if you have, you can catch in while you're writing a check or waiting for your return. several businesses are marking the tax return deadline with deals among them. planet fitness is giving members and non-members a free workout

fly-over, coming onto 237 off of southbound 880. the high-rise section that goes up and then back down and merges with those hov or express lanes traveling west. so that is where the crash was reported. everything is out of lanes, but it sounds like activity down there, 237. 238, up here, disabled vehicle just off the castro valley y. doesn't appear to be a problem of any sort. getting through the east bay is a nice drive. toward the bay bridge, that is a beautiful, crystal clear drive, as well as the view. nice day ahead, at least from this shot. >> we don't have any issues with fog. it's just really cold as you're heading out the door. take a look at our current temperatures, especially in the north bay where we're in the mid-30s. we're feeling that in santa rosa right now and also some mid-40s for concord. it's 40 in palo alto and some low 40s for the south county.

we're going from wearing a nice warm jacket to short sleeves and maybe some shorts sleeves today. it will also be 71 in mountain view today and upper 60s for much of the east bay with a high of a 66 in novato. tomorrow it's just a little bit cooler, as we get these early morning showers moving in, as our temperatures reach into the mid-60s we're going to see rain tapering off. here's the rain we've been talking about. this is headed our way, reaching into the north bay late this afternoon, into the evening. here we are at 5:00 to 6:00, we start to see rain moving into san francisco. this may have impacts to your evening commute, especially if you're a later commuter. we'll see spotty rain, some of the heavier rain overnight. there may be lingering showers by early tomorrow, just here and there a slight chance. overall we'll see rain coming through overnight. the first round of rain brings us lighter amounts of rainfall,

south of the golden gate bridge about 0.1 or less, could be 0.25 or more for parts of the north bay. as we see more storm systems coming in, we could see rainfall totals over 1 inch here in the north bay, while the sierra is still very low with the snowpack. it has been increasing slightly thanks to that recent rain and snow that we've had, and now we're looking at an extra foot, maybe closer to two feet around kingvale going into the next few days. so we continue with great news that we are getting this late season rain and snow. our temperatures reaching into the mid to upper 60s over the next couple of days and then it clears out just in time for the weekend, as our temperatures rebound into the upper 60s and low 70s. off and on rain as well for san francisco for much of the week. and now as we turn to our climate in crisis, and we take a look today, all week long, right here on nbc bay area, we'll be sharing stories on our climate in crisis and ways that you can help make a positive impact.

>> thanks so much. well, this morning in pinole the search is on for a stolen goat, so this is what happened. on friday someone swiped the newborn animal while a small herd of goats was waiting to be transported back to the home ranch. east bay mud hired goats are us to clear some of the brush in pinole. now, a silver or gray car stopped and a young woman snatched the baby goat. the owner of the goat really pleading to whomever took that animal to bring it back. the survive long without its mother. blasting off, spacex completes a successful launch. ahead on "today in the bay," what we know about the classified cargo on board that was sent to space. >> and happening now, walnut creek leaders are set to decide whether to expand cannabis sales in the city. the city allows up to two delivery services for medical use. currently there's only one operating in walnut creek.
